Subject: NFPA 232 First Draft TC FINAL Ballot Results (A2016)

According to the final ballot results, all ballot items received the necessary affirmative votes to pass ballot.

27 Members Eligible to Vote 3 Not Returned (Beals, Carlisle, Weiner) 23 Affirmative on All Revisions 0 Affrimative with Comment on one or more Revisions 1 Negative on one or more Revisions (Harper) 0 Abstentions on one or more Revisions: The attached report shows the number of affirmative, negative, and abstaining votes as well as the explanation of the vote for each first revision.

There are two criteria necessary for each first revision to pass ballot: (1) simple majority and (2) affirmative 2/3 vote. The mock examples below show how the calculations are determined.

(1) Example for Simple Majority: Assuming there are 20 vote eligible committee members, 11 affirmative votes are required to pass ballot. (Sample calculation: 20 members eligible to vote ÷ 2 = 10 + 1 = 11)

(2) Example for Affirmative 2/3: Assuming there are 20 vote eligible committee members and 1 member did not

return their ballot and 2 members abstained, the number of affirmative votes required would be 12. (Sample calculation: 20 members eligble to vote – 1 not returned – 2 abstentions = 17 x 0.66 = 11.22 = 12 )

Editorial - this is the first of multiple public inputs where the concept of "fire resistance" is replacedby the correct term "fire resistance rating", because it is only the "fire resistance rating" that can bequantified. It is assessed as "The time, in minutes or hours, that materials or assemblies havewithstood a fire exposure as determined by the tests, or methods based on tests, prescribed by thisstandard." The standard normally used for this purpose is ASTM E119 or UL 263, which aretechnically equivalent. A definition (as stated above) for the term fire resistance rating is alsoproposed for chapter 3, as extracted from NFPA 221.

6.6.2

In structure-supported vaults, the floor of the fire-resistive building shall be permitted to serve as the floorof the vault, provided it is of noncombustible construction throughout and complies with the following:

(1) Floors above grade shall be adequate to support the full load (wet weight) and shall have anunrestrained fire resistance rating equivalent to that required for the walls of the vault. (See Section6.7.)

(2) Floors above grade shall not be pierced for any purpose.

(3) The floor of the vault installed above grade shall be have a fire resistance rating that is not less thanthe fire resistance rating of the walls and ceiling.

(4) If the floor of the supporting building cannot be upgraded to the required 4-hour fire resistancerating, the storage area shall not be considered a vault.

In structure-supported vaults, the roof or the floor of the fire-resistive building shall be permitted to serveas the roof of the vault, provided it is of noncombustible construction throughout and complies with thefollowing:

(1) The roof of the vault shall be reinforced concrete or reinforced concrete on protected steel supports.

(2) The roof of the vault shall have a fire resistance rating at least equivalent to that of the walls andshall have structural strength adequate to carry the design load or greater if subject to unusualimpact or if exposed to fire from outside the vault.

(3) All interior supports shall have a fire resistance rating equivalent to that of the walls.

(4) The roofs of vaults shall not be pierced for any purpose.

8.6 Floor.

In structure-supported file rooms, the floor of the fire-resistive building shall be permitted to serve as thefloor of the file room, provided it is of noncombustible construction throughout and complies with thefollowing:

(1) Floors above grade shall be adequate to support the full load (wet weight) and shall have anunrestrained fire resistance rating equivalent to that required for the walls of the file room.

8.8.2

In fire-resistive buildings, the roof or the floor shall be permitted to serve as the roof of the file room,provided it is of limited-combustible or noncombustible construction throughout and complies with thefollowing:

(1) The roof of the file room shall be reinforced concrete or reinforced concrete on protected steelsupports.

(2) The roof of the file room shall have a fire resistance rating at least equivalent to that of the walls andshall have structural strength adequate to carry the design load or greater if subject to unusualimpact or if exposed to fire from outside the file room.

(3) All interior supports shall have a fire resistance rating equivalent to that of the walls.

(4) The roofs of the file rooms shall not be pierced for any purpose.

Businesses have been forced to close due to the insurmountable task of replacing organizational andoperational records. Although accurate nationwide statistics are needed, it is known that the lossessustained in fires by such businesses have had the adverse effect of lowering their credit ratings and thatsome went out of business because of the destruction of their records.

Since the early 1900s, the volume of records, especially of business records, has increased rapidly. Theserecords have to be stored. This need, stimulated by competition among manufacturers, led to thedevelopment of better records containers, especially that of lighter weight containers with greater capacityand higher fire resistance ratings . The heavy, old-line safes of uncertain fire resistance rating could nolonger meet the needs of business and have been replaced largely by modern fire-resistive containers.Newer techniques of record keeping (e.g., microfilm and electronic computers) are creating new problemsand new demands.

The issues facing the records protection field today are better acknowledgment and increased study of therecords protection problem. Technically, the equipment needed to provide the necessary protection hasbeen produced and rigorously tested. It is now the responsibility of records owners and custodians tolearn how to estimate the protection needed and the responsibility of architects, contractors, and builders,as well as custodians, to understand how to provide this protection.

Archives are intended for the permanent retention of records specifically selected by the responsible party,typically the owner of the records, because of their legal, historical, or intrinsic value. The responsibleparty should also consider environmental conditions that impact records protection. Although fire is theultimate risk to the records, other factors such as high temperatures [in excess of 76°F (24.4°C)], rapidfluctuation in temperatures, excessively high or low humidity, exposure to volatile organic chemicals(VOCs), particulates, and pests can, over time, lead to the destruction of the records. The records mediumis a major factor in determining the degree of environmental controls necessary in an archive storagearea. Audiovisual and magnetic media require the highest levels of environmental control.

A.6.7.5

Traditionally recognized construction that meets the requirements in 6.7.5.1 and 6.7.5.2 is as follows:

(1) Reinforced concrete with steel rods at least 1⁄2 in. (13 mm) in diameter spaced 6 in. (152 mm) oncenter and running at right angles in both directions. Rods are wired securely at intersections notover 12 in. (305 mm) apart in both directions and installed centrally in the wall or panel.

(2) A structural steel frame protected with at least 4 in. (102 mm) of concrete, brickwork, or its equivalenttied with steel ties or wire mesh equivalent to No. 8 ASW gauge wire on an 8 in. (203 mm) pitch. Anybrick protection used is filled solidly to the steel with concrete.

(3) Walls of ground-supported vaults are of greater thickness than those described herein where it isnecessary to account for such factors as unusual structural conditions and loads.

(4) Fire resistance is determined by ratings are a function of the wall thickness as follows:

(a) The minimum thickness of a 4 6 -hour vault wall is 12 in. (305 mm) for brick and 8 10 in.(203 254 mm) for reinforced concrete.

(b) The minimum thickness of a 6 4 -hour vault wall is 12 in. (305 mm) for brick and 10 8 in.(254 203 mm) for reinforced concrete.
