Kung mali bakit natin susuportahan? Dapat supor- tahan po natin yung tama. Yung tama magdadala sa maaliwalas na kundisyon. CAGAYAN DE ORO CITY - The chief of the Bangsamoro armed forces for North-ern Mindanao and Eastern Mindanao has reiterated the call of Moro National Liberation Front chairman Nur Misuari for a peaceful solution to the Sabah crisis. Lt. Gen. Samie A. Taga-log said that they sympathize with their Tausug brothers in their current standoff in Sabah, adding that the Sultanate of Sulu has legal claim to Sabah as part of their territory. GENERAL SANTOS CITY— President Benigno Aqui-no III continued blaming Wednesday the heirs of the Sultanate of Sulu for the bloodshed in Sabah, Malaysia, noting it could have been avoided if only the group heeded his call to surrender unconditionally. “Ang pangyayaring ito mali. Kung mali bakit natin susuportahan? Dapat supor-tahan po natin yung tama. Yung tama magdadala sa maaliwalas na kundisyon. Yung mali dadalhin tayo sa kapahamakan,” said the President at the campaign sortie here of the ruling party’s senatorial bets. CAGAYAN DE ORO CITY - Reading books to children bring them to a world without limits. It gives them a sense of appreciation for words, education and the medium used-books. In celebration of the World Read Aloud Day 2013, Xavier Ecoville, the Xavier University-led resettlement community for Sendong survivors in Brgy. Lumbia organized a storytelling session for over 70 children aged 3-6. The Xavier Ecoville staff gave a brief introduction about the World Read Aloud Day, fol-lowing it with an action song to jumpstart the activity. Small groups were formed according to the children’s ages. The storytellers prepared books and props appropri-ate for the children’s level of comprehension. According to Dr. Gerna Manatad, chief of Regional Epidemiology and Surveil-lance Unit (RESU) of the Department of Health-Cen-ter for Health Development (DOH-CHD)-Caraga, ages of cases ranged from less than one month old to 82 years old.

She added majority of

cases were males which com-prises 55 percent of the total cases, while 43 percent of these cases belonged to 0 to 10 years age group.

In Region 13, Butuan City was recorded to have the highest number of cases with 164, followed by Agusan del Sur and Surigao del Norte-58; Surigao City-42; Agusan del

Norte-21; Bayugan City-18; Bislig City-12; Cabadbaran City-11; province of Dinagat Islands and Surigao del Sur with six cases each.

Meanwhile, Dr. Manatad said a total of six dengue deaths were reported from the different disease reporting units region-wide. These came from barangays Doongan,

Tungao, Taligaman, Pangabu-gan, and Pagtapatan in this city; and in Brgy. Poblacion Bayugan City, Agusan del Sur.

The DOH official said dengue fever and the more severe form, dengue hemor-rhagic fever, are caused by any of the four serotypes of dengue virus (1, 2, 3, and 4).

The mosquito vectors: Female Aedes aegypti and Aedes albopictus breed in small collections of clean water such as storage tanks, cisterns, flower vases, and backyard litter. Its incuba-tion period is from three to 14 days, but commonly from four to seven days.

The life cycle of female ae-des mosquito undergoes four life stages: egg, larva, pupa,

and adult. An egg becomes an adult mosquito after eight to 12 days.

The adult female mos-quito bites throughout the day with peaks: two hours after sunrise and two hours before sundown. It actively bites at 26°C, largely bites at 26-35°C, and 40°C is lethal.

These mosquitoes prefer to bite those with low moisture output because they are at-tracted to warmer skin espe-cially those who are moving or active persons. “This is the reason why the most affected population by dengue are those within the 0-10 years old age group since this age group are active (e.g. playing) that attract female Aedis,” Manatad said.

As part of the advocacy program of the agency, DOH is intensifying its 4S against Dengue Program. Dr. Mana-tad said the program aims to reduce morbidity and mortal-ity from the dengue infection by preventing the transmis-sion of the virus from the mosquito vector to human.

The 4S include: Search and destroy possible breeding sites of mosquitoes; Self-Protec-tion; Seek early consultation; and Say no to indiscriminate fogging.

BUTUAN City - Mayor Ferdinand Amante Jr. led, Monday, the launching of "Ang Pagbutwa Hong Bal-angay" or From Waste to Work of Art project, with 10 young artists from this city and other parts of Caraga region competing in the making of miniature 3D balangay or boats at the old SP building.

Spearheaded by the local government of Butuan and the Local Youth Develop-ment Council, the project uses recyclable materials.

