NEAR is...a representative regional diplomacy cooperation and international organization by 76 regional governments (71 member regions and 5 observers) in 6 Northeast Asian countries, including South Korea, China, Japan, Russia, North Korea, and Mongolia.Since the adoption of the NEAR Charter based on mutual prosperity, NEAR has carried out extensive exchange and cooperation projects in various fields ranging from economy and humanities exchange, education & cultural exchange, environment, disaster prevention, cross-border cooperation, science & technology, ocean & fisheries, tourism, mineral resources development & coordination, energy & climate change, women & children, bio-medical industry to agriculture.Partnering with and promoting joint projects by strengthening the exchange with international organizations such as AER (The Assembly of European Regions), the largest independent network of regional authorities in Europe, and R-20 (Regions of Climate Action), NEAR takes the lead in building an international cooperative network communicating with the world beyond Northeast Asia.

OverviewNEAR Working-level Workshop is held annually at the end of May, for working level officials in charge of NEAR affairs to discuss ways of exchange between and cooperation among member regions.This year, 90 people from 40 regional governments attended the 9th NEAR Working-level Workshop. During the meeting, there was a special lecture on the topic of “Seeking for Northeast Asian Economic Community through Developing Cultural Community.” by Professor Son Byung-hae of Kyungpook National University along with presentations on best local development cases by six member regions, including Heilongjiang Province of China and Shimane Prefecture of Japan. On the last day, Participants experienced Korean traditional confucianism culture as part of “Discover NEAR Members” program.

and expanding member regions.

Under the theme of “Vision to form local community of Northeast Asia,”

Professor Son Byung-hae of Kyungpook National University delivered a

special lecture. During the lecture, he noted that to form local community

in Northeast Asia, we should use cultural community of Northeast Asia:

confucianism culture in modern way stating that Northeast Asia’s new role

for creating the world market order through forming local community is

being emphasized.

In the presentation on members' best local development cases, Shimane

Prefecture, Japan, introduced successful cases of its tourist attraction

restoration as a result of conducting long-term promotion to change main

customers and of reviewing tourism resources while Gwangju

Metropolitan City delivered a presentation on a city renewable project

utilizing cultural city identity which the city has.

Meanwhile, Bayankhongor Province, Mongolia delivered a presentation

on excellent development cases to reduce gap between city and rural area

and create jobs for the residents by conducting Sinsom Project to diffuse

the infrastructures centralized toward the capital. Further, Republic of

Tuva introduced cooperative relations with Korea.

Each member region promoted international events and Sub-Committee

meetings held in each region. Jeollanam-do Province, Korea (Chair

Organization) promoted the NEAR General Assembly which is scheduled

to be held in October; Shimane Prefecture, Japan promoted Sub-

Committee on Education; Chungcheongbuk-do Province, Korea promoted

Bio Industry Expo Osong Korea and Sub-Committee on Bio-medical

Industry; Magadan Region, Russia promoted Sub-Committee on Mineral

Resources Development & Coordination. For the suggestions for the

NEAR services, Govi-Altai Province, Mongolia suggested cooperative

projects among member regions through NEAR.

Industrial & Cultural Tour On the last day, participants visited Andong City. They experienced

Korean confucianism culture through visiting “Byeongsan Seowon”, one

of the five seowons in the Joseon Dynasty, considered as the most

beautiful seown architecture in Korea and “Hahoe Village”, listed as

UNESCO World Heritage.

Special Lecture and Presentation by Member Regions Before the special lecture, the NEAR Secretariat reported on the

Secretariat’s 2013 service achievements and 2014 service plans along with

main services. In particular, the main services in 2014 include support for

the 10th NEAR General Assembly, holding the 2014 International Forum,

support for facilitating Sub-Committees, conducting the Youth Internship

program, building cooperative networks with international organizations,

NEAR Secretary General Kim participated in the 2014 International

Forum for Trilateral Cooperation held on April 15 at Hotel Shilla

(Jangchungdong, Seoul) and talked with Chairman Kim Sang- duk of the

World Federation of Korean Businessmen, Chairman Lee Seung-ryul of

the Northeast Asian Community Studies Institute (NACSI), and Head

Thomas Wuchte of the Organization for Security and Cooperation in

Europe(OSCE). In addition, he requested their active cooperation to

enhance exchange of Northeast Asia passing on NEAR leaflets to TCS

staffs.

The forum themed ‘Unity in Diversity – Fostering East Asian Identity &

Spirits of Community’ was divided into four sessions and had a question

and answer session with participants sharing opinions with each country’s

celebrities. The Forum was attended by Mongolia's ambassador to South

Korea, Russia’s ambassador to South Korea, advisor of the Japan

Foundation, (former Japan’s ambassador to South Korea) , and professors

from Korea-China-Japan.

