Paciente said that as of 11 a.m. Monday, the eye of Typhoon Lawin was located based on satellite and surface data at 410 km East of Virac, Catanduanes (14.0°N, 128.3°E) packed with maximum sustained winds of 185 kph near the center and gustiness of up to 220 kph.

CAGAYAN de Oro City––The National Economic Development Authority (NEDA) has recommended the full privatization of the Agus Hydro-Electric Power Plants (HEPPs) to address the power crisis in Mindanao, it was learned yesterday.

The recommendation was just one of the nine issues and concerns on the Mindanao power situation that were submitted to President Benigno

Simeon C. Aquino III by NEDA, according to Ozamiz City Mayor Nova Princess E. Parojinog-Echavez, chair of the Infracom of the Regional Development Council-X (RDC-10).

ILIGAN City––City Coun-cilor Chonilo Ruiz vowed to strive for the inclusion to the 2013 budget of the city the purchase of a power generating set for the Cen-tral Materials Recovery and Composing Facility at Sitio Bangko of Barangay Bon-bonon.

Ruiz, who chairs the city council committee on environment, foresees a problem on garbage odor once the CMRCF suffers from power interruption in several days.

The faci l ity, which was tried yesterday in the presence of media, will be

blessed and commissioned September 25, this year.

Councilor Ruiz estimates the power generator to cost P5 million to P6 million.

OZAMIZ City––The Com-mission on Elections (Come-lec) is doing a continuing registration for persons with disabilities (PWDs) to update their records so that they can be accurately identified on election day.

As per Comelec Resolu-tion No. 9220, PWDs are those who have long-term physical, mental, intellectu-al, or sensory impairments, which, in interaction with different barriers, may hin-der their full and effective participation in society on

CAGAYAN de Oro City––The Department of the Inte-rior and Local Government (DILG)-10, in cooperation with the Department of Trade and Industry (DTI)-10, has started a series of

DILG-10 begins series of business permit and licensing workshopsorientation-workshops in streamlining the business permit and licensing system (BPLS) for municipalities in the region.

This is the third series of orientations under the said program.

Last September 18 and

19, 13 municipalities of Bukidnon province, which are not yet trained in the BPLS program, participated in the seminar-workshop at the De Luxe Hotel, Cagayan de Oro City.

Around 80 participants in this workshop, led by their

respective municipal mayors and councilors, were ori-ented on the BPLS reforms by DILG Program Officer Hazel Occeña. Other topics were given by Lodie Cadiz and Jocelyn Rosales of DTI for the Philippines Busi-ness Registry and steps in

business registration, while Fire Superintendent Allan Aladano gave the overview of Republic Act 9514 (oth-erwise known as the Fire Code of the Philippines 2008), and BPLO Arturo Callao for Malaybalay City best practice.

Aside from the local officials, other workshop participants are municipal administrators, municipal treasurers, business permit and licensing officers, mu-nicipal fire marshalls and municipal local government

NOTHING BUT THE TRUTH

The people of Cagayan de Oro never forget the devious machinations of individuals and groups who manipulated us in times of trials and or-deals. We will never forget attempts to deceive us by ambitious individuals who endeavored to defraud us of their intentions at the expense of our ignorance. Who could forget efforts to dupe us into signing ‘recall documents’ in exchanged of relief assistance? These individuals and groups who campaigned under pretext of working for our benefits made an effort to influence our indecision in the face of traumatic experience. In fact, many of us unwittingly fallen into their traps.

However, any form of wickedness would always self-destruct. The expose of the malicious efforts to betray our trusts lead to the failure of the ‘recall campaign’ against our duly elected City Mayor Vicente Emano. Those who initially signed those spurious documents later recanted and exposed the fraud. Had the recall succeeded, efforts of the city government to provide thousands of us (including victims of Typhoon Sendong) decent homes in relocation sites would never have had happened.

We could not imagine the hardship and the end-less sufferings that these ambitious individuals and groups would drive into our lives had the recall succeeded. Now, the same individuals and groups are accusing City Mayor Vicente Emano of negligence resulting to damage and loss of lives because of Typhoon Sendong. Clearly, their motive is simply to picture themselves as our defenders. We know that this ambitious few simply wants to be emphatic to us.