Outputs are open for pub-lic viewing from Monday to Thursday at same venue.

First prize winner receives P7,000; second - P5,000; third - P3,000; and consola-tion - P2,000 each.

Mayor Amante said that the city government is con-

tinuously doing strategies to reduce the garbage volume of the city.

“We encourage teachers starting in the nursery level to inculcate in the minds of the children not to throw garbage anywhere, instead always mind to put it in trash cans. If they get used to it, they will always apply it anywhere they are,” the mayor said.

He added the city govern-ment’s intention is to produce waste to energy conversion.

City Councilor Virgilio Nery said the project is re-lated to the Clean Ground Zero Waste Movement of the city government launched in September 11, 2011.

It aims to achieve so-cial transformation towards economic transformation through proper solid waste

segregation and recycling. "From the trash, we could make money," Nery said.

Agnes Carlos also said that aside from the cash prizes which the winners will be receiving, they (winners) can also sell their own-made balangays. “We do not only make use of the trash for money, we also add beauty to our place here in Butuan,” she said.

Meanwhile, Noel Men-drez, one of the artists from Tandag City, said that he is very happy to work with other young artists and ex-cited to create his own piece of balangay with the use of different recyclable materials.

BUTUAN City - The city vice mayor has lauded the efforts of Father Saturnino Urios University (FSUU) on their Tree-Growing project at Sitio Tagkiling in Brgy. Anticala, as part of their advocacy to rehabilitate the Taguibo Watershed.

He, together with other government employees, joined other stakeholders and ac-tively participated in the tree planting activity in the area.

The effort of FSUU is a big step towards the total rehabilitation of the Taguibo watershed in which only about 1,000 hectares is currently forested out of the 12,000 hectares of the said watershed, he added.

“While this may be big step towards the rehabilitation of the forest area, we still need to come up with a comprehen-sive watershed management framework so that all aspects of the management of the watershed will be covered,”

BUTUAN City - The Sang-guniang Panlungsod of Butuan was chosen as one of the national finalists in the 2012 Local Legislative Award (LLA), highly-ur-banized and independent component cities category.

The LLA is a joint proj-ect of the Department of the Interior and Local Government (DILG) and the Philippine Councilors League (PCL).

Awarding ceremony was held on March 7 at the SMX Convention Center, Mall of Asia Complex in Pasay City.

The national winners for each categories were announced during the cer-emony, guested by President Benigno S. Aquino III and DILG Sec. Mar Roxas.

It can be recalled that SP Butuan was chosen as the

regional finalist during the initial screening because of its various projects.

The local legislature implemented a true and comprehensive comput-erization system called the Legislative Management, Codification, Tracking and Information System (LMC-TIS) which enabled the employees to perform more efficiently and effectively.

With the system, all records of the Sanggunian such as the proposed and approved resolutions and ordinances, communica-tions as well as the perfor-mance of the SP members can now easily be accessed by one click of the system.

Apart from the system, reforms in the SP were also implemented such as equipping the employees by sending them to various

capacity and skills enhance-ment trainings and the installing all the necessary equipment that would en-able the employees to be more efficient.

Currently, the SP office is the only office in the city government which employs the facial recognition bio-metrics machine in the employee’s timekeeping and salary system.

Very soon the SP will be launching its own website that will link the legisla-tive system to the web. This would mean that all transactions can be accessed by the public through the website. The recognition will be the highlight of the 2nd Agri-Pinoy Rice Achievers Awards at the Philippine International Convention Center (PICC) in Pasay City on March 15.

Agriculture Secretary Proceso Alcala said the awarding is the Aquino government’s way of thank-ing the country’s rice farm-ers and their respective

provincial and municipal officials and AEWs for their continuing efforts and contribution in increasing the national rice harvest.

“We initiated the Rice Achievers’ Awards as part of the DA’s interventions and incentive system to encourage LGUs, IAs and AEWs to contribute their share in increasing farm-ers’ harvest and incomes,

and subsequently attain national rice sufficiency,” said Secretary Alcala.

President Benigno S. Aquino III is expected to address the achievers and hand over the awards and prizes to them.

In Soccksargen Region, national awardees include the local municipal govern-ment units of Midsayap, Kabacan and Tulunan in

North Cotabato and Lam-bayong in Sultan Kudarat.

