The California Public Utilities Commission (CPUC) will hold a Utility Pole Safety En Banc on April 28.The CPUC has recently considered utility pole safety issues in various proceedings, but these opportunities have necessarily been limited in scope. For example, the CPUC has considered utility pole safety in the context of a specific incident, or an investor-owned utility’s General Rate Case, or in the context of extending rights of way to a particular industry.This day-long en banc is designed to begin a broader conversation on utility pole safety by bringing together representatives from different industries and stakeholder groups (e.g., investor-owned utilities, communications providers, public safety agencies, consumer groups, utility worker groups) for a high-level discussion of utility pole safety not limited to a specific incident, industry, or service territory.

The purpose of this meeting is to discuss the Transportation Electrification provisions of Senate Bill (SB) 350. Researchers will provide an overview of the potential market, grid impacts, and emissions reductions from the electrification of California’s transport sector. Air Resources Board and Energy Commission staff, and others will discuss State initiatives, regulations, and research programs that support electrification. Policy and Planning Division staff will present strategies to partner local, regional, and state planning agencies on transportation electrification to overcome infrastructure and market barriers. Energy Division staff will present draft guidance for the utilities’ applications ordered in SB 350. Public feedback is welcome and formal comments can be submitted after the workshop per the ALJ’s March 30, 2016 Scoping Ruling.

The ALJ Division has prepared Resolution ALJ-329 for the May 12, 2016, Commission Meeting regarding the proposal to adopt Intervenor Rates for 2016. Resolution (Res.) ALJ-329 proposes a cost-of-living-adjustment (COLA) of 1.28% for work to be performed in the 2016 calendar year. Table 2 in Draft Res. ALJ-329 shows the approved hourly rate ranges for work performed in 2016. The COLA was calculated using the methodology approved in Res. ALJ-303 and is based on the economic changes from the fourth quarter of 2014 to the fourth quarter of 2015. The Communications Division has prepared Resolution T-17500 for the May 12, 2016, Commission Meeting which approves to denies Verizon California Inc.’s (now Frontier Communications, U-1002-C) request for a permanent deviation, but grants a limited five-year deviation, from the requirements of Public Utilities Code § 320 regarding the aerial placement of new fiber and copper facilities that were completed without Commission approval on existing electric utility poles along scenic U.S. Highway 395 in Mono County. This Resolution also orders Verizon California Inc. to place the aerial facilities which cross U.S. Highway 395 at three locations underground, within eighteen months of this Resolution’s adoption. The Communications Division e-mailed the Notice of Availability letter for this resolution to parties in accordance with PU Code Section 311(g)(1).
