1.0 Executive Summary
1.1 Summary of Progress for the Month of February 2017.
Total Length of the Project Highway is 100.06 Km from Ch. 249+000 to Ch. 349+060 with Total
project cost of Rs. 882.62 Cr. Appointed date was 03/06/2014 and Scheduled date of completion
of construction was 28/11/2016, with 910 days construction period from the Appointed date. The
scheduled construction period has lapsed. The Concessionaire has submitted EOT proposal, which
was reviewed by IE and has recommended 213 days EOT to NHAI, PIU Solapur and PD, PIU
Solapur has forwarded the same to NHAI RO, Mumbai for seeking approval of competent
Authority.
Physical progress achieved during this month is 1.45% against scheduled progress of 6.20%.
Cumulative Physical Progress achieved up to Feb 2017 is 41.30% against scheduled progress of
85.60%. The Physical progress is behind the schedule by 44.30 %. Time elapsed is 996 days, ie.
109.45%.
Financial progress for this month is 1.26% against scheduled of 5.30%. Cumulative Financial
Progress achieved up to Feb 2017 is 48.50% against scheduled progress of 86.70%. The Financial
progress is behind the schedule by 38.20%. Total EPC expenditure till date is Rs. 378.30 Crs
against scheduled Rs. 676.26 Crs.
The Construction progress was behind the schedule during this month, if the Concessionaire works
at this pace the Project cannot be completed even if 213 days of EOT is considered by the
Competent Authority, as recommended by Independent Engineer extending up to 29.06.2017. The
Concessionaire should revise the Construction program and accordingly increase resources, deploy
additional manpower and equipment’s. The Concessionaire should commence the wearing course
and the project facilities. Strict monitoring of the Construction progress on daily, weekly and
monthly basis is required to achieve the planned progress.
The Concessionaire has furnished the Audited Financial Statement for the Company regarding
achievement of Project Milestone-II. The Concessionaire has expended an amount of Rs.309.28
Crores on the project as at 31.03.2016, against the total project cost of Rs.882.62 Crores as set forth
in the financial package. The expenditure incurred on the project as at 31.03.2016 as such works
out to 35.04%. Independent Engineer has recommended the achievement of Project Milestone-
II as on 31st March, 2016.
The Concessionaire could not commence the construction of 01 Minor Bridge, 03 VUP’s and 01
PUP due to non-availability of land. NHAI and District administration shall make best efforts for
balance land to be made available for the Concessionaire to commence the work, as it will take one
year for a major structure to complete after handing over of land.
The occurrence of Project Milestone-III, as per Project completion schedule was on 13.03.2016. If
the recommended EOT is considered by the Competent Authority, the Project Milestone-III will
be extended to 12.10.2016 and accordingly the Cure period of 90 days as per Clause 12.4.2 of the
Concession Agreement will be 10.01.2017. This date has also lapsed.
Out of 351.90 Ha Additional land required, 25.62 Ha is in 3(D) stage which has to be expedited.
Concessionaire shall make all necessary determinations and assist the Authority to expedite the

acquisition of land required for Completion of the Project Highway. Total Hindrance Length, as
per joint Site verification is 18.00 Km and Forceful Possession is required for 5.80 Km.
The Concessionaire had submitted the EOT for Milestone-III and construction period, the same
was reviewed and commented by Independent Engineer.
The Concessionaire has to coordinate and expedite the submission of estimates for shifting of EHV
Towers in Umarga Bypass Osmanabad district on priority.
The Cumulative Physical Progress of Road & Structures are as under:
Total DBM completed is 43.00 Km, four laning of Main carriageway out of 100.06 Km.
Total DBM completed is 4.88 Km of Service Road out of 46.06 Km.
Total WMM completed is 47.00 Km, four laning of Main carriageway.
Total GSB completed is 49.00 Km, four laning of Main carriageway.
Out of 05 Major bridges, substructure works of 01 No completed, and work in progress for
04 Nos. Casting of Girders for 04 Nos are in progress.
Out of 28 Minor bridges, 13 Nos, completed. 14 Nos are in progress and 01 No is yet to
commence.
Out of 38 Box Culverts, 26 Nos completed, 06 Nos are in progress and 06 Nos are yet to
commence.
Out of 107 Pipe Culverts, 33 Nos completed, 38 Nos are in progress and 36 Nos are yet to
commence.
Current Issues and Recommended Actions by Independent Engineer:
1. Slow Progress of Highway and Structures:
The Construction Progress of Highway and Structures was slow and behind the schedule during
this month. There is no Road work progress in Section-I from 11.02.2017 till date. The work
progress during this month is as follows:

