Finance Awards Received – 15th Consecutive Year This week the City’s Finance Department was recognized by the Government Finance Officers Association (GFOA) with two awards. For the 15th consecutive year, the City was awarded the Certificate of Achievement for Excellence in Financial Reporting, the highest form of recognition in the area of governmental accounting and financial reporting, which is considered a significant accomplishment by a government and its management. And for the 3rd consecutive year, the City was awarded for Outstanding Achievement in Popular Annual Financial Reporting which is a prestigious national award recognizing the highest standards of preparation of state and local government reports. PLANNING The Shoppes of Palm Coast Granted a Development Order Modification to Master Site Plan The Shoppes of Palm Coast, a 12.91-acre commercial subdivision with five lots, located at the southeast corner of S.R. 100 and Belle Terre Boulevard, received administrative approval on January 6, 2017 to modify the previously approved Nonresidential Controlling Master Site Plan. The key change was the modification of Lot 1 by splitting it into two lots (Lot 1A and Lot 1B).

The Shoppes of Palm Coast, a 12.91-acre commercial subdivision with five lots, located at the southeast corner of S.R. 100 and Belle Terre Boulevard, received administrative approval on January 6, 2017 to modify the previously approved Preliminary Plat. The Flagler Humane Society is in the business of saving lives. Our goal is to keep pets in their homes if possible but to find forever homes for the ones that can’t stay. We are actively looking for grants that can help us with our goal. We currently have a grant that helps people with their pet deposit. Many times when we move we underestimate the cost involved and sometimes when it comes to having to pay that extra amount to keep our furry friend, we just don’t have the funds to do so. If this sounds like you – please stop by FHS and pick up an application to see if you can get assistance. Donation Opportunities: The Flagler Humane Society Thrift Store always accepts donations. They cannot take in any computers/printers or large appliances. Call 386-597-2839 and leave a message. “General Donations” can be dropped off anytime at your convenience. FHS appreciates all donations, especially those from our Wish List (available at flaglerhumanesociety.org/wish-list). You can also purchase items via the Amazon.com link on the FHS website and ship them directly to the shelter. TITAN Titan is a sweet and loving 6 year old terrier/boxer mix. He is great with kids and even some cats. He does well with other dogs when

Fire Department

In the past week, the department responded to a total of 200 calls. There were three fire calls. We responded to two building fires and one freight/transport vehicle fire. A total of 132 EMS calls were logged and the balance was miscellaneous in nature. The drought index is at 353 out of a possible 800 and the fire danger is moderate. Crews responded to a fire in the B section. Upon arrival they found smoke and fire showing from the exterior of the house. They searched the structure and located the fire in the kitchen and extinguished the fire. During their search they found a puppy in the corner of the home and saved the puppy. All residents evacuated the building prior to the Fire Department arrival. We held the first of the year’s CPR/First Aid Training and Healthcare Provider-Basic Life Support Training this week. This course is designed to give students (citizens, bus drivers, teachers, daycare providers, etc.) and Healthcare Providers the ability to recognize several life-threatening emergencies, provide CPR, use an AED, and relieve choking in a safe, effective, and timely manner. The Fire Department held a Pinning Ceremony on January 12th for the newly promoted Officers and Driver Engineers. The firefighters being honored were pinned by family members and Officers. It was a great celebration of their promotions! As of Sunday, January 15th all of the reassignments took place. The Driver Engineers are now paired with their Lieutenants and all of the Captains are in place with their Battalion Chiefs.
Wood Carvers The art of woodcarving has a history that spans centuries. At its core, woodcarving transforms a piece of wood
into a masterfully crafted work of art. Join this group of gifted carvers as they share their skill and know how in
this informal teaching atmosphere. The woodcarving group is a mixed group of men and women at all levels
and abilities. Visitors are welcome.