Of the 500 agricultural extension workers , 36 are from Region 12, including Delina Abellanida, Arlene Cadungog, Gloria Calija, Cesario Carcosia, Jessie Ducusin, Jocelyn Falloran, Letecia Gaspar, Nora Hen-ry, Rosario Ibesate, Efren Rosagaran, Rey Ygay of the Midsayap Municipal Agriculture Office (MAO);

Marcela Tambio, Sasong Pakkal, Emma Pagarigan, Tessie Nidoy, Dionisia Mutoc, Lorna Mapanao, Genoveva Agcaracar; and Dina Barriento, Marina Labado, Lorena Lemana of the Kabacan MAO,as well as Salvacion Yata of Tulunan MAO.

Other outstanding ag-ricultural technologists include Engr. Eliseo Man-gliwan, Sustines Balanag, Alan Coronado, Lucita Daval, Judy Gomez of the Office of the Provincial Agriculturist of North Co-tabato.

Several IAs in Region 12 are also set for recogni-tion of their outstanding performances.

These are Lidanama IA of Libungan and Amyon IA of Tulunan under the National Irrigation System (NIS) and Bulacanon IA of Makilala and Buluan-Pig-cawayan IA of Picawayan under the Communal Ir-rigation System (CIS).

Each municipal LGU awardee will receive P1 million worth of project while each outstanding extension workers will re-ceive P20,000 incentives.

This year, DA has bank-rolled a total of P110 mil-lion in prizes.

Amalia Jayag-Datukan, regional executive director of DA 12 said the agency is holding the annual contest to give due recognition to the hard work and support extended by farmers, local leaders, and farm tech-nicians to increase rice production.

“This year, we have a lot of winners which only shows that farmers and agricultural exten-sion workers, IAs with the unwavering support from their LGUs are really bring-ing glory to our region,” she said.

The top provinces , towns and cities, IAs, and SWISAs were chosen based on the following: incremen-tal rice harvest and aver-age yield per hectare over 2011 levels, increase if any over 2012 target, amount of budget devoted to rice projects and initiatives, number of farmers benefit-ed, and degree of rice seed utilization, among other criteria. GENERAL Santos City - President Benigno S. Aquino III visit the city, March 6, where he was briefed by DPWH Under-secretary Romeo Momo on the city’s circumfer-ential road project, which is expected to boost the economic activity of the locality.

The DPWH-South Cota-bato Sub-District Engineer-ing Office here said that the General Santos City Circumferential Road proj-ect is composed of northern and western sections, with a budget of P1.135 billion sourced out from DPWH.

Stretch a distance of 27.6 kilometers, the project starts from the Digos-Makar road intersecting Marbel-Tupi-Makar national road and the Filipino-American Friendship Avenue or the GenSan Airport Road end-ing at the Makar-Kiamba road near GenSan airport.

DPWH added the north-ern section is composed of 10.545 kilometers from Digos-Makar road in baran-gay Katangawan to Marbel-Makar road in barangay Sinawal.

Lumongsod said 3.945 km in the northern section is already complete but the section is not yet passable, citing that the bridge con-nector to the national high-way has yet to be completed.

He said the northern section needs two bridges with a total length of 300 meters found in barangays Apopong and Mabuhay.

DPWH also said the construction and comple-tion of which will com-mence upon the release of P182.529 million needed to complete the project.

Meanwhile, the west-ern section of the GenSan circumferential road tra-verses the three barangays of Sinawal, Fatima, and Tambler.

Projects included in this section are road opening and concreting of 5.113 km which amounts to P127.825 million and the construc-tion of a bridge worth P30 million.

Total project allocation to date, the DPWH revealed amounts to P747.027 mil-lion released from 1998 to 2013. The balance of P387.854 million will be considered in DPWH fund

for fiscal year 2014, it added. Gensan Mayor Darlene

Antonino-Custodio said the circumferential road project is very vital to the constituents of the city to boost economic activities and improve income.

She said people doing business in the area will no longer have to pass the central business district thus reducing operational cost.

General Santos City is dubbed as the “Tuna Capital of the Philippines.” With the completion of the project, not only the city’s major industries and other business potentials will be massively promoted but it will also help spur economic progress and development.

In addition, the DPWH is also in the process of converting the 10.54-km Digos-Makar Road junction and the 7.11 kms Filipino-American Friendship av-enue and Makar-Kiamba road section from local road to national road.

KORONADAL City - The Overseas Workers Welfare Administration (OWWA -12) has inked a Memoran-dum of Agreement with two schools in Midsayap, North Cotabato to intensify its education programs for OFW dependents.

