U.S. DEPARTMENT OF JUSTICE FEDERAL BUREAU OF PRISONS MONDAY MORNING June 18, 2012 HIGHLIGHTS South Central Regional Director Gerardo Maldonado to Retire South Central Regional Director (RD) Gerardo Maldonado, Jr., has announced his decision to retire on August 31, 2012, after 33 years of BOP service. Mr. Maldonado began his career with the Bureau in 1979, as a Correctional Officer at El Reno. He subsequently served in positions of increasing responsibility at FCI La Tuna; FCI Talladega, MDC New York; FCI Three Rivers; and FCI Bastrop. He was first selected to serve as Associate Warden at FPC El Paso, then later at USP Leavenworth. Mr. Maldonado was later named Warden for FCI Estill, and subsequently served as Warden for USP Atlanta, from June 2004 until August 2005, when he assumed his current position. In his current capacity, RD Maldonado is responsible for providing leadership to and overseeing all BOP activities in the South Central region, including its $860 million operating budget. With a current staff complement of 5,945, the region houses and provides reentry preparation services to almost 35,000 inmates. Throughout his career, Mr. Maldonado has always put staff first and strongly supported staff training. During his tenure, he significantly enhanced security features and emergency preparedness throughout the SCR; he was instrumental in activating a Special Management Unit at FCC Oakdale. Additionally, he is responsible for the development of the Center Tower Training DVD that is now used BOP-wide to carry out this training. Mr. Maldonado is a native of west Texas. He attended the University of El Paso, where he pursued a degree in criminal justice. He received the 2002 Federal Bureau of Prisons’ New Warden of the Year Award. South Central Regional Director Gerardo Maldonado to Retire
South Central Regional Director (RD) Gerardo
Maldonado, Jr., has announced his decision to
retire on August 31, 2012, after 33 years of BOP
service. Mr. Maldonado began his career with the

been highly effective, leading by example, and setting

emergency preparedness will continue long into the
future. I wish him the very best in his retirement.”

Keller began his Bureau career
in May 1990, as a Correctional
Officer at FCI Big Spring. He
subsequently served in positions
of increasing responsibility at
ADX Florence, FCI Beaumont,
FCI Cumberland, FCC Florence,
and the North Central Regional
Office. He was first selected as
Associate Warden at USMCFP
Springfield and then later at USP
Marion. Mr. Keller was later
named Warden for FPC
Montgomery and was named to his current position as
Warden at USP Atlanta in 2010.
Mr. Keller studied Criminal Justice at Howard College
in Texas. In 2010, he joined the ranks of the Senior
Executive Service.
On the selection of Warden Keller, Director Samuels
noted: “I am pleased to appoint Jeff Keller as Regional
Director for the South Central Region. He comes to the
Executive Staff with 22 years of exceptional service to
the Bureau, with a broad range of experiences and
strong leadership skills. I look forward to working
more closely with him.”

FPC Duluth Staff Member Helps Rescue Child
On June 11, FPC Duluth IT Specialist Tom Crossmon,
who is Captain of the St. Louis County Minnesota
Rescue Squad, was notified of a possible drowning at
Lake Superior’s Park Point. When Mr. Crossmon
arrived at the scene, he was informed that rescue
personnel had established a good “last location” for a
13-year old boy who had gone underwater and had not
resurfaced. Mr. Crossmon deployed a Remotely
Operated Vehicle (ROV), equipped with a camera and
manipulative arm, approximately 10 feet below the
water surface. The ROV located the boy, and Mr.
Crossmon was able to attach the ROV arm to the boy’s
swim trunks and lift the boy to the surface. The boy
was carried to a waiting ambulance where life-saving
procedures were performed. The boy was resuscitated
and is receiving medical care. This is the first
documented underwater rescue by any person using
the ROV device.

FCI Berlin Staff Member Receives Civilian Award
On May 23, FCI Berlin Correctional Counselor Dennis
Holmes was recognized by the Danbury Connecticut
Police Department for his efforts in helping a police
officer subdue a suspect during a drug arrest.
In August 2011, Mr. Holmes and his family were
driving through Danbury when he observed a plain
clothes police officer struggling with a suspect. As
Mr. Holmes got out of his vehicle and identified

himself as federal law enforcement, the police officer
was knocked to the ground, and the suspect tried to
escape. Mr. Holmes gave chase and was able to catch
the suspect and detain him until additional police
arrived. His quick actions allowed the police to recover
money and drugs the suspect attempted to dispose of as
he fled.

On June 7, FCI Beckley hosted a visit by the United
States Attorney’s Office for the Southern District of
West Virginia. The Honorable Booth Goodwin, United
States Attorney, and Assistant United States Attorneys
John File, Steve Loew, and Steve Ruby, met with
Warden Joel Ziegler and the institution’s executive
staff and toured the facility. The group was impressed
with the variety of inmate programs and staff
professionalism.

On June 7, The Honorable Timothy J. Heaphy, United
States Attorney for the Western Region of Virginia,
and his staff member, Gwen Mason, Community
Outreach Coordinator, visited USP Lee. They toured
the institution and satellite camp, observed a SORT
team demonstration and had lunch with Community
Relations Board (CRB) members.
During the visit, Mr. Heaphy met with participants and
volunteers at the institution’s mock job fair and
encouraged inmates to actively participate in the
reentry process by taking advantage of the programs
available to them. He met with Department Heads to
discuss programs and activities the institution offers.
Mr. Heaphy thanked staff, volunteers and CRB
members for their leadership in the area of reentry and
spoke about his office’s community outreach efforts to
support the Department of Justice’s crime prevention
and prisoner reentry programs. Mr. Heaphy stressed
his commitment to keeping USP Lee and the
community safe through the prosecution of inmates
who are involved in serious or violent misconduct or
who file frivolous lawsuits against staff.
Criminal Justice Class Visits FCI Milan
FCI Milan recently hosted a visit by criminal justice
students from the Kaplan Career Institute in Dearborn,
Michigan. The purpose of the visit was to learn about
different careers in the criminal justice field.

