Roles of a University Research Management office
• Define research agenda from time to time in collaboration with the various academic and administrative units
• Develop staff capacity for research through training programmes (local/overseas), workshops, conferences and seminars
• Encourage and foster multi-, inter-, and trans- disciplinary research
• Encourage mentoring of emerging scholars
• Assist in sourcing grants for projects that align with the University strategic research vision and mission

The University of Ibadan (UI)
• Established in 1948, first as a constituent college of the University of London, became a full fledged University in 1962.
• It is a conventional university and currently has 13 Faculties and six research centres and institutes.

• With a full-time undergraduate population of 12,507 students and 13,803 students under the distance learning mode, the university provides access to education for a large segment of Nigerian youths desirous of obtaining quality certificates from the ‘first and the best’.

UI STRATEGIC PLAN, 2009-2014
• Occasional stock-taking for a better and brighter future is not strange to UI. Indeed, records of such exercise date back to 1952, when it took the form of a Visitation Panel. Since then, numerous visitation panels, reports, quinquennial plans, study reviews and other ad-hoc reports have been produced. The strategic planning approach is, however, of a more recent origin.

• the ultimate desire of ensuring an institution that meets the aspiration of its stakeholders more effectively, more efficiently and more equitably remains as urgent as ever. This poses a big challenge in the face of a less-than-friendly environment, especially with declining funding of the University:
• inadequate recurrent grants to the University (only about 60% of the recurrent needs of the University for some years), and
• insufficient capital grants to rehabilitate and upgrade dilapidated buildings, broken down or obsolete equipment and, if possible, finance new projects.

The Research Management Office (RMO) shall
• ascertain the exact amount of unexpended or uncommitted funds;
• review any cost sharing or matching commitments, ascertaining which have been met and which will be transferred;

• review agreements for equipment purchases; capitalized equipment purchased on the existing grant may move with the PI/PD;
• review commitments to personnel, including graduate students.

Authorship
• The University shall develop and operate a policy on authorship. A draft has been produced and circulated to all academic staff for input. This document presents guidelines for the appropriate attribution of credit and disposition of research products.

• These guidelines are intended to apply to research products in the broadest sense and to encompass research activities and materials spanning a continuum, from quantitative analysis of experimental data to qualitative interpretation of anthropological narratives.

• The University shall develop and operate a policy on intellectual property. Staff, students and visiting scholars shall abide by the intellectual property policy.

CENTRE FOR ENTERPENEURSHIP AND INNOVATION (CEI)
• The Centre for Entrepreneurship and Innovation (CEI) was established in 2002. The main functions of the CEI include curriculum development in entrepreneurship and innovation, coordination of teaching and research in entrepreneurship and innovation, promotion of linkages with the private sector through research, consultancy,

The Intellectual Property and Technology Transfer Office (IPPTO)
• The IPPTO is supervised by the management of the CEI. It is supported by the National office of Technology Acquisition and Promotion (NOTAP).
• The IPPTO is facilitating the promotion, protection, preservation and commercialization of IP assets within and beyond the University of Ibadan.

CONCLUSION
• Beyond the conventional role of the University in teaching, research and community service, the changing role of universities requires that such tertiary institutions should be engaged in innovation aimed at national and international development.

• Measures are being put in place at the University of Ibadan in the last 10 years or so to achieve these goals as part of the Strategic Plan, 2009-2014. Some of these issues have been presented in this paper.
• It is intended that the initiatives will be continued in he years ahead with the cooperation of all the stakeholders.
