SECTION I - CONTROLS
A. COMMAND CONTROL It is the responsibility of all Commands toinaugurate whatever controls necessary to assure nonabuse ofofficial telephones.
B. UNOFFICIAL/PERSONAL CALLS Are defined as those made orreceived primarily for the benefit of the individual concerned ratherthan for the benefit of the Government. The following policy isestablished with reference to unofficial calls:
1. Unofficial or personal local calls to surrounding areas MAYNOT be made from an official telephone, unless it meets thecriteria of SECNAVINST 2305.11. Pay stations are providedthroughout the area for all other unofficial calls.(SECNAVINST 2305.11 Refers).2. Incoming unofficial calls to official telephones should bediscouraged since they tie up official trunk lines which areurgently needed for official government traffic.
C. SECURITY1. The discussion of classified material over the telephoneis prohibited.2. Operators are not authorized to divulge operationalinformation regarding probable schedules, movements, arrivals,or departures of any unit of Forces Afloat.
D. MONITORING1. DOD telephone communications systems are provided for thetransmission of official Government information only and aresubject to communications security monitoring at all times.Subparagraph 5c of SECNAVINST 2305.10 requires that all usersof DOD telephone systems be specifically advised.USE OF TELEPHONE SYSTEMS CONSTITUTES CONSENTTO MONITORING.
SECTION II - LONG DISTANCE CALLS
A. OFFICIAL LONG DISTANCE CALLS 1. The Secretary of Defense has directed that stringentadministrative action be taken to reduce the currentrequirements for telephone services, that commands initiateprocedures necessary to restrict the use of electricalcommunications systems, and provide for a post transmittalreview of long distance calls as a command rather than acommunication function. Pursuant to these directives, the use oftelephone service for long distance calling will be restricted tomatters of such urgency that no other means of communicationswill suffice. Long distance calls will not be authorized when useof letter or the Navy’s message system may be SUBSTITUTED inlieu thereof.
2. A period of indoctrination of newly assigned personnel isrecommended in the proper use of telephones prior to placinglong distance telephone calls. All long distance calls placed onDSN or WATS will be placed station to station and should bearthe scrutiny of a commercial toll call.
B. LONG DISTANCE SYSTEMS1. DSN - USE DSN ON ALL CALLS TO DOD ACTIVITIES. LONGDISTANCE CALLS WILL BE LOGGED IN ACCORDANCE WITHNAVCOMTELSTAJAXINST 2060.1C.
a. General. DSN is the principal long-haul voicecommunications network within the Defense CommunicationsSystems. DSN provides non-secure direct distance dialingservice worldwide through a system of Government ownedand leased automatic switching facilities. The purpose of DSNis to handle essential command and control, operations,intelligence, logistic, diplomatic, and administrative traffic.b. Use of DSN: (Refer to OPNAVINST 2305.13)
1. Will be authorized for only official communications.2. Will be restricted to:
a. Only those calls that are essential requiring atimeliness that cannot be obtained by other means andwould stand the scrutiny afforded a commercial toll call.b. The minimum time required to accomplish the officialbusiness and will not normally exceed five minutes. c. The use of graphic, facsimile, or nonsecured voice-datadevices only when approved by the Chiefs of the MilitaryServices and heads of DOD agencies or activities. Voicedata facsimile and graphic service in DSN will normallynot exceed a continuous transmission time of 15 minutesnor a total transmission time of one hour during normalbusiness hours.
3. Will not be authorized for:a. Direct or indirectly used by a non-appropriated fundactivity (clubs, exchanges, and other unofficial activities)provided telephone service at post, camp, station, or baselevel except when approved by the Joint Chiefsof Staff.b. Calls within an installation, metropolitan area, or thoseconfined geographical areas where existing Governmentprovided local telephone service is adequate. c. Unofficial/personal calls.d. Off-net extension of calls into the commercial system ata distance PBX/PABX, except where such extension hasbeen previously approved by the local authoritiescontrolling the switchboard.

C. DSN User Trouble Assistance. When trouble is encountered byusers while utilizing DSN, the following procedures should betaken:
1. Retain the circuit connection and report the troubleimmediately to the local BCO Office via another telephone.
2. Give the details of the DSN troubles as follows: a. Your extension number and location. b. The DSN number and location of the called party.c. Brief description of trouble and the time it occurred. Itemsrequiring repair (such as frayed cords and broken telephoneparts) are not DSN troubles and should be reported to thetelephone Supervisor at extension 4-7701 or 4-7702.
