Inspector Southall voiced his con-cerns at a public meeting held on June29, which was organised by the trusteesof the youth café. The meeting aimed toexplain the purpose of the café and thereasons for the recent planning applica-tion that requested an extension of open-ing hours. It was attended by localresidents, councillors, Head of Communi-ties and Partnership at Charnwood TomKiernan and other interested parties.

A resident of The Green expressedtheir concerns about ASB at the meeting, saying that the problem was particularlybad around closing time at 8.30pm, on

Thursdays and Fridays. Incidents includeshouting, screaming, climbing over thebus shelter, throwing stones, kickingfootballs, punching the glass panels onthe bus shelter and on one occasion, breaking it, trespass and verbal abuse.

Concerns were also expressed thatthe café had A3 permission for runninga catering establishment, not permissionto deliver youth services.

Speaking at the meeting, residentsand councillors expressed their supportfor the youth café and the work it isdoing. It was reported that the café’simmediate neighbours have never madeany complaints to the café, the police or

the planning department.Mountsorrel County Councillor and

County Council Cabinet member PeterOsborne said: “Members of the commu-nity have got together to try to provide aservice specifically for the young peopleof Mountsorrel – that has to be applaud-ed and supported. There is no magiwand and members of the communityare themselves on a learning curve.

“Other residents of The Green havecautiously welcomed the initiative andhave said ASB has varied, ebb and flow,in all parts of the village including TheGreen.”

Cllr Osborne has suggested that thePolice’s objections are based on percep-tions and not on facts and speaking at aParish Council meeting on July 11 said:

“The County Council would be very con-cerned if the integrity of the café washarmed by prejudice and not by factsand its outrageous to say that kidsshould be shunted away somewhere outof sight. I will be meeting with the ChiefConstable about this.”

Following the meeting the planningapplication for the café was amended. The request for later opening, Sundayopening and Bank Holiday opening hasbeen withdrawn. The amended applica-tion requests permission to operate as amixed A3 (café) and Sui Generis (Youthwork), opening times 8am to 8.30pmweekdays and 9am-6pm on Saturdays.

Planning permission for the café wasgranted in September 2009. A conditionwas that the permission would expireafter 18 months so the planning authori-ty could consider the impact of the caféon the neighbourhood.

Following the public meeting on June29, Tom Kiernan, Head of Communitiesand Partnerships at Charnwood BoroughCouncil has met with Inspector Southallto discuss his concerns and has pro-duced an Action Plan.

He said: “I liaise with the Police, residents, the planning department andthe Youth Service and have prepared anAction Plan that I will be presenting tothe café’s trustees soon.

“My principal concern is the views oflocal residents and I hope the ActionPlan will go some way to alleviate theirconcerns.”

The main points of the Action Planare:

• to have a County Council YouthWorker in attendance at one session aweek

• to have a Community Safety Officerattend one session a week

• to investigate provision of CCTVnear the café

• the Police have agreed to moreregular patrols of The Green and to visitthe café frequently to become known tothe users.

Police Inspector Southall had lodgeda formal objection to the café’s originalplanning application for extended open-ing hours but told the Mountsorrel Postthat his decision on the amended appli-cation was subject to an ongoing consul-tation with partner agencies andresidents and he would make his viewsto the planning authority known whenthat was complete.

Mountsorrel Youth Café is a regis-tered charity and opened on January 24.Funding to date has come from grantsfrom the Borough and County Councils, the Mountsorrel Relief in Need Fund, theGrace Charitable Trust and Lafarge aggre-gates, as well as small donations andfundraising events. It employs one youth

worker. The trustees say that to support the

running of the café they would like tohire out the building to other communitygroups outside the café’s hours, which iswhy they originally requested extendedopening hours.

In a published response to objectionsto their planning application, the trus-tees state: “We strongly deny a link be-tween a spate of ASB in April and thecafé. We have closed on one occasiondue to poor behaviour on the premisesas we promised neighbours we would. Most of the young people who frequentthe café are well aware that they shouldnot annoy the neighbours and we do ourbest to monitor their behaviour on leav-ing and take appropriate action whennecessary.

“We are not responsible for the behav-iour of young people in Mountsorrel, although over time we hope to make apositive impact. Give us time and we willmake a difference.