It is unfortunate ‘though that we, the people of Cagayan de Oro, have seen this scam through their eyes. It is also sad that the same individu-als and groups have now come to the open with determined intent to run for elective posts next year. Let us be wary of these people. As Cagaya-nons who truly look into the welfare of fellow Cagayanons, let us unite and campaign to block the entry of any of these individuals in the af-fairs of our political lives. It is the only way for us to live peacefully and harmoniously.

CAGAYAN de Oro City––A total of 37 police commissioned officers (PCO) assigned in Camp Alagar, this city, were subjected to random drug testing on Friday, September 21.

Regional Crime Laboratory Office (RCLO-10) personnel administered the test held at the conference room of Police Regional Office (PRO-10). It was a surprise test since many of the police officers only knew about it early in the morning when they reported for duty.

The drug testing for Philippine National Police (PNP) personnel is prescribed under National Police Commission (Napolcom) Memorandum Circular No. 99-008 which requires that it will be conducted regularly

on a yearly basis and at random among PNP uniformed personnel without notice.

Random drug testing will help ensure that police officers are not using illegal drugs.

Passing the test is one of the general requirements for appointment to the PNP, and when police officers apply for promo-tion, mandatory schooling, and deployment for United Nations Peacekeeping missions.

Police officers are expected to strictly adhere to the policy of non-use of dan-gerous drugs.

mother, who was very loving and wise, said this to her: “Cherie, how long are you going to use your past as an excuse for your life now? You can continue hating yourself and blaming oth-ers for the way you are, or, you can choose to change.”

Well, as a teenage girl Cherie chose to change. After finishing her educa-tion, she started her own business and now she trav-els across her nation as a

public speaker to teenage kids, talking to them about their life choices.

One person said: “Little people with little hearts live their life in little ruts, refusing to change anything in their little world.”

So when things are not the way we think they should be, we have two choices: we can keep com-plaining about them, or start changing them.

A wise man said: “Stop

complaining about what you have allowed.”

It’s kind of like the old saying, “Put up or shut up.”

In other words, either do something to help change and improve the situation, or stop complaining about it.

We can “light a candle or curse the darkness.”

God is just waiting for you to ask for His help to change your dark situation.

But Jesus Christ can’t help you until you ask Him to take charge of your life everyday.

If you keep shutting out His light and love, then your life will just stay as it is.

Remember, “If things don’t change, they’ll stay the same.”

IN TRILLANES CHINA CAPER: I guess that, in the hustle and bustle of this controversy over Trillanes having undertaken back-door negotiations with un-named Chinese leaders over the West Philippine Sea issue, some things are being glossed over here. These things must be satisfactorily cleared and explained, for they are now dividing the whole country.

One: why did Mala-canang and Pres ident Aquino choose Trillanes to be a back-door nego-tiator? What was it that prompted the Office of the

President to allow Trillanes to negotiate with Chinese officials, over and above what the Department of Foreign Affairs (DFA) and our former Ambassador to China were doing? What made Trillanes so special that he was the one chosen?

Two: why was there a need for a back-door nego-tiation? Were the efforts of DFA Secretary Alberto Del Rosario and Sonia Brady, the former ambassador, unsatisfactory? If so, why were they not told about it so that they could have changed tack in their di-rections?

TO SAY THAT PAWNSHOPS have mushroomed all over the country is an understatement.

Despite the presence of a variety of banks, pawnshops still play an important role in the economy by “lend-ing” to people who would otherwise fail to qualify for bank loans.

Pawnshops are popular among Filipinos who are in quick need of money because loans are granted without the need for a credit investigation. The collateral or the pawned item is the sole basis for granting the loan.

However, most of us may still be in the dark about how pawnshops actually conduct their business. In an effort to answer related questions, the Bangko Sentral ng Pilipinas came out with a primer on Frequently Asked Questions on Pawnshops.

I am reprinting the contents of the primer to help financial consumers who want to know more about pawnshop operations.

Frequently Asked Questions on Pawnshops:**What administrative steps or procedure should be

followed in opening a pawnshop?A person who wishes to establish a pawnshop must:Register his business name with the Department of

Trade and Industry (DTI).Secure a pawnbroker’s license or permit from the

PAGADIAN City––“For the Philippines to be progres-sive, our local government units must be strong and progressive,” said Vice President Jejomar Binay during the 60th anniversary of the province of Zamboanga del Sur.

