Executive Summary- March 2017
Activities Executed along with Regular O&M
1. Due to the VARADAH Cyclone on 12.12.2016, the Project Stretch has been badly
affected. From Km. 28+000 to Km. 75+000, around 1180 nos. of the median & ROW trees
have been uprooted. Median plantations, electrical poles, sign boards, PGR, Drain, Toll
Plaza canopy also have been damaged.
2. Removal of damaged Road assets and uprooted trees from Median & ROW initiated in
war foot manner and completed four lane traffic achieved from 13.12.2016 and ensured uninterrupted traffic movement at Project Stretch. Rectifications of road assets
damages have been attended.
3. Riding quality improvement under Periodic Maintenance with HIPR process has been
completed from Km. 60-121. Further from Km. 28–60, riding quality improvement works
are in progress along MCW & Service road with the Micro surfacing, Milling & Inlay
processes as communicated vide our letter no. GMR/TT/NHAI/942/2017/2333
Dt.09.01.2017. Thermoplastic road marking is in progress on faded and 2016 relay
locations from Km.28+000 – 60+000. Fixing of Road Stud Rumbles at all black spot
locations and HIPR Relay locations has been completed from Km.60+000 – 121+000,
Between 28+000 - 60+000 work yet to be started..
4. Replacement of Avenue & Median Plantation on missing locations from km.28-121 works
are in progress. During this monsoon around 15000 Nos of new saplings have been
already replaced. Further 10000 Nos of new saplings and bio manure have been
procured for replacement of Avenue & Median plantations. And watering to the
median & avenue plants is in progress on daily basis.
5. Painting of RCC handrails, guard post is in progress. Removal of excess soil from median
is in progress. Rectification of Brick drain, RCC drain cover slabs, manhole covers,
damaged PGR, Culvert parapet wall & Kerb on Service road, MCW are being done
regularly and Hazard marker, Delineator and Guard post are being fixed at all required
locations in between km 28-121to improve safety.
6. As a part of CSR Activities, Road safety videos were screened at various junctions in our
highway (Meelvalampettai, Mamandur hotel, Mahindra city, Ford).Road safety tips and
pamphlets given to all participants. Road safety exhibition was displayed at 2 various
location in our highways (Padalam truck lay bye and Meelvalampettai junction)
Need support from client for future works:
1. An event of Force Majeure and the details of the VARDAH Cyclone on 12.12.2016
damages and assessment of loss due to flood has been submitted to the NHAI vide our
letter No. GMRTT/NHAI/928/2016/5306 dated 13.12.2016. The necessary support shall be
extended from the Client for recovery from the loss of the damages due to cyclone.
2. Short term remedial measures at black spot locations are being taken up by the
Concessionaire on regular basis. However the NHAI shall implement the Long term
remedial measures including construction of FOB / PUP, VUP, Flyovers, road widening,
providing Pedestrian guard rails along median for eliminating the black spots at Project
Highway.
3. Even though our continuous effort with concern local authorities, we are unable to
control the disposal of garbage on service road rendering the same not being utilised
fully at singaperumal koil, Guduvancherry & Urappakkam. We request your intervention
with district level panchayath administration on this issue to maintain service roads clean
and tidy at all times and free flow of traffic too.
4. The construction of RCC Drain in place of panchayath brick drain is to be considered
under COS to solve flooding of drain overflow water during rainy season on service road.
The proposals along with IE recommendations are pending at your end.
5. Encroachment like private approaches & Commercial establishments are developing in
TT NH 45 on daily basis, we put our effort to stop & remove the same but in vain. Need
your intervention for the same to avoid such unlawful events in future.
Project Details
NH-45 (popularly known as GST Road) is one of the important National Highways, which connects Chennai,
the Capital City of Tamilnadu with the southern districts of the State, including major towns such as Trichy,
Madurai, etc. This National Highway has been entrusted to National Highways Authority of India (NHAI) for
development and maintenance. NHAI has taken up the project road from Km 28/0 (starting from
Tambaram at the outskirts of Chennai city) to Km 121/0 (Tindivanam junction) for development under the
Annuity Scheme. Total length of the project road is 93 Kms.
The project has been awarded to the Concessionaire, M/s GMR Tambaram-Tindivanam Expressways
Pvt. Ltd. As per the Concession Agreement signed between NHAI and the Concessionaire on 9th October
2001. Under the provision of the Concession Agreement, the Concessionaire is awarded a Concession to
Design, Finance, Construct, Operate and Maintain the Project Highway for a Concession Period of 17.5
years out of which the project has to be constructed within the first 30 months.
For supervision of the project works, the role of Independent Engineer has been envisaged in the
Concession Agreement and, accordingly, DORSCH Consultant has been appointed as the Independent
Engineer. The Concessionaire has appointed M/s UE Development India Pvt. Ltd., Bangalore as their EPC /
O&M Contractor for the execution / Operation & Maintenance of the project.