Arturo Aviles provided the group with an overview
and history of FCI Milan and discussed career
opportunities with the BOP. The students toured
housing units, the Education and Recreation
Departments, the inmate electronic law library,
Religious Services, and the Residential Drug Abuse
and the Life Connections programs. They had the
opportunity to observe evening activities and talk with
evening watch staff who shared their career
experiences. The students were impressed with
institution operations and the variety of programs
available to the inmate population.

Reentry Events
FCC Lompoc
On May 3, FCC Lompoc hosted the first meeting of
the Central Coast Reentry Roundtable (CCRR),
developed and facilitated by Reentry Affairs
Coordinators Jennifer Besse and Maria Wolfe. The
CCRR, comprised of local and national community
organizations, was established to help provide services
to offenders releasing to Lompoc and surrounding
communities. During the meeting, participants
discussed FCC Lompoc’s Substance Abuse Treatment
program; the Central District of California’s new
“STAR” reentry program; the California Prison
Industry Authority’s (CPIA) Inmate Employability
Program; and reentry and transitional service efforts of
the U.S. Probation Office for the Eastern District of
California. CCRR partners include George Cardona,
Chief Assistant United States Attorney; Hubert
Alvarez, Supervisory U.S. Probation Officer; Paul
Baum, CPIA; Carmen Fraser, Goodwill Industries Ex-
Offender Program; Jose Velasco, Social Security
Administration; Marci Powers, San Luis Obispo
County Anti-Gang Coordinator; Dr. Valerie Skinner-
Martin, California Department of Rehabilitation; and
several non-profit agencies.

FCI Mendota
On May 31, FCI Mendota held a mock job fair at the
satellite camp. Volunteers from the community,
including the City of Mendota, California State
University-Fresno, West Hills Community College,
Fresno Employment Center, Institute of Technology,
CAN Independent Representatives, and the Church of
Jesus Christ of Latter-Day Saints, participated in the
fair. They provided information on a variety of topics
and conducted practice interviews with inmates. The
event was coordinated by the Education Department,
with assistance of staff from several departments.

Leadership Programs
FCI Bennettsville
On June 7, FCI Bennettsville held a graduation
ceremony for 18 staff members who successfully
completed the institution’s “Masters,” (“Moving, And
Striving Towards Excellence, Respect, and Success”)
class, a 12-month leadership development training
program. The participants, both supervisory and non-
supervisory, learned a variety of leadership principles
and focused on self-examination, performance output,
ethical leadership, management of staff and inmates,
decision making, communication, and public speaking.
Facilities Manager Maxwell Prevatte was the
graduation’s keynote speaker and discussed the
importance of owning one’s successes, as well as
failures. Southeast Regional Director Raymond Holt
congratulated staff via video-conference and
encouraged them to utilize the knowledge and skills
they have acquired and to share their experience with
other staff. Each graduate received a certificate of
completion, and several were recognized for their level
of achievement: R. Andrew Tietjen, Drug Abuse
Treatment Specialist, received a “Summa Cum Laude”
award, and Toniguekwa Nichols, Warden’s Secretary,
received a “Magna Cum Laude” award. Warden
Darlene Drew concluded the ceremony by encouraging
the graduates with the quote, “If you can believe it and
work hard for it, you can achieve it!”

FCI Big Spring
FCI Big Spring Diversity and Leadership retreat participants
On May 16, FCI Big Spring sponsored its first
Diversity and Leadership Retreat. The theme of the
program was Mahatma Gandhi’s words, “We must
become the change we want to see in the world.”
Members of the Affirmative Action Committee
presented talks on personality and leadership, stress
management and work-life balance, and diversity and
inclusion. A panel, including Debbye Valverde,
Executive Director, Big Spring Chamber of
Commerce; Terry Hanson, Executive Vice-President,
Howard College; Linda Sjogren, Big Spring City
Attorney; and Stephen Saldivar, Superintendent, Big
Spring Independent School District, discussed the role
of individual characteristics in effective leadership and
traits of highly effective leaders. Other sessions
included a presentation on health, wellness, and stress
management strategies by Dr. Jody Reid, Director of
Back in Motion Chiropractic and stress relief
relaxation exercises by Rhett Hutto, a certified yoga
instructor. The retreat ended with a 30-day challenge
for staff to “pay it forward” by taking the lessons
learned at the retreat and implementing them at the
institution.
FCI Beckley Holds Volunteer Banquet
On May 31, FCI Beckley held its annual Volunteer
Appreciation Banquet. The theme was “Volunteers –
Our Shining Stars.” Supervisor of Education Bonita
Bowman served as mistress of ceremonies,
Supervisory Chaplain Douglas Largent provided
opening and closing prayers, and the Beckley Civil Air
Patrol Division Honor Guard posted the colors. Each
volunteer was recognized for their commitment and

service, and Associate Warden Bonita Mosley
presented the Volunteer of the Year a award to Anita
Pfleger, an education volunteer who tutors inmates
preparing for their GED. The guest speaker was a
camp inmate who expressed gratitude to the volunteers