Addressing an estimated crowd of 5,000 at the Grand Arena, Provincial Government Center, Barangay Dao here, Mr. Binay said “a progressive town is the result of a progressive province, and a progressive province will build a strong and progressive country.”

“We have nothing to be proud of, if we are not united and if unity did not prevail among ZamboSurians. That oneness and unity from our municipality and province is the source of strength of the entire country,” Binay said.

Binay advised the local government to continue hasten the infrastructure developments and showcase the rich culture and tradition of the province.

The vice president also encouraged the local officials to keep on pouring more developments into the province and to establish private and public partnership, saying that the initiative will further strengthen the foundation of sustainable development and change in a locality. CAMP EVANGELISTA, Cagayan de Oro City – Soldiers of the 4th Infantry “DIAMOND” Division, Philippine Army, have participated in the joint clean-up drive along the coastal areas and underwater of Opol, Misamis Oriental, September 22, this year.

Done in partnership with the Philippine Coast Guard, Philippine Air Force, the Philippine National Police and Xavier University, the activity was in commemoration of the International Coastal Clean-Up Day, which falls every 17th day of September.

It was geared towards giving emphasis and importance, as well as instilling awareness of the value and importance of hav-ing sustainable, clean and safe coastal areas and seas for the future generations.

Assorted non-biodegradable garbage, such as plastics, tin cans, bottles, metals, ropes, tires, food wrappers and fishnets were fished-out by the participants and put into sacks.

Such types of wastes are found to be harmful to living water organisms, and as they accumulate, may destroy sea life.

Certified SCUBA divers from the 4CMOBn, PCG, STEAG, XU, Dive-Special and several private individuals cleaned-up the Opol fish sanctuary. THE NATIONAL GOVERNMENT intends to tap a portion of the additional income from higher “sin” taxes to help pay for the Philippine Health Insurance Corp. (Philhealth) premiums of another 5.6 million marginal families, Cebu Rep. Eduardo Gullas said Sunday.

“Once the ‘sin’ tax reforms are finally passed by Con-gress, some of the extra revenues will be spent to provide Philhealth protection to around 5.6 million households in the informal sector, such as jeepney and tricycle driv-ers, as well as public market and street vendors, among others,” Gullas said.

The 5.6 million families will be on top of the 5.2 mil-lion indigent households already covered by Philhealth under the Department of Social Welfare and Develop-ment’s National Household Targeting System for Poverty Reduction (NHTS-PR), Gullas said.

As to the 5.2 million needy households in the NHTS-PR, Gullas said some P12.6 billion has already been allocated in the proposed 2013 national budget to pay for their Philhealth contributions, which are being shouldered by government.

“Offhand, this is a very sensible and fair strategy -- for government to mobilize some of the additional income from higher ‘sin’ taxes toward achieving universal health care for all Filipinos,” Gullas said.

Meanwhile, Gullas welcomed the growing number of overseas Filipino workers (OFWs) registered by Philhealth.

He stress that Philhealth is duty-bound to enlist as member every Filipino citizen, including OFWs.

“In fairness to Philhealth, it is the National Health Insurance Act of 1995 which requires the compulsory coverage of every Filipino citizen, rich or poor, working here or abroad. Philhealth is merely putting the law into effect,” Gullas pointed out.

The House of Representatives has already approved on third and final reading the “sin” tax reforms, as contained in House Bill 5727. The Senate is now deliberating its own version of the bill.

Based on the House-approved bill, the National Trea-sury stands to collect some P154.56 billion in additional revenues over the next four years from higher taxes on alcohol and tobacco products.

The supplemental income will come from increased taxes on cigarettes; distilled spirits such as whiskey, brandy, rum, gin and vodka; and fermented liquor such as beer lager and ale.

