The consolidated budget amounts to 52.3 billion. Consisting of an operational budget of R47 billion and a capital budget of R5.3 bil- lion. The budget is prepared under various consider- ations including the national economy being under major strain and stress, low economic growth and high unemployment. WITH the Covid-19 pandem-ic having had a dire

impact on jobs and people’s livelihood, the eThekwini Municipality continues to support women and youth cooperatives in the Agri-business Enterprises sector.

On 6 April, eThekwini Mayor Councillor Mxolisi Kaunda visited the Cato Ridge Poultry Farm in Hammarsdale and Ilangabi Elingacishi Youth Nursery in Umzinyathi to assess progress on the development of these progressive agricultural initiatives.

The Municipality has invested R17.7 million to both sites which have already created 43 permanent jobs.

Mayor Kaunda said the Municipality supports agriculture and associated industries to fight the scourge of job losses and unemployment.

He said following the retrenchment of workers after the closure of Rainbow Chicken poultry farms in the City, the Municipality couldn’t sit back while several families lost their livelihoods. ETHEKWINI Municipality has invested R33 million to maintain eThekwini’s beachfront, a prime tourist attraction that has kept the City as the number one domestic tourist destination. The project seeks to develop and maintain the beachfront as a key asset that contributes significantly to the local tourism sector, job creation and the economy. This was revealed by

eThekwini Mayor Councillor Mxolisi Kaunda as he welcomed tourists to Durban ahead of the Easter holidays. “The City has invested

millions of rand in the facility to ensure that we have a world class recreational facility for people to enjoy when they visit Durban,” he said. “As the City, we are reinvesting in our beachfront and inner city to welcome visitors and tourists to a well maintained, attractive and safe beachfront. The investment in the beachfront and inner city aligns with the Economic Recovery Plan which focuses on reinvigorating the domestic tourism sector, which was highly impacted during the hard lockdown.”The Beachfront Public

Space Management project will augment the good work currently being done by the Municipality’s Parks and Cleaning and Solid Waste units on the beachfront. The project will also ensure

Extension for validity period of licenses ACCORDING to the Government Gazette 43958, all learner’s licences, driving licence cards, temporary driving licences and professional driving permits that expired from 26 March 2020 up to and including 31 December 2020 are deemed to be valid. Their validity periods are extended for a further grace period ending on 31 August 2021. Metro Police Senior Superitendent Parboo Sewpersad said the extension does not apply to motor vehicle licence discs and registrations.

Emergency Mobilising and Communications Centre THE Emergency Mobilising and Communications Centre is a 24-hour emergency centre housed within the Municipal Disaster Management Centre at 3 Jelf Taylor Crescent. The centre usually fields calls for property or life-threatening emergencies including bylaw related infringements. This includes mobilising resources to reported incidents that require responses by the Fire Service, Metro Police or Disaster Management response teams. Due to the rapid urbanisation and expansion within the City, the centre has embarked on decentralising its operations to four regions. The main control room is situated in the central region within the Municipal Disaster Management building. The Western region control room is situated in the Western Region Fire Service headquarters which is the Pinetown Fire station and the Northern region control room is situated in Verulam Sizakala Centre. Mayor Kaunda supports PRASA initiative to curb crime SILINDILE MALULEKA

ETHEKWINI Mayor Coun-cillor Mxolisi Kaunda has pledged his full support and commitment to ensure the success of PRASA’s People Responsibility to Protect ini-tiative. The initiative is aimed at promoting stakeholder participation to protect the public entity’s assets and in-frastructure to eliminate acts of criminality and vandalism of the rail network.The initiative, launched on

30 March at the Durban Sta-tion, will create opportunities for women and youth-owned co-operatives in areas such as cleaning and maintenance of stations as well as con-struction.The initiative elevates the

stakeholder’s responsibility in protecting public assets for both PRASA and Transnet rail infrastructure, rail reserves and network as well as the prevention of crime in the rail environment. The focus of the interven-

tion seeks to manage this downward spiral resulting from rampant criminality through the implementation of crime prevention strate-gies, working with communi-ties and stakeholders. Mayor Kaunda said crim-

that the beachfront is kept in good condition throughout the year while creating employment and skills development for 95 people. The project, which is valued at over R33 million for a period of three years, includes carrying out maintenance in landscaping, irrigation, coastal dune maintenance, beachfront fencing maintenance and sand drift removal of the promenade.

