The logo of our NGO is composed of two elements: the arrow andthe word “RESCATE”:

• The arrow symbolizes “The Circle of Return”, a metaphor that describes the situations where refugees are involved: flight, stay in the country of transit, resettlement, shelter, return to country of origin. A “circle” in motion, always changing, unexpected.

• The word “RESCATE“ describes the mandate of the association: torescue refugees. The word is placed under the arrow, to indicate that our NGO wants to be the place where refugees findsupport during their transit through the “circle of return“.

Dear friends,

This Activity Report summarizes the work carried out by the volunteer staff hired by NGO RESCATE in 2010, aswell as the support received in our national and international projects by the public and private financiers.

In 2010, our projects went on with the ascendent line of continuous improvement started in the last years byour NGO. This can be seen by the maintenance of the accreditation as Development NGO named by the SpanishAgency for International Development Cooperation (AECID), in august 2010, after the revision process.

In the international area, the actions of peace building and protection Agreement for disabled persons inBosnia and Herzegovina, and in Kosovo were finished in the year 2010. And in Albania, we continue oursupporting work in the education system and in the prevention of child trafficking.

In Africa, we go on working in Ethiopia, D.R. of Congo and Angola. And we highlight the beginning of afour year Agreement in Angola with the aim of promoting the economical growth of several districts in theprovince of Bié, encouraging the association and the strength of the municipal and provincial institutions.

In Asia, we finished the scholar system recovery project in Afganistan. And in Middle East, the actions en-visaged in the Integral Support Agreement directed to local and refugee women from the Palestinian Ter-ritories and Iraq located in Syria and Jordan have progressed.

Finally, in Colombia, the American country where we work, in the Department of Cauca, we continue creatingand strengthening the basic services and employing the most vulnerable population in the domestic conflict. 

In the national area, we remark the Social Action programs which support the integration process in theSpanish society of our attention group, including the familiar regrouping and voluntary return to theirorigin countries. Furthermore, together with other entities we organized the “Europe and the Asylum” Sem-inars in Seville, Valencia, Barcelona and Madrid.

Relating to Awareness and Education for Development we underline the great acceptance of the far reachingcampaign against trafficking in persons with the intention of sexual exploitation (as a Human Rightsviolation). This campaign took place principally in Castilla-La Mancha and the Valencian Community; we un-derline too the campaigns to aware and inform about the value of the Diversity and the Right to Water.

Lately, in the Communication and the Own Fundraising area we have been working to favor the maintenanceand growth of the social basis of this entity, the visibility and the cohesion image by, among other actions,promoting our social network presence. Furthermore, in 2010 an improving phase was consolidated by creatinga strategy that enable us to save resources and to announce our message to the society strongly and clearly.This has been possible thanks to the coordination with the Aware and Educations for Development area.

• 1933. Albert Einstein establishes a support net-

work for europeans seeking to escape the nazi

regime. This marks the birth of the International

Rescue Committee (IRC).

• 1960. IRC opens an office in Spain: IRC-Spain.

This office is initially dedicated to the resettlement

of refugees to the United States, Canada and Aus-

tralia, for refugees who came to our country.

• 1980. IRC-Spain collaborates with UNHCR as an

implementing agency for projects. This partnership

continues until december 1995.

• 1985. Thanks to the first spanish Asylum Act

(1984), IRC-Spain begins to provide legal counsel-ing to asylum seekers in Spain, and also begins to

work in the areas of family reunification andreturn.

• 1992. IRC-Spain reconstitutes itself as a legallyautonomous, spanish NGO, giving birth to the cur-

rent organization. The entity continues with its

work in legal counseling, and begin integrationprograms for asylum seekers and refugees.

• 1996. RESCATE launches an International Pro-grams which operates in the areas of relief, reha-bilitation and development, supporting popula-

tions and communities affected by conflicts and

natural disasters.

• 2002. RESCATE is declared an Association of PublicUtility.

• 2005. RESCATE fulfils all the principles of Trans-parency and Good Practices set out by the Fun-dación Lealtad.

• 2007. RESCATE obtained the status of qualifiedNGO by the AECID, necessary to sign Cooperation

Agreements with the Agency.

• 2008. RESCATE changes its previous name “Comité

Internacional de Rescate España - RESCATE” to the

current name: NGO RESCATE International.• 2009. RESCATE obtains the Development Coop-eration Award of the Foundation José Entre-canales Ibarra.

• 2010. RESCATE receives a “Ciudadanos” Award for

its work in the Balkans.