D. Commercial. Toll Calls are billed by the telephone company atthe PREVAILING rate on a monthly basis.
SECTION III - AFLOAT PHONES
A. Afloat phones are installed for official government business only.Telephones installed onboard ship are governed by the samedirectives applicable to all other official telephones served by thetelephone system. Commanding Officers are responsible forinstituting positive control of all telephones installed on their shipsto prevent use of such phones for unofficial purposes.
SECTION IV - REQUEST FOR TELEPHONE SERVICE
A. All requests for telephone service shall be submitted via anauthorized official of the activity using Exhibit 1A. Sufficient noticeis required by the telephone company to schedule the work and toorder necessary material and equipment. Therefore, requestsshould be submitted as far in advance as possible of the date theservice is desired. The following timetable is provided as a guide:
1. One to five telephones involved - approximately 14 workdays 2. Six to ten telephones involved - approximately 20 workdaysMajor changes/improvements to user’s existing telephone
system must be approved by the Commanding Officer of thesupported command.
B. Programming changes, i.e., change phone number, class ofservice, call pickup, hunting, etc., are performed by the BaseCommunications Office (Building 302).
C. Changes other than those requested on the form cannot bemade without the approval of the Telephone Control Officer. Thetelephone company’s installer is not authorized to make changes toany order.
D. Special equipment (i.e. speaker phones, key-sets, etc.) may berequested on a telephone request, but it must include justificationand or funding.
SECTION V - TELEPHONE OWNERSHIP
A. Reporting Trouble with a Telephone During normal workinghours (Monday thru Friday 0730 - 1600) call the Telephone TroubleLine at 4-7701 and provide the following information:
1. Number of telephone in trouble2. Building, Room and Deck3. Nature of trouble4. Point of contact for telephone number in trouble5. After hours, weekends and holidays call the Duty Officer atext. 4-7901 and provide the above listed information.
SECTION VI - DIALING PROCEDURES
A. Always Listen for Dial Tone Before Dialing a Number1. *Dial “8” for DSN network plus 7 digit number in CONUS,add area code for OCONUS.2. *Dial “9” for off-base calls (CONUS) wide. Dial “9” and 7digits for local area. Dial 9 - 1 - Area Code and sevendigits for SC toll. Dial 9 - 1 area code and seven digits forCONUS wide access. NOTE: Facilities are maintained within theDepartment of Defense for the most economical and efficientplacing of long-distance calls. To keep cost at a minimum,military departments must ensure that only official calls of shortduration be made over Department of Defense facilities.3. For 743-0xxx Users: Inside Calls (another 743 number) Dial 3-0xxx. NWS Complex calls (574-xxxx, 764-xxxx, 863-xxxx) Dial 4-xxxx. For 574-xxxx, 764-xxxx, 863-xxxx Users: InsideCalls (another 574-764-863 number) , Dial 4-xxxx. NWS SouthAnnex calls (743-0xxx), Dial 3-0xxx.
B. Personal Calls. Navy telephones will be used for official callsonly. Public telephones have been installed throughout the basefor personnel convenience. Unauthorized, fraudulent and/ormisuse of the telephones will result in disciplinary action.
C. DOD Official Telephone Credit Card Users.1. Telephone credit cards are intended for official use when theauthorized credit card holder is away from their permanent dutystation and has a requirement to place an official call.2. Credit cards will not be used by DOD officials to make callsfrom their permanent duty station.

D. Standard Features1. Call Forwarding. To temporarily redirect all calls, first dial thecall forward code “*2” then you'll hear a dial tone. Dial the 5digit extension where calls are to be sent. You'll get aconfirmation tone, then hang up. To cancel call forwarding, dialthe call forward cancel code “#2” and listen for the confirmationcode.2. Transfer. To send the present call to another number, press“Transfer” button or flash the switchhook. You'll get the recalldial tone (three short tones followed by a dial tone). Dial thenumber to which the call is to be transferred. If you stay on theline, the call will be transferred when you hang up your phone.3. Conference Calling. To add another party to a call, press“Conference” or flash the switchhook. You'll get the recall dialtone. Dial the number of your third party. You can discuss thecall privately with the third party at this time. If the line is busyor there is no answer, press “Conference” or flash theswitchhook twice to return to the original party. To put everyoneon the call, press “Conference” or flash the switchhook andannounce the call. Conferences up to 6 participants can be madethrough the use of a Switch Feature called MeetMe (trademark)Conference Bridge. To add this permanently assigned feature,you must use a TSR form to order.4. Call Pickup. To answer a call placed to your pickup groupwhen your phone is idle, dial the pickup code “*7” if assigned topickup group. 5. Send All Calls. To send all calls (except priority calls) tocoverage, dial the send all calls code “*3” and wait for theconfirmation tone. Then hang up. To cancel “send all calls”, dialcode “#3” and listen for confirmation tone.
