Communications & Marketing The Brand Plus Team met this week to review the ongoing development of a new mobile-first website to promote City

amenities, special events and recreational programming. The team also started work on design for interpretive signage at

Holland Park and Ralph Carter Park, and brainstormed ideas for celebrating the City’s 20th anniversary.

Division staff participated in the CHIRP Career Day, hosting about 200 Bunnell Elementary sixth-graders over two days,

and in the Citizen’s Academy session at Water Treatment Plant 3.

Division staff worked both Council meetings this week and also sent a news release announcing a special Council meeting

related to the City Manager search on Feb. 26. Other releases that went out this week included a New Season of Movies in

the Park, the Calendar of Events for March, the Check Presentation for this year’s Pink Army 5K proceeds and a Road

Closure on President and Pritchard.

This week graphic design included a design for the cover of the PAFR, design of a certificate of appreciation, and an update

to the BAC Logo. Video production this week included the 2019 Arbor Day promo video and live streaming of both the City

Council Business Meeting and Special Meeting.

This week, the News-Journal ran a story about the pinning ceremony for Deputy Fire Chief Bradd Clark and the promotions

Palm Coast was in the news across the nation this week as resident and tennis great Reilly Opelka won the New York Open!

He mentioned Palm Coast several times in his championship interview. We celebrated on Facebook by posting the Tennis

Channel’s coverage –#PalmCoastProud.

Our social media followers were also excited about a photo of the beautiful tree canopy on Palm Coast Parkway east. The

post highlights our Rooted in Nature brand and promotes one reason our residents love Palm Coast.

Development Order Issued for Mr. Rooter The Planning Land Development Regulation Board approved a Special Exception on February 20, 2019, for an office headquarters for Mr. Rooter Plumbing. The proposed building at 4560 N. US HWY 1, which is approximately 8000 sq. ft., will also include a 2500 sq. ft. warehouse component The warehousing component, which required the Special Exception review, will be located at the rear of the building. The proposed building will enable Mr. Rooter Plumbing to expand and have a permanent home in Palm Coast. It is estimated that Mr. Rooter Plumbing will have approximately 20 employees at this location. The design of the building itself reflects a significant commitment by the property owner and will likely spur additional development in the area. Development Order Issued for The Azure On February 20th, the Planning and Land Development Regulation Board (PLDRB) approved a Technical Site Plan Tier 2 for The Azure Assisted Living and Memory Care Facility. It is proposed for 111 units and 116 beds on a 5+/- acre site and is located directly west of City Market Place, at 144 Cypress Point Parkway. The contracted purchaser, NXC Palm Coast Owner, LLC of Denver, Colorado plans to commence construction in early summer.

DEPARTMENT ACTIVITIES Flagler Palm Coast High School students and Volunteer Firefighter Intern applicants have a total of 50.5 “Ride-Along” hours this week.

During the week, staff took part in Search & Rescue training at the Fire Tower. Firefighters also had many public education opportunities to reach out to students at Belle Terre Elementary & Buddy Taylor Middle School.

The Critical Incident Stress Management

(CISM) Team met with the University of

Central Florida Psychology department to do

peer support training. The training was

organized by the UCF RESTORES-Trauma

Therapy Program Clinician Staff & Retired

Maitland Fire Rescue Department Chief Kim

Neisler.

UCF RESTORES is a treatment clinic that

provides clinical services to veterans, active

duty military, first responders, survivors of

trauma, and community members experiencing

post-traumatic stress disorder and trauma-

related concerns.

Search & Rescue Training

This week our Firefighters are doing Search &

Rescue training. The objectives include

knowing the proper techniques for a primary

search/victim removal of a multi-story

structure. They had to utilize the equipment on

their trucks to complete the search.

Parks & Recreation – Alex Boyer, Director

We hosted our first-ever Ladies Paint Night this week. Our certified art instructor led participants step-by-step in

painting a sunset canvas. Classes will continue once a month through May and feature a new object to be

painted each time. Next month’s class on March 20 will feature a wooden décor sign.

Andrew Schorr with Wealth Advisor gave an enthusiastic lecture to our seniors on Six Mistakes Retirees Make

with their Finances. He also gave tips on how to avoid these mistakes. This Lunch N’ Lecture was geared

towards investors over age 55 who are planning to retire or who have already retired and wanted to learn ways

to manage their retirement assets.

Our Community Recreation Supervisor helped present the check to AdventHealth Palm Coast for the money

raised with the Pink Army 5K. The total was an impressive $16,694 that goes towards breast cancer research,

screenings, and education to qualified Flagler County residents.

The average water demand for this week was 7.693 million gallons per day.

The average wastewater flow for the week was 7.244 million gallons per day.

The unidirectional flushing operation that originally was scheduled for February 25th in Section 59 has been postponed due to the need to conduct conventional flushing during the day to mitigate other concerns related to water quality.

Water Distribution crews installed 22 new water meters.

There are 174 new meter installations pending with 32 lots cleared and an average installation time of 3 weeks.

Wastewater Operations installed 16 new PEP tanks.

There are 30 new PEP tanks pending and 1 PEP tank replacement pending.

Currently all new tanks are being installed within 8 days of site ready.

There were 61 calls after hours.