The road was dedicated to Nation on 19th March 2005.
Toll collection
Toll collection was started on 01st April 2005.
Maintenance Activity during ‘March’ 2017
Highway Patrol
Highway patrolling is carried out regularly with two teams round the clock. The patrol team
monitors the traffic flow and encroachments into NH property, emergency action in case of
accidents like first aid, calling ambulance, information to all concerned, clearing vehicles from
road way to ensure smooth traffic flow. The various other activities carried out like removal of
parked vehicles, safety arrangement to breakdown vehicles, removal of private approaches,
timely assistance to road users in emergency & keep utmost vigilant for road safety to road users
and road assets.
Turf Maintenance
Turf maintenance is being carried out using the grass-cutting machine @ Km 50+000 to 60+000, Km
80+000 to 90+000 & Km 110+000 to 121+000 as per monthly task.

Landscaping
Watering to the plants was carried out as and when required. Basin formation and blowing of soil
to the plants were carried out. Removing the unwanted plants was carried out. Replacing of
dead/missed plants is in progress.
ROW Clearance
Removal of Undesirable growth and vegetation in areas within the ROW is being carried out
regularly using the manpower. Watering is carried out as and when required for the ROW trees.
The clearance work carried out between Km 50+000 to 60+000, Km 80+000 to 90+000 & Km
110+000 to 121+000.
Avenue & Median plantations
15,000 No’s of new saplings have been procured and replaced of Avenue & Median Plantation
on missing locations from km.28-121 during this monsoon. Further 10,000 No’s of new saplings and bio
manure have been procured for replacement of Avenue & Median plantations and work is in
progress. Tree banding completed from km.28-121.
Cleaning of MCW & SR
Cleaning of MCW is being carried out using power Broomers and man power to the entire project
based on observation on daily basis.
Thermoplastic Road marking& Fixing of Road stud Rumbles
Thermoplastic road marking is in progress on faded and HIPR 2016 relay locations from Km.28+000
– 60+000. In between km 121+000-90+000 has been completed. Fixing of stud rumbles at all black
spot locations and HIPR Relay locations have been completed between Km. 60+000 – 121+000.
Further from Km.28+000 - 60+000 the work yet to be started.
Building Maintenance
Building maintenance such as Toll plazas @ 103+000 & 53+000, Rest areas @ 72+000 RHS, 119+000
Guard posts, are in progress during this month from km 28-121.
Culverts
The total no of culverts is 186. As per the schedule the cleaning of culverts are to be done once at
6 months frequency. The cleaning of culverts between KM 49 to KM 55 - 5 nos., KM 80 to KM 84 – 9
nos. & KM 110 to KM 120– 6nos. is completed during this month.
Drainage
The total length of concrete drain is 21625m. As per the schedule the Clearing of concrete drains
are to be done at 4 months frequency. The clearing work carried out between Km. 36.200-37.700
LHS, Km. 39.000-40.150 LHS, Km. 41.750-42.200 RHS, Km. 41.850-42.250 LHS, Km. 77.550-77.700 LHS,
Km. 77.500-77.700 RHS & Km. 94.100-96.120 LHS.
Electrical
Street lighting, High mast, Feeder Pillar and Building lighting are being maintained regularly.
Replacing of fused bulbs & other electrical faults are progressed and in progress on daily basis
with our electrical team.
Encroachment removal
Encroachments are being cleared from Km 28+000 to Km 121+000 on both LHS & RHS on daily
basis with our detected team. Periodic Removal at service roads and ROW areas will also be
taken up as scheduled.
Safety improvement plan
Temporary remedial measures at Black Spot Locations is in progress including provision of
advance warning sign boards, advance warning road markings, object markers along the
median kerb for advance warning to the road users.
Warning sign boards have been fixed at unauthorised median openings.
All median openings, Important deep curves has been highlighted with median markers
and Lane visibility Studs and All Important Junctions has been highlighted by red Rumbled
studs strips on both sides as goodwill to the project safety. This activity has been completed
in between km 28-121.
All median openings and junctions have been facilitated with Diamond (big cluster), Tyre
with reflective stickers, kerb with yellow and black paint to improve visibility during Day &
night, this work is in progress on regular basis.
Over shooting tree branches have been removed for road user safety in between km 35-45
& 95-100 and remaining in progress.
Hazard markers and delineator at all Crash barriers/parapet wall has been provided in
between km 28-121.
Road safety, Pollution Awareness programmes and First AID programs are being
conducted for road users at our TLBs, Junctions & Bus stops and for the Institution and
School students near to the highway for the goodwill of Road user and public.
Periodic maintenance activities
For riding quality improvement under Periodic Maintenance with HIPR process has been
completed for the length of 34.71 Km from Km. 60-121 at all required locations. From Km. 28-60,
the riding quality improvement along MCW & Service road with Micro surfacing, Milling & Inlay at
required locations as per the list of joint survey is in progress from 13.02.2017. 18.64 km length of
Micro surfacing, 13.52 Km of Milling & 11.55 Km of BC Inlay has been completed and remaining
work in progress..
Restoration of damages due to VARDAH Cyclone