The signing was led by OWWA-12 Director Ab-dulghani Umag, with Fr. Rog-elio Tabuada, OMI, president of Notre Dame of Midsayap College (NDMC) and Westre Santos, vice president of I-Link College of Science and Technology.

The agreement strength-ens the partnership between the agency and said schools,

in providing assistance and educational opportunities to the clients, specifically OWWA members and their benefi-ciaries in the area who can now avail of education and training benefits.

Expressing gratitude for the privilege given to his school, Fr. Tabuada said he looks forward to a fruitful partnership.

"Rest assured that NDMC will continue to promote ex-cellent standard and assist students to become produc-tive members of the society," he said.

On the other hand, Direc-tor Umag said OWWA-12 continues to seek for po-

tential partners to provide the agency's scholars a wider range of options in selecting the right schools that could best meet their needs and interests.

As of February 27, there were 49,587 OWWA member-OFWs in Region 12. Of them, 43,099 are land-based workers and 6,488 sea-based.

Misamis Oriental needs young, experienced leader PEOPLE in Misamis Oriental are expecting a new administration this year. They expect the young and ener-getic Yevgeny ‘Bambi’ Emano to lead Misamis Oriental to a new height of optimism. We were wondering what made Bambi Emano decide to run for governor in the province when he still has a three year term in Congress. For most politicians, Congress is a safe ground against criticism. The house leads one to a sepulchral si-lence on issues of local concerns. In other words, some representatives find it safe from the prying eyes of the public. Accountability and transparency are not an issue that compels members of the House of Representatives to disclose their activities in Congress, so they said. In fact, we have noticed that some elected members of the house do not actually deserve to be there. Anyway, in democracy is where everyone (even the illiterate, the useless, and the morons) have an opportunity to display ignorance and callousness. Despite the obnoxious descriptions of most members of the House of Representatives, there are exemptions to the rule. These members of the house truly represent the voice of their constituents and are the pride of their districts. Bambi Emano, of Misamis Oriental’s second district, is among the few in the House of Representa-

tives that the people could be proud. The same is true with Rufus Rodriguez, of Cagayan de Oro City’s second district. Although he has accomplished so much in Congress, Emano has decided to run for governor in Misamis Ori-ental. Although Emano’s moves generated speculations, most people believed that Bambi Emano could be more effective in serving the province of Misamis Oriental regardless of districts. Misamis Oriental has two districts in Congress; the first district starts from the town of Balingasag toward the east coast of the municipal town Magsaysay while the second district starts from the municipal town of Jasaan the west coast of Lugait town. We agree with the observation that being governor, Bambi Emano could do more to the province than be-ing a Congressman. In Congress, Emano covers only 13 municipal towns in addition to the satellite city of El Salvador. The province of Misamis Oriental has 23 towns and 2 satellite cities –El Salvador City in the West and Gingoog City in the East. Serving Misamis Oriental is not a joke. One needs a young, visionary, experienced, and an equipped public servant to manage a province of immense economic potential. As municipal town mayor of Tagolo-an for nine years and a member of the House of Representative for six years, Bambi Emano possesses all the qualities of a new breed of leaders that Misamis Oriental craves for a long time. dents and their officials to ignore and disregard the Sabah claim? Were these motivations for the good of the country, the Sultanate, and the entire Filipino na-tion? Or, were they merely for the personal, family, or private interests of the presidents or their favored ones? How do we answer these questions truthfully? Well, we may have to look into whatever dealings, private or otherwise, which our presidents struck or entered into with Malaysia or with its officials and business-men, at a time when they were still in Malacanang, or even after they have already stepped down from power.

I am sure this kind of an approach will tell us why a particular president adopted a policy that kept the Sabah issue or claim unresolved through the years. There’s a move to criminalize the collection of fees by many hospitals from Filipino nurses who are on two-year manda-tory work experience training as a prerequisite in applying for a job abroad. Rep. Catalina Bagasina (Party-list, ALE), is pushing even in the 16th Congress House Bill 4293 which would criminalize the collection of affiliation fees from registered nurses by many hospitals in the country. “The move will not only open doors for equal employ-ment but will stop the rampant practice of abuses through money-making schemes de-vised by some unscrupulous hospital administrators in the country,” Bagasina said. Bagasina said Filipino nurses are left with no choice but to pay the fees in exchange for on-the job experience despite the fact that the hiring hospitals are understaffed. Under the bill, understaffed hospitals are mandated to hire registered nurses as regular employees and are prohibited from collecting affiliation fees from nursing applicants while they are on a two-year manda-tory work experience. Bagasina said many private and public hospitals remain understaffed and do not meet the required patient to nurse ration required by the gov-ernment, “but these hospitals continue to collect affiliation

