1.15 GROUND AND FLIGHT INSPECTION PERIODICITY

1.15.2 The suggested periodicities are given as generalguidance and may be modified based on the manufacturer’srecommendation or operational experience.

In some cases, it may be necessary to carry out morefrequent inspections, e.g. following initial installation. It mayalso be reasonable to extend the inspection intervals in somecircumstances, if the factors outlined in this section havebeen taken into account.

It is recommended that States have a documented procedurefor determining and changing the test/inspection interval.

Extension of the flight inspection intervals VS

Extension of the nominal interval with a certain

time window.(grace period)

To account for operational restrictions,The flight inspection may be completedwithin a certain time window followingthe nominal recommended interval.

(e.g. 10 days, 14 days,…etc.)

Extending the intervals between flightinspections according to the procedurefor modifying the NAV AID flightinspection interval.

(e.g. 180 days, 270 days,…etc.)

(e) The periodicities of the flight inspection specified in paragraph 11(a) shall not be extendedunless other periodicities have been specifically submitted and approved by the Authority afterfulfilling the requirements listed in the CAA Flight Inspection Manual for Radio Navigation Aids,manual no. 1.3.20.

Challenges during COVID-19 pandemic

Socio-economic lifestyle disruption.

Limited Air Transport operation and grounding of aircrafts.

Expiration of the nominal interval of MCT and SLL (4) ILS on 14 April 2020

No flight inspection aircraft registered in OMAN.

The ambiguity of the recovery plan during the expiration of the nominal interval.

Impossibility of the flight inspection services due to Cross border-related difficulties

CNS Service provider shall fulfill the following requirements during the Approval of the extension.

1) Continue in conducting the maintenance activities according to the maintenance plan for thefacility and recording the test results as well as monitoring the readings of critical parameters toindicate that the equipment consistently meets performance requirements.

2) Submit the following reports/results to Authority as a reference to review and evaluate theperformance of the facility during the approved flight inspection extension period:

a. Submit the daily/weekly maintenance activities conducted for OOMS ILS and OOSA ILS on aweekly basis.

b. Submit the ground inspection results and the monthly maintenance activities conducted forOOMS ILS and OOSA ILS on a monthly basis.

3) Extend/reissue a NOTAM stating that the status of the facility as:“[Facility Name] operating but ground checked only, awaiting flight Check”,

TAKE NOTEyou may be requested to stop the service if non-compliance with the regulatoryrequirements is observed during the approved extension period of the flight inspection.

Only flight inspection profiles 01 are completed for OOSA ILS. the whole F.I. can't be completed due to weather conditions (monsoon)


F.I. mission completed satisfactory for OOMS Both ILS 08 L and 26 R

F.I. passes Satisfactory Assessingcompleted Approach profiles, performance stability, Ground checks and maintenance reports

Due to COVID19 pandemic and the restrictions followed,NAV AIDs flight inspections were cancelled.

However, NAV AIDs equipment were still needed becauseuninterrupted military, humanitarian and support flights(repatriation, cargo and medical).

The Four ILSs at OOMS and OOSA Airports were stillproviding navigational service without flight Inspection.




The last three F.I. reports successfully completed.

The Ground checks reports.

Facility performance report is already submitted on monthly

basis.

NAV AIDs recorded monitor readings.

No reports from neither ATC or pilots identifying potential

poor performance of the NAV Aids.

Prompt Challenges

Keep ILS systems working without Flight Inspection validation.

ATC Use VOR APP or RNP APCH as approach procedures or ILS APP

ground checked only.

Governmental restrictions (e.g. Lockdown, Provinces total closure,

Flight permit ,etc...)

Shortage of personnel




Flight Inspection extension wasconsidered during the ANS recoveryplan. The absence of the flightinspection was included in the riskassessment as well.


The Flight Inspection wasstill impossible due to thecontinuity of the lock down.



In order to extend the Approval again;

An Intensive maintenance program was conducted for MCT and SLL

NAV AIDs, which met the performance requirements compliance with

CAR 171

Preventive Maintenance Activities checklist.

Ground Inspection successfully conducted.

Track record of reliability and stability of operation of the equipment.

No changes in the operational environment.

Facility Performance maintenance




The approval for F.I. extension granted for 45 days andNOTAMs are extended.

During the extension approval, all necessary measuresand approvals were taken to facilitate and permit theentry of the F.I. Aircraft to Oman.

Due to the uncertainty of the air transport recovery andthe F.I. costs, two VOR added to the planned flightinspection mission in August.




In August 2020, flight Check crew were able toperform a complete Flight Inspection successfully.

Monsoon in OOSA The only F.I. profile 01 (centerline

profile) was conducted on bothTransmitter for each runway.

F.I. Aircraft started at 12NM 3300ftand followed the ILS procedure tothe runway.

both Runway 07 and 25, bothtransmitters showed satisfactoryresults for the measured parameters


The Full F.I. successfully completed on 13 October 2020.
