BC HR Task Force: Exploration, Mining, Sand & Gravel

Demographics associated with – the baby boomer generation retiring,

– low birth rate,

– industry growth, and

– significant competition from the rest of Canada, and beyond,

will lead to potentially very serious labour shortages in most, if not all, types of mining jobs threatening the sector’s growth and ability to sustain momentum, and therefore, paradoxically job creation

BC HR Task Force: Exploration, Mining, Sand & Gravel

• The BC Mining HR Force focus is on youth, under represented sectors of society such as women, Aboriginal people, and new Canadians. Collaborative efforts between industry and education and training providers are facilitated. The industry brand “Explore for More British Columbia” is a focal point to communicate our industry in a creative and informative way. Attraction and retention towards the 120 mining related jobs is the ultimate goal.

Total area of BC: ~ 95 million hectares

• Significant contributor to GDP - $9.9 Billion mining revenue (2011)

• One of the highest paying industries in British Columbia

- Salary average: $115,700 - Includes benefits

• Significant Employer - Rural and City employment - Largest private employer of aboriginals - 120+ unique careers - 85,000+ jobs

• Growth in BC Mining: 10,400 – 13,100 new hires

- These numbers do not include construction of mines; exploration jobs; or aggregate mines; the multiplier effect is not calculated here.

TV Series Highlighting Career Opportunities

• To produce a creative and informative 30 min TV series about the career opportunities in BC’s mineral exploration and mining industry

• Details: – CTV, Saturday mornings @ 11:30 starting

– 8 episodes (two months) for Season 1

– Airing September and October 2012

– Filming in summer

– Showcase 24 jobs that are diversified to include

• operations and exploration;

• city and remote sites;

• suppliers;

• focus on safety and protection of the environment;

• women and men;

• ethnic and age diversity.

K-6: Mineral Resources Education Program of

British Columbia

• Established to: - Support classroom teachers in development of useable teaching materials - Build knowledge about minerals and mining in the public - Help ensure a future workforce for the minerals industry

• Success to Date: - $4.4 million raised in support from companies and associations, individuals, government, and grants (<1%) - Over 7000 teachers and student teachers assisted - At least 620,000 students taught

• What is gained? – Teachers - access to up-to-date and accurate information

– Students – Earth Science knowledge and appreciation for the relevance of mineral resources

– Post-secondary geoscience and mining programs - supply of future students

environmental technician, and trades supervisor)

– Developed “Mining Your Future” a resource for Planning 10

• Distributing across the province to schools

• Currently in 10 districts

• Contains added video and print resources

• Educators/Mining workshop with Minerals North Conference

– Follow-up from 2010 Kamloops Conference (miners and educations a joint venture)

– Burns Lake – May 2012

– Best Practice presentations between educators and miners

– Potential breakout sessions to discuss barriers and opportunities

• Mining 101 and Northern school districts – Develop transition activities between secondary schools and post secondary programs

• Youth Apprenticeships in Mines – Develop and pilot test “Secondary School Apprenticeship opportunities

• Community Mining School – Facilitate collaboration towards development of secondary – post secondary training opportunities

First Nations and the Mining Industry

• According to the 2006 census 48% of Aboriginal People are less than 25 years old (40% of People employed in mining are over 50).

• From 1996 to 2006 there was a 43% increase of aboriginal people working in the mining industry now representing over 7.5% of the mining workforce in Canada (14.4% in B.C.).

• 1200 Aboriginal communities are located within 200 miles (322km) of mineral properties in Canada.

BC AMTA BC Aboriginal Mine Training Association

• Why – BC mines face an acute labour shortage. Tough to recruit people to

remote locations.

– BC First Nations communities need jobs, and are located in many of

these same remote areas.

• Mission – To identify, recruit, and train aboriginal people to work in the BC mining industry.

• The Result – 260 candidates now working

– 63% transitioned from unemployment

– 1000+ candidate registered

– 1:3 ration female to male

– 43% under the age of 35

– 150+ bands represented (122 BC-based First Nations)

Opening Our Doors to the World

• The BC Jobs Plan projects 1.1 Million job openings by 2019. The Ministry of Jobs, Tourism, and Innovation estimates that one-third of them will have to be filled by new immigrants.

• By 2031 it is projected that 75.8% of all population growth in BC will be through immigration.

Immigration and New Canadians cont’d

• Immigration has always provided an excellent pipeline of talent which our industry needs to thrive.

• Many mining companies operate beyond Canada’s shores, operating internationally.

• We are contributing to focus groups with Citizenship and Immigration Canada and the Province of BC to help shape immigration policies.

• We welcome Federal and Provincial government focus on labour market ready, international, highly skilled workers - trades people and technical professionals in particular.

• Between 2001-2006 1.1 Million immigrants came to Canada

• 70% settled in Vancouver, Toronto, and Montreal; 28% in other cities; and 3% in rural communities – Development of local cultural hubs

• Teck Ltd. experience; 30 to 40 heavy duty mechanics from Jamaica working in B.C. and Alberta mines

• Focus on workers, new Canadians are a key part of the trade missions – ie. Philippines & Indonesia