fees from struggling nursing graduates.” “Instead of paying these new nurses their salaries, they pay the hospital for job experi-ence. This is a moneymaking scheme for understaffed hos-pitals to hire nurses through affiliation agreement so as to avoid hiring regular nurses and cutting down their opera-tional expenses. This is akin to syndicated estafa under the Special Penal Law,” Bagasina added. The measure imposes a jail term of 12 years imprisonment to administrator, hospital of-ficers and supervisors who have the power, opportunity or authority to enter affilia-tion programs with registered nurses or schools, colleges and universities, whether deliber-ately or due to negligence. The 12-year imprisonment shall also be imposed on those who attempt to commit the act of collecting affiliation fees to include profiting from or as-sisting the offender to profit, concealing the act of affiliation, or destroying the effects or instruments in order to pre-vent its discovery, harboring, concealing, or assisting in the escape of the offenders. “The bill aims to level the playing field among nurses who cannot afford to pay the affiliation fees collected by some greedy hospitals in ex-change for certification and job experience,” Bagasina said.

Proposed organic Agri demo, training centerCAGAYAN DE ORO CITY – The city council on Wednesday endorsed the proposal to establish an organic agriculture demonstration farm and training center here. The City Agriculture Office has submitted a resolution converting 1.5-hectare of the city owned lot in Barangay San Simon in Cagayan de Oro City into an Inte-grated Organic Agricul-ture Demonstration and Training Center. City Councilor Annie Daba, chair of the city’s committee on agricul-ture and fisheries, said

that members of the committee were now studying the proposal. She said the proposal aims to provide technical and cultural manage-ment requirements of farmers for crop, live-stock, and fishery pro-duction. Virgilio Derequito, Organic Agriculture For-cal Person, said that the Organic Agriculture Act of 2010, mandates the establishment of com-munity-based Organic Learning and Training Center as a component for research, develop-ment, and extension services. CAGAYAN DE ORO CITY– A Cagayan de Oro City Councillor on Thurs-day warned advertisers of deceptive and fraudulent advertising. City Councilor Juan Sia, chair of the city’s committee on trade and industry, said that the city was monitor-ing advertisement in ac-

cordance with Republic Act 7394 or the Consumer Act of the Philippines. Sia reminded establish-ments that the consumers’s act on advertising requires advertising on consumer products and their prices to be just and fair. The city councilor noted that some advertisement

borders on fiction and lies to the detriment of consumers. Sia said that advertised products should be the same as what they are in advertisement in form and in substance. The city’s committee on trade and industry was constantly monitoring ad-

vertising in the city and receives weekly reports on its status from the Depart-ment of Trade and Industry here. Sia said the city govern-ment would not hesitate to implement the full force of the law against violators of the consumers’ act on fair and just advertising. CD

City dad warns firms on fraudulent advertising THE Department of Trade

and Industry Misamis Ori-ental Provincial Office (DTI-MisOr) destroyed on Tuesday, an estimated P79,700 worth of uncerti-fied Christmas lights and P80,000 worth of substan-dard helmets confiscated last year during its Task Force Monitoring in the city. Out of the 35 business es-tablishments selling Christ-mas lights, nine committed violation and out of 23 business establishments for motorcycle helmets, three were found non-compliant. According to DTI, these business establishments have violated the Bureau of Product Standards or RA 4109 otherwise known as the Philippine Standardiza-tion Law, and Executive Order (EO) No. 133. The BPS is the National Standards Body of the Phil-ippines established by Re-public Act (RA) No. 4109. It is mandated to develop, implement, and coordinate

standardization activities in the Philippines. It is primarily involved in stan-dards development, product certification, and standards implementation/promotion to raise the quality and global competitiveness of Philippine products at the same time to protect the interests of consumers and businesses. Aside from confiscating these items, DTI also im-posed penalties to identified violators. Imposed penalties amounted to P180,000 to Christmas lights retailers and P52,500 to the retailers of substandard helmets. DTI is reiterating that all Christmas lights/light-ing chains and Motorcycle Helmets should bear the appropriate ICC stickers/PS Mark as required under RA 4109, DTI DAO 02:2007, DTI:DAO 05:2008. Further, Import Com-modity Clearance (ICC) Certificates should be avail-able for inspection at all times