Say Thank You, its National Teachers’ Month

In a message to signal the start of this year's celebra-tion of the National Teachers' Month, DepEd Secretary Br. Armin A. Luistro FSC is promoting one simple yet meaningful gesture to give importance to the role teachers play in guiding families, strengthening communities and building the nation. He wants each one who has ever been a student to say "thank you" to at least one teacher who has made a difference in his or her life whether that teacher is retired or currently teaching. Secretary Luistro also wishes that local TV and radio stations around the country will be able to participate by allowing their respective anchors, hosts and artists to thank their favorite teachers and mentors on air. The country is Celebrating the National Teachers' Month from September 5 up to October 5 this year. It will be recalled that President Benigno S. Aquino III issued Proclamation No. 242 in August last year declaring the same period of every year as National Teachers' Month upon the efforts of the then Teach-ers' Month Campaign Steering Committee composed of Metrobank Foundation, De la Salle Philippines, Philippine Business for Education, Campaigns Social Response, Department of Education, key business and educational institutions. This will culminate in the celebration of World Teachers' Day on October 5, 2012 which will be held in Cagayan de Oro City in Mindanao. Every year since 2010, the various DepEd activities dedicated for the National Teachers' Month and World Teachers' Day celebrations are being steered by Execu-tive Director Joey G. Pelaez of the Center for Students and Co-Curricular Affairs (CSCA). "Expressing our gratitude to our teachers is the most important yet inexpensive way to show our appreciation of our dear teachers," says Executive Director Pelaez. He encourages students to write a letter, send a card, offer a gift or post greetings in their respective Face-book accounts for their teachers. "They can also post messages or pictures of their teachers in the Facebook Page dedicated for the NTM and WTD celebrations which our office created," adds Pelaez. The page has more than 12,500 following nationwide. To support this initiative, Executive. Director Joey G. Pelaez of the Center for Students and Go-Curricular Affairs (CSCA) in-charge of all activities relative to the National Teachers' Month (NTM) and World Teach-ers' Day (WTD) celebrations since 2010, encourages students to write a letter, send a card, offer a gift or post greetings in their respective Facebook accounts for their teachers. They can also post messages or pictures of their teachers in the Facebook Page dedicated for the NTM and WTD celebrations, according to Execu-tive Director Pelaez. The page has more than 12,000 following nationwide. In a separate Memorandum, DepEd rallied all the Supreme Pupil Governments, Supreme Student Governments and other school-based co-curricular clubs or organizations, including the Boy Scouts, Girl Scouts, Parents-Teachers Associations (PTAs), Local Government Units (LGUs), other government agencies, including community, business, socio-civic and church organizations, to support the National Teachers' Month by organizing meaningful, public, creative, festive and memorable celebration for teachers.

Bill okayed establishing Special Education Centers nationwideA HOUSE bill which seeks to establishspecial education (SPED) centers for children with special needs (CSNs) all over the country. has been approved. The measure known as House Bill 6547, Special Edu-cation (SPED) Act of 2012, seeks to institutionalize an adequate and relevant educa-tional program for every CSN through the establishment of SPED Centers and provide vital support mechanisms. Rep. Susa n Yap (2nd District, Tarlac), principal author of the bill, said the SPED Centers shall function as the resource center for the implementation of inclusive education that will accept all kinds of hildren on regular schools. “The establishment of a SPED center in each school division and at least three SPED centers in big school divisions will ensure nation-wide access of the CSNs to basic education through the formal system and other al-ternative delivery services in education and later facilitate

integration with mainstream education,” Yap said. Yap said the Center shall assist, facilitate, and monitor the transfer and admission of qualified children with dis-abilities to post-secondary or tertiary education institutions. “These SPED Centers in regular schools shall ensure that CSN fully develop their abilities, talents, interests and all aspects of their develop-ment to become more respon-sible for their lives and more effective partners in all the affairs of the state,” Yap said. The bill defines children with special needs as those who are gifted or are fast learners and those who are disabled, impaired or andicapped and in need of special education as well as services for reha-bilitation. Under the measure, each SPED center shall have spe-cialized teachers who can handle children and youth with special needs including but not limited to those with visual or hearing impairment, autism, learning disabilities, behavioral problems, multiple

disabilities, mental retarda-tion/handicap and mental giftedness. An assistant principal for each SPED center shall administer and supervise the alternative educational programs, early interven-tion programs, monitoring, supervision, and provision of technical assistance, training and enhancement programs to SPED personnel, referral and placement procedures, and oversee the other components of the special education. Other members of admin-istrative core and placement committee of the PED unit are an educational psychologist or psychometrician, physi-cal therapist, occupational therapist, speech and language therapist/speech correction teacher, and one education supervisor. The measure shal l en-hance the right of teachers and support personnel to professional advancement through adequate remunera-tion, scholarship and training grants and other incentives. The Act also mandates

full continuum of educational services by the Department of Education (DepEd) to those CSN below school age through regular home visits, consulta-tions, day care activities and any other proper medium or program. The measure also provides financial assistance to the economically marginalized but deserving CSN at the elementary and secondary

levels; ensures adequate and free medical assistance and intervention programs for CSN; and grants incentives to private institutions catering to the needs of CSN. The local government units shall be responsible for the provision of CSN-friendly sites and counterpart funds for training and seminars ofparents and teachers in their respective localities.

