A. New/ Already discussed Connectivity & LTA Applications received by POWERGRID
Following Connectivity and Long term Access (LTA) applications for new generation projects in NR are proposed to be discussed. In addition, there are certain modifications of already granted Long term Access. The list of the projects to be discussed is given below:

Details of the applications are given below:
1.0 Connectivity & LTA to GHAVP Nuclear power plant (2X700MW) of M/s NPCIL in Haryana
The connectivity & LTA application from NPCIL was discussed during the 7th Meeting
of Northern Region Constituents regarding Connectivity/Long Term applications.
According to the application, the connectivity as well as Long Term Access for 1400
MW is from upcoming Nuclear power generator (2X700MW) of M/s NPCIL for
Gorakhpur Haryana Anu Vidyut Pariyojna (GHAVP) located at Fatehabad, Haryana.
As per the application, the Connectivity was sought w.e.f. Sep.’2020 with target
Beneficiaries as Northern region.
Following Transmission System for Connectivity & LTA was proposed during the 7th
meeting of Connectivity & LTA applications in NR:
Proposal: GHAVP Nuclear plant (2X700MW) of M/s NPCIL is in proximity of Fatehbad 400/220
kV substation of POWERGRID. Hence, connectivity can be granted at Fatehbad.
Presently, Fatehbad 400/220 kV S/s is connected with LILO of one circuit of Moga-Hissar
400 kV D/c line. LILO of Moga-Bhiwadi 400 kV D/c line at Hissar is under implementation
and therefore another 400 kV D/c line would be available between Moga & Hissar.
System studies have been carried out for 2020 time frame with the proposal as given
below:

From the studies it has been seen that all line loadings are well within limits under normal
as well as contingency situations.
Therefore, following transmission system was proposed for connectivity as well as for
evacuation of power from NPCIL generation:
Proposal for Connectivity:
� Fatehbad - NPCIL generation 400 kV D/c line
Proposal for Long Term Access:
� LILO of second circuit of Moga-Hisar 400 kV D/c line at Fatehbad
� LILO of both circuits of Moga-Hisar 400 kV D/c line at NPCIL generation switchyard
Hence, Connectivity & Long Term Access was proposed to be granted with the above
mentioned Transmission system.

The Connectivity and LTA studies for the subject scheme came up for discussion in
the 36th SCM of Northern region Transmission Planning held on 13/07/2015. HVPNL
indicated that NPCIL had acquired land for 4*700 MW, whereas LTA & Connectivity
application was made for 2*700 MW. Thus the proposed scheme may need
changes considering the final capacity of 4*700 MW. Subsequently, CEA advised
that NPCIL and HVPNL to discuss and resolve the matter and confirm the capacity
for which the evacuation scheme is to be planned by CEA/CTU.
Accordingly, as indicated by NPCIL letter dated 12/01/2016, a meeting was
organised at HVPNL on 07/01/2016 to discuss the power evacuation and Start up
power (220 kV). HVPNL suggested that scheme should be planned for ultimate
capacity of 4*700MW. However, NPCIL desired considering the present financial
sanction for 2*700 MW, for which Connectivity and LTA applications have been
made, it prefers to retain the same applications, rather than making new applications
(4*700MW) for which no financial sanction is available.
Therefore, it has been proposed by NPCIL that power evacuation scheme for
GHAVP may be considered based on the earlier application (2*700MW). Therefore,
the LTA & Connectivity may be granted with above said Transmission system.
In addition to above mentioned system 125 MVAR bus reactor may be provided at
generation switchyard and switchgear equipment may be designed with 50 kA fault
level.

2.0 Connectivity & Long Term Access to M/s Noida Power Company Ltd. for drawl
of 500 MW as a bulk consumer in Greater Noida area, Uttar Pradesh.
The issue of grant of Connectivity and LTA to Noida Power Company Ltd. (NPCL)
was discussed in various Standing Committee/LTA & connectivity meetings,
however, the same could not be resolved. During 34th SCM held on 08/08/14, it was
suggested that NPCL may approach CERC. Accordingly they had approached
CERC and CERC vide their order dated 16/09/2015 has directed to process the
applications. The detailed agenda for Connectivity & LTA to M/s NPCL was
circulated among all Northern region Constituents and following was proposed:
1) To grant LTA for drawl of 500MW power at G. Noida 765/400kV S/s of UPPTCL
through UPPTCL intra state system w.e.f. 1/10/2017 to 30/9/2042.
2) The already granted connectivity at 400/220 kV G. Noida (new) proposed under
ISTS, is proposed to be cancelled as M/s NPCL would be connected to UPPTCL
substations as mentioned in NoC and UP has stated that their system is capable to
supply 500 MW to NPCL. Further, the grant of Connectivity may be taken up by
UPPTCL.
3) The scheme NRSS XXXIII consisting of establishment of 2x500 MVA, 400/220kV
GIS substation at Greater Noida (New) along with Ballabhgarh – Greater Noida

(New) 400 kV D/c line as agreed in the 31st Standing Committee Meeting on
02/01/2013 may be dropped.
The detailed agenda for the same is attached at Annexure-I for reference.

