Introduction:

The Municipality of Sioux Lookout, known of as the “Hub of the North”, connects

over 30,000 people in 29 remote northern First Nations communities to our state

of the art hospital, healthcare, social, government and educational services.

In order to comply with the Green Energy Act, 2009 (GEA) public agencies shall

prepare, publish, make available to the public and implement energy

conservation and demand management plans. The energy conservation and

demand management plan is composed of two parts as follows:

1. A summary of the public agency’s annual energy consumption and

greenhouse gas emissions for its operations, and

2. A description of previous, current and proposed measures for conserving

and otherwise reducing the amount of energy consumed by the public

agency’s operations and for managing its demand for energy, including a

forecast of the expected results of current and proposed measures.

In February of 2013 the Municipality formed the Facilities Division within the

Department of Infrastructure and Development. The focus of this newly created

Division is not only the day to day maintenance and other related services for our

buildings but long term energy management planning and implementation of

strategies designed to reduce energy usage and create comfortable environments

for staff and the public.

To achieve these Divisional goals, we have investigated opportunities/methods to

increase the operational efficiencies of the water and sewage treatment plants

and other facilities. One example of our efforts to reduce energy consumption

has been investigating the replacement of existing inefficient lighting fixtures with

LED fixtures, including but not limited to streetlights, ice surface lighting and

workshop lighting.

Vision:

“We will endeavour to reduce our energy consumption and will achieve maximum

efficiencies in our daily operations with the resources available”

The Municipality strives to continually improve energy performance in all aspects

of operations by ensuring the necessary funds and staff time are available to help

achieve our goals.

The intent of this plan is to lay out the steps needed to determine where

improvement can be attained, provide an overall synopsis of intended upgrades

and to estimate the results of these proposed measures.

Goals:

The Municipality of Sioux Lookout Energy Management Plan was created to help

achieve the following goals:

Reduce energy consumption levels by 15% over the life of the Plan using

2013 data as the baseline

Develop sound operating and maintenance practices to help maintain

maximum operating efficiency

Increase comfort levels for staff and public in our facilities

Create a culture of awareness and buy-in within the Municipal organization

As a Municipality assume a leadership role for the community in our

commitment to reducing energy consumption, researching and

implementing new technologies and lowering our environmental impact.

2013 Baseline:

In order to accurately measure any reduction in energy consumption we will use

the year 2013 as our benchmark year. As we track our consumption rates in the

future we can compare that data to the usage in 2013 to gauge our success in

reducing energy consumption. It is important to note that there are variables: for

example our winters are different every year; some years are very cold and some

mild which can affect consumption rates.

Key Initiatives:

The Municipality of Sioux Lookout Five Year Energy Management Plan is living

document providing the starting point for integration of energy efficient

strategies, communication and projects into the day to day operations of the

Municipality. Ultimately our goal is to be a leader in reducing our carbon footprint

and our impact on the environment.

1. Implement LAS Energy Audit Report Recommendations: In May of 2014

Cheryl Maki, Energy Efficiency Service Provider from Local Authority

Services (LAS) which is a subsidiary of the Association of Municipalities of

Ontario (AMO) performed a visual energy audit of our high consumption

facilities. The following facilities were inspected:

Water Treatment Plant, Hudson

Once received, her report and recommendations will be appended to this

document and will be used to create a strategy to implement her

recommendations.

2. Undertake Research: Over the course of this Plan we will continually

research new and innovative methods to reduce our energy consumption

and investigate opportunities for funding.

3. Facilities’ Energy Performance Assessments: We will conduct assessments

of all facilities energy performance either by internal or external parties;

develop an informational brochure for staff geared towards occupant

behaviours and their impact on energy consumption; provide a platform for

processing staff suggestions for energy efficiency improvements;

Develop a policy for minimum energy efficiency construction requirements

and renewable energy for all future major renovations and new builds for

the Municipality;

Develop, for each facility an energy use reduction plan.

Install a Heat Recovery Ventilator (HRV) to provide a sustainable,

efficient method to introduce fresh air to the building and remove stale

air.

Ensure the current heating/cooling system is operating at maximum

efficiency and that all areas of the building are maintaining

comfortable temperatures.

Regular air handler filter changes.

Identify unnecessary plug loads and turn off electronic devices at night

and weekends where possible.

Purchase a new Energy Star rated dishwasher with a timer which gives

us the ability to have the unit turn on at night during “off-peak” hours.

Install awnings over the south facing windows.

Seal both attic hatches.

Ensure all penetrations of the attic through the ceiling are sealed

appropriately. Once complete install a minimum of 12” of blow in

insulation over the existing batt insulation.

Begin transition to LED lighting fixtures throughout the building

interior, exterior and parking lot lighting. Install additional occupancy

sensors throughout the building.