THOSE who actually par-ticipated in inflicting physi-cal harm during hazing or initiations rites should languish in jail for life, ac-cording to lawmakers. Reps. Rufus Rodriguez (2nd District, Cagayan de Oro City) and Maximo Rodriguez, Jr. (Party-list, Abante Mindanao), authors of House Bill 6468, cited the need to strengthen the Anti-Hazing Law or Repub-lic Act 8049 by providing stiffer penalties and stricter implementation. “Since RA 8049 was en-acted into law to curb the rampant violence during hazings ceremonies by vari-ous fraternities, sororities and organizations. There are still numerous reports of death and injuries in vari-ous parts of the country, the most recent of which was the case of Marvin Reglos,” Rodriguez said. “The law was supposed to penalize those who go too far during initiation rites wherein prospective members or neophytes are made to bear and suffer extreme pain thru physical violence,” Rodriguez said. “This only shows that there is need to strengthen the law by providing stiffer penalties and stricter imple-mentation,” he added. Under the bill, any of-ficers or members of the fraternity, sorority or or-ganization who actually participated in the infliction of physical harm in a hazing or in other forms of initia-tion rites shall be liable as principals and shall suffer the penalty of reclusion perpetua. Furthermore: “The re-sponsible officials of the school or of the police, military or citizen’s army training organization may impose the appropriate administrative sanctions on the person or persons charged under this provision even before their convic-tion.” Likewise, “the owner of the place where hazing is conducted shall be liable as an accomplice, when he has knowledge of the hazing conducted therein but failed to take any action to prevent the same from occurring.

Life imprisonment sought for principals in hazing

If the hazing is held in the home of one of the officers or members of the fraternity, group, or organization, the parents shall be held liable as principals when they have actual knowledge of the

hazing conducted therein but failed to take any action to prevent the same from occurring.” Under the present law, the officers, former officers, or alumni of the organi-zation, group, fraternity or sorority who actually planned the hazing although not present when the acts constituting the hazing were committed shall be liable as principals. A fraternity or soror-ity’s adviser who is present when the acts constituting the hazing were committed

and failed to take action to prevent the same from occurring shall be liable as principal. Yes, provided that the amount of interest collected in advance does not exceed the equivalent for the agreed maturity period of the loan. For loans with maturities of more than one (1) year, advance interest shall not exceed the interest equiva-lent for one (1) year.

**Besides interest, what other charges or fees can a pawnshop/pawnbroker collect on its pledged loan transactions?

In addition to interest, a pawnshop can collect service charges equivalent to 1% of the principal loan but in no case exceeding five pesos (P5.00).

**Can a pawnshop col-lect 2% liquidated damages on overdue loans (loans unsettled despite the lapse of the 90-day grace period)?

Yes, provided there is a stipulation to that effect printed at the back of its pawn tickets, duly approved by Bangko Sentral.

**If the pawnshop fails to notify a pawner within the 90-day grace period and sells the pawn in a public auction, can it be held li-able for the disposition of the pawn?

But despite this law, many are vehemently against the privatization of the Agus-Pulangi hydropower complexes citing negative impact on electricity prices in Mindanao. Privatization opponents also raised the specter of monopoly after these plants’ privatization.

Instead of privatizing these assets, privatization opponents urged the Aquino administration to rehabili-tate them.

Mindanawon Senator Aquilino “Koko” Pimen-tel III even urged for an amendment if not outright scrapping of the Epira since it has not benefited the people since its approval.

Pimentel said the Min-danao power crisis is arti-ficially designed to make Mindanawons capitulate to the national government’s desire to privatize the Agus-Pulangi hydropower com-plexes.

But with NEDA’s recom-mendation to Malacanang, Mindanawons fear the worst, especially since President Aquino has repeatedly called for understanding on why he is for privatization of these power plants.

