1 Minutes of the meeting of the first Central-Grant-in-Aid Committee for the Centrally Sponsored Scheme for Providing Quality Education in Madrasas (SPQEM) and Scheme for Infrastructure Development Private Aided/Unaided Minority Institutes (Elementary Secondary/Senior Secondary Schools) (IDMI) for the year 2013-14 held on 22.05.2013 at 11.00 a.m. The first meeting of the Central Grant-in-Aid Committee (GIAC) for the year 2013-14 for considering proposals under the Scheme for Providing Quality Education in Madrasas (SPQEM) and Scheme for Infrastructure Development Private Aided/Unaided Minority Institutes (Elementary Secondary/Senior Secondary Schools) (IDMI) was held on 22.05.2013 at 11.00 a.m under the chairmanship of Secretary, School Education & Literacy. A list of participants is attached at Annexure . Shri Virender Singh, Deputy Secretary, Department of School Education & Literacy welcomed the participants and presented the agenda for discussion and consideration of the Central GIAC. Agenda-1: Confirmation of the minutes of the meeting held on 21.01.2013. The Committee confirmed the minutes of the meeting held on 21.01.2013 as no objection was received from any quarter. Agenda-2: Action Taken Report (ATR) on the minutes of the meeting held on 21.01.2013. Action taken report was noted by the Committee. Agenda-3: The fund position and expenditure under SPQEM Financial Advisor, Ministry of Human Resource Development raised the issue of pending liabilities in respect of renewal proposals. As the fund position under the scheme was very critical, he suggested that the GIAC may first consider renewal proposals and then the fresh proposals, if the funds were still available. GIAC agreed to the suggestion and AS(SE) desired that in future, agenda for the meeting may be prepared accordingly. GIAC took a decision that if the funds were not available for a particular year then the proposals may be rejected and the State informed accordingly. A decision was also taken by the Committee that the renewal proposals will be approved only for the current year i.e. 2013-14 on the scheme position for financial assistance on annual basis. Secretary (SE&L) also desired that instead of proposals of one particular State being mentioned in different lots, the proposal may be clubbed and approvals may be given in one lot as it would facilitate preparation and submission of utilization certificate by the State Government in one lot. Secretary (SE&L) desired that his decision may be reflected in the minutes as well. The Committee thereafter took up the renewal proposals.

Minutes of the meeting of the first Central-Grant-in-Aid Committee for the Centrally Sponsored Scheme for Providing Quality Education in Madrasas (SPQEM) and Scheme for Infrastructure Development Private Aided/Unaided Minority Institutes (Elementary Secondary/Senior Secondary Schools) (IDMI) for the year 2013-14 held on 22.05.2013 at 11.00 a.m.

The first meeting of the Central Grant-in-Aid Committee (GIAC) for the year 2013-14 for

considering proposals under the Scheme for Providing Quality Education in Madrasas (SPQEM) and

Scheme for Infrastructure Development Private Aided/Unaided Minority Institutes (Elementary

Secondary/Senior Secondary Schools) (IDMI) was held on 22.05.2013 at 11.00 a.m under the

chairmanship of Secretary, School Education & Literacy. A list of participants is attached at Annexure.

Shri Virender Singh, Deputy Secretary, Department of School Education & Literacy welcomed the

participants and presented the agenda for discussion and consideration of the Central GIAC.

Agenda-1: Confirmation of the minutes of the meeting held on 21.01.2013. The Committee confirmed the minutes of the meeting held on 21.01.2013 as no objection

was received from any quarter.

Agenda-2: Action Taken Report (ATR) on the minutes of the meeting held on 21.01.2013. Action taken report was noted by the Committee.

Agenda-3: The fund position and expenditure under SPQEM

Financial Advisor, Ministry of Human Resource Development raised the issue of pending

liabilities in respect of renewal proposals. As the fund position under the scheme was very

critical, he suggested that the GIAC may first consider renewal proposals and then the fresh

proposals, if the funds were still available. GIAC agreed to the suggestion and AS(SE)

desired that in future, agenda for the meeting may be prepared accordingly. GIAC took a

decision that if the funds were not available for a particular year then the proposals may be

rejected and the State informed accordingly. A decision was also taken by the Committee

that the renewal proposals will be approved only for the current year i.e. 2013-14 on the

scheme position for financial assistance on annual basis. Secretary (SE&L) also desired that

instead of proposals of one particular State being mentioned in different lots, the proposal

may be clubbed and approvals may be given in one lot as it would facilitate preparation and

submission of utilization certificate by the State Government in one lot. Secretary (SE&L)

desired that his decision may be reflected in the minutes as well.