The Secretariat delegation, led by Secretary General Kim Jae-hyo,

visited the Khabarovsk Territory, Russia on April 28 to May 1. The visit

was to discuss cooperation with the Khabarovsk Government in

accordance with jointly holding the

NEAR International Forum. The

details are as follows.

The delegation discussed particular

things, such as keynote speakers and

visa issuance while visiting the

government on the 29th. The next

day, they visited Russian Academy of

Science and discussed the session topics along with inviting speakers for

the International Forum. Other things were reaffirmed not to cause any

problems with the Forum by visiting conference halls, accommodations,

and the places to visit.

the hub of Far East Russia to promote cooperation among regional governments.

■ Forum Details The official event will include welcome remarks, keynote speeches, three session presentations and discussions, welcome dinner, and study visit. The topics of each session are as follows.

- Session One : Unity between Eurasia and Northeast Asia Region (80 Min)

- Session Two : Seeking for New Growth Engine in the Region (Sub-region of Pan-East Sea/Sea of Japan Region) (80 Min)

Secretary General Kim visited

Xian City on May 22-25 to

participate in the 18th Investment

& Trade Forum for Cooperation

between East & West China at the

invitation of Shaanxi Province, a

NEAR observer. On the 22th, Secretary General Kim attended main events

including opening ceremony of the Expo, theme forum, and Shaanxi

Province friendship city joint ceremony. He also built exchange and

cooperation with Shaanxi Province requesting Shaanxi to join NEAR at

the meeting with Vice President Li Quin of Shaanxi's Association for

Friendship with Foreign Countries. He visited expo exhibition halls and

Samsung semiconductor factories located in Xian on the 24th.

Shaanxi is the region representing the west in China and has various

cultural factors, including Qin Terracotta Warriors and Horses, the First

Qin Emperor, and Silk Road. It spreads active exchange and cooperation

aimed at Central Asia and Northeast Asia under the theme of Silk Road.

Participation in the 18th Investment & Trade Forum for Cooperation between East & West China

‘Starting Ceremony of Global Big Run for Maritime Silk Road 2014’

was held on April 1 at Hilton Hotel, Gyeongju City. The event was to shed

new light on Maritime Silk Road cultures by having a mutual agreement

between the Ministry of Oceans and Fisheries, Gyeongsangbuk-do

Province, and Korea Maritime and Ocean University to promote

successful Global Big Run Project for Maritime Silk Road.

In order to promote a successful project, Korea Silk Road Promotion

Planning Committee was launched, consisting of opinion leaders and

experts of the central department, research institute, university, and related

organization. Secretary General Kim is supposed to give advice for

operation plan for Maritime Silk Road Expedition along with participating

in special public relations such as column and contribution for Maritime

Silk Road project as a member of related organization.

The project is expected to play a large role to promote excellent Korean

cultures to international society and to enhance powerful Maritime nation

through shedding new light on history and culture focusing on sea route

following Road Silk Road last year.

“The 7th China(Dongying)

International Petroleum and

Petrochemical Technology &

Equipment Exhibition” will be

held on September 17~19 at

the Huang He International

Convention Center, Dongying Shi, Shandong Province, China.

The Expo is hosted by the People’s Government of Shandong and China

International Trade Promotion Committee and supervised by Shandong

International Trade Promotion Committee, the People’s Government of

Dongying, and Seungli Petroleum Management Bureau.

The Expo is to offer a place for exhibition and a new market to

petroleum equipment and component manufacture companies with the

goal of promoting technology development of petroleum equipment

industry and accelerating technology cooperation in related investment

and trade.

The Conference on

Overseas Chinese Pioneering

and Developing in China

2014 will open from June 23

to 25, 2014 in Wuhan, Hubei

Province, co-hosted by

Overseas Chinese Affairs Office of the State Council, Hubei Province, and

the Wuhan People's Government.

The meeting will include existing traditional event programs and

establish a special program to prevent fine dust related to real life. Also,

During the event, various professional meetings such as presentations on

new product and technology and development forum on petroleum and

petrochemical industry will be held.

Meanwhile, Dongyung is a hub city of the Huang He and where Shengli,

the second largest in China, is located.

New Tour Promotional Video Completed in Fukui Prefecture

‘Mini Series Project’ Enjoys Popularity Yamagata Destination Campaign held

Jeollabuk-do’s ‘Mini Series Project’ has gained popularity in Korea. The

project aims to make the province a region that people and businesses

want to visit, stay and live forever. It is one of the “Wellness Projects” of

Jeollabuk-do, which is only one wellness project in Korea and aims to

enhance our citizens’ quality of life.