Aside from privatiza-tion of the Agus-Pulangi plants, the NEDA also rec-ommended to Aquino to compel the National Power Corporation-Power Sector Assets and Liabilities Man-agement Corp. (PSALM) to purchase power directly from the private producers to come up with a blended rate with hydropower.

However, NEDA said instead of reverting back to a monopoly, the distribu-tion utilities should enter into bilateral contracts with generation companies sub-ject to the limits prescribed under Rule 11, Section 5 of the Epira.

It also recommended the privatization and transfer of power barges (PBs) provided that the private sector agrees to rehabilitate and transfer the PBs and the consumers agree on higher power rates.

NEDA also recommend-ed the Leyte-Mindanao Interconnection Project (LMIP), which many are

opposing for fear that high power cost in Luzon will only be transferred to the Visayas and Mindanao.

According to Rene K. Burdeos, DILG-10 regional director, the BPLS workshop is part of the continuing process to encourage LGUs to adopt the computerized BPLS and make business transactions easier by the constituents. He reported that competitiveness rating in the country has improved since the introduction of these reforms.

Twenty-two LGUs in the region were already enrolled under the said program since 2010.

“Orcollo’s win solidifies the Filipino’s dominance over billiards. For years, more and more Filipinos are getting international fame in this sport and like boxing, people are seeing billiards as the Filipino’s game,” Villar said.

Villar authored Pro-posed Senate Resolution No. 875 commending Or-collo for beating Chinese-Taipei’s Lu Hui Chan with an 11-9 score.

US district judge orders Mayweather to pay

legal fees to PacquiaoA UNITED STATES DISTRICT COURT JUDGE has ordered unbeaten boxing champ Floyd Mayweather Jr. to pay Filipino boxing star Manny Pacquiao for his failure to comply with a court order to appear in the District Court of Nevada last year.

In the court decision (posted online at Deadspin), Pacquiao and his legal team will receive a total of $114,292.60.

“The clerk of court shall enter an award of attor-ney’s fees in favor of plaintiff Emmanuel Pacquiao and against defendant Floyd Mayweather, Jr. in the amount of $113,518.50.The clerk of court shall also enter an award of costs in favor of plaintiff Emmanuel Pacquiao and against defendant Floyd Mayweather, Jr. in the amount of $774.10,” Judge Larry R. bers of the Tambog Villanon Clan (Tamvilca), averred that they were part, as claim-ants, of the Certificate of Ancestral Domain Claim (CADC) 135, but they were not given their share when awarded to the Quezon Manobo Tribes Association (Quemtras) in 1998.

As a result, the group is now claiming more than 1,000 hectares of Rancho Montalvan Inc. (RMI) in Barangay San Jose, and has assumed possession of the ranch after the lease of the land to the management of Rancho Montalvan expired in 2009.

Last Thursday, more than 200 families of Tam-vilca were about to enter and take possession of the ranch illegally.

But the violent incident was averted after an emis-sary from the mayor’s office asked the tribesmen to delay their intention to occupy the land after they have talked to the mayor who was in Manila on an offi-cial business at press time. Then the tribal members of Tamvilca instead marched to the municipal hall and held a lightning rally there and vowed not to leave the premises until the mayor resolve the issue.

“We are a peaceful and law abiding people, but we are being pushed to the limit that we have decided and opt to take extra legal action and would occupy the land, our ancestral land, because the NCIP has not acted in our behalf as legitimate claim-ants,” said Datu Midsambay Martiliano Lloren Jr. in the dialect.

The Tamvilca alleged that the NCIP and the tribal leaders of Quemtras are conniving with the RMI management for the renewal of the lease contract of the ranch despite that the De-partment of Environment and Natural Resources has already turned down the application of RMI.

Tamvilca alleged that even a local NCIP official in Bukidnon tried to make them believe and falsified documents showing them the RMI lease contract has been renewed so that they will not pursue their claim on the ranch.

Tamvilca filed a case against the NCIP official and is now pending with the Ombudsman.

“We also want for the NCIP to be held answerable why the leaders of Quemtras were allowed to use their ancestral land awarded to them being rented by sug-arcane planters when such practice is a violation of the Indigenous Peoples Rights Act.” Lloren said.

Government consump-tion grew 24% from a 15.8% contraction in the same pe-riod last year while public investment grew 62.2% from a 37.9% contraction.