The average water demand for this week was 7.390 million gallons per day. The average
wastewater flow was 5.907 million gallons per day.
Crews installed 2 new domestic water meters and 4 new PEP tanks.
There was a total of 26 calls after hours.
There were 188 disconnects for non-payment this week.
Installed VAPEX Odor Control unit at Old Kings Road master pump station to perform a one-
week pilot test. The vendor will return in two weeks with a bigger unit to test treating both the
manhole and the wet well.
Miller Pipeline completed lining 2,328 feet of gravity sewer mains in Section 25 (Parkview
area).
Concrete Conservation started lining of 58 gravity sewer manholes in Section 20 (Pine Lakes)
and Section 25 (Parkview). Completed 14 manholes to date.
Staff and PBM Constructors completed final installation of a new Brush Aerator on Ditch
#5 at the wastewater treatment plant.
Wastewater crews completed 62 service orders. Installed 9 new pumps and 7 electric
assemblies. Replaced 20 pep pumps, 25 floats, and 1 cleanout cap. Replaced 3 ball valves,
3 valve boxes, installed 1 riser, 2 back lids and 1 pep chamber.
Wastewater crews inspected via CCTV 9,601 feet of gravity sewer and inspected 40
manholes.
Water distribution crews repaired 5 service lines, replaced/repaired 9 meter pits, and
tested/repaired 138 backflow preventers.
Water Treatment Plant #3 hosted the CHIRP program for Bunnell Elementary students.
Utility staff attended a Local Mitigation Strategy planning meeting at the County.
Energy conservation projects continue. Staff is currently changing out the yard lighting
at water treatment plant #3, replacing existing units with LED fixtures.

NEWS RELEASE – City of Palm Coast Contact: Cindi Lane, Communications & Marketing Manager 386-986-3708; cell 386-214-4729 Jan. 18, 2017 City of Palm Coast honored for Excellence in Financial Reporting, annual PAFR report Palm Coast – The Government Finance Officers Association of the United States and Canada (GFOA) has awarded the City of Palm Coast two recognitions in the area of finance – the Certificate of Achievement for Excellence in Financial Reporting and an Award for Outstanding Achievement in Popular Annual Financial Reporting. The GFOA is a nonprofit professional association serving approximately 17,500 government finance professionals with offices in Chicago, Illinois, and Washington, D.C. This is the 15th consecutive year Palm Coast received the first award, which is for its comprehensive annual financial report (audited financial statements). The second award, for a document known as the PAFR (the Popular Annual Financial Report), is for a report the City compiles voluntarily; that recognition has been earned by the City for three straight years. Those awards, along with two others received last summer, were presented Tuesday to Finance Director Christopher Quinn and his staff at the Palm Coast City Council meeting. “I’ve been very impressed by our fiscal management already in the City, just with the projects we’ve seen, and I know it takes a tremendous amount from each and every person in this Department to make this happen,” Palm Coast Mayor Milissa Holland told the employees. “So I want to extend my thanks and my sense of pride, as well. Thank you for all you do for our City.” The Certificate of Achievement for Excellence in Financial Reporting is the highest form of recognition in the area of governmental accounting and financial reporting, and its attainment represents a significant accomplishment by a government and its management. The comprehensive annual financial report was judged by an impartial panel to meet the high standards of the program including demonstrating a constructive "spirit of full disclosure" to clearly communicate its financial story and motivate potential users and user groups to read the report. The Award for Outstanding Achievement in Popular Annual Financial Reporting is a prestigious national award recognizing conformance with the highest standards for preparation of state and local government popular reports. To earn the award, a City or other government agency must publish a PAFR whose contents adhere to program standards of creativity, presentation, understandability and reader appeal.

Deadline for City of Palm Coast college internship applications is Feb. 10 Palm Coast – The deadline for college students to apply for summer internships with the City of Palm Coast is Feb. 10. The City is offering paid internships in environmental science, landscape architecture, GIS, public administration, capital projects management, CAD, information technology, utility, public relations, parks and recreation, video production and human resources. These competitive internships are full-time and are open to all current college students and, if required, may qualify for college credit. Pink Army 5K raises $9,554 for mammograms, diagnostic tests for local women Palm Coast – Last fall’s Pink Army 5K was a community success – raising $9,554.10 for Florida Hospital Flagler’s breast cancer fund, which provides screening mammograms, diagnostic studies and education to qualified local people. Representatives of the hospital and the City of Palm Coast celebrated Tuesday with the presentation of an oversized check at the City Council meeting. About 500 people walked or ran in the 5K, a one-mile support walk or the Kids Fun Run. The race, part of the Run Flagler PAL Running Series, started at the hospital and followed a route through Town Center on Oct. 30, 2016. The race was delayed a couple of weeks due to Hurricane Matthew cleanup. John Subers, Executive Director of the Florida Hospital Flagler Foundation, thanked the City for its partnership, and also recognized Chairwoman Helga van Eckert and Co-Chairwoman Katrina Austin and other volunteers and staff who attended the check presentation. “With the nearly $10,000 that we raised through this, this will help approximately 100 women through the calendar year 2017, to provide mammograms and other diagnostic testing for breast cancer,” Subers said. “This continues to help us touch our community in a very, very good way, so thank you so much City of Palm Coast for your continued support.” Mark your calendars now – the 2017 Pink Army 5K is scheduled for Oct. 15.