The association is formed by 184 members, of which42 are donor members. The Board of Directors con-sists of the following members, elected by a GeneralAsammbly:

Who we are?NGO RESCATE International is a spanish association, non political and secular,that works since 1960 on behalf of refugees and displaced people, taking specialattention to the most vulnerable, children and women.

HistoryRESCATE began its activity in 1960, in Madrid, as the delegation of the northamerican organization IRC in Spain. After 50 years in operation, RESCATE hasevolved to adapt the changes.

Our vision is:

To cooperate for the rebuilding and strengtheningof developing countries where groups of displacedpeople and refugees live, that together with localpopulation will need protection and help forattending its needs.

To keep the attention over displaced people andrefugees during the whole process of internal dis-placement and / or exit and possible resettlementin another country, until they fit in or decide toreturn to their origin countries where conditionsfor their integration and security are possible.

To aware and raise consciousness to the societyabout national and international work, essentialactivity for granting the sustainability of workingresults.

The basic values for our work are: solidarity,responsibility, respect, dignity, equality, justiceand peace promotion.

To carry out this mission, NGO RESCATE rely on aprofessional managing team (employed personnel)that nowadays develops three action lines or proj-ects:

1 Social Action or Direct Attention for personsdemanding International Protection or thathave already obtained such protection inSpain.

2 International Cooperation in countries thatsuffer and/or have suffered wars and/or with

refugees and displaced population, and/oraffected by conflicts.

3 Awareness and Education for Developmentfor the Spanish society.

The Social Action Department carries out differentactions nationally by implementing Direct AttentionPrograms for the addressed group: persons in needof international protection, applicants and/or ben-eficiaries of international protection and immigrants.

Social Action is constituted by two differentAreas: the Legal and the Psychological one. Themultidisciplinary expert team is integrated by pro-fessionals in: Law, Social Work and Education, andPsychology.

The principles on which our work is based are:

Human Rights, psychosocial and gender perspec-tive. 

During 2010 the department attended 400 people. 

Furthermore, the expert team participates activelyin different European and National working groups,also they prepare materials related to asylum, theyattend different events and acts, they give seminars,they coordinate with the different social agents, etc. 

Likewise, we count on the indispensable collabo-ration of the volunteer staff who supports thedepartmental work.

1 VOLUNTARY RETURN FOR FOREIGN PERSONS IN VULNERABLE SITUATION: Premise of these projects isthat the person obtains all the information regarding the decision to return, the alternatives to it and thesituation in his origin country in order to avoid rushed decisions.

The Department of International Cooperationcarries out projects in countries that have sufferedor are suffering conflicts or natural disasters andthat have refugee or displaced populations or vic-tims of conflicts in general, giving special atten-tion to the most vulnerable: women, children andminority groups such as indigenous peoples or thecommunities in Latin America originating fromAfrica.

The Department comprises a team of professio-nals in Spain and also one of expatriates whichoperates on the ground together with our localsupporters (counterparts). During 2010, RESCA-TE worked in nine countries in Europe, Africa,Latin America and Asia, benefitting more than900,000 people.

In 2010, we have continued our work in thefour Agreements af f iliated to the SpanishAgency of International Cooperation, that isfor the Development (AECID) project in Colom-bia with Afro-descendant populations; in Syriaand Jordan with Palestinian and Iraqi womenrefugees and also locals; in Ethiopia the agro-pastoral Somali communities and in Bosnia andHerzegovina and Kosovo with disabled people.Above all, we have started to implement amulti-year Agreement in Angola, agreed byAECID in the 2010 call.

Additionally, 25 projects have been carried outinvolving Development Cooperation, Emergencyand Humanitarian Aid with particular emphasis ofphysical, social and economic reconstruction incountries in post-conflict situations covering basic

needs of the civilian populations such as access todrinking water, education, health, meaningful worketc.

Thanks to these projects, the reintegration oradaptation of refugee or displaced populations,or simply local populations whose way of life havebeen affected by some conflict, to the newly cre-ated situations brought about by a military inci-dent or natural disaster, have been achieved.

ANGOLA. RESCATE is still present in the province of Bié, one of the most heavilypunished zones through 30 years of armed conflict. During 2010, the presence ofRESCATE has grown in this zone thanks to the establishment of a Agreement financedby AECID for a 4 year period, for the support and encouragement of economic growthin the districts of Cuemba and Nharea (Bié). This will strengthen inclusive, fair andsustainable growth within the environment, promoting the socio-economic collab-orative culture and strengthening municipal and provincial institutions.