In contrast, household consumption only grew mar-ginally faster to 6.6% from 5.9% last year while private investment actually shrank by 9.9% from 23% growth last year––indicating that the private sector did not seem to share the administration’s optimism in the first quarter.

Overall investment actu-ally contracted 23.5% from 36.1% growth in the first quarter of last year.

The most important sec-tors of the economy actu-ally slowed substantially in the first quarter from last year. Growth of agriculture dropped from 4.4% last year to just 1% and of industry from 7.3% to just 4.9 percent.

Yet these are the sectors that are supposed to create the most jobs, have the great-est productivity and be the main drivers of economic growth.

Consequently the coun-try’s jobs crisis remains despite supposedly sound fundamentals. According to IBON estimates on National Statistics Office (NSO) data, the total number of unem-ployed and underemployed Filipinos has increased by 780,000 in the last two years, from 10.9 million in April 2010 to 11.7 million in April 2012––consisting of 4.4 mil-lion unemployed and 7.3 million underemployed.

At the Asian Correspon-dent, the piece was titled “Stolen car dealer finds refuge in Pacman mansion,” while MindaNews titled it “Dealer of stolen cars last seen in Pacman mansion.

“The suit comes on the heels of a view released by the UN Human Rights Committee finding that criminal libel in the Philip-pines violates its obligations to protect free expression under Article 19 of the International Covenant of Civil and Political Rights (ICCPR), to which it is a signatory,” said Bagares said in an earlier statement.

“It would do well for Pacquiao in his job as a legislator to support calls for the decriminalization of libel in the country by recalling the suit he filed

While the unemployment rate over the same period fell from 11.4% to 10.3% this was more than offset by rising underemployment which rose from 17.8% to 19.3 percent. These trends remain even if official NSO data that underreports un-employment is used.

Over one million jobs were supposedly created in April 2012 from the year before but these consisted of 2.5 million additional part-time workers and a large 1.6 million drop in full-time workers.

Merely part-time work now accounts for 43% of jobs in the economy, or 16.2 million out of 37.8 million employed. All these indicate that the quality of jobs being generated is deteriorating.

Wages remain too low for decent living. Despite the recent staggered Php30 wage hike in NCR, the mandated minimum wage of Php446 in May 2012 is just 44% of the Php1,017 family living wage (FLW). Th is wage gap is even greater than a decade ago, in May 2002, when the minimum wage was 53% of the FLW.

As it is the real wage of wages that workers actu-ally received was virtually

unchanged between July 2010 (Php308) and July 2011 (Php307, taking infl ation into account).

Th e administration has categorically dismissed jus-tifi able calls for an across-the-board Php125 wage hike.

In terms of land distribu-tion, the Aquino administra-tion has the weakest among any post-Marcos govern-ments––with the Depart-ment of Agrarian Reform (DAR) and Department of Environment and Natural Resources (DENR) distribut-ing an average of just 13,819 hectares per month over the July 2010-September 2011 period.

This is just one-third of the 38,229 hectare per month average under former president Ramos, with the highest land distribution accomplishment, and even less than the 17,311 hectare per month average under former president Arroyo.

At the current rate of DAR land distribution the Aquino administration is already over five-and-a-half years behind schedule with its June 2014 target under the extended agrarian reform program CARPer.

Even the flagship dole-

out conditional cash transfer (CCT) program, the Pan-tawid Pamilyang Pilipino Program (4Ps), is due to peak in 2013-2014 with the number of beneficiaries de-clining rapidly afterwards.

Around two million ben-eficiaries graduating from the program next year will have to confront the still poor prospects for jobs and incomes in the economy.

In contrast the wealth of an elite few and corpo-rate profits have continued to soar. Amid poverty and economic underdevelopment the collective wealth of the 40 richest Filipinos more than doubled and grew by US$24.6 billion (108%) from US$22.8 billion reported in 2010 to US$47.4 billion in 2012. For comparison, US$47.4 billion is equivalent to over one-fifth (21%) of GDP last year.

The perception of eco-nomic progress is just that and little more. The admin-istration’s governance reform agenda has unfortunately not included an economic reform agenda of building an economy biased for directly improving the lives of the majority of Filipinos. ibon features

A NEW political entity that would replace the Au-tonomous Region in Muslim Mindanao (ARMM) as contained in the April 2012 GPH-MILF Decision Points on Principles wrapped up the 29th exploratory talks between the Government of Republic of the Philip-pines and the Moro Islamic Liberation Front (MILF) in Kuala Lumpur, Malaysia on Wednesday.