Mayor Kaunda explained: “Last year, 12 beaches within the eThekwini Municipality were awarded the National Blue Flag status. This initiative will ensure that our beaches maintain their Blue Flag status. It will also assist us to keep our environment clean. The Public Space Management project will encourage and attract domestic and international visitors to the City’s biggest tourist attraction.”

In terms of the Socio-economic impact of the Easter holidays, the occupancy rates were estimated to be around 55 percent. About 42 000 visitors were expected with a direct projected spend of R61 million. It was expected that there would be a R151 million contribution to the GDP with 325 employment opportunities created over the Easter weekend.

ETHEKWINI Mayor Councillor Mxolisi Kaunda has commended officials from the City’s Integrity and Investigations Unit (CIIU) for apprehending a scammer who was promising people Municipal jobs in exchange of money. Ahead of the Easter

weekend, a woman who is believed to be in her thirties was arrested by police for scamming job seekers by demanding money in exchange of Municipal jobs. The CIIU pursued the case until the suspect was apprehended at the Warwick Junction taxi rank where she accepted cash.The alarm was raised after a

woman who was scammed, allegedly paid R 2500 to the con artist who claimed to be working for the Municipality.The suspect spent the Easter

weekend behind bars and was expected to appear in court soon.Acting City Manager

Sipho Cele said the City follows formal procedures, requirements and proper channels when recruiting. He advised resident to be vigilant of the scammers. “We advertise vacancies in the Municipal newspaper, mainstream media, Municipal notice boards and eThekwini Municipality’s

AN UNANNOUNCED visit was paid by KZN MEC for Corporative Governance and Traditional Affairs Sipho Hlomuka and eThekwini Mayor Councillor Mxolisi Kaunda to the Florence Mkhize building on 25 March to ensure the public was receiving a high level of service delivery from Municipal staff.

They were accompanied by Chief Whip Councillor Sibongiseni Mkhize, Speaker Weziwe Thusi and Peet du Plessis, Head of Revenue Management.

The visit forms part of Siyahlola Programme which sees Mayor Kaunda visit various areas to track service delivery and other operational issues.

City working tirelessly to eradicate transit camps NONHLANHLA MKHABELA

GREAT progress is continually being made by the City to eradicate Temporary Residential Accommodation (TRAs) commonly known as transit camps as 17 TRAs have been closed, with a total number of 3 357 families being successfully relocated.

Families were relocated to various projects including the Cornubia Housing Development Project during the period of 2013 and 2018.

This is part of a bigger vision by the eThekwini Municipality to eradicate its 45 remaining TRAs in the City.

The City has several TRAs, which are an integral part of implementation for catalytic projects that require the relocation of residents, located throughout the municipal area. The temporary residences are mainly linked to housing projects and the Municipality has been able to minimize them where they are no longer required.

Originally, 71 TRAs with a total number of 10140 units were built within the City with the objective of attending to various disasters and to also relocate residents that were in the way of 2010 FIFA World Cup stadiums that were to be

IN AN effort to take justice to the people, Minister of Justice and Correctional Services Ronald Lamola and eThekwini Mayor Councillor Mxolisi Kaunda officially opened the Point Branch Court on 26 March.

The court will provide fam-ily law services. It will also be instrumental in tackling the scourge of gender-based violence. The Family Court was previously housed at the Durban Magistrates Court.

The new court, situat-ed at 99 Shepstone Road in Durban, opposite the Transnet Terminal, will offer integrated services. Family court services comprise of domestic violence, mainte-

nance, children’s court and protection from harassment and will now be provided at the new state-of-the-art family and child friendly facility.

The move comes at an opportune time as the Department of Justice and Correctional Services strives to best manage the proto-cols on entry into court-houses during the Covid-19 pandemic. The move of the family law services to the Point Court will ease the foot traffic into the Durban Magistrates Court.

Speaking at the opening, Minister Lamola said: “This is a great initiative by the de-partment, that a court of this nature has been opened. It is a first-generation smart

court that enables people to apply online for domestic violence protection orders and maintenance applica-tions.”