“We aim to divert young people fromantisocial behaviour through positiveactivities and role-modelling, but we arenot responsible for eradicating the ASBwhich has been present on The Greenand in Mountsorrel for a very long time.”

The planning application,P/11/0771/2, is yet to be determined.Details are available on Charnwood’swebsite.

Tesco want to convert the empty Stagand Pheasant pub on Leicester Roadinto a Tesco Express. Planning permis-sion is not required to convert pubsinto shops, but Tesco need permissionfor alterations to the frontage, for signsand for installation of an automatictelling machine (ATM).

In August, Charnwood BoroughCouncil rejected Tesco’s application toinstall an ATM. The Council stated thatthe proposal could: “…result in vehicleparking taking place in the public high-way in the immediate vicinity of the site,in proximity to a road junction and abus stop which could lead to additionaldangers to road users and would notbe in the interests of highway safety.”

The council received eight individualletters from residents objecting to plans,a 454 name petition and a batch of 27pro-forma letters.

Mountsorrel Parish Council and theCounty Highways Authority objected onhighway safety grounds.

When making its decision, Charn-wood stated that the appearance of theATM is “inoffensive and is not out ofkeeping with the overall appearance ofthe building, which is not listed, andcould be said to at least preserve thecharacter and appearance of the Con-servation Area.” Charnwood’s refusalwas solely on highway safety grounds.

Tesco has four other planning appli-cations for the site. Charnwood’s plan-ning department told the MountsorrelPost that the council was still waitingfor clarification on some issues relating

to these applications and until thesewere received from the applicant, nodecision on them could be made.

At the time of going to press, Tescohad not lodged an appeal against therefusal of the ATM. The planning appli-cation is P/11/0934/2. Details of thecouncil’s decision can be viewed onCharnwood’s website.

A FULL meeting of Mountsorrel ParishCouncil was held on June 13.

Borough Councillor John Capletonreported on the ward walk which hadtaken place in Mountsorrel.

It was agreed to spend £149 printingleaflets promoting the Mountsorrel YouthDevelopment Group’s summer activities.

The water tank at the cemetery is tobe cleaned out.

The Council will obtain quotes forrailings to match the existing onesaround the Peace Garden and for fourfeet standard railing.

It was agreed to arrange the removalof two ash trees overhanging the rear ofCastle Hill flats, following a recommenda-tion from the tree warden.

It was agreed to write to the personwho was mowing the grass on the com-mon land on Castle Hill, driving over itand parking on it, requesting they stopas it is removing the natural state of theland. The Parish Council has the powersto enforce parking restrictions there.

It was agreed that Christmas lightswill this year only be installed on TheGreen, the existing lights will be usedand no new Christmas lights will bepurchased. The situation will be re-viewed next year.

It was agreed to obtain quotations forthe repairs and repainting of all villagenoticeboards, and for the purchase of anew Parish Council sign for the WaltonWay noticeboard.

CCTV has been installed at the pavil-ion on the Memorial Playing Fields. Thecouncil is obtaining quotes for a fencedoff dog area at the Memorial playingfields.

A full meeting of Mountsorrel ParishCouncil was held on July 11.

It was reported that the Borough’sleisure centres, including the Soar Valleyleisure centre in Mountsorrel, will berun by a new contractor from October 1

– Fusion Lifestyle, a registered charity.Cllr John Capleton reported that a

government grant has been secured forimprovements to PRC council homesand that wall cladding and insulation for83 houses is planned, leaving 200 plusunclad which it is hoped can be donenext year.

Cllr Peter Osborne reported on ameeting he had attended about theMountsorrel Youth Café. He said thePolice were objecting to plans to extendthe café’s opening hours because ofantisocial behaviour (ASB) in the areaaround The Green, but did not presentany evidence that ASB was associatedwith the café. He said he and the CountyCouncil supported the café, that ASB wasfrom older children who did not use thecafé and that he would meet with theChief Constable of Leicestershire PoliceSimon Cole to discuss the issue.

Comment was made that if the caféclosed the ASB problems on The Greenwould remain as the area was onewhere young people gathered and thatthose objecting to the café were verynimbyish.

Cllr Mick Lemon reported on theactivities of the Mountsorrel RailwayProject. It was agreed unanimously thatthe Parish Council make a donation of£5000 to the project.