3.0 Long Term Access for 264 MW to M/s Jaiprakash Power Ventures Ltd. for
Karcham Wangtoo Hydro Electric Plant in Himachal Pradesh.
LTA was earlier granted for 704 MW for Karcham Wangtoo generation project with
target regions as NR (440 MW), WR (176 MW) and SR (88 MW).
However, JPVL vide its letter dated 31.03.2014 and note submitted on 01.04.2015
has requested POWERGRID to reinstate the earlier granted LTA to Northern Region
beneficiaries for 704 MW instead of NR, WR and SR.
The matter was discussed during the 7th NR LTA/Connectivity meeting, CEA
suggested Jaiprakash Power Ventures Ltd. to apply with a new LTA application as
the change in LTA Quantum is more than 100 MW.
Subsequently, a fresh LTA application has been received from Jaiprakash Power
Ventures Ltd. in Aug’2015 for transfer of 264 MW of power from Karcham Wangtoo
generating plant to Northern region beneficiaries. As per the application, the LTA is
sought from Aug’2015 for 25 years.
For the revised grant of power transfer to NR, no augmentation / system
strengthening was identified as it was granted through the existing system only,
therefore, the above said LTA may be granted subject to the fulfillment of regulatory
provisions.
It has been seen that power transfer from Karcham Wangtoo plant to Northern
region beneficiaries shall enable availability of more power in Northern region.

4.0 Connectivity & Long Term Access to M/s Lucknow Solar Power Development
Corporation Ltd. for 270 MW from Jalaun Solar Park in Uttar Pradesh.
In the 36th meeting of the Standing Committee of NR held on 13.07.15, following
transmission system for Solar Power Park in Jalaun, UP (370 MW) was agreed for
development as ISTS :
• Jalaun Pool - Kanpur (New) 400kV D/c line
• Establishment of 400kV Pooling station at Jalaun (400/220KV, 2x500MVA or
400/132kV, 3x200MVA) along with 1x125MVAr bus reactor
• Line bays (220 or 132kV) at Jalaun Pooling station (for its interconnection with
solar park)
It was also decided that implementation of above transmission scheme shall be
taken up only after receipt of application from Solar park developer for LTA of at
least 25% of their installed capacity.

Subsequently, M/s Lucknow Solar Power Development Corporation Ltd. (LSPDCL),
a JVC of UP New & Renewable Energy Development Agency (UPNEDA) and Solar
Energy Corporation of India (SECI), submitted the application for LTA & Connectivity
in ISTS for revised capacity (270 MW) of Jalaun Solar Power Park with NR as target
beneficiary region. As per the application, the LTA & Connectivity are sought from
Dec’2016 for 25 years, which was further revised as Mar’17.
MNRE has authorized above applicant as solar power park developer (SPPD) who
shall undertake infrastructural activities including arrangement for connectivity on
behalf of the solar power generators in the park.
Based on the revised Solar generation capacity (270 MW) of Jalaun SPP, earlier
agreed scheme was reviewed. In this regard, joint studies between POWER GRID
and UPPTCL were carried out wherein 220kV as well as 400 kV alternatives along
with availability of approved generation and associated transmission system of UP in
various scenarios were studied. Study Results for the same has been discussed &
enclosed with 37th Standing Committee Agenda of NR. Based on the studies &
discussion, following transmission scheme (ISTS) is proposed:
� LILO of one circuit of 400kV Orai(UP)- Mainpuri (UP) 400kV D/c line at Jalaun
Pooling station
� Establishment of 400/132kV, 3x200 MVA Pooling station at Jalaun along with
1x125MVAr bus reactor
� 132kV Line bays at Jalaun Pooling station (for its interconnection with solar park
system)
However 132kV interconnection from SPPD 132kV S/s to Jalaun Pooling station
(ISTS) shall be established by the SPPD itself.
Hence, Connectivity & Long Term Access is proposed to be granted to the above
applicant with the above mentioned transmission system.