The Mini Series Project includes ‘Mini Movie Theaters’, ‘Mini Public

Spas’, ‘Mini Libraries’, ‘Mini Museums,' and ‘Mini Sports Facilities’.

Among them, the ‘Mini Movie Theater’ and ‘Mini Public Spa’ projects

have been designated as role model projects and are now carried out by

many other provinces and cities throughout the nation.

Now, we would like to introduce the Mini Movie Theaters. Jeollabuk-do

has plans to establish small sized movie theaters in eight out of 14 cities in

Jeollabuk-do. The main purpose of this project is to give people living in

countryside more opportunities to enjoy culture. As they live in the rural

areas, most of them are farmers or elderly citizens, it is difficult for them

to visit big cities to watch movies and enjoy cultural life. To enhance their

quality of life, Jeollabuk-do has remodelled buildings such as a youth

training center, an art gallery, or a gathering hall and made them small-

sized movie theaters with less than 100 seats offering both 2D and 3D

movies.

Thanks to the movie theaters in rural areas, more people are exposed to

cultural experiences and the project has also created more jobs as all the

mini movie theaters employee local people.

By next year, the Jeollabuk-do government plans to make mini movie

theaters in every city in the province. It is also going to offer a program

called “Citizens Cinema School”. This will teach people how to make

their own films. The government also will host UCC competitions, and

family film festivals and people can watch these at the theaters. This will

allow people not only to watch films but also participate in making their

own. This project is carried out by a lot of other provinces and cities after

seeing the success it has had in our province. With this project, around 150

movie theaters will open throughout the nation.

Along with historic sites such as Eiheiji-the home temple of a Buddhist

sect, Ichijodani Asakura Family Historic Ruins, beauty spots such as

Tojinbo and Mikatagoko, popular places such as Suisyo Beach, and food

such as Echizen Crap and Wakasa blowfish, ‘Buku News- Hometown

Fukui full of Happiness,' a promotional video containing all the things

related to selling in Fukui Prefecture, has been completed.

Guide for 16 tour courses within Hukui Prefecture, including Ichijodani

Asakura Family Historic Ruins is provided with seven languages

(Japanese, English, Chinese(Pekingese), Chinese(Chinese Taipei), Korean,

Russian, and German). In addition, five

types of video in each area, such as

history and culture, magnificient view

of nature, healing experience, and food

are produced.

The promotional video will be used in future tourism meeting,

promotional activities, and events. The video will be distributed to the

internet and contribute to attracting tourists by using as promotion in each

district within the Prefecture and Tourism Association.

Yamagata Destination Campaign is held

from June 14 to September 13, 2014 when

cherry picking season comes. DC(Destination

Campaign) is the largest tour campaign to

attract customers from home and abroad in

Japan to be promoted by six companies,

including JR(Japan Railways) in cooperation

with regional governments.

Six national treasures including breakfast project to provide delicious

breakfast in hot spring districts within Yamagata Prefecture will be

displayed at the same time.

‘Hachigono shrine’ in memory of Imperial Prince, Hachigono- the

founder of three mountains of Dawa, and 'Five Story Pagoda of Mount

Haguro’, Japan's national treasure, will be open to the public for the first

time. In addition, It’s an chance to display Yamagata Prefecture’s treasures

with the renewal of ‘Kamo Aquarium’ displaying the world's biggest

jellyfish. Come to Yamagata Prefecture and enjoy the trip to feel the

Prefecture, Japanese emotional hometown and beautiful place.

datas which are promoted in China, tourism events will be held.

Human resources and technology promotion projects signed through the

meeting for the last 13 years amount to 20,000 and fund for investment

attraction is more than 2,000 Yuan. In addition, more than 3,000

enterprises have been established and working population is more than

700,000. Therefore, the enterprises and projects created through the

meeting are gradully leading in each area.

The 16th ‘Mongolia Sunrise to Sunset’ International Marathon Tournament to be held

‘Excellent Sejong,' Balanced National Development Leading City Expected

The 16th 'Mongolia Sunrise to Sunset' Long Distance International

Marathon Tournament is to be held on August 6 at the Huvsgul Lake,

Huvsgul Province. The course consists of two games (42km and 100km).

As there are various courses, foreign marathon runners participating in the

tournament are able to feel attractions in Hubsgul.

Opportunities to experience distinct local cultures and Mongolian folk

performance are given to the participants. The tournament is not a simple

sport event but an event to protect nature at the Huvsgul lake. The profits

from the tournament will be donated to the protection activities for

Huvsgul lake.

