Greetings to our members! Ifeel like I just wrote a columnintroducing the beginning of thetournament season…and here weare end of October with the 2014season in the books. It has beenanother fantastic golf season ofMAGA Championships, USGAQualifying Rounds and the Amateur Series.

As we head to the winter months, I get asked a lot “Whatdo you do when the tournaments are finished?” Quitesimply, tournament season really never ends. Before the2014 season was complete I had already began working onthe 2015 calendar and securing sites. I am pretty excited tosay that the 2015 tournament calendar is about 90%complete with another fantastic slate of event and venues fornext year. The highlight of 2015 will no doubt be the 25thMetropolitan Amateur Championship at Boone Valley GolfClub.

I want to take a second to recognize our course ratingteam, led by Ron Rhoades and Jayne Watson. Ron and Jaynehave really worked together the last two seasons in gettingour member clubs course and slope ratings up-to-date andcurrent for the USGA. We have rated more courses in thelast two seasons than in the 8-10 years previous combined. It has been a tall order and I cannot thank these two enoughfor the leadership they have taken in this endeavor, and tothe numerous other volunteers that have dedicated a lot oftime into the ratings as well.

Thank you for taking the time to read through TheMetropolitan, it has been a pleasure bringing the news ofMAGA to you in this format. Have a great holiday season asthe next issue (November/December) will be a year endreview for 2014.

As always, feel free to reach out to me at [email protected].

Playing From a Lateral Water Hazard

We've all been there. Should I try playing my ballas it lies in a water hazard, or would it be wiser just totake a one stroke penalty and safely exit under Rule 26-1 (Relief for Ball in Water Hazard)? It depends onmany factors, but caution is advised. Here's an inter-esting Rule situation that occurred during a tourna-ment.

A player's approach shot bounces left of the puttinggreen down a small bank into a heavily wooded areamarked as a lateral water hazard. An official, who wit-nessed the shot, walks into the area with the player tosearch for the ball. It is found resting on top of a thickbed of dead leaves. The player has an open shot to thehole; however, directly behind the ball lays a 1/2-in di-ameter stick and immediately behind the stick lays a 3-in diameter limb, both of which are flat on the groundand perpendicular to the line of play. The player in-quires as to his options. He is advised that the ball isin a lateral water hazard, so he may play the ball as itlies or take relief under a Rule 26-1 option (one strokepenalty). The player decides to play the ball. In lightof the situation, he is reminded not to ground his club, move loose impediments, including not touching ei-ther the stick or limb on his backswing. The playerretrieves a club, returns, and starts to take his stance. As he places his right foot, the stick behind his ballpops up about 4-5 inches but the ball does not move. The player freezes with the stick elevated and station-ary, looks over his shoulder to the official standingnearby and exclaims "Now what?"

The official, also taken aback, advises the player thathe thinks a two-stroke penalty was incurred, but togently return the stick to its place by slowly lifting hisfoot. The stick returns to its original position behindthe ball. The ball does not move. The player proceedsto hit the ball out of the hazard. The official tells theplayer that he will check regarding any penalty. What's the ruling?

This was a unique Rule situation. Note that theplayer was not given a ruling on the spot. As often

RULES OF GOLF CORNERhappens, consultation with other officials was nec-

essary to clarify matters, after which the ruling was ex-plained to the player and his marker a few holes later. The Committee ruled there was no penalty on thebasis of Decisions 13-4/13 and 13-4/13.5. They de-termined there was no improvement in the lie of theball or area of intended stance or swing as a result ofa loose impediment being accidentally moved and re-turned to its place; further, the player's ball did notmove.

However, if either or both the lie of the ball or thearea of intended stance or swing were determined tohave been improved, the player would have incurreda two-stroke penalty under Rule 13-4 (Prohibited Ac-tions in Hazard). In hindsight, which is almost alwaysperfect, the area of intended swing was not improvedbut worsened, as the player could not make a back-swing without hitting the stick. Therefore, at thatpoint, there was no penalty (i.e., no improvement). Ifan official had not been present, the player would havehad three choices: 1) try hitting through the stick inits elevated position to hit the ball, 2) proceed undera 26-1 option, or 3) lowering the stick, thus improvingthe area of intended swing, and incurring a two strokepenalty.

How did the official’s guidance regarding loweringthe stick impact the ruling? The player asked an of-ficial for guidance and precisely followed that guid-ance. He lowered the stick from a worsened position(elevated 4 inches above and slightly behind ball) toan improved position (original position). The playershould not be penalized for this “improvement” be-cause he acted on the official’s guidance. After thestick was at rest, the player was on his own again.

Lessons learned: 1) be extremely careful when en-tering and playing a ball from a hazard, 2) especiallywatch out for the actions of your feet in a hazard nearthe ball, 3) both players and officials are well advisedto ask for help in doubtful situations, and 4) not allruling situations are straightforward (i.e., sometimesmany aspects to consider).

Did You Know...In 2015, the Metropolitan Amateur Golf Association will mark its 25th year sponsoring a competition. Be-

ginning with the Men’s championship in 1991, the Ladies first competed for a title in 1993, the same year asthe Senior event began. The Invitational Matches first took place in 1996, with the Junior beginning in 2000and the East Side in 2004 and the Open in 2006. What is remarkable has been the staying power of many of the MAGA’s champions who have won not just

multiple titles, but, at least on the Men’s portion, won these in multiple events. The leading title holders are:

ST. LOUIS GOLF HISTORY - 1981 US MID-AMATEURWhen the USGA began thinking about starting a tournament for the career amateur - those over age 25 - they

sought out the two-time Walker Cup player Jim Holtgrieve for his input. He immediately felt it was a terrific idea.Looking for an outstanding course for the inaugural championship, Jim spoke with Bellerive members Tim Crowleyand Bob Mason; both supported the concept and convinced Bellerive to become the host club. The championship drew over 1,600 entries and included three former U.S. Amateur champions and a number of

former Walker Cup players as well. With a strong field, players such as Jay Sigel, Bob Lewis Jr., Fred Ridley, MarvinGiles and others were the immediate favorites.St. Louisans in the field included: Bill Bahn, Ron Brewer, Roger Null, Bob Mason, Robert Trittler and Jim

Holtgrieve, who was low area qualifier at 146, one off the low medal score. Bahn, Null, Mason and Holtgrieve eachqualified for match play, with Mason and Holtgrieve winning first round matches. When Mason lost in round two,it was left to Holtgrieve to uphold the area’s honor. He won is third round match 6&5 and then downed KentFrandsen in the quarterfinals 4&3. He won his semifinal match over Robert Housen by the same score while BobLewis took care of Gordon Brewer 5&4 in the other semifinal. It would be two former Walker Cup players - Holtgrieve, 33, and Lewis, 37, - to battle for the title. With Tom

O’Toole on his bag, Holtgrieve began his march to victory. Both started strong with birdies to keep the match eventhrough 8. Jim bogeyed nine to go 1-down, while being even par for the round. On the 13th Jim two putted whileBob three-putted from the same distance. Then on the 15th they both hit poor shots and bogeys halved the hole.On 16, Jim made a great two-putt from 50-feet while Lewis three-putted again. Going into 18 1-up, all Jim neededwas a halve for the win. Lewis made his par, forcing Jim to step up to the plate. Jim rolled his birdie putt - a littlehard he thought - but it caught the right edge of the hole and dived in for a 2-up win. Jim had his National Titleand we had a new local champion.