5.0 Connectivity & Long Term Access applications M/s Saurya Urja Company of
Rajasthan Ltd., M/s Essel Saurya Urja Company of Rajasthan Ltd. & Adani
Renewable Energy park Rajasthan Ltd. for Ultra Mega Solar Parks in Bhadla,
Distt. Rajasthan.
In the 36th Meeting of Standing Committee on Power System Planning in Northern Region held on 13.07.2015, inter-state transmission scheme for evacuation of 3000MW of solar power in Jodhpur (Bhadla :1000MW) and Jaisalmer (Parewar and Fatehgarh : 2000 MW) was in-principally agreed :
• 765kV Parewar – Bhadla(PG) D/C (initially to be charged at 400kV)
• 765kV Fatehgarh – Bhadla(PG) D/C (initially to be charged at 400kV)
• 765kV Bhadla (PG) – Bikaner(PG) D/C
• 400kV Bhadla (PG)- Bhadla (RVPN) D/C (Quad)

• Establishment of 3x500MVA, 400/220kV Pooling Station at Parewar (with a
provision to upgrade at 765kV level)
• Establishment of 3x500MVA, 400/220kV Pooling Station at Fatehgarh (with a
provision to upgrade at 765kV level)
• Establishment of Pooling Station at Bhadla (PG) (765/400kV : 3x1500MVA &
400/220kV : 3x500MVA,)
• 220kV line bays at Parewar, Fatehgarh & Bhadla (PG) for interconnection of
solar plants
• Associated reactive compensation (both bus & line reactor)
It was also agreed that implementation of above system shall be taken up only after receipt of LTA of at least 25% of their installed capacity from respective Solar park developers.
Subsequently following applicants applied as solar power park developer for
connectivity & Long Term Access in ISTS at Bhadla (Jodhpur). The details of solar
parks as per the applications is as under:

As per the LTA application, M/s Saurya (S.No 1) & M/s Adani (Sl.No 2) indicated
target beneficiary as Northern region while M/s Essel (Sl. No. 3) indicated target
beneficiary as NR-400 MW and WR-350 MW.
MNRE has authorized all the above applicants as solar power park developers
(SPPD) who shall undertake infrastructural activities including arrangement for
connectivity on behalf of the solar power generators in the park.

M/s Adani (250 MW) and M/s Saurya Urja Co. Ltd. (500 MW) desired connectivity at
220kV voltage level whereas M/s Essel (750 MW) desired connectivity at 400kV
voltage level. Necessary 220kV & 400kV interconnection line from Solar Power
Parks upto 220/400/765kV Bhadla Pooling station (ISTS) shall be developed by the
respective applicants/SPPD as part of its internal transmission infrastructure.
However, scope of 4 nos. 220kV line bays and 2 nos. 400kV line bays at 220/400kV
Bhadla Pooling station for interconnecting SPPD’s 220kV /400kV lines is kept under
the present scope of the proposed scheme (2 nos. each for M/s Saurya Urja & Adani
Renewable and 2 nos. 400kV for M/s Essel).
Considering the above three (3) LTA applications for total 1500 MW Power transfer
requirement from Bhadla Solar Complex, following transmission scheme is
proposed, out of earlier agreed transmission scheme in 36th standing committee:
� 765kV Bhadla (PG) – Bikaner (PG) D/C
� 400kV Bhadla (PG) - Bhadla (RVPN) D/C (Quad)
� Establishment of Pooling Station at Bhadla (PG) (765/400kV: 3x1500MVA
400/220kV: 3x500MVA)
� 2 nos. 400kV & 4 nos. 220kV line bays at Bhadla (PG) for interconnection of
solar park interconnection
� 1x240 MVAr switchable line reactor at each end of 765kV Bhadla(PG)-
Bikaner(PG) D/c line
� 1x240 MVAr (765kV) & 1x125 MVAr (400kV) Bus reactors at Bhadla Pooling
Station
Hence, Connectivity & Long Term Access is proposed to be granted to the above
applicants with the above mentioned transmission system.
Connectivity Applications:
In the 7th Meeting of Northern Region Constituents regarding Connectivity/Long
Term applications held on 14.07.2015, Connectivity applications from M/s Saurya
Urja Company of Rajasthan Ltd. for Solar power projects of 1000MW capacity each
at Bhadla & Parewar (Jaisalmer) in Rajasthan were deliberated. However
confirmation of RVPN regarding Connectivity points, space availability for 220 kV &
400 kV bays etc. could not be discussed. However, following was observed while
processing the Connectivity applications of M/s Saurya Urja Company of Rajasthan
Ltd.:
− M/s Saurya applied for Connectivity of 1000 MW capacity each at Bhadla &
Jaisalmer (Parewar)
− M/s Saurya vide letter dated. 23.06.15 informed that they have received
authorization from MNRE to apply for Connectivity/LTA in ISTS for both Bhadla
Phase-III (1000 MW) as well as Jaisalmer Phase-I solar projects (1000 MW)
therefore their applicant category may be considered as Solar Power Park
Developer (SPPD) in place of generator for above applications