Surface distresses has redeveloped on the treated DBM surface of the newly constructed Project
Highway. The Concessionaire was instructed to carry out detail investigations to determine the
causes of the failure. The Concessionaire has taken the samples from the distressed stretches.
Report is yet to be submitted by the Concessionaire.

Recommendations:
The Concessionaire should revise the Construction Program and accordingly
increase/deploy additional HM Plant, Equipment’s, Resources, Men and Machinery to
speed up the Highway progress in order to complete the work in stipulated time. Progress
of work has to be monitored on daily, weekly and monthly basis in order to achieve the
progress as per schedule.
The Concessionaire has to expedite the construction of all the Bridges
(substructure/superstructure) by increasing the shuttering plates, scaffolding material and
deploying additional teams of skilled Manpower and additional Machinery to accelerate
the progress.
The Concessionaire should commence construction/strengthening of existing road, lined
drains, Service Road/Slip roads and expedite the road works in bypasses.
Construction of remaining Pipe culverts, VUP’s, PUP’s and RE walls should commence
immediately.

Project facilities as per Schedule C has to commence. Toll Plaza drawings, Electrical
drawings, Landscape, Tree plantation and all Junction drawings are yet to be submitted for
IE’s review and comments.
Utility ducts are to be laid at existing utility crossings and throughout the Project Highway
at intervals of 2000m in Rural and 500m in urban sections in coordination with the
Independent Engineer.
Plan showing the median openings finalized as per Site conditions and IRC SP 84 has to
be submitted by the Concessionaire and work has to be carried out accordingly.
2. Status of Change of Scope Proposals:
The Concessionaire has submitted COS proposals of 02 No. PUP’s at Jalkot and Turoori
village as COS Proposal No. 03 and a Major Bridge at Ch. 268+343 as COS proposal No.
04. IE has reviewed and commented. Compliance for COS-03 received and Independent
Engineer have reviewed and recommended to NHAI, PIU for approval from Competent
Authority. Compliance of COS-04 is awaited from the Concessionaire.
COS-II deposit contribution work for construction of Box enclosure for crossing of
pipelines of Erukh irrigation scheme was completed and final bill was submitted by the
Concessionaire. Independent Engineer has examined the final bill and recommended to
NHAI PIU.
Recommendations:
Concessionaire should expedite the submission of compliance for COS proposal No 04
incorporating all the observations/comments of IE.
3. Key Issues and Recommendations by Independent Engineer:
Construction Methodology: The Construction methodology submitted by the
Concessionaire for existing Road strengthening/overlaying was reviewed and commented
by IE. Concessionaire has to resubmit the methodology incorporating the observations of
IE in accordance with P&P Rev-R2 along with the Cross sections of the Carriageway.
Workmanship: The workmanship of the EPC Contractors is poor and substandard in both
the Sections. Experienced Engineers has to be assigned for execution of all the
Construction activities and the Concessionaire has to ensure quality control procedures are
adopted both in Highway and Structures construction by monitoring on daily basis.
Workmanship of Highway works as well as Structure works has to be improved, WMM
layer has to be laid by Paver in both the sections. DBM laid in Section-I and II has
deteriorated after frequent rain events during 2016 monsoon and surface distresses have
developed. The Concessionaire has collected samples of DBM and underlying layers from
the distressed stretches of the Project Highway to investigate the causes of the DBM failure.
Report for causes of failure with remedial measures is yet to be submitted by the
Concessionaire. It is almost 04 months since the samples were collected by the Third Party.