ETHIOPIA. In 2010, we have continued our projects about food importancein the regions of Somalia, Oromia and Sudan. In various districts of Somalia, aque-ducts for human and animal use and water storage depots have been constructedas have nurseries for the creation of community woods containing ornamentaland fruit trees that avoid erosion and guarantee food security respectively.

Also, thanks to the José Entrecanales Ibarra Foundation, 13,000 people and theirlivestock from Boke (Oromia) already have a water channel system for the supply and use of water.

D.R. OF CONGO. RESCATE continues working in North Kivu and in SouthKivu, two of the most persecuted zones due to the war. Through projects enablingaccess to drinking water and basic sanitation, health (with primary attention toHIV) and education (literacy, training of teachers, and construction of schools),civilian access to the most basic social services has been ensured. In 2010, wehave started the reconstruction of Jomba hospital which is attended by 95,000people, particularly pregnant women. This project also involves health educationrelating to HIV/AIDS.

COLOMBIA. RESCATE focuses its work in the Department of Cauca, one ofthe zones most affected by the armed conflict and where the population is char-acterized by its ethnic variety with many indigenous and afro-originating com-munities.

The fundamental problem in this region is the lack of basic services and employ-ment; accordingly, RESCATE’s projects are based on removing these deficiencies

through the promotion of food security, training, job generation and improving sanitation infrastructurein order to strengthen society alongside respecting and protecting human rights and economic, social andcultural aspects.

During 2010 an industrial cocoa and chocolate operation has been set up in Guachené and Villarrica, whichis unique in its social character in South West Colombia and that directly benefits 220 families and indirectlyas many as 1,200 families. It has a production capacity for chocolate of 505 kg/day and a cocoa processing(into powder) operation of 2,400 kg/day.

AFGHANISTAN. During 2010, we have completed our project for the recov-ery of the school system through the re-establishment of the infrastructure andteacher training in Magzar, District of Zare (north of the country) together withour counterparts People in Need.The situation in Afghanistan continues to be very unstable and the level of illiteracyis very high. Above all, the lack of educational infrastructure is evidence with 75%of educational buildings destroyed as a result of decades of conflict.

MIDDLE EAST. We have implemented previously agreed activities withinthe Agreement financed through AECID in order to provide basic needs for themost vulnerable women refugees of the Palestinian Territories and Iraq. This Agree-ment has a planned duration of 4 years.

SYRIA. During 2010, the building destined to become the Centre of Support forWomen in the Camp of Neirab, where 19,000 palestinian refugees live, has been

reconstructed. Once operating fully, this centre will provide services to 1,850 beneficiaries. Additionally,the Company Development Centre of Afrín, in the rural zone of Alepo, is already operational.

JORDAN. In this period, the Focus on Women Centre in the suburb of Hashmi, of the most deprived areasof East Amman, has already opened its doors and is growing thanks to an initiative of the Valencianautonomous government. The centre has begun to deliver courses on professional training for vulnerablewomen such as avoiding unemployment and prevention of violence. Thousands of iraqi and palestinianrefugees and under-resourced jordanian civilians are concentrated in the suburb of Hashmi.

During 2010 the Yayous Clinic has opened its doors for business and provides health advice for women inthe suburb. Also, the project in Almazara de Kufranjah (district of Ajloun) for the manufacture of olive oiland the use of discarded parts of the olives such as in alternative energy generation.

BOSNIA-HERZEGOVINA. In 2010, our projects have continued topromote the necessary conditions to achieve a stable, peaceful and multi-ethnic society in this country which played a leading role in the last great Euro-pean war. In BiH, RESCATE holds an off ice in the city of Mostar in which 5people work.

Building peace and protection of the disabled: as a result of the war, the increasein children and adults with physical and psychological scars due to the conflict has been clear to see, andthis comes on top of the population disabled from birth or as a result of an accident or illness. In this contextand with the support of AECID and the Ministry of Bosnian Health, RESCATE has continued the building ofa new day centre and inter-ethnic residence for 365 people in Stolac (BiH).

KOSOVO.Within the framework of the Agreement that RESCATE has developedin the Balkans with AECID, we have worked in Kosovo with the purpose of treatingchildren and adolescents with special needs in order to guarantee their right toan education. A playroom has been constructed that now provides assistance tochildren of ethnicities represented in the region.

In a peaceful environment, the playroom offers a great variety of services fromtreating children with learning disabilities to human rights promotion activities, parenting training and thetraining of social workers.