− Subsequently, M/s Saurya also applied for Connectivity & Long Term Access in
ISTS for 500 MW at Bhadla (Jodhpur). However authorization from MNRE to
above developer is given under Bhadla Phase-III (1000 MW) capacity only.
− Further, as per the discussion with Rajasthan/RRVPN, it was informed that M/s
Saurya is already given connectivity/LTA for its Bhadla Solar project (1000 MW)
by RVPN for 500 MW
− In effect, M/s Saurya Urja applied for Connectivity of 1500 MW from its Bhadla
Solar Project and SPPD authorization from MNRE is available for 1000 MW at
Bhadla out of which 500 MW is granted by RRVPN, as informed
− In addition, MNRE vide letter dated 17.12.15 intimated about cancellation of
Jaisalmer Ph-I solar Park (1000 MW) to be set up by M/s Saurya Urja at Parewar,
Joga & Kachuri villages of Jaisalmer.
− As the earlier Connectivity applications at Bhadla (1000 MW) & Parewar,
Jaisalmer (1000 MW) are pending with CTU, M/s Saurya may clarify about the
present status of 1000MW project each at Bhadla & Parewar (Jaisalmer) and their
connectivity applications in above context.
Regarding Connectivity application of M/s Adani Green Energy Pvt. Ltd., following
was observed:
− M/s Adani Green Energy Ltd. Had earlier applied for grant of Connectivity for 250
MW in the “Generator” category at Bhadla, Rajasthan. Also, M/s Adani Renewable
Energy Park Raj Ltd. has applied for Connectivity for 250 MW at Bhadla as
“SPPD”. All other application details including location of the project are same as
given in the application by M/s Adani Green Energy Ltd.. M/s Adani Green Energy
Ltd. may clarify about their Connectivity application.

6.0 Long Term Access to NSL Tidong Power Generation Pvt. Ltd. for 88 MW of
Tidong HEP in Himachal Pradesh.
Long Term Application from M/s NSL Tidong Power Generation Pvt. Ltd. for 88 MW
from Tidong HEP located in Himachal Pradesh for transfer of power to Southern
region was discussed during the 7th Meeting of Northern Region Constituents
regarding Connectivity/Long Term applications. The transmission system discussed
& agreed for Interim as well as final arrangement for evacuation of power through
Tidong-I HEP is as below:
Interim Arrangement:
� LILO of one circuit of 220 kV D/C Kashang- Bhaba line at Tidong-I HEP
Final Arrangement:
� 2x315 MVA (7x105 MVA units) 220/400 kV GIS Pooling Station at Jangi (with
4000 Amps. switchgear) (with space provision for 3rd ICT)
� Tidong – Jangi Pooling Station 220 kV D/c line

Further, it was deliberated during the above mentioned meeting that as the, power
transfer requirement is from Northern region to Southern region and the processing
of pending LTA applications since Nov’2013 for power transfer to Southern region
were held on litigation and now they are gradually being processed as per the priority
and availability of ATC.
Therefore, the above proposal for grant of LTA has also been discussed in
Connectivity/LTA meeting of Southern region constituents held on 29/12/2015 for
their concurrence and further after deliberations following was agreed:
LTA to NSL Tidong Power generation Private Limited may be granted subject to
commissioning of following:
� Angul-Srikakulam-Vemagiri 765kV D/c line along with “Constraints in 400kV
bay extensions at Vemagiri” (Including rearrangement of Vemagiri(PG)-
Vemagiri(AP) line).
� Wardha - Maheshwaram 765kV D/c link with anchoring at Nizamabad along
with “Connectivity lines associated with Maheshwaram substation”.
It has been requested by M/s NSL Tidong Power generation Pvt. Ltd. vide letter
dated 05/01/2016 from, that start date of LTA may be considered as 1st July, 2017 or
the readiness of POWERGRID corridor whichever is earlier. However, LTA can be
granted from July’2017 or commissioning of the above mentioned transmission
system whichever is later.