Electrical Utility Shifting: The Concessionaire has to expedite and complete the shifting
of Electrical utility in the ROW corridor on priority in Umerga Bypass.
MJP Water Utility Shifting: The MJP Utility shifting progress is slow in Solapur district.
Concessionaire has to increase the skilled manpower for laying and jointing of MS Pipes
in Solapur district. MJP utility shifting in Osmanabad district is stopped for LA of Gaothan/
habitat sections in all the villages. Unless the structures are not demolished, the
Concessionaire cannot shift and connect the pipelines already laid.
OGL Survey data: The data recorded by the concessionaire has to be submitted to IE for
records and further submission to the Authority.
Plan & Profile of new and existing carriageway (Four laning): The Concessionaire has
to submit the P&P Rev-R2 GFC drawings along with the cross sections incorporating IE’s
comments/observations.
The work carried out by the Concessionaire on the existing road is not in accordance with
the approved Plan & Profile Rev-R2 and the Concessionaire is working at his risk and cost.
Junction drawings: The Concessionaire has to submit the proposal of all the junction
drawings of Naldurg and Omerga Bypass for review and comments of IE.
Road Traffic Safety: Traffic Safety measures are inadequate in construction zones and
the diversions are unpaved at many locations. Diversion ahead boards are missing at all the
diversions, and the geometry is poor, transition length has potholes, this has to be filled
and paved. Traffic safety should be in accordance with IRC SP-55. The Concessionaire has
to comply the observations of Safety consultant at the black spot locations and throughout
the Project Highway.
The Concessionaire has to deploy a team to ensure safety measures throughout the project
highway and install continuous safety barricades at deep cut sections, damaged railings of
bridges and its approaches. Safety Engineer should ensure the Traffic safety on daily basis.
Suspension of work notice has been issued to the Concessionaire for 2.525 Km due to
inadequate safety measures in construction zones by the Competent Authority.
Maintenance of existing two lanes of project highway: Maintenance/ pothole repairs has
to be carried out by the Concessionaire on regular basis. Maintenance of existing two lanes
of project highway is required where the potholes and other surface distresses have
developed on the Project Highway. It is the obligation of the Concessionaire to keep the
Road traffic worthy all the time.

1.2.2 Obligations as per Contract
Critical obligations and constraints of concessionaire as per contract
o The Concessionaire has to maintain the existing two lanes of the Project Highway and Traffic
Safety under the provisions of clause 12.2 of the Concession Agreement and Safety of the
Project Highway in accordance with the provisions of IRC SP: 55. The Concessionaire’s
consistent failure to earnestly take up and complete the maintenance and safety of the Project
Highway amounts to “Concessionaire’s Default” in terms of the provisions of Clause 37.1.1 (g)
and (k) of Concession Agreement.
o As per Schedule-G of the Concession Agreement the Project Milestone-III scheduled date was
13.03.2016. The Concessionaire had requested for EOT, IE and NHAI PIU office recommended
EOT of 213 days, if this is granted by the Competent Authority of NHAI the schedule date will
be 12.10.2016, the Cure period ended on 10.01.2017. As per Article 12, clause 12.4.2, the
Concessionaire has to pay a sum calculated at the rate of 0.1% of the amount of Performance
Security for delay of each day until such Milestone is achieved.

The repairs of the potholes and other surface distresses on the existing two lanes of
the Project Highway was carried out in Omerga town and from Ch. 343+000 towards
border during this month. The methodology adopted for repairs was not in accordance
with MORTH Specifications and may not last. It is likely to redevelop.
Road traffic Safety is inadequate at all the diversions, geometry is poor,
narrow and sharp. Cautionary/warning sign boards are missing at diversions.
Bridge railings are damaged and railings at approaches are missing.
Continuous Concrete barricades not provided at locations of deep excavations
more than 1.5m.

3.2 Material Testing
3.2.1 Scope of Test
TESTING
All basic and routine tests for earthworks, granular materials and concrete works are
carried out at Project laboratory.
Whenever required, like for cement, water, aggregates and reinforcement steel, tests
are being conducted at approved independent laboratory.
Calibration for testing apparatus and laboratory equipment and plants has been
carried out by Certified Independent Testing agency.