He said the court was a pi-lot that would be rolled out throughout the country.

“It also allows victims who don’t want to testify in front of a perpetrator or suspect to do so from any other room on the premises,” he added.

Mayor Kaunda applauded the initiative by the Depart-ment of Justice and Correc-tional Services.

“The public, especially women and children, will access court services for the protection of their human rights,” he said.

A balance of 8 235 families, for which relocation requires short-term, medium-term and long-term interventions, depending on the number of units in the area, remain to be relocated.

Originally, 25 families required short-term intervention, two of which have already been relocated to the Cornubia Housing Development Project and one has been approved for the MKVA programme.

Funding for the 22 remaining families was approved by the MEC for Human Settlements in May 2019. The TRAs being occupied will be demolished.

For mid-term eradication, 10 TRAs are linked to projects which are currently at a planning stage.

Currently, under long-term interventions, 18 TRAs are linked to projects in both planning and construction stages and the broader Cato Manor Precinct.

families, pensioners and child-headed households to apply for indigent relief in order for their bills to be nullified.

MEC Hlomuka said he was happy to see the first-class service given to customers at the Florence Mkhize Building.

“Clients must be assisted promptly and leave the banking hall to avoid overcrowding. Employees and patrons must comply

to all Covid-19 regulations,” he said.

Mayor Kaunda said the City is committed to improving service delivery and rectifying problems within their control.

He said despite the impact of the Covid-19 pandemic and the current state of the economy, the finances of the City remain healthy and stable.

Meanwhile, MEC Hlomuka and Mayor Kaunda together with members of the Executive Committee donated school uniform to 81 less fortunate leaners from Mzuzumqhele High School on 29 March.

The handover is part of a programme to assist 5 000 needy learners throughout eThekwini.

All the learners graduated

WHILE strides have been made regarding women’s equality, much more still needs to be done to empower women. That was the word from Chairperson of the Community Services Committee Councillor Ntokozo Sibiya when she addressed a women’s event

at KwaMashu’s C Sports Grounds recently.The event was held under the theme ‘Choose to challenge’. Councillor Sibiya said the theme was very relevant to various challenges faced by women around the world. “We must choose to challenge gender-based violence, choose

to challenge teenage pregnancy and other various challenges and social ills facing us and our girl children.” She said March was commemorated globally as international Women’s Month to honour women and their achievements. She reminded attendees of the history of 1956 when

thousands of women took a stand against the pass laws.Councillor Sibiya said in order to bring about meaningful change, women need to occupy positions of authority. “We need to support each other and not work in silos. We need to do things differently and embrace each other,” she said.

Ward 40 Councillor Constance Xulu said she was honoured that the programme was hosted in her ward. “As a woman councillor, I will continue to put women’s issues on top of the agenda.”

THE regeneration project, Operation Good Hope, finally entered Lamontville on 19 March.Operation Good Hope aims

to address service delivery concerns and to keep the City clean.The operation included a

clean-up, enforcement and intensive site inspections conducted at Mathwebula, Ndawonde, Lushezi and Ngcamu roads, which is comprised of various informal businesses and informal housing structures. Spearheaded by the

South Durban Basin – Area Based Management (SDB-ABM), other participating departments in the operation included the Electricity Unit, Business Support, Business Licensing, Durban Solid Waste Education, Parks, Roads and Community Participation and Action Support. Community members also came out in their numbers to level their concerns and express their gratitude that Operation Good Hope had finally arrived to address the needs of the community.Resident Sanele Mwelase

Virginia and Centrum developments a step closer

ETHEKWINI Municipality Mayor Councillor Mxolisi Kaunda said he would like

to see the development take place quickly, without flouting any regulations. He stressed that the development must reflect the demographics of the City and that the Rapid Economic Transformation Policy must apply.

Head of Catalyitc Projects, George Mohlakoana said: “One of the strategies adopted as part of the economic recovery plan is accelerating the implementation of catalytic projects, based on their job creation as well as economic growth potential. The Centrum precinct and Virginia Airport sites redevelopment were categorized as strategic land parcels and high impact catalytic projects which have a strong likelihood of contributing significantly towards the much-needed socio-economic investment injection in the current economic climate.”