7.0 Connectivity & LTA to NHPC Ltd. for Kishenganga HEP for transfer of 330 MW
of power.
The Connectivity & LTA application was agreed & discussed during the 7th Meeting
of Northern Region Constituents regarding Connectivity/Long Term applications with
the following Transmission system:
o Kishenganga – Amargarh 220 kV D/c
o Kishenganga – Wagoora 220 kV D/c
As per the application, the beneficiaries are Punjab, Haryana, Delhi, Rajasthan, J&K,
Uttranchal & Chandigarh.
However, final allocation from Ministry of Power for the generation project has not
been confirmed by NHPC who as an applicant has applied for Connectivity as well
LTA as per CERC regulations, 2009 to fulfill the regulatory requirements. In this
regard NHPC need to submit the power allocation from Govt of India so as the
intimation of Connectivity & LTA can be issued.

8.0 Connectivity to M/s Aditya Birla Nuvo Ltd. for 150 MW for Solar generating
plant in Rajasthan.
Connectivity application has been received in September’2015 from M/s Aditya Birla
Nuvo Ltd. for 150 MW quantum of power from Solar generating plant Project located
in Sikar, Rajasthan. As per the application, Connectivity has been sought from
Oct’2016.
As per the application, the nearest ISTS point is Sikar (POWERGRID) 400/220 kV
substation which is about 30 km from the generating plant. However, due to non-
availability of space for 220 kV bays at Sikar 400/200 kV (PG) substation, the same
cannot be given. The other option for providing connectivity is through LILO of one
circuit of Sikar (PG)-Sikar (RVPNL) 220 kV D/c at the Solar generating station.
RVPNL may provide their consent for the same.
Taking into consideration very early commissioning schedule of the solar plant ie.
Oct’2016 (as per the application) the construction of dedicated line may be taken up
by the applicant itself.
Subsequently, it is to mention that mere connectivity does not full fills the condition of
adequacy of transmission system for transfer of power to target beneficiaries and the
grant of connectivity shall not entitle to interchange any power with the grid unless it
obtains Long-Term Access, Medium Term Open Access or Short Term Open
Access.
Transmission beyond immediate evacuation system is to be evolved once the
applicant applies for the LTA. Hence, applicant may apply for Long Term Access.

9.0 Connectivity to M/s Indian Oil Corporation Limited for 100 MW as bulk
Consumer for their Mathura refinery.
Connectivity application dated 15/06/2015 received from Indian Oil Corporation
Limited as a bulk consumer for 100 MW quantum of Mathura refinery, Uttar Pradesh
was discussed during the 7th Meeting of Northern Region Constituents regarding
Connectivity/Long Term applications.
Connectivity to the applicant was agreed with the following Transmission system:
� 220 kV D/c line from Mathura Refinery to Prithala 400/220 kV S/s
However, following issues have been observed while processing the Connectivity
application:
1) Connectivity is being sought as a bulk consumer, however, IOCL plans to
connect the generator as it is mentioned in the application that captive power
plant is proposed to be kept floating with the grid in import mode for meeting bulk
power requirement and emergency backup situation.

2) If the applicant is already connected to the grid then in order to avoid the loop
flows, the existing connectivity may have to be opened.
3) Applicant to indicate by what time the load expansion is expected and
connectivity line should be matched with that time frame.
4) As the applicant is applying as a bulk consumer, therefore, it may not be allowed
to inject into the grid.
It was agreed during the above mentioned meeting that Connectivity may be granted
to M/s IOCL and they may take up the issue with CERC for construction of the line.
However, to discuss the various issues regarding implementation of connectivity line,
based on the request of M/s IOCL, a meeting was held between CTU and M/s IOCL
on 27/08/2015 in M/s IOCL has expressed its desire to connect to STU network for
which STU consent is required. No further communication has been received from
IOCL in this regard.
In view of this, the grant of connectivity to M/s IOCL for 100 MW as a Bulk Consumer
shall be granted based on the feedback from IOCL. IOCL may please update the
same.

10.0 Connectivity to Bilhaur STPP (2X660MW) of M/s NTPC Limited in Uttar Pradesh
Connectivity application for 1320 MW from coal based Bilhaur STPP (2X660MW)
generation of M/s NTPC Limited was discussed in 7th Meeting of Northern Region
Constituents regarding Connectivity/Long Term applications on 14/07/2015 with the
following Transmission system:
� Bilhaur- Kanpur(New) 400 kV (Quad) D/c line
In addition to above mentioned system 125 MVAR bus reactor may be provided at
generation switchyard and switchgear equipment may be designed with 50 kA fault
level.
As per the application, Connectivity was sought w.e.f. Dec. 2017 for drawl of startup
power and commissioning requirement.
It was mentioned in the earlier meeting that mere connectivity does not full fill the
condition of adequacy of transmission system for transfer of power to target
beneficiaries and the grant of connectivity shall not entitle to interchange any power
with the grid unless it obtains Long-Term Access, Medium Term Open Access or
Short Term Open Access. Transmission beyond immediate evacuation system is to
be evolved once the applicant applies for the LTA. Hence, NTPC was asked to apply
for LTA.
NTPC assured that they would submit the LTA application within 1 month, however,
the same has not received till yet.

