Communications & Marketing We love to be a part of great news! This week we sent out a news release announcing the start of construction for a new cell

tower – the first new one in Palm Coast since 2010! AT&T has already decided to put an antenna on the new tower, and

we’re hoping other cell carriers follow suit. Read the good news below.

We’re in full planning mode for the 5th annual Birds of a Feather Fest coming up Feb. 7-10. Tasks this week included

making final arrangements with guides for the walks, working on the staffing plan for the big weekend and getting needed

parking permits for the birding trips. If you love nature and birds, consider spending at least one day at the festival. There

are activities for beginners, including free bird walks on Feb. 9, and trips and classes for experienced birders, as well. See the

full schedule at www.birdingfest.com.

The Division staffed the special Council meeting about the City Manager search this week. Plans also began for the 2nd

DEPARTMENT ACTIVITIES Flagler Palm Coast High School students and Volunteer Firefighter Intern applicants have a total of 49 “Ride-Along” hours this week.

During the week, staff attended High-rise Training at the Fire Training Tower. The Fire Rescue East Conference is going on in Daytona in which Palm Coast Fire Department members are attending. A lot of training and classes that are going on right now to help further the professional development of our fire staff.

This month’s facility training is

advancing a hose line for a fire attack

in a high-rise structure. Firefighters

are utilizing a high-rise fire hose pack

for extending attack lines to various

floors from a standpipe system.

Starting February 1st the Palm Coast

Fire Department releases a new

Facebook mini-series called ‘Under

the Helmet’. It’s a short series of

introducing our Firefighters to the

Community. They will be released

every Wednesday at 9am on Facebook.

Parks & Recreation – Alex Boyer, Director

Our Wood Carvers program brings in some amazing talent and every year they select a Wood Carver of the

Year. Congrats to the 2018 Wood Carver of the Year, Jim Stephen! The winner's name was revealed from a

special puzzle box thought to have originated from Transylvania. After sliding some pieces around to reveal a

key, they unlocked the box and announced Jim Stephen as the winner. Afterwards a beautiful hand-carved

plaque carved by Jeff Kingdon was presented to the winner.

The Palm Coast Men’s 25K: A USTA M25 Event officially kicked off this week! Besides a little rain causing

some delays in play, the event has been running smoothly. Spectators have already been in attendance to

watch the talent of these professional players. Doubles finals will take place on Saturday, Jan. 26 after the Net

Generation Kid’s Day featuring a bounce slide, DJ, pizza, ice cream, face painting, and of course tennis!

Singles finals will occur on Sunday, Jan. 27. Pictures and updates are being posted at

The unidirectional flushing operation will continue on January 28th and crews will be working in Section 58 which includes Sesame Boulevard and surrounding streets.

The average water demand for this week was 7.398 million gallons per day.

The average wastewater flow for the week was 6.783 million gallons per day.

Water Distribution crews installed 31 new water meters and 3 reuse meters.

There are 231 new meter installations pending with 50 lots cleared and an average installation time of 4 weeks.

Wastewater Operations installed 11 new PEP tanks and replaced 3 tanks.

There are 28 new PEP tanks pending and 3 PEP tank replacements pending. Currently all new tanks are being installed within 5 days of site ready.

There were 62 calls after hours.

Water Distribution crews replaced 9 water service lines, repaired 5 water service lines, 5 manifolds, completed 7 meter pit adjustments/replacements and tested and repaired 203 backflow preventers.

Wastewater crews replaced 25 PEP pumps, 4 ball valves and boxes, 42 floats, 2 back lids and 9 cleanout caps. Crews installed 4 new PEP pump assemblies and 3 PEP pump electric assemblies and repaired 4 service laterals. Inspected via CCTV 2,607 feet of gravity sewer and 16 manholes.

On January 23rd, T. Wayne Hill Trucking Company removed and hauled away 12,600 gallons of liquid sludge (2 loads at 6,300 gallons each) from Water Treatment Plant #1.

On January 17th, (ACF) Air Centers of Florida was onsite at Water Treatment Plant #2 to troubleshoot issues with the air compressor system for the Ultra-Filtration building. The pressure regulator control valve was not working properly forcing the compressors to run continuously. ACF replaced the air integrity test control valve and has taken the controller back for repair.

On January 21st, Alternative Power Solutions was onsite to remove and rebuild the fuel pump located on the generator located at Limestone Well #49

Wastewater Operations completed installation of new Biorem Odor Control unit at Pump Station 59-1. Wastewater Operations delivered door tags for pending smoke testing in section 13 (Brushwood).

On January 22nd, Water Distribution repaired a damaged fire hydrant located on Brownstone Lane. 35 homes were issued a precautionary boil water notice for 48 hours until lab samples confirmed the water was safe to drink. Also on January 22nd, staff repaired a fire hydrant on Ulysses Trail and no homes were affected by this repair.

Water Treatment Plant #2

On January 23rd, Water Treatment Plant #2 staff replaced (2) Ultrafiltration membranes on skid #3. The used membranes are going to American Water Chemicals (AWC), where an autopsy will be conducted to determine foulants on the membrane surface. AWC will also perform a cleaning study with different chemicals to conclude the best solution to remove the foulants. If successful, this procedure will be used in the future to increase the life of the membranes. American Water Chemicals will provide a technical report summarizing their findings and submit to the City.

