The Department of Commerce, National Institute of Standards and Technology (NIST) has submitted preliminary and final plans for the Building 245 Radiation Physics Laboratory Rehabilitation – Phase II, D Wing Addition located at the Gaithersburg, Maryland campus. The NIST campus covers a total land area of approximately 579 acres. Building 245 is a contributing resource within the NIST Historic District, which is eligible for listing in the National Register of Historic Places. Building 245 was constructed in 1964 as a research facility for radiation physics, and continues to provide standards for radiation measurement to United States government agencies and private industries throughout the nation and the world.

The proposed two-story addition is located on the rear (west side) of the existing Building 245 along Center Drive, the campus central spine. The addition will provide 13,400 gross square feet of new office and laboratory space for expansion of the Synchrotron Ultraviolet Research Facility (SURF) functions on a 8,900 square-foot footprint. The addition will extend north ad west from the existing D-Wing SURF areas, which project from the west side of the building. The SURF facility is operated by NIST Ultraviolet Radiation Research Group to provide a stable light source for radiation research. This facility will provide expanded laboratories to accommodate laser equipment to set and quantify our national standards for UV and EUV (Extreme ultraviolet) radiometry.

In September 2017, the Commission approved a significantly larger addition as part of Phase I, referred to as the H wing (previously B/C wing), located on the east side of the existing Building 245. The five-story wing H addition is currently under construction and consists of 77,000 gross square feet of new space for research laboratories and support functions on a 22,000 square-foot footprint. In July 2018, the Commission approved the NIST campus master plan, which included both additions, H and D Wings.

The design intent of the proposed addition is to respect the architectural vocabulary of the NIST campus. Similar to the design approach taken with the H Wing, the current proposal aims to complement and blend with the existing Building 245 and surrounding buildings. The D wing addition is compact and efficient, with a small footprint and modest appearance.

The building is clad with aluminum metal panels and vertical louvers, evocative of the architectural details from other laboratories on campus. Other materials include precast concrete, similar to the materials used for the H wing, and glass to provide daylight to the main workspace. The building color matches the dark bronze-tinted aluminum mechanical screens which is commonly used across the NIST campus.

The new wing will contain highly specialized and purpose-built laboratories. The basement level will be adjacent to and level with the existing SURF labs (rooms D004 and D007) and will provide on-grade delivery areas for the critical but overcrowded activities in the existing labs. The first level will provide space for new mechanical infrastructure to support the new spaces and replace aging infrastructure in the existing building. NIST estimates to begin construction in Fall 2018 until October 2019.

The proposed Phase I (Wing H) and Phase II (Wing D) additions will enhance Building 245, which has not been renovated since it was constructed in the 1960s.

The project entails removal of 13 mature trees, and planting 26 new trees. Two bioretention areas will provide stormwater management. The project will achieve LEED Silver certification.