The 2nd International Conference <Russian Far East Insulation System

Renewable Energy> was held on June 19-21 in Yakutsk City, Republic of

visited Sejong Self-Governing

City on May 2. They had

meetings with Lee Jae Kwan

acting the Mayor, for two days and listened to the future development of

Sejong and construction situation of the new administrative city in Korea.

Ambassador Baasanjav Ganbold said “We want Korea and Mongolia to

jointly develop through exchange with Sejong City” expecting Sejong

City, a leading city for balanced national development in Korea to develop

as the world class excellent city.

Min Gyeong-tae, Director General of Policy Planning Bureau stated that

“I am happy to tell Mongolia about Sejong City through this visit and will

make an effort to promote cooperative relations and international

exchange between Sejong City and Mongolia.”

Sakha, Russia. The conference was the place to

discuss source development of renewable energy

despite hostile conditions in Russian Far East.

The agenda included renewable energy project

cases, customs mediation and legal protection of

investment income, financing realization, and feature of renewable energy

facilities operation in severe climate condition. In addition, renewable

facilities exhibition was held during the conference.

Feature Report NEAR Members’ Cultural Series - Naadam Festival, the Representative Festival in Mongolia

The Origin of the Festival Its origins probably come from both religious festival wishing for live

stock's growth and abundance, which is important in nomad life and

military festival to recruit and train soldiers through games measuring

their strength. However, now, the festival has been changed to meditate

old history and culture of Mongolia and to unite all nations with sport

games emphasizing political meaning.

Major Event Jockeys dressed like attendants of Jinghis Khan and hundreds of adults

and children dressed representing all tribes of Mongolia parade in the

Naadam stadium.

Naadam, the representative sport festival and folk festival in Mongolia is held on July 11 to 13 as a form of Mongolian Independence anniversary. The official name of the festival is Eriin Gturvan Naadam meaning “the three games of men” including Mongolian wrestling, archery, and horse races, but the name ’Naadam’ has been changed into 'Game or Play' as men and women of all ages are able to participate in the game. Mongolian wrestling, archery, and horse races are held all over the country and the opening ceremony is held in the Mongolian capital, Ulaanbaatar.Naadam Festival begins with cavalrymen and residents' parade dressed in traditional dress. The festival has become the Mongolian festival and world festival converged with Mongolian tradition and culture along with heated sport games, Mongolian traditional music performance, and sales of food and crafts. Naadam Festival has been designated as world cultural heritage in 2010.

1. Bukh, Mongolian WrestlingThe wrestling is the most popular game in three games. 512 wrestlers

who passed the preliminary stage compete in the Ulaanbaatar wrestling

final. The one thing in common in traditional wrestling of Korea·

Mongolia· Japan is to use arm and back’s muscles a lot, but, wrestling of

Mongolia differs in use of foot and leg's muscles.

Nomad nature of Mongolians wandering plain is represented in game

styles. There is no weight class and time and space limit. Depending on his

performance, every wrestler receives a title: Lion, Elephant, Falcon, etc..

2. Morinii Uraldaan, Horse RacingHorse racing is the most popular sport in Mongolian nomads and they

bring the best horses from far away. The horses participating in the

Naadam are trained intensively two-three months before the festival

begins. The reason is because the horse racing is a game not for jockey but

for the family honor. As the stadium for the race is not prepared, the game

is played in the plains.

Both men and women are eligible to participate in the horse racing and

the distance varies depending on the age of the horse, consisting of six

categories; for example, a two-year-old horse, three-year-old-horse, four-

year-old horse, five-year-old horse, and over 7 years, and between 4 and 7

Each archer shoots 40 arrows and they prefer overshooting the mark to

hitting the target even though they miss the target. It is important to hit the

mark, but, the arrow that cuts the mark shows archer’s weak energy.

The winners of the contest are granted the different titles depending on

the number of wins. The contestants can have the ranks of “Ulsiin

mergen” (1 time winner), “Khoshoi mergen” (2 time winner), “Gots

mergen” (3 time winner), “Garamgai mergen” (4 time winner), “Dayar

dursakh mergen” (5 time winner).

The 12th Convention on Biological Diversity to be held in September

The 12th Convention on Biological Diversity is held on September 29 to

October 17, 2014 for three weeks in Alpensia Convention Center,

Pyeongchang, Gangwon-do Province under the slogan of ‘Biodiversity for

Sustainable Development.’ Gangwon-do Province pays full attntion to

preparing the Convention, which is expected to be participated by more

than 20,000 people, including delegates of 193 countries, international

organizations, and NGO.

CBD (Convention on Biological Diversity) is one

of the three Rio Conventions along with the

Framework Convention on Climate Change and