Mohlakoana added: “The City will therefore, in the next few weeks, begin the open tender process of inviting proposals from interested potential private investors and developers for the redevelopment of the Virginia Airport site and the Centrum, Gugu Dlamini Precinct through an Expression of Interest.”

Following the adoption of the City’s economic recovery plan in response to Covid-19 implications, the Capital Investment Committee approved the revised strategy of bringing forward the process of inviting proposals from private investors and developers for the redevelopment of these strategic land parcels. The development of the Centrum and Virginia sites, as with any other development, needs to be based on sound economic analysis, feasibilities and clear business plans.

The intention is that eThekwini Municipality will retain ownership of the properties in order to capture the broader benefits of property regeneration as well as financial benefits. EThekwini Municipality does not intend to sell the properties, except in the cases where it is necessary

such as residential accommodation, but to make the properties available to prospective private investors via long term leases at market rates.

This public-private partnership will increase the economic land value with minimal costs to the City, maximizing the economies of scale.

The public participation land clearance process, done in October last year, commenced the first step towards achieving the Municipality’s vision to accommodate a mix of land uses taking advantage of its central location and investment potential.

The Municipality’s Deputy City Manager Phillip Sithole said the call for public to comment was advertised in the Metro eZasegagasini and the City’s website, as done with all other projects, and all legal requirements were met. He explained that in the case of Virginia Airport redevelopment,

feasibility studies were done in 2019, which included consultation with stakeholders such as the current Virginia Airport operators. The latter were fully aware of Council’s plans for the possible redevelopment of the Virginia site. He said currently only two operators out of 20 operators have signed short term tenancy agreement, allowing for one calendar month notice of termination by either party. The other 18 operators have no signed valid lease agreement, and are currently being charged occupational damages, not rental. The current rental amount set for operators for Virginia Airport is about R12/m2, which is well below the market figure of R125/m2. This means the operators are paying 10% of what they should be paying, thus the taxpayers of the City are subsidising the rental amount by about 90%. It is costing Council

an amount of about R5 million per annum towards facilities management and Air Traffic and Navigation Services (ATNS). In short, the City is getting no income from the use of Virginia Airport site, with an asset value of R370 million. Such a business model is certainly not sustainable and other options needs to be pursuit.

The vision of the Virginia Airport redevelopment is to develop the precinct into a vibrant 24-hour mixed-use City precinct residential units and hospitality and tourism related offerings. The development will provide facilities such as offices, restaurants, tourist attraction and entertainment, and residential accommodation.

IN the case of the Centrum project, the site is in high demand due to its strategic location within the City. The development of the site, through increased public, green and civic

space, mixed use functions and enhanced pedestrian and public transport, is intended to catalyse a revitalisation and renewal process filtering into both its immediate and greater City surrounds. This development is certain to unlock the potential for new and expansionary investment within the broader City and Centrum precinct and directly surrounding the site (ICC, DEC, Rivertown, etc.), stimulating long term growth and development.

The objectives of the project are to enhance existing and create new links between the commercial City centre, Rivertown, Durban Station, the Greater Warwick Area, the Durban ICC and Durban Exhibition Centre, and all sub- precincts within Centrum precinct. The project also aims to develop Gugu Dlamini Square in detail in terms of development potential and

the feasibility, develop new public service buildings such as a City Library, proposed Natural Science Museum and Council Chambers on Gugu Dlamini Square, consolidate and create a new Municipal/Government Complex in the civic heart of the city (Gugu Dlamini Square).

The development will also provide opportunities for private investment to develop uses and buildings that can interact and provide supporting services and activities such as offices, restaurants, entertainment and accommodation on Gugu Dlamini Square in particular, and the Centrum precinct.

The vision is to develop this precinct into a liveable city precinct with access to jobs and an array of urban amenities, economic opportunities and social services.