11.0 Connectivity to Dhaulasidh Hydro Electric Power Project (66MW) of M/s SJVN
Limited in Himachal Pradesh.
The connectivity application from M/s SJVN Ltd. for 66 MW (Plus 10% inbuilt
overload capability to meet grid requirement) was discussed during the 7th Meeting
of Northern Region Constituents regarding Connectivity/Long Term applications.
However, the LTA application is yet to be received.
It was deliberated in the last meeting that as per the connectivity application, the
nearest substation for connectivity are 220/132kV Mattansidh(HPSEB)
Substation(20.30km), 132/33kV Dehra(HPSEB) substation(22.81km) & 400/220kV
Hamirpur (POWER GRID) substation (40km). As the generation step up voltage as
informed by the applicant is 132kV and there is no ISTS substation in the vicinity, the
connectivity need to be provided at STU substation.
As the representative from HPPTCL or HPSEBL was not present in the meeting,
therefore, a separate meeting for discussing the issues regarding grant of
Connectivity to Dhaulasidh HEP was held on 24/08/2015 among members from
CEA, POWERGRID, HPSEB, HPPTCL & SJVNL. In the meeting, following options
were discussed for providing Connectivity to Dhaulasidh HEP:
1) SJVNL may construct a 132 kV D/c line upto the newly proposed HPSEBL/HPPTCL
132/33 kV Nadaun substation along with the construction of requisite 132 kV bays on
both ends. However, cost of construction of Nadaun substation along with LILO of
both circuits of Dehra- Mattansidh 132 kV D/c line at this substation may be built by
HPSEBL/HPPTCL as an intra-state transmission works.
2) SJVNL may construct the LILO of both circuits of Dehra-Mattansidh 132 kV D/c line
at their generation switchyard.
3) SJVNL may construct a 132 kV D/c line from Dhaulasidh generation switchyard to
Mattansidh 220/132 kV substation of HPSEBL.
A meeting regarding this issue among HPSEBL/HPPTCL & SJVNL was held on
09/09/15 and further, SJVNL vide letter dated 08/10/2015 has informed that
considering techno-economic reasons, the Connectivity of Dhaulasidh generation
plant may be granted through 220 kV D/c line from Dhaulasidh HEP to 400/220 kV
S/s at Hamirpur (PG).
It may be mentioned here that the connectivity line shall have to be constructed by
SJVNL including bays at both ends, in line with CERC regulations.

12.0 Pending Connectivity & Long Term Applications pertaining to Northern region
It is to inform that there are many Long Term Access applications where LTA could
not be granted as the LTA applicants have sought repeated extensions in grant of
Long Term access by requesting to keep their applications ‘in abeyance’. Similarly,
some applications could not be granted LTA as the regional constituents opined and
informed about the lack of progress of generation plant.

As discussed in the earlier LTA/Connectivity meetings among all Northern region
Constituents, these “Held-Up” LTA applications have outlived their utility and that
they ought to be closed. However, in the absence of any provision in the
Regulations/Detailed Procedure for treatment of application Bank Guarantee
submitted along with these LTA applications, CTU had sought the
directions/guidelines of the Hon’ble Commission to be issued for the treatment of
such Bank Guarantees.
Therefore, the treatment of the applications/Bank Guarantee shall be as per the
directions/guidelines of the Hon’ble Commission. The list of such LTA/Connectivity
applications is as below:

