U.S. DEPARTMENT OF JUSTICE FEDERAL BUREAU OF PRISONS MONDAY MORNING May 14, 2012 HIGHLIGHTS 2012 Correctional Workers’ Week Memorial Service On May 8, 2012, the Bureau held its annual Correctional Workers' Week Memorial Service in honor of the Bureau of Prisons' staff members killed in the line of duty. U.S. Attorney General Eric H. Holder, Jr., joined Central Office staff, other Bureau personnel, and invited guests at the tribute that was held at the National Law Enforcement Officers Memorial in Washington, D.C. In keeping with the agency's practice of paying tribute to one specific BOP hero each year, the Bureau recognized Gregory J. Gunter, Maintenance Mechanic General Foreman at FCI Petersburg, Virginia, whose untimely death occurred on December 25, 1982. Mr. Gunter’s family was unable to join Central Office staff for the service of remembrance, but their family friend, FCC Petersburg’s William Wilmoth, Jr., attended on their behalf. Blake R. Davis, Assistant Director, Correctional Programs Division, served as Master of Ceremonies and Rev. Dr. Michael R. Smith, Sr., Chaplaincy Administrator, offered the invocation and benediction. Chris McConnell, Emergency Management Specialist, presented the "In Memoriam." Attorney General Holder’s words were inspiring as he suggested the audience “… let the stories of each of our fallen heroes – and their unwavering faith in our nation, in the integrity of our justice system, and in the power of public service – continue to guide our steps forward." Director Charles E. Samuels, Jr., reminded those in attendance of how the BOP’s 24 fallen staff members served “both in life and in death.” In recognizing this year’s special honoree, Director Samuels referred to Gregory Gunter as the man American writer Joseph Campbell envisioned when he described a hero Mission of the Bureau of Prisons It is the mission of the Federal Bureau of Prisons to protect society by confining offenders in the controlled environments of prisons and community-based facilities that are safe, humane, cost-efficient, and appropriately secure, and that provide work and other self-improvement opportunities to assist offenders in becoming law-abiding citizens. 2012 Correctional Workers’ Week Memorial Service
On May 8, 2012, the Bureau held its annual
Correctional Workers' Week Memorial
Service in honor of the Bureau of Prisons'

This year, the National Anthem was sung by Eric Pratt,
Telecommunication Specialist with the Administration
Division; "Taps" was played by Clinical Psychologist
Trent Evans; and Chris Imlay and Bob Purdy, of the
Prince George's County Police Pipe Band, performed a
musical selection for bagpipes.
The Central Office Honor Guard posted the colors.

In Memoriam: Kenneth Bontatibus
On April 24, Kenneth Bontatibus, FCI Phoenix Senior
Officer Specialist, passed away from complications
during surgery. He was 36 years old. Mr. Bontatibus
began his BOP career as a Correctional Officer at FCI
Danbury in 2002. He transferred to FCI Phoenix in
2005.
He is survived by his mother, Gail Bontatibus. Cards

In Memoriam: Justin Roy
On April 28, Justin Roy, ADX Florence Senior
Officer, passed away at his home. He was 32 years
old. Officer Roy began his BOP career as a
Correctional Officer at ADX Florence in 2008.
He is survived by his wife, Felicia Steffens-Roy; sons
Austin and Caleb; his parents, Karon and Dale Roy;
and three siblings. Cards and letters of condolence can

Southeast Regional Director Raymond E. Holt
After 32 years of
distinguished public service
in the Federal Bureau of
Prisons (BOP), Raymond E.
Holt, Southeast Regional
Director, announced his
plans to retire effective July
1, 2012.
Mr. Holt began his career
with the Bureau in 1980 as a
correctional officer at the
Federal Correctional Institution El Reno, Oklahoma.
Since then, he was promoted to various positions of
increasing responsibility within Correctional Services,
serving at the Metropolitan Correctional Center
(MCC) Tucson, Arizona, U.S. Penitentiary (USP)
Lewisburg, Pennsylvania, and MCC New York, New
York. He was selected as Associate Warden for MCC

New York, and later served in the same position at
USP Marion, Illinois. In 1990, he became Correctional
Services Administrator with the Correctional Programs
Division in the Central Office. From 1993-2001, Mr.
Holt served as Warden for MCC Chicago, Illinois,
USP Beaumont, Texas, and USP Florence, Colorado.
Mr. Holt assumed his current position as Regional
Director for the Southeast Region in June 2001.
In his current capacity, Mr. Holt is responsible for
providing leadership to and overseeing all BOP
activities in the Southeast region, including its $800.7
million operating budget. With a current staff
complement in excess of 6,500, the region houses and
provides reentry preparation services to more than
40,900 inmates.
While his leadership has resulted in numerous
accomplishments and left a lasting mark on the agency,
Mr. Holt is most proud of the following achievements:
● Being selected as a GS-08 Senior Officer Specialist,
● Being selected as a Lieutenant, and
● Developing the Correctional Services uniform.
Mr. Holt was the recipient of the Norman A. Carlson
Director's Award in 1993, and the Wardens Award for
Excellence in Prison Management in 2000. In 2004,
RD Holt was awarded the Presidential Rank for
Meritorious Service for his numerous accomplish-
ments.
On RD Holt’s decision to retire, Director Charles E.
Samuels, Jr., stated: “Ray Holt has been a key
contributor to the Bureau’s Executive Staff for 11
years; during this time he has helped guide our agency
through many major challenges. Throughout his
career, he has often pursued his interest in custody
issues by exploring and developing strategies to
enhance operational security and protection of the
public, our staff, and the inmates in our charge. The
agency functions more safely because of his efforts
and his dedication to the Bureau’s mission. The
mentoring he has provided to agency leaders over the
years will ensure that we continue to move in the right
direction after his retirement in July. I thank him for
his exceptional service and wish him all the best.”
RD Holt’s retirement event is scheduled for Thursday,
May 17, 2012, at the Hilton Hotel (Atlanta Airport).