Due to cyclone, Electrical poles, cables and control panels & fixtures have been damaged.
Immediate repair works have been attended for ensuring the illumination and regular maintenance in progress on daily basis with our project electrical team
4 Km.28+000 – 75+000 Pedestrian Guard rails & RCC Drain have been damaged due to falling of trees
Displaced PGR’s have been placed in original position and Fabrication of PGR is in progress for fixing at damaged locations on daily basis. Rectification of RCC drain work is in progress

During cyclone on main carriageway and service road, the sign boards, Gantry boards have fallen and got damaged at many locations
The advance sign boards such as Gap in Median, Pedestrian Crossing, Bus stop & advance warning, GO Slow boards are provided at damaged locations. 4 No’s of Rectification of overhead gantry sign boards has been completed

During cyclone Toll plaza canopies sheets, toll booths have been damaged & FOB roof sheets have been fully damaged at cyclone
The damaged toll plaza canopies have been Completed at Km. 103+000 Athur Toll Plaza and at Km. 53+000 Paranur Toll Plaza. Procurement of Toll booth materials has been initiated. FOB is not under the scope of concessionaire is intimated vide our letter No. GMR/TT/NHAI/936/2017/ 5325 Dt. 05.01.2017
Riding Quality Improvement Program under Periodic Maintenance
Riding quality improvement under Periodic Maintenance is in progress with Hot in Place Recycling
process from Km. 60-121. The HIPR is a concept of heating existing road, scarifying, mixing virgin
mix as decided by pre engineering investigations to upgrade the existing mix and relaying it for
compaction all in the real time.

The Methodology for HIPR Process, traffic Diversion plan & Programme of works have been
submitted vide our letter no. GMR/TT/CDM Smith/444/2016/5181 Dated 28.06.2016.
In pre engineering investigations, the Core cutting has been done for collection of samples from
Km. 50/0 to 121/0.
The Mix Design has been prepared based on the laboratory test results of the collected core
samples and Mix design has been submitted for the stretches from Km. 100+450 to Km. 118+900
LHS, Km. 100+300 to Km. 111+000 RHS & Km. 76+000 to Km. 95+400 RHS and Km.78+000 to
Km.95+400 LHS & Km.50+000 to Km.78+000 LHS & RHS vide our letters GMR/TT/CDMS/455/2016/5202