No details were available of the plan. However, both parties agreed to continue discussions on power-sharing and other related matters, and agreed to meet again in August 2012.

They (GPH and MILF) expressed appreciation to stakeholders working to facilitate the continued dialogue to hammer a lasting peace agreement in Mindanao.

Chief Insp. Kenneth Bali-sang, Lamitan City police chief, identified the arrest-ed Abu Sayyaf member as Hadjer Arasani alias Injing and Jilking, who is facing kidnapping with serious illegal detention charges.

Balisang said Arasani was arrested around 2:45 a.m. Wednesday in Barangay Tandung Ahas, Lamitan City, Basilan province on the strength of a warrant of arrest for kidnapping and serious illegal detention.

The presence of Arasani in Barangay Tandung Ahas was discovered through intensified intelligence op-erations, Balisang said.

He said that Arasani was involved in the kidnapping of six members of the Jeho-vah’s Witnesses in August of 2002 in Patikul, Sulu.

The victims - four fe-males and two males - were on a door-to-door sale of comestic products when the bandits seized them.

The two male victims were found dead a day after. They were beheaded.

The rest of the hostages were rescued after weeks of military operations against the Abu Sayyaf in the prov-ince of Sulu.

Arasani was also in-volved in a clash when the police forces raided a drug den in Barangay Recodo, 15 kilometers west of this city, Balisang said.

DIPOLOG City––The recent Consumers Assembly here has elicited common sentiments among drugstore owners in granting 20 percent discount on medicines to senior citizens.

President Evelyn Atillo of the Dipolog Pharmacists Association (DPA) said “the law covering this must be reviewed, as it has adversely affected the small drugstores.”

She said, their mark-up price on drugs is only three percent, “so, if a senior citizen buys medicines worth P2,000, he/she would have a discount amounting to P400 as provided for by law. Now, the profit from the P2,000 worth of drugs is only P60. What will happen to our capital?”

This, she lamented, is the reason why even the drug-stores operated by certain groups of senior citizens have closed shop.

NEW CORELLA, Davao del Norte––The village chief of Barangay del Pilar , this municipality extended its gratitude to the World Bank-funded Mindanao Rural Development Pro-gram (MRDP) for financ-ing the rehabilitation of a crucial road network in his village.

Barangay Captain Jacin-to Maniwang said the newly rehabilitated 4.838-kilo-meter road now provides a vital link of his rural community to the market, to improved services and to wider participation in building a better society.

The road, which has

Department of Agri-culture-XI OIC Regional Director Constancio Magh-anoy bared the province stands to gain another P400 million worth of infra-structure projects when

the World Bank approves the additional $200 mil-lion loan financing for the MRDP- 2.

Merry Child School tops in NAT, sports

As a result, Merry Child School ranked

No. 1 among the dozens of private schools that took the annual exam given to gradu-ating elementary pupils, said School Administrator Kim Salcedo.

Of the 62 private schools, Merry Child School garnered a total score of 76.68 percent. The examination is designed to determine the students’ academic strengths and weaknesses though the five key-major subjects: Mathematics, Science, English, Filipino, HeKaSi (Heograpiya, Kasaysayan at Sibika) in elementary and Araling Panlipunan in high school, the education department said.

It added: “Ratings obtained from NAT for Grade VI and Fourth Year serves also as a tool to measure the school’s competency

and effectiveness as well as the students’ aptitude and mastery towards the basic learning areas.”

Given last March 2012, the graduating pupils who took the annual exam were under the tutelage of Mr. Agripino Andres with the assistance of School Principal Maria Isabel Salcedo.

Apart from academic excellence, pupils from Merry Child School are actively par-ticipating in various sports competitions be it in the regional or Mindanao-wide level.

Bemedalled Kenneth Mark B. Porras and Michael B. Porras shined in various Taekwondo tournaments. They were both gold medalists during the Regional Tae-kwondo Tournament held at SM Mall in

Cagayan de Oro on March 14, 2012 and the recent Mindanao Taekwondo held at Limketkai Center, also in Cagayan de Oro City.
