But is India’s 2006 Forest Rights Act, the law which promises to undo decades of historical injustices for its forest dwellers, even close to being implemented? On July 22, RRI released a new study revealing that the Forest Rights Act has unrealized potential to recognize the rights of approximately 150 million forest dwellers on at least 40 million hectares of Indian forests. Conducted by Vasundhara, NRMC India, and RRI, the study finds that if the Act is properly implemented, it would initiate the largest ever land reform in India, shifting forest governance from an undemocratic, colonial system to a decentralized one where local peoples are the decisionmakers. New Study Reveals that Forest DwellingCommunities Have Rights Over Half of Indiarsquos

New Policies Promise Greater Equality andOpportunities for Colombiarsquos Rural Women
Land is a key indicator of equality and prosperity for poor rural women Yet muchlike the rest of the developing world Colombian rural women face an uphill battle inthe recognition of their land rights Sustained advocacy by the Federation of PeasantWomen of Cundinamarca (Federacioacuten Departamental de Mujeres Campesinas deCundinamarca) and the Roundtable of Advocacy of Colombian Peasant Women(Mesa de Incidencia Poliacutetica de las Mujeres Rurales Colombianas) has resulted inthe Colombian governmentrsquos agreement to establish its first comprehensivepublic policy for rural womenrsquos rights
As part of the countryrsquos National Development Plan ndash which guides national policiesfrom now until 2018 ndash new policy provisions will not only clearly define the rights ofrural women they will also spell out the mechanisms to advance and implementthese rights This new development will also propel the implementation of Law 731 a2002 law that seeks to promote equity between rural men and women throughwomenrsquos land titling micro financing and encouraging their representation inpolitical processes

A new analysis by RRI highlights the relationshipbetween protected areas and community land rightsas a key global human rights and biodiversityconservation issue The report titled ldquoProtectedAreas and the Land Rights of Indigenous Peoplesand Local Communities Current Issues and FutureAgendardquo studied 21 highly biodiverse countries and
found that while secure land and natural resourcerights are fundamental to the identity livelihoodsand cultures of Indigenous Peoples and localcommunities they have often been infringed inprotected areas

Award Recognizes RRIsCameroon Coalitionrsquos Work inLand Rights and Reform Process
In recent years a growing mass of Cameroonrsquos civil society has joined efforts topromote community land rights over exclusionary conservation schemes and colonialmodels of economic development RRIrsquos Cameroon Coalition has been anintegral part of these efforts and was recently recognized for its work byVolontariat Pour LrsquoEnvironnement (VPE) a Cameroonian NGO
The annual award Legende Environnementale du Cameroun Edition 2015recognized the Coalitionrsquos ldquoefforts toward the consideration of the rights of localcommunities indigenous peoples and women relating to land as well as theengagement of the Coalition with other actors to advance the land reform process inCameroonrdquo