Cover tank type water heater with insulation or consider replacing it

with an on-demand type water heater.

Seal and insulate rim joist in the mechanical room, investigate other

areas to determine if more insulation is needed.

Inspect all windows and exterior doors to determine if the caulking or

weather stripping needs to be replaced. In doing so identify which

windows or exterior doors should be replaced during the life of this

Plan.

Arena/Rec Centre:

thermostats, if necessary.

Replace existing air handler and if economically feasible install a Heat

Recovery Ventilator (HRV) to provide a sustainable, efficient method to

introduce fresh air to the building and remove stale air.

Ensure the current heating/cooling system is operating at maximum

efficiency and that all areas of the building are maintaining

comfortable temperatures.

Regular air handler filter changes.

Identify unnecessary plug loads; turn off electronic devices at night,

weekends and off season, where possible.

Continue with spray foam installation throughout the Rec Centre and

in the Arena dressing rooms.

Begin transition to LED lighting fixtures throughout the building

interior, exterior and parking lot lighting. Install occupancy sensors

throughout the building.

Determine best use of waste heat from the ice plant and implement

recommendations.

Turn off tank type water heaters in the Arena during the off season;

keep only one on, if necessary.

Cover tank type water heaters with insulation.

Inspect all windows and exterior doors to determine if the caulking or

weather stripping needs to be replaced. In doing so, identify which

windows or exterior doors should be replaced during the life of this

Plan.

Install rigid foam on the exposed exterior foundation wall of the gym

area.

Remotely control temperature in Arena dressing rooms.

Install timer switches or some method to control the length of time the

dressing room showers are in operation.

Inspect gymnastics storage room for inefficiencies. Complete remedial

repairs as necessary.

Investigate the possibility of installing solar panels on the south slope

of the Arena roof.

Public Works Garage:

Create staff awareness and buy-in for energy use reduction.

Program thermostats throughout the building with setbacks for nights

and weekends for both winter and summer operations. Purchase new

thermostats, if necessary.

Investigate and install an efficient make up heat source for the Co2

exhaust in the garage.

Ensure the current heating/cooling system is operating at maximum

efficiency and that all areas of the building are maintaining

comfortable temperatures. Investigate new methods to provide heat in

the garage.

Annually clean electric resistance heaters in the garage.

Install a Heat Recovery Ventilator (HRV) to provide a sustainable,

efficient method to introduce fresh air to the office area and remove

stale air.

Regular air handler filter changes.

Identify unnecessary plug loads, turn off electronic devices and

mechanical equipment at night and weekends, where possible.

Complete second floor office renovation which includes additional

insulation and air sealing.

Begin transition to LED lighting fixtures throughout the building

weather stripping needs to be replaced. In doing so, identify which

windows or exterior doors should be replaced during the life of this

Plan.

Ensure the weather stripping for the overhead doors is continuous and

provides a seal.

Seal all penetrations of the exterior walls.

Research more efficient overhead door styles/types.

Begin systematic air sealing and increasing insulation levels throughout

the building (spray foam).

Sioux Lookout Fire Hall:

Create staff awareness and buy-in for energy use reduction.

Program thermostats throughout the building with setbacks for nights

and weekends for both winter and summer operations. Purchase new

thermostats, if necessary.

Ensure the current heating/cooling system is operating at maximum

efficiency and that all areas of the building are maintaining

comfortable temperatures. Consider new methods to provide heat in

the Fire Hall/Office.

Install a Heat Recovery Ventilator (HRV) to provide a sustainable,

efficient method to introduce fresh air to the office area and remove

stale air.

Regular air handler filter changes.

Identify unnecessary plug loads, turn off electronic devices and

mechanical equipment at night and weekends, where possible.

Program thermostats throughout the building with setbacks for nights

and weekends for both winter and summer operations.

Ensure the current heating/cooling system is operating at maximum

efficiency and that all areas of the building are maintaining

comfortable temperatures.

Regular air handler/HRV filter changes.

Identify unnecessary plug loads, turn off electronic devices and

mechanical equipment at night and weekends, where possible.

Begin transition to LED lighting fixtures throughout the building interior

and exterior. Install occupancy sensors in areas currently without

them.

Conclusion:

Reducing our carbon footprint is a collaborative effort. Every person within our

organization has the ability to take part and contribute to lowering our energy

consumption. We need buy-in from staff, public and Council. Our current

Strategic Plan does not specifically speak to energy/operational efficiency for

Municipal facilities. As the Municipality updates its Strategic Plan, Council will

have the opportunity to include energy management as an item in support of its

infrastructure and asset management regime.

The intention over the life of this Plan is to undertake a yearly update in order to

include completed upgrades and add to our current work lists any new projects

that will further our goals in energy/operational efficiency.
