According to INDTM, urban area means an area of high density, diverse development including a mixture of such elements as industrial activities, major trade or commercial activities and residential premises. Given the high density and diverse land uses of the proposed development, it is considered that all the area within the site boundary is considered as “Urban”. North Lantau Highway (NLH) has an Annual Average Daily Traffic (AADT) of 68,930 in Year 2015 and hence it is considered as an Influencing Factor (IF) as its daily traffic flow is greater than 30,000 vehicles. Under Phase 1a Population intake, Stage 2 SHD Replanning Works are being conducted while Stage 1 Reprovisioned SHD is being operated under the podium deck. The industrial operations at the existing SHD at Stage 3 and 4 without decking area that is of a significant scale include rail grinding, maintenance works of passenger and engineering trains, train washing, wheel lathe, repairing workshops, etc, and the noise generated from these industrial operations would be one of dominant noise sources affecting the planned NSRs. In view of the significant scale of industrial operation, the existing SHD at Stage 3 and 4 area is designated as an industrial area for the purpose of TM-IND and is considered to be an IF. Scenario for Phase 1a to 1b Population intake after October 2026: The future context of environs at Siu Ho Wan will be changed upon the population intake at Phase 1a to 1b SHD Topside Development. According to the current development scheme, there will be 35 residential blocks ranging from 15 19 residential storeys high within the SHD Topside Development. Scenario for Phase 1a Population intake after April 2026:

The future context of environs at Siu Ho Wan will be changed upon the population intake at Phase 1a SHD Topside Development. According to the current development scheme, there will be 18 residential blocks ranging from 17 – 19 residential storeys high within the SHD Topside Development. A large commercial / retail area, public transport interchange and kindergarten will be also be provided at the Phase 1 Podium. SHD operation would be maintained during SHD Replanning Works. SHD operation would be maintained during SHD Replanning Works. According to IND–TM, urban area means an area of high density, diverse development including a mixture of such elements as industrial activities, major trade or commercial activities and residential premises. Given the high density and diverse land uses of the proposed development, it is considered that all the area within the site boundary is considered as “Urban”.

[9] The corresponding ASRs of the NSRs are determined based on the best available information and is for indicative assessment only. The Noise Control Authority shall determine noise impact from concerned noise sources on the basis of prevailing legislation

and practices being in force, and the ASRs determined in this report should not bind the Authority when enforcing the NCO based on the contemporary conditions. The ASR would be reviewed as necessary based on the contemporary conditions/situations

such as adjoining land uses, influencing factors or the latest SHD Topside Development layout.