ALBANIA. In 2010, RESCATE has continued its work in Shkodra, one of themost deprived regions in Albania with the end goal of supporting the educationsystem to prevent the human trafficking of minors which is one of the major prob-lems of the region.

Moreover, we have carried out repair works in various colleges damaged by floodingwhich affected the district of Shkodra in 2010. Also training courses have been

delivered to teaching staff and district education authorities and awareness campaigns against the tradein children have been held in the colleges of Bushat, Dajc and Veljpoje.

Since the year 1998, RESCATE have been workingin the Balkans to achieve a stable, peaceful andmultiethnic society by the reconstruction andrefurbishment of houses, public buildings and bythe support given to the civil society.

To commemorate the work done, around 50 inter-national cooperation projects, an act with thetitle “Reconstructing lifes. 12 years in the Balka-ns”, was organized in the Madrid Press Associa-tion, on October 7, 2010. More than 60 personsattended the same.

The act started with the broadcasting of the docu-mentary “Reconstructing lifes”, done by RESCATEand the Croque productions, which provided the set-ting for the later Round Table in which the Bosnia-Herzegovinian  Ambassador in España, Mrs. ZeljanaZovko; the expert professor in Balkans, Javier San-tamarta; the writer and journalist in El País, RamónLobo, and the RESCATE projects coordinator in theBalkans, Fernando Mazarro took part. 

During the act, it was remembered that the last big

war this region suffered, the so called “War ofBosnia”, killed 280.000 people, forced the displace-ment of more than two million people and destroyedthe great part of the Bosnian cultural heritage.

We also recalled how RESCATE worked not only inthe reconstruction of the infrastructures andhouses but also in the reconstruction of “spe-cific lifes”, like those of the most vulnerable ones,the handicapped children and the handicapped bythe war.

In the las two years, RESCATE built two AssistanceCentres (one for adults in Bosnia-Herzegovina andanother one, a playroom in Kosovo) with theobjective of supporting the assistance right forhandicapped population, under an Agreement withSpanish Agency for International DevelopmentCooperation (AECID). 

Furthermore, in 2010, RESCATE received one of the“Citizen awards” (“Premios Ciudadanos”) thanksto the work carried out by constructing peace inthe Balkans.

The External Relations Department develops theAwareness and Education for Development projectsand reports on the general activity of the entity,in order to raise awareness in spanish societyabout the reality of the refugees and displacedpersons, with the objective of being conscious andget engaged in favor of this group by supportingRESCATE’s projects.

External Relations is divided into two areas: Awa-reness and Education for Development Area andCommunication Department and Own CapitalRaising Area. In these tasks, they are involvedboth volunteer and employed staff in the threeoffices of RESCATE in Spain: Madrid (headquar-ters), Valencia and Talavera de la Reina (Toledo).

2010 was the year of consolidation of the new stra-tegy of the Department, with the implementationof various campaigns of Awareness and Education

for Development and various institutional eventsand training.

The new strategy aims to more effectively showthe state of our collective attention, both in Spainand in countries in conflict or post-confict,through the expansion of themes: in 2010, weaddressed the complex problem of slave traffic-king, the importance of diversity and promotingthe principle of equal treatment and non discrimi-nation, the right to water in conflict and post-con-flict situations, etc.

Also, we have expanded the targets to rise awa-reness, in particular to citizens and adult citizenswithout forgetting youth and students. And wehave combined the traditional awareness tools(round tables, street actions, stationery, etc.) withthe new technologies (blogs, online spots, socialnetworks, etc.).

1 Practical approach throughtransfer of skills: GoodPractices and Non-Discrimination Policies interms of racial and ethnicorigin at workplace (Phase II)

This year it has developed Phase II of the programof Good Practices and Non-Discrimination Policiesat workplace, with which we want to sensitize thesocial partners directly or indirectly involved inthis task, to avoid the difficulties of social inte-gration experienced by applicants for internationalprotection and/or refugees in Spain for its racialand ethnic origin.

This phase was characterized by a more practicalapproach, thanks to the following tools and acti-vities:

• BLOG www.creandodiversidad.org: On-lineinformational and training tool, with relevantinformation about new legislation, the europeanand spanish agenda on Equality Policies.

• Transfer Capacities Day: Group swap space withrelevant social, national and European levelagents in the field of regulation and implemen-tation of Good Practices of Non-Discrimination.The conference, which took place on November26th, 2010 in Madrid, was attended by membersof public bodies, companies, NGO’s and civilsociety in general.