It was agreed that a representative ofArriva bus be invited to attend the meet-ing on October 10.

Mrs Megan Scotney was co-opted tofill a vacancy on the council.

On the eleventh hour of the eleventhday of the eleventh month in 1918, theFirst World War ended. In the aftermathpeople wanted to remember those whohad given their lives for peace and free-

dom. The poppy, the only thing whichgrew following the devastation on theWestern Front in Flanders and Picardy, was chosen as an emblem.

To coincide with the third anniversary

of the Armistice on 11 November 1921poppies were sold to raise money forthe ex-Service community, a traditionthat continues to this day.

The Poppy Collection funds the contin-uing and ever developing welfare workof the Royal British Legion which bene-fits service people and their familiesfrom all the campaigns from the 1stWorld War to today – remember therehas only been one year (1968) since theend of 2nd World War when a BritishService person has not been killed anactive duty somewhere across the world.Since 2003 we have provided financialhelp to over 10,000 veterans of the Iraqand Afghanistan operations - and we areinvesting £50 million in Personnel Re-covery Centres and our Battle Back Cen-

tre to carefor thewounded of

current con-flicts.More than 9

million people in theUK are eligible to call

on us for help and we aimto reach out to the 500,000 who

we believe are in the greatest need- the financially vulnerable, those

who are socially or emotionally isolated, and those in poor health or living with along-term illness. We spent over £114million on this work in 2010 whichincludes £1.4 million a week on deliver-ing direct health and welfare support toaround 100,000 people.

The Legion will be needed for as longas people continue to be affected byconflict. It doesn't advocate war but issimply there to support those who havebeen prepared to make a personal sacri-fice through serving in the British ArmedForces.

We will be selling Poppies at locationsacross the village from the officiallaunch date of this year’s appeal: Octo-ber 29.

Always lock and secureyour outbuildings and remember toreport any suspicious activity as soon asyou are able.

The burglaries are not just in Mount-sorrel, it is an area problem so pleasedo not think that Mountsorrel is the onlyvillage that is being targeted. Investiga-tions are ongoing at present. How to contact us

“We are very grateful to MountsorrelParish Council for their help and sup-port” said spokesman George Overton.

“Project volunteers had been workinghard to match fund a donation of£6,000 that had been pledged by amember of the public, providing that wecould match it before the end of Septem-ber. So the Parish Council's donation, together with our existing fundraising, takes us well past the match fundingrequired and therefore releases theadditional £6,000 as well! This is greatnews for the volunteers who are workingto preserve Mountsorrel's industrialheritage.”

Councillor Mick Lemon said: “The

Mountsorrel Railway project is an inspi-ration to everyone who lives in Mount-sorrel and goes to show what is possiblewhen the community works together.”

Over the last four years local peoplehave volunteered in their spare time tohelp create a linear museum whichconnects to Loughborough's Great Cen-tral Railway (GCR). The project aims torun educational and public recreationsof our industrial past and also for theGCR to run heritage passenger trainsconnecting with local tourist attractionsat Mountsorrel, including StonehurstFamily Farm. The Mountsorrel Railway, when completed, will hopefully helpsecure and boost local jobs.

Project leader Steve Crampsaid: “We have been over-whelmed by the support we havereceived from the public. It wasonly in May that we launchedour £20,000 fund raising appealfor the next section of tracklaying along the branch. Wenever thought that we wouldreach our target in only sixweeks! The project relies ondonations from the public tobring this ambitious project toreality and it's so good to seethe community getting behind us

like this. The Parish Council's donationreally is the icing on the cake and theirkind words of support are very muchappreciated indeed.”

All this means that the current phaseof track laying is now completely fundedand, once materials are sourced, thegroup can lay the next 450 metres oftrack, giving almost half a mile of run-

ning line along the railway.Steve added: “Fundraising immediate-

ly turns towards the remainder of therailway. Phase 3 will extend track for afurther 500m almost to Wood Lane, andthe final phase 4 will be the remaining500m to the end of the line at BondLane. Both these phases will cost£25,000 each, so we still have some wayto go to reach Mountsorrel!”