ETHEKWINI Municipality is leading the way and made history by being the first in the country to launch the Autosobriety Training Programme (ATP) to Prevent Drink-Driving on 23 March.The ATP is aimed at curbing

alcohol-related road fatali-ties. The programme will be delivered through a number

of stakeholders, including private driving schools. Beneficiaries will be

equipped with educational tools through an initiative by the United Nations (UN) Institute for Training and Research (UNITAR) in col-laboration with eThekwini Municipality, together with the eThekwini Transport Authority, the eThekwini Municipal Academy (EMA),

the Municipal Institute of Learning, the International Training Center for Author-ities and Leaders in Durban (CIFAL Durban). And, with the support of the alcohol beverage producer, Pernod Ricard.In 2019, according to the

Durban Metro Police, there were 65 861 total road traffic crashes, of which 5 500 were alcohol related crashes in

the eThekwini Municipal area. The number of crashes related to alcohol comprises at least eight percent.EThekwini Mayor

Councillor Mxolisi Kaunda officially launched the programme via Zoom. “Through this

collaboration, enhanced awareness of drink-driving as a risk factor causing road traffic crashes is expected, as

well as the implementation of the ATP in the existing training for Municipal drivers, and its integration across other sectoral projects of the eThekwini Municipality,” he said.Head of EMA, Dr

Mpilo Ngubane said the programme will be implemented in three phases, following a cascaded approach for training. The

first phase consists of a Training of Trainers for driving instructors from the Municipality, the second phase targets Municipal employees and some 100 driving schools, and lastly, the third phase includes road users in general, with a target of 5 000 beneficiaries.

A RISE of between 1.5 and 2.2 degrees Celsius in average temperatures and an increase of up to four days in the number of extreme rainfall days is predicted for Durban by 2050.To avert these and other climate change impacts, including increased periods of drought, more intense storms and flooding, and sea-level rise, the City, primarily through its Environmental Planning and Climate Protection Department, has been working tirelessly to contribute in limiting the rise in average global temperatures to less than 1.5 °C by 2050. In 2019, eThekwini Municipality became the first African city to adopt its Climate Action Plan (CAP) after the publishing of the Durban Climate Change

Strategy (DCCS) in 2015.Recently, the DCCS successfully completed its first revision process which included the addition of enabling themes to the strategy structure, namely; legislation and policy, planning, stakeholder structures, research, communication and capacity building as well as finance. These, in line with the 2015 Paris Agreement, seek to provide a pathway for the City and its residents to respond to climate change. The revision process seeks to consolidate the DCCS and the CAP into a combined implementation and monitoring framework.An extreme rainfall day is defined as 20 mm of rain occurring within 24 hours while a very hot day is when the maximum temperature exceeds 35 °C. Dr Sean O’Donoghue explained the importance for climate change to become everyone’s responsibility in order to achieve the set climate change goals. “Human activity is causing worldwide temperatures to rise faster than any past period that we know of. Added to this, is that some parts of the planet are warming faster than others. South Africa is warming faster than the global rate and some parts of South Africa – for example, eastern KwaZulu-Natal – have warmed at about twice the global rate,” said O’Donoghue. TO HELP Durban stand a chance of being the most biodiverse City in the world, residents are encouraged to partake in the City Nature Challenge taking place from 30 April to 3 May.The challenge is an international event which encourages residents across the world to find and document living organisms in urban areas. Three cities which achieve the most observations and engage the most people are awarded the status of being the most biodiverse city. For residents to participate, they will need to identify any living organisms around the City, including species of plants and animals, take pictures, sign up and upload the pictures on iNaturalist. Bioblitzes, where a group of people survey all organisms, can be hosted in any open space site where individuals

can participate in as many bioblitzes as they wish at the same site or different sites while following all Covid-19 regulations. Pictures can be taken from anywhere in the including the beach, around your neighborhood, parks and reserves .To help residents better understand the challenge, the South African National Biodiversity Institute is currently offering training which began on 6 April

Resilient, Empowered, AIDS-free, Mentored, and Safe (DREAMS) Programme which aims to reduce the rate of new HIV infections

Service delivery continues in eThekwiniIt was another eventful week as eThekwini Mayor Councillor Mxolisi Kaunda criss-crossed the City in a concerted effort to deliver essential services to residents. On 6 April, he visited the Cato Ridge Poultry Farm in Hammarsdale and Ilangabi Elingacishi Youth Nursery in Umzinyathi to assess progress on the development of these progressive agricultural initiatives. The Municipality has invested R17.7 million to both sites which have already created 43 permanent jobs. On the same day, as part of the Municipality’s Back to School Programme, the Mayor donated school uniforms to 145 learners from Ntee High School in KwaNdengezi Township. Earlier in the week, during a beachfront walkabout, Mayor Kaunda revealed that the Municipality has invested R33 million to maintain eThekwini’s beachfront, a prime tourist attraction that has kept the City as the number one domestic tourist destination.