3.2.3 CONCRETE MIX DESIGNS
The Concrete mix designs for Section – I was carried out in the Independent
Laboratory and the Concessionaire has submitted the Concrete mix designs.
Trial mixes were carried out for M15, M20, M30, M35 & M40 by the
Concessionaire in the Site Laboratory and witnessed by IE and have
recommended for permanent works.
The Concrete mix designs of M15, M20, M25, M30 and M35 for Section –II has
been carried out in the Site Laboratory under the supervision of
Concessionaire’s QC Team and witnessed by IE.

3.3 BITUMINOUS MIX DESIGNS
The Bituminous mix design for DBM for section-I & II and BC for section-II was submitted by the Concessionaire. Gradation as per the submission of JMF of DBM and BC were checked in the Site laboratories of Section-I & II and was satisfactory. IE has recommended mix design of DBM & BC for permanent works with comments to ensure that bituminous mixes for new pavement construction are produced exclusively using Batch Type Hot Mix Plants only. Any deviation from this mandatory requirement will lead to non-approval of such works. But the Concessionaire is using the Double Barrel Drum Hot Mix plant in Section-I.
Concessionaire has commenced usage of VG-40 in DBM.
3.4 QUALITY CONTROL TEST
Material testing has been done as per requirements of the Contract Agreement
and MoRT&H specifications as detailed below.

5.0 ROAD SAFETY:
The existing Project Highway requires further Pothole repairs developed after the
rainfall. Shoulder preparation and leveling has to be carried out to keep the road traffic
worthy.
In locations where construction is in progress more precautions has to be taken and
the following action has to be implemented by the Concessionaire to increase the
safety to road users;
Cautionary Sign boards and barricades with warning lights in the night,
reflector tapes are to be provided as per IRC SP 55 in work zones.
Workers should use reflecting Jackets, hard hats, Gloves, safety shoes etc.
Flagman should be available on Duty at work zone.
Diversion of Traffic on New Carriageway has to be with Informatory and
Cautionary sign boards well in advance of the diversion on either ends in
accordance with IRC SP 55.
5.1 ROAD ACCIDENT DATA DUE TO LIVE TRAFFIC
Road Accident data was not submitted by the Concessionaire for this month in the
format as received from NHAI HQ.

IE has reviewed the case and following were the observations: 1. Copy of Gazette Notification of Maharashtra Minor Mineral Extraction (Development and Regulation) Rules 2013 for ascertaining the extent of increase due to amendment of these Rules on 11.05.2015. 2. The evidence about the ownership of mines by the Concessionaire / EPC Contractor, since TCS is only applicable to the dealers who have been awarded query / permit in respect of mines. 3. Proof of payment of additional 10% on royalty as TCS by the Concessionaire, as there is no such reflection in the royalty slips.
Concessionaire has not submitted the additional information required for processing the case.

10.0 SITE VISITS AND MEETINGS:
1. Team leader inspected the Project Highway for construction progress and maintenance
of existing project highway on 06.02.2017.
2. Resident Engineer inspected the Project Highway to witness the M-30 grade cube tests
for RE panel and MNB Ch. 297+534 for slab of 28 days in Lab section- I on 07.02.2017.
3. Team leader visited Osmanabad along with Manager Tech for LA meeting in Collector
Office on 08.02.2017
4. Resident Engineer inspected section-I from Ch. 253+000 to 254+000 and concerting of
median wall of Minor Bridge at Ch.292+200 on 09.02.2017.
5. Team leader inspected Section-I to check the construction activities in progress on
13.02.2017
6. Resident Engineer along with surveyor visited the location of VUP demanded by
villagers in Jakkakur (VIP reference) on 16.02.2017.
7. Resident Engineer inspected the Project Highway to check the Maintenance of Existing
Carriageway and safety measures along the project highway especially in deep cut
section at Ch. 343+600 to Ch. 344+200 and black spot locations on 25.02.2017.