Donations can be sent to 112 Balmor-al Road, Mountsorrel, Loughborough,LE12 7EW. The project is a registeredcharity so if you are a UK tax payerplease down load a Gift Aid form fromthe project websitewww.mountsorrelrailway.org.uk. I read with horror that the Mountsor-rel Parish Council are looking at stop-ping funding for our Christmas lights. This must not be allowed to happen. Ihave lived here for seven years and thelights are without doubt my favouritething about the village!

I am not religious but every night forthree weeks, driving home in the darkbecomes a joy as I turn up The Green. The Christmas lights are the one thing inthe village that truly caters for and canbe appreciated by all, no matter age orbackground.

I’ve been looking forward to showingmy baby the lights again now that she’llbe old enough to enjoy them a littlemore. It will be a great shame if chil-dren in particular are cheated of thisbeautiful display – especially when somany Christmas displays are garish andour tree lights on the Green are so magi-cal! I appreciate that this is a time ofbudget cuts but this is one thing that willaffect everyone in the area. There mustbe a way to avoid this.

I hope that others who feel the sameway will voice their protest.

Rosie LawrenceEditor’s note: Mountsorrel Parish

Council decided at its meeting on June13 to erect Christmas lights on TheGreen in 2011 (see page 4).

The Rolls Royce Retired EmployeesAssociation was founded on February 23,1951. The aim of the Association was

At the beginning of the 11th centuryin France, Mountsoreau was a militarystrategic hill overlooking the river Loireat the time of feudal rivalry between theregions of Touraine and Anjou.

On the top of the hill, a rocky out-crop overlooking the river Loire, wassituated an old fort called the 'Castrumof Monte Sorello', which belonged toGuillaume De Montsoreau and is record-ed in a document of 1089.

The Lords of Montsoreau served theCounts of Anjou, who had power overthat area of the Loire. During that period,Fontevraud Abbey was built nearby tobecome a Plantagenet power base. (KingRichard of England is entombed in theAbbey)

The first chateau is thought to havebeen built at Montsoreau during the15th century, probably to control thenavigation of the river Loire and boatsallowed to pass the chateau.

After the Norman Conquest, a castlewas built on the English hill overlookingthe river Soar (probably known as theriver Lear at that time). With the similari-ty between the hills overlooking bothrivers, it is possible the Norman occupi-ers called the English Castle after theLoire fort of 'Monte Sorello', which even-tually became known as Mountsorrel.

It means while the ambulance serviceis en-route, first-aiders at MountsorrelQuarry and the Syston head office canprovide vital treatment to heart attackvictims, not only at their sites but also inneighbourhoods and businesses close by.

Research shows that applying defibril-lation – a controlled electric shock – tosomeone suffering cardiac arrest withinfive minutes of collapse provides thebest possible chance of survival

Fast response to a heart attack emer-gency is therefore vital.

The machines have been supplied byEast Midlands Ambulance Servicethrough the British Heart Foundation’scommunity defibrillation scheme. Theaim is to ensure good coverage acrossLeicestershire and the wider region soanyone suffering a heart attack can re-ceive the fastest and most effective treat-ment possible.

Angus Shedden, site manager atMountsorrel quarry, which has receivedone of the automated external defibrilla-tors (AED) said: “Having this new life-saving equipment on site is not onlygood news for our employees but alsofor the neighbourhoods close by. If weget a call from the ambulance service tosays someone in Quorn for example hashad a heart attack and can we attendquickly, the outcome for that person willbe better than if they were left withoutany intervention before the ambulancearrives.

“Lafarge is committed to supportinglocal communities around its sites andthis is one way in which we can make ahuge possibly life-saving difference.”

While Mountsorrel only has one AEDat the moment because of its size thereare plans to invest in obtaining extramachines.

At Granite House, Syston, the HQ ofLafarge Aggregates & Concrete UK, thenew AED will be on hand for employeesand also for emergencies at other firmson the Watermead Business Park.

Chris Bates, facilities manager atGranite House, said: “Some years ago, while I was at another company, a goodfriend and colleague suffered a heartattack and sadly died, despite the bestefforts of the paramedics when theyarrived. There were no community defi-brillators around then and I’m certain ifthere had been and it had been usedquickly, his life could have been savedand he would be walking around today. That is why these AEDs are so crucialand why I am so passionate about beinginvolved in this scheme.”