A) Projects for which LTA is granted beyond Kashipur: Tapovan Vishnugarh
HEP(520MW), Alaknanda HEP (300 MW) & Phatabyung HEP (76 MW)
It was deliberated in the last LTA/Connectivity meeting that Connectivity to these
projects was agreed by PTCUL and LTA granted by CTU beyond Kashipur. Now as
the system is being developed as deemed ISTS, these generators need to apply
fresh for connectivity to CTU, which would be granted by CTU. Phatabyung HEP &
Alaknanda HEP have signed LTAA, however based on revised connectivity
application, the injection point for LTA would also get changed to deemed ISTS
network and the already signed agreement would also have to be revised. After
grant of connectivity and LTA, PTCUL would require to sign Implementation
Agreement with the generators in line with CERC Regulations.
i. Connectivity to Tapovan Vishnugarh Hydro project (520 MW) of M/s NTPC Ltd.
in Uttarakhand.
Connectivity application has been received in October’2015 from NTPC Ltd. for 520
MW quantum of Tapovan Vishnugarh Hydro Project located in Uttarakhand. As per
the application Connectivity has been sought from Sep’2018. The commissioning
schedule of the first unit is 1st September’2018. The associated composite
transmission system for various hydro projects in Uttarakhand including Tapovan
Vishnugarh HEP was revised in the 35th Standing Committee meeting of
transmission planning of NR held on 3/11/14. The proposed transmission system is
given below:
� Establishment of 400/220 kV, 2X315MVA Pipalkoti (GIS) substation
� Tapovan Vishnugad HEP– Pipalkoti (THDC) S/s 400kV D/c (Twin Moose) line
� LILO of one circuit of Vishnu Prayag-Muzaffarnagar 400 kV line at Pipalkoti
400/220 kV substation
� Pipalkoti-Srinagar 400 kV D/c (Quad)
� Srinagar-Kashipur 400 kV D/c (Quad)
� 8 Nos. 400kV line bays in Pipalkoti substation.
It is to mention here that Long Term Open Access has already been granted to M/s
NTPC Ltd. for generation plant beyond Kashipur. However, as per the minutes of 7th
LTA/Connectivity meeting of Northern region held on 14/07/2015, PTCUL shall sign
the implementation agreement with the generator as per the CERC guidelines.
Connectivity for the same may be granted.
ii. Connectivity for 259MW to Alaknanda HEP (300MW) of M/s GMR (Badrinath) Hydro Power Generation Pvt. Ltd in Uttarakhand.
M/s GMR (Badrinath) Hydro Power Generation Pvt. Ltd had been granted Long term
Access, for transfer of 259 MW power from Alaknanda HEP (300MW) in
Uttarakhand. In the last LTA/Connectivity meeting, M/s GMR (Badrinath) Hydro
Power Generation Pvt. Ltd had informed that their generation activities are on hold
due to the case pending in Supreme Court and the revised commissioning schedule
shall be March’2021, subject to Supreme Court Order.

Regarding connectivity, applicant had agreed to submit a fresh application for
Connectivity to CTU. Further, it was decided that revised LTA intimation shall be
issued after receipt of connectivity application and grant of connectivity.
Subsequently applicant would need to sign requisite addendum to earlier signed LTA
agreement. It was also informed that for implementation of associated transmission
system, applicant needs to sign implementation agreement with PTCUL.

iii. Connectivity to Phata Byung Hydro project (76 MW) of M/s Lanco Mandakini Hydro Energy Pvt. Ltd. in Uttarakhand.
In the last meeting it was discussed that the generator i.e. M/s Lanco Pvt Ltd. shall
apply for Connectivity to CTU with the revised commissioning schedule and revised
LTA intimation shall be issued after receipt of connectivity application and grant of
connectivity. Further addendum to earlier BPTA agreement also needs to be signed.
Connectivity application has been received in Aug’2015 from M/s Lanco Mandakini
Hydro Energy Pvt. Ltd. for transfer of 76 MW power from Phata Byung Hydro
Project. As per the application, Connectivity has been sought from Sep’2017. The
composite associated transmission system for various hydro projects in Uttarakhand
including Phata Byung HEP has been developed by PTCUL under which, Phata
Byung HEP is connected through:
� LILO of one circuit of Rambara- Baramwari 220kV line at the generation
switchyard
It is to mention here that Long Term Open Access has already been granted beyond
Kashipur. However, as per the minutes of 7th LTA/Connectivity meeting of Northern
region held on 14/07/2015, PTCUL shall sign the implementation agreement with the
generator as per the CERC guidelines.

B) Projects for which Connectivity/ LTA applied to CTU
iv. Connectivity to Pipalkoti Hydro project (444 MW) of M/s THDC India Ltd. in Uttarakhand. Connectivity application was received in July’2014 from THDC India Ltd. for Pipalkoti
Hydroelectric Project (4X111MW) located in Uttarakhand. As per the application,
connectivity has been sought from Apr.’2018.
The associated composite transmission system for various hydro projects in
Uttarakhand including Vishnugarh Pipalkoti HEP was revised in the 35th Standing
Committee meeting of Power System Planning of NR held on 3/11/14. The agreed
transmission system is given below:

It is proposed that connectivity to Pipalkoti Hydro project (444 MW) of M/s THDC
India Ltd. may be granted to M/s THDC India Ltd. with the above composite system.
However, PTCUL shall sign the implementation agreement with the generator as per
the CERC guidelines.
Note: It may be mentioned that since integrated transmission system has been
evolved for Tapovan Vishnugarh, Akalnanda & Pipalkoti hydro projects, therefore,
the Connectivity & LTA shall be granted for each project based on the
commissioning schedule. The integrated transmission system is to be developed in a
phased manner depending on the commissioning schedule of the generation
projects.