The Committee thereafter took up the renewal proposals.

Tripura Board of Education which is playing the role of State Madrasa Board as detailed

below:

(e) The Committee approved release of balance 50% honorarium for the year 2012-13 for

following Madrasa lots:

Uttar Pradesh: 1891, 1446, 804 and 45 Madrasa lots amounting to Rs. 3993.64 lakh.

Chhattisgarh: 19 Madrasa lots amounting to Rs. 19.57 lakh.

Madhya Pradesh: 253 Madrasa lots amounting to Rs. 309.94 lakh.

Maharashtra: 35 Madrasa lots amounting to balance of Rs.1.24 lakh.

Uttarakhand: 35 Madrasa lots amounting to Rs. 61.09 lakh.

(f) The Committee approved release of balance 50% honorarium for the year 2013-14 for

following Madrasa lots:

Kerala : 1462 Madrasa lots amounting to Rs. 3558.94 lakh.

Maharashtra: 43 Madrasa lots amounting to Rs. 84.24 lakh.

Rajasthan: 209 Madrasa lots amounting to Rs. 335.21 lakh.

Uttar Pradesh: 27,228, 201 Madrasa lots amounting to balance of Rs.662.26 lakh.

(g) UTTARAKHAND (40+ 10= 50) Madrasas - Fresh proposal. In view of the fact that the State has send renewal proposal for 2013-14, the Committee

approved the following fresh proposal of Uttarakhand for salary of 28 graduate teachers,

44 trained graduate teachers, 23 post graduate teachers, 54 trained post graduate

teachers, teacher’s training, library books and Science/Maths kits in 50 Madrasas as

detailed below:

Agenda- 6: Budget provision and proposals received under IDMI

The Committee noted that budget provision under IDMI for the financial year 2013-14 was

Rs. 5000.00 lakh (States – Rs. 4499.00 lakh, UTs – Rs. 1.00 lakh and NER 500.00 lakhs). Out

of which, on the basis of approvals accorded in the last meeting of the central GIAC on

21.01.2013, an amount of Rs. 327.60 lakhs has been released and proposals amounting to

Rs. 444.21 lakhs are in process. Effectively, a budget of Rs. 4228.19 lakhs is available for

disbursement during this year. NER component of Rs. 500.00 lakh is completely exhausted

and 2nd instalment of Mizoram for Rs. 179.16 lakh is still to be released.

Agenda 7: Approval of proposals under IDMI:

(I) Assam

The central GIAC did not approve the only proposal received from Assam under the

scheme in the light of available infrastructure, enrollment of students and rational

requirement of additional infrastructure.

(II) MAHARASHTRA

The central GIAC examined all proposals received from Maharashtra under the scheme

in the light of available infrastructure, enrollment of students and rational requirement

of additional infrastructure, and approved the following 16 proposals as detailed below:

(V) MIZORAM

The Central GIAC examined 13 proposals received from Mizoram under the scheme. The

schools from Sl. No. 1 to 8 and 13 have been withdrawn due to non availability of

documents pertaining to possession of land by the concerned Institutes and the

proposals from Sl. No 9 to 12 have to be reviewed as none of them was accompanied

with a Certificate of recognization by the State Education Board. The representative

from Mizoram was accordingly advised to resubmit the proposals together with all the

required documents.

In addition following proposals from Uttar Pradesh were deferred by central GIAC

and the State Government was advised to review and resubmit the proposals in the

light of guidelines governing IDMI. It was clarified that the objective of the scheme

is to expand facilities for formal education to children of minority communities.

Therefore, madrasas which are not imparting formal education and not following

the prescribed syllabus of the State Education Board, do not fall under the ambit of

the scheme. The State Government representative stated that the Madrasas

proposed are being treated at par with the regular schools. The GIAC advised the

State representative to submit the necessary G.O. under which equivalence has been

accorded to these Madrasas.