• Work groups: Swap spaces of dialogue withrepresentatives of organizations and institutionsat national and european levels to promote theprinciple of equal treatment and the value ofdiversity.

2 Awareness Campaign: Slavetrafficking, another violationof Human Rights. “Do youknow what happened withSophia?”

In 2010, RESCATE has developed an awarenesscampaign against women slave trafficking forsexual exploitation, to show spanish citizens howmany of them come from countries and/or conflictsituations, and in his search for a better life, theyare deceived by trafficking networks.

The slogan campaign was: “Do you know what hap-pened with Sophia?”. And, “Sophia” was the fic-titious name chosen to put “face” to the more than40,000 women and girls are estimated to be vic-tims of slave trafficking for sexual exploitation inSpain.

The campaign has been developed mainly in Valen-cia and Castilla-La Mancha. But thanks to the useof new technologies (in particular, the websitewww.sabesqueleocurrio.org, and online broad-cast) has reached audiences both national andinternational level.

Thanks to its volunteers, RESCATE has taken to thestreets to raise “face to face” citizens, throughperformances, distribution of leaflets (shaped likea map or comic), plates, etc. Also, we have orga-nized presentations, workshops, interventions inforums and more, including those carried out atthe University of Valencia and in the main Valenciaunderground stations.

Meanwhile, in Castilla-La Mancha, RESCATE hasbeen supported by the Institute for Women andthe Women’s Centre of Talavera de la Reina(Toledo).

World Refugee Day (WRD)RESCATE celebrates World Refugee Day (June 20th) along with others bodies on the same line of work.In Madrid, we took part in the festivities organized by the Centers for Assistance to Refugees (CAR) ofAlcobendas and Vallecas. In Valencia, RESCATE participated with the Red Cross, CEARPV, CAR of Mislataand UNHCR in the recreational week organized to commemorate this date.

3 Awareness Campaign: “Waterfor Peace. Right to Water inconflict and post conflictsituations”

RESCATE has carried out a campaign with the slo-gan “Water for Peace” to raise awareness of theimportance of promoting access to DESC (Econom-ic, Social and Cultural Human Rights) (in this case,the Right to Water), in countries that suffer and/orhave experienced war or serious political and socialcrisis as a means to build the necessary founda-tions for sustainable and lasting peace.

The main event of the campaign was the presen-

tation of the documentary video “Right to Waterin D.R. of Congo”, at Civil Engineers Associationplace in Madrid, April 12th, 2010, attended by morethan 80 people connected to the world of engi-neering and construction.

It has also been supported by the Corporate Vol-unteer Team from OHL Group company, which invit-ed us to broadcast the documentary video on thegroup companies and its headquarters of INIMAin Barcelona.

Finally, the campaign has spreaded through socialnetworks in which RESCATE is involved, like face-book, youtube and slideshare.

WORKSHOP“Psychosocial rehabilitation forsurvivors of conflicts and naturaldisasters”

RESCATE coordinated the workshop on “Psychoso-cial rehabilitation for survivors of conflicts andnatural disasters” that gave Araceli Garcia del Soto,a sociologist and expert on psychosocial interven-tion with survivors of violence, from November 2ndto 4th, 2010, in La Casa Encendida (Madrid).

Araceli García del Soto, who is also a partner andmember of the Board of Directors of RESCATE, tac-kled how to work in this area, focusing on IAP(Investigación-Acción Participativa) which ques-tions the method of operation based on expertknowledge and the requirements of the currentInternational Cooperation, proposing distinct ide-as of the current situation, other efficiency indi-cators etc.

About 20 people attended the workshop, mainlyprofessionals in the psycho-social field.

SEMINARS “Europe and Asylum”

Coinciding with the Spanish Presidency of the

European Union, RESCATE, along with CEAR, Accem

and the Red Cross, with support and collaboration

of Mercedarios and UNHCR promoted the initiative

“Europe and Asylum. Situation and challenges

under the Spanish Presidency of the European

Union” to raise public awareness about the Spa-

nish asylum and international protection in the

European framework.

Through four workshops in Barcelona, April 8th,

2010, Valencia, April 27th, 2010, Seville, May 25th,

2010 and in Madrid, June 21th, 2010; It was cre-

ated several opportunities for debate on asylum

in the European Union and Spain, and it was sho-

wed solutions for these challenges during the Pre-

sidency of the Union. Also, a blog was created to

disseminate the conclusions arrived at by this