C) Other Projects: It was deliberated in the 7th LTA/Connectivity meeting held on
14/07/2015 that there are certain other projects who had applied connectivity to
PTCUL, however they had not applied for LTA to CTU. In addition some of the
generation developers have neither applied for connectivity nor LTA. PTCUL may
impress upon those generators to apply for connectivity and LTA to CTU.

14.0 Inter – Regional LTA Applications to NR
Based on LTA applications and Central Sector allocations, total power transfer
requirement towards NR comes out to about 26000MW. If certain
uncertain/abandoned/closed applications are not considered, power transfer
requirement reduces to about 23500 MW. In addition to the import requirement of
NR assessed above, additional requirement of about 2500 MW power transfer to NR
is envisaged from following generation projects in WR (& SR):

* TRN Energy and Maruti Clean Coal & Power Ltd. had submitted LTA applications against firm PPAs signed with beneficiaries in NR; however same were closed on account of incomplete applications. Above mentioned quantum of WR – NR power transfer desired by TRN and DBPCL
and MCCPL has been considered in studies considering that they have firm PPA as
they may apply afresh. In addition to above applications, LTA application of Barethi
STPS indicates about 871MW power allocation to Northern Region. Hence, the total
power transfer requirement to NR after considering above applications is likely to be
about 26500-27000 MW.
The above mentioned was discussed during the 22nd meeting of WR constituents
regarding Connectivity/Open Access held on 30.11.2015, wherein it was mentioned
that since generation projects in WR (particularly in Chhattisgarh) and in Odisha,
which have strong connectivity with WR (via Chhattisgarh), have materialised in
time, the WR – NR corridor gets stressed. After detailed deliberations, it was decided
during the meeting that the above mentioned applications (from Sl. No. 1 to 7) shall
be granted LTA to NR with the following inter-regional corridor:
New WR – NR Inter Regional Corridor
• Establishment of New 2x1500MVA, 765/400kV Substation at Allahabad
• Vindhyachal Pool – Allahabad (New) 765kV D/c line
• Allahabad (New) – Lukhnow 765kV D/c line
• LILO of Sasaram – Fatehpur 765kV S/c line at Allahabad (New)
• LILO of Meja – Allahabad 400kV D/c line at Allahabad (New)*
*Note: While carrying out the above studies it was observed that Allahabad –
Allahabad 400 kV D/c line becomes critically loaded. Accordingly in this case LILO of
Allahabad – Kanpur 400 kV D/c line at Allahabad (New) has been considered and
with this problem of critical loading of Allahabad – Allahabad (New) gets alleviated.

Considering the above, the studies have been carried out with a total import of about
27000 MW to Northern region. The results of the studies with and without additional
transmission system are enclosed at:
• Base Case (Without Additional Corridor) Exhibit - A
• Outage of Agra – Gwalior 765 kV S/c Exhibit –B
(Without Additional Corridor)
• Base Case with Additional Corridor Exhibit – C
• Outage of Agra - Gwalior 765 kV one circuit Exhibit –D
(With Additional Corridor)
From the study results it may be seen that under the outage of one circuit of Agra –
Gwalior 765 kV line the other circuit gets loaded to about 3100 MW without
additional corridor. Studies with strengthening indicate that there would not be any
problem in transferring the envisaged transfer of power. This shall also facilitate in
catering to some contingencies under N-I-I outage & transfer of economic power
from outside NR, if required. Here it may be mentioned that additional strengthening
would not only transfer the envisaged LTA quantum but would also help in providing
some margins which can be utilized for grant of access to the new applicants.
Further, as per a recent CERC order, LTA to NR granted to M/s Jindal India Thermal
Pvt. Ltd. (JITPL, Odisha) for 834MW needs to be re-allocated to other generation
projects in queue for power transfer to NR. Moreover, M/s Sterlite (Odisha) (200MW
to NR) and Bina Power Supply Co. Ltd. (MP) (132.675MW to NR) have also filed
similar petitions in CERC regarding relinquishment of their LTA quantum towards
NR. Considering this scenario, studies would be carried out and LTA to the
applicants in order of their priority shall be discussed and granted in line with CERC
regulations.