SECTION VII - TELEPHONE DIRECTORIES
A. Telephone directories are provided as an aid to good telephoneservice and are the property of the U.S. Government. Directoriesare classified as “FOR OFFICIAL USE ONLY” and are limited innumber. Removal of directories from the naval complex is notauthorized.

Disaster affects hundreds of thousands of peopleevery year. It may happen at your local Navy
installation. It may happen to you.
Are you and your family ready for an emergency?
Whether you’re part of the general Navy community, the Navy’semergency management team, or a potential partner in disasterresponse and recovery, you have a role in planning foremergencies—-preparedness is your duty.
Many events can trigger emergency situations that escalate intodisasters. Many hazards, such as power outages or diseasebreakouts, can happen anywhere at any time, so you shouldbecome familiar with the full spectrum of possible dangers andhow you will be notified about them.
It also is important to give special consideration to any particularhazards that are more likely to affect your local area, such assevere winter weather, a tornado, or a volcanic eruption.
While the potential threats can seem overwhelming, keep in mindthat most of what you address in your family plan or put in youremergency kits will be useful regardless of the hazard.
When a disaster happens, your family may not be together in oneplace. You need to pick places to meet, have contact informationfor everyone, and discuss in advance what you will do duringvarious types of emergencies. Depending on the type ofemergency, you may shelter in place, move to a shelter or safehaven, or evacuate.
Formalizing your preparations in a written family plan is a goodway to ensure everyone knows what to do when there is anemergency. Your plan needs to take into account special concernssuch as caring for very young and very old family members,protecting your property, retaining critical financial or insurancerecords, and caring for your pets.
There is a wealth of useful information available online to help yourfamily develop plans for emergencies and prepare for variousactions you could have to take. In particular, you can download aready-to-use form for a Family Emergency Plan at www.ready.gov.
Preparing for an emergency includes making a kit of emergencysupplies. You need enough supplies for every family member for atleast three days, maybe longer. The main items to have in your kitinclude water, food, and first aid supplies. Depending on yourfamily, you may also need special items for babies, prescriptionmedications, or supplies for your pets.
You may not be at home when disaster strikes, so make smalleremergency kits to keep at work and in your car. You also need aportable kit to take with you if you go to a shelter or evacuate.

1. Basic pay for an O-7 to O-10 is limited by Level II of the Executive Schedule which is $14,975.10. Basic pay for O-6 and below is limited by Level V of the Executive Schedule which is $12,141.60.
2. While serving as Chairman, Joint Chief of Staff/Vice Chairman, Joint Chief of Staff, Chief of Navy Operations, Commandant of the Marine Corps, Army/Air Force Chief of Staff, Commander of a unified or specified combatant command, basic pay is $19,983.60. (See note 1 above).
3. Applicable to O-1 to O-3 with at least 4 years and 1 day of active duty or more than 1460 points as a warrant and/or enlisted member. See Department of Defense Financial Management Regulations for more detailed explanation on who is eligible for this special basic pay rate.
4. For the Master Chief Petty Officer of the Navy, Chief Master Sergeant of the AF, Sergeant Major of the Army or Marine Corps or Senior Enlisted Advisor of the JCS, basic pay is $7,386.30. Combat Zone Tax Exclusion for O-1 and above is based on this basic pay rate plus Hostile Fire Pay/Imminent Danger Pay which is $225.00.
5. Applicable to E-1 with 4 months or more of active duty. Basic pay for an E-1 with less than 4 months of active duty is $1,338.60.6. Basic pay rate for Academy Cadets/Midshipmen and ROTC members/applicants is $960.90.