Successful Easter weekend in Durban

AS THE City of Durban, we would like to convey our

deepest condolences to the family of the first democratically elected Premier of KwaZulu-Natal, Dr Frank Mdlalose.

Nyanda played a significant role alongside former President Jacob Zuma to bring political stability in our province. Through his efforts, as the province we were able to do away with no go areas and today political parties are free to campaign anywhere without intimidation. Our thoughts are with his family during this difficult period, particularly his wife who is still recovering in hospital.

Let me also take this opportunity to thank the people of eThekwini and our visitors for choosing Durban as their holiday destination of choice during the long Easter weekend. Our special gratitude goes to our staff including Metro Police and other law enforcement agencies for their sterling work in ensuring that our visitors enjoy their holidays in the City within the confines of the Covid-19 protocols.

As the City, we are reinvesting in our beachfront and inner city to welcome our residents and tourists to a clean and fresh beachfront. The beachfront is our key asset that contributes significantly to the local tourism sector, job creation

and the economy of the City.

The investment in the beachfront and inner city aligns with the Economic Recovery Plan which focuses on reinvigorating the domestic tourism sector, which was

highly impacted during the hard lockdown.

It is against this background that we have invested over R33 million to improve our public space in the beachfront. This comes hot on the heels of a multimillion rand we have invested in extending our promenade.

Last week, we tabled the City’s draft budget for 2021/22 for consultation with all our stakeholders and members of the public. Due to Covid-19 regulations, most of these consultations will be done through various media platforms, regional and sectoral consultations where a minimum number of 250 people will be allowed to attend.

We urge members of the community to participate in this process and make input into our Integrated Development Plan, Spatial Development Framework, Budget and Annual Report. The deadline for submissions is 15 May 2021. Please send us your input on [email protected].

I LIVE in Clare Estate and my refuse was not collected. I have spoken to family members living in other suburbs and they said they have also experienced the same issue. I would like to find out if there is a problem and the reason why refuse collection has not been as consistent.

Numerous factors can cause burst pipes

Water testing at beaches WHILE cycling on the Durban promenade I stopped at the Lifesaving Club building on North Beach to check the water test status. Water testing is supposed to take place every second week according to the chart. The last testing was done on the 5 November 2020, which was four months ago. Since then, we have had numerous storms bringing all sorts of pollution down the rivers and onto the beaches. I would like to know who has not been doing the testing and why?

I AM concerned about the growing number of burst pipes in my area. It is as if as soon as a burst is fixed, it bursts again. Can the Department concerned explain what the cause of this is and what is the City doing to fix this?

by a number of factors. They are sometimes caused by continuous rainfall that may cause soil to be loose thereby making pipes to move. We also have cases where temperature, corrosion and high-water pressure in the pipes can cause bursts, encroachment by tree roots, and soil erosion can cause pipe to lose positions. THE Development Planning Department has embarked on a process to Review the eThekwini Municipal Land Use Scheme. The Review is based on the need to remain proactive in order to facilitate development and growth in the City: while at the same time giving full effect to the City’s vision of creating a Liveable City.

The Land Use Scheme is continually undergoing annual reviews and performance testing. The proposed changes for the period under Review have been documented and will be available for viewing at the offices of each Planning Region.

The comment period is open for a period of 60 days starting 26 March 2021 and will close midnight 24 June 2021.

THE Development Planning Department has embarked on a process to Review the eThekwini Municipal Land Use Scheme. The Review is based on the need to remain proactive in order to facilitate development and growth in the City: while at the same time giving full effect to the City’s vision of creating a Liveable City.

The Land Use Scheme is continually undergoing annual reviews and performance testing. The proposed changes for the period under Review have been documented and will be available for viewing at the offices of each Planning Region.

The comment period is open for a period of 60 days starting 26 March 2021 and will close midnight 24 June 2021.