Water Distribution

Staff from Water Distribution replaced a fire hydrant located on Cottonwood Court that had corroded over a period of time. The corrosion was caused by the direct water impact of a resident’s irrigation sprinkler system and the elements in their well water. The fire hydrant was only corroded from the ground level up. Being the replacement was isolated to the corrosion section of the fire hydrant only, the repair could be done without shutting down the water main and service was not interrupted to any homes in the area.

NEWS RELEASE – City of Palm Coast Contact: Cindi Lane, Communications & Marketing Manager 386-986-3708; cell 386-214-4729 Jan. 22, 2019 Construction of new cell tower signals big step toward better cell service in Palm Coast Palm Coast – Construction of a new cell tower on Palm Coast Parkway has begun – the first major project of a Palm Coast City Council plan to improve cell service city-wide. The new 150-foot tower will be located next to Heroes Park, west of the Palm Coast Library. Construction is expected to take about a month, and AT&T Wireless has signed a lease to have antennas on the tower. The new tower, constructed by an affiliate of Diamond Communications LLC (“Diamond”), can accommodate several other cell providers as well. “The Palm Coast City Council made it a top priority to improve cell service for our residents and businesses, and we’re excited to see this first new tower going up,” said Palm Coast Mayor Milissa Holland. “People rely on their cell phones to keep in touch with family and friends and do their day-to-day business, and these new towers will improve service dramatically. Plus, there will be great public safety benefits as we continue to grow as a community.” Palm Coast hasn’t had a new cell tower since 2010, and residents and business owners often complain of spotty service. After partnering with Diamond, the City Council’s first step was to amend Palm Coast’s ordinance to pave the way for the more modern cell tower designs preferred by cell carriers but in a manner that allowed the City to maintain control of future development. Diamond is marketing select City properties to all the major wireless providers to develop towers that should greatly improve the wireless communications experience for Palm Coast residents and businesses. Diamond will build the towers on City property and is responsible for all of the costs of construction and maintenance. While Diamond will fund construction and maintenance of the towers, the City will receive 40 percent of all lease proceeds from the wireless providers that rent space on the towers. In addition, Diamond is managing wireless carrier activities on three City-owned towers and the City’s water tower on A1A. So far, AT&T has shown the most willingness to improve its network in Palm Coast by actively pursuing investments in new antenna attachments around the City. In addition to improving cell phone service, the City Council is leading a number of technology initiatives for Palm Coast, to foster an environment of innovation and stay on the cutting edge of technology advancements. The City is currently updating the business plan for its fiber optic network for high-speed internet, telephone and other telecommunications services.

Palm Coast Fire Department reminds us: Be fire smart during this winter weather

Palm Coast – House fires occur more in winter than any other season. As our area experiences cold temperatures this week, the Palm Coast Fire Department urges residents to be fire smart with these safety tips:

Keep space heaters at least 3 feet from anything that can burn, including people!

Make sure the area around the fireplace is clear of anything that is potentially flammable (ie: furniture, drapes, newspapers, books, etc.). If these items get too close to the fireplace, they could catch fire.

Generators should be used outside only, and be sure to place them away from windows and doors. If using a generator, install carbon monoxide alarms, and test monthly.

Likewise, never use a grill indoors. Fuel-burning devices release carbon monoxide, which is a deadly gas.

Plug only one heat-producing appliance, such as a space heater, into an electric outlet at a time.

For fireplaces, be certain the damper or flue is open before starting a fire, and don’t close the damper until the embers have completely stopped burning.

The chimney should be checked annually by a professional. Even if the chimney is not due for cleaning, it is important to check for animal nests or other blockages that could prevent smoke from escaping.

Never leave a fire in the fireplace unattended. Make sure it is completely out before going to bed or leaving the house.

Install both smoke and carbon monoxide detectors. Test them monthly and change the batteries at least twice a year.

Communicate to children as early as possible the dangers of fires and the heat generated from them.

Who are the homeless people? They are people who have fallen on hard times, lost their homes/jobs, some have mental disorders, are addicts, and some are parolees. Many of these people are accompanied by the companion animals, mainly dogs. There is an estimated 640,000 homeless people in the U.S. From this number, it is estimated that 5-10% of them have a companion animal. For many of the homeless, their companion animal is their lifeline and reason for living. Poverty is not a trait of your character and finances do not indicate who the person is. Someone who is struggling still deserves to have the same connections as everyone else. Companion animals can be a comfort. They can provided security, warmth, and a sense of normalcy. Many of these pets are taken care of better than the actual owner themselves. Many homeless are willing to sacrifice their food supply for their pets. A person who has the responsibility of a pet to care for apt to be healthier. Donation Opportunities: The Flagler Humane Society Thrift Store always accepts donations. They cannot take in any computers/printers or large appliances. Call for our new store location where we collect donations. “General Donations” can be dropped off anytime at your convenience. SKETCH Sketch is a 4 year old neutered

male lab/terrier mix. He is up to date on all his vaccinations and

microchipped. He was transferred to FHS from a Volusia County shelter because of his behavior issues. He was in a home with a small child that was allowed to

punch him in his mouth/face area. Due to this he is skittish of

children but does not seem to have issues with the mouth area as he once did. Come and meet