Full training on the AEDs is providedby East Midlands Ambulance Service, although as Sean Keown, communitydefibrillation officer, explained, even theinexperienced should be able to use one.

Sean said: “These modern AEDs areso simple and easy to use and they aretrue life-savers so it’s fantastic that La-farge has got on board with the commu-nity scheme. It means both employeesand people in the surrounding area havea better chance of survival should theysuccumb to a heart attack. The speed ofresponse and the ease of use of themachine is the key. The rescuer turnson the machine and the machine thengives ‘voice prompts’- it tells the re-sponder exactly what to do and where toput the electrical pads. These pads de-tect electrical activity in the heart andcan tell if a shock is needed. Anyonecan use an AED but we prefer people toreceive training first which we are happyto provide. The benefit of using first-aiders as AED responders is that theyare already aware of CPR techniqueswhich can buy time before defibrillationis required.”Pic: Mountsorrel quarry manager, An-gus Shedden, Sean Keown from EMASand Granite House facilities manager,Chris Bates, with one of the new defi-brillation machines.

MORE THAN £1.9million willbe invested in developingCharnwood’s three leisure cen-tres over the next two years aspart of a new leisure contract, say the Borough Council.

Fusion Lifestyle has signed a 10.5year deal with Charnwood BoroughCouncil to manage the borough’s leisurecentres: Loughborough Leisure Centre,Browns Lane, South Charnwood LeisureCentre in Syston and Soar Valley LeisureCentre in Mountsorrel.

As well as the investment in the cen-tres, the new contract will also see£2.4million investment in equipmentover the course of the deal and a£3.9million investment in repairs andmaintenance. The new contract will alsosave the Council in the region of£4.6million over the lifetime of the con-tract.

The Council consulted with customers, stakeholders and councillors and usedtheir feedback when determining theterms of the new contract.

Cllr Paul Harley, Charnwood BoroughCouncil’s cabinet member for Leisureand Culture, said: “This is an incredibledeal for leisure centre users and taxpay-ers. Not only will it see significant invest-ment in our three leisure centres, but itwill also see incredible savings to thecouncil, so we are getting more for less.

“We listened to the needs of custom-ers so during the tender process wewere committed to ensuring we secureda deal which represented the best valuefor money and an improvement in serv-ice. We are very much looking forwardto this new partnership. At the sametime it is regrettable that our long andsuccessful partnership with Serco Lei-sure is coming to an end but the Coun-cil’s aim is to ensure we continue toprovide quality at an affordable andsustainable price.”

The new contract will begin on Octo-ber 1 and there will be no disruption tocustomers and no job losses as part ofthe switch. Current staff will be trans-ferred over to the new contractor in linewith employment legislation.

Tim Mills, Business DevelopmentDirector of Fusion Lifestyle, said: “Weknow that Charnwood Borough Councilrecognises the importance of sport andphysical activity and we look forward toworking with the Council to improve theleisure services, invest in the facilitiesand increase participation levels.

“As a registered charity we are com-mitted to providing the local communitywith high quality services at a price thatpeople are willing and able to pay.”

YOUTH SERVICE provision inthe county has been cut by 50per cent.

The focus of activity will now be inpriority neighbourhoods, asylum seek-ers, disabled people and travellers.

Mountsorrel is a priority area andsome provision will continue from theSorrel Youth Café.

Having twoyoung boys encourages me to recy-cle more – if I don’t the black binends up being full. It’s not difficultand I would encourage more peopleto take the time to do it.”

Electrical items that are batteryoperated, have a mains cable orneed recharging can all be recycled. The Mountsorrel Recycling andHousehold Waste site is on GraniteWay.

MORE THAN 800 pupils from countyschools toured Mountsorrel quarrythis summer.

The aim of the visits was to empha-sise safety messages and help teachersbring the national curriculum to life.

Older students, scientists and foreignexchange visitors also saw the site, oper-ated by Lafarge Aggregates & ConcreteUK, but primary age children made upthe majority of the audience.

The aims are to show youngsters thatquarries are not a playground as well astying into lessons about rocks and soils, the environment, and industry and na-ture.

On the tour the children were able tolook into the quarry itself from the visi-tor viewpoint, get up close and personalwith a parked digger and watch an exca-vator load piles of granite into 100tonne dump trucks.