Water Distribution crews replaced 8 water service lines, repaired 10 service lines and 4 manifolds, completed 5 meter pit adjustments/replacements and tested and repaired 183 backflow preventers.

Wastewater crews replaced 22 PEP pumps, 1 PEP chamber, 2 PEP panels, 1 ball valve and box, 27 floats, 6 cleanout caps and 4 back lids. Crews installed 16 new PEP pump assemblies, 16 PEP pump electric assemblies and 5 risers. Repaired 3 service laterals and 1 PEP main. Inspected via CCTV 6,065 feet of gravity sewer and 21 manholes.

On February 15th, staff from Water Treatment Plant #2 installed a new 75 hp motor on high service pump #3.

On February 18th, Air Centers of Florida (ACF) replaced the pressure regulator on the Ultra-filtration system with a new controller located at Water Treatment Plant #2.

Guardian Equipment repaired the fueling system on the underground fuel tank at Wastewater Treatment Plant #1.

PBM Constructors continues work on the Clarifier #5 rehabilitation project. The center tube has been set and outer walls have been cleaned and painted. The contractor is currently working on the installation of the mechanical upgrades for the clarifier.

On February 20th, staff from Wastewater Operations started the process of wellpoint dewatering the ground water located on Clubhouse Drive in preparation of a sewer gravity lateral repair scheduled for February 25th. Repairs that require digging deep into the ground are checked to make sure the water table is low enough before proceeding. The dewatering system had to be implemented for this project due to the water table being too high. The wellpoints are connected via a flexible hose and header vacuum dewatering pump that decreases the water table. Residents were notified of the upcoming repair on the 25th.

On February 19th, staff from Wastewater Operations tapped into an existing sewer lateral pipe and extended it out to a new home under construction located on Colechester Lane. The pipe had to be extended for the installation of the plumbing connections to the new home. The staff had to dig approximately 5 ½ feet to uncover the pipe and a portion of a sidewalk had to be removed in the process.

Palm Coast City Council to hold special meeting related to City Manager search Palm Coast – The Palm Coast City Council will have a special meeting at 9 a.m. Tuesday, Feb. 26, to reconsider the Council’s action taken at a Feb. 19 special meeting to the select the finalists for City Manager. Tuesday’s special meeting will be followed immediately by the regular Council Workshop. The City Council on Feb. 19 selected six finalists to be interviewed in early March. But after the meeting, it was determined the City’s consultant had made an error in the tally. One of the finalists, Ken Kelly, did not get as many votes as Council Members had initially thought. The tentative schedule moving forward is for a public reception with the finalists from 6-8 p.m. March 7, at Palm Coast City Hall, and Council interviews with the candidates at public meetings March 8 and 9. That schedule is tentative and might change depending on the action this coming Tuesday. Pink Army 5K raises $16,694 for mammograms, diagnostic tests for local women Palm Coast – Last fall’s Pink Army 5K run/walk was one of the most successful ever – raising $16,694 for AdventHealth Palm Coast’s breast cancer fund, which provides screening mammograms, diagnostic studies and education to qualified local people. Representatives of the AdventHealth Palm Coast Foundation, Palm Coast Data and Palm Coast Parks & Recreation, along with Palm Coast City Council members, celebrated Tuesday with the presentation of an oversized check at the City Council meeting. Palm Coast Data was recognized for “Best Team Participation” for 2018, with 56 registered participants. “The City of Palm Coast is proud to partner with the AdventHealth Palm Coast Foundation on the Pink Army 5K every October,” said Palm Coast Mayor Milissa Holland. “I run/walk the 5K with my Coastal Cloud team, and it’s an honor to be a part of such an important cause. The money raised stays in our community, to help our friends and neighbors with early detection and treatment that has been shown to save lives. I ask all Palm Coast residents to get involved this year.” About 800 people walked or ran in the 5K, the One-Mile “Pink Out Your Pup” Fun Walk or the Kids Fun Run. The race started at the hospital and followed a route through Town Center last Oct. 14. Tony Papandrea, Chairman of the AdventHealth Palm Coast Foundation Board, thanked the City for its support. “The check for 16,694, that’s the largest amount that we have had ever,” Papandrea said. “It’s a 15-percent increase over 2017 and it tells me one thing – we are growing in awareness and effectiveness. People are listening and people are doing what we’re asking them to do - which is early detection, go get a screening.” “We have distributed over the years over $150,000 to our underserved people, men and women, in our community with breast cancer problems and breast cancer issues,” he said. “We

Feb. 21, 2019 Section of Sesame Boulevard to be closed Feb. 28 for pipe replacement Palm Coast – A section of Sesame Boulevard – from the western-most Selma Trail to the eastern-most Smith Trail – will be closed from 7:30 a.m. to 2:30 p.m. Thursday, Feb. 28, as Palm Coast Public Works replaces a stormwater drainage pipe. No through traffic will be allowed, and residents and other motorists will need to choose an alternate route. Residents living on streets west of Smith Trail will have access from Sesame Boulevard. Residents living east of Smith Trail will have to access their homes from Citation Parkway. Message boards will be in place starting Monday, Feb. 25, to notify residents in that area. Leather ones. Nylon ones. They come in all sizes and colors. They hold your pet’s identification tags. Yes, we are talking about collars. Collars are a legal requirement in most cities and counties. Dogs that are out in the public should be wearing a collar with an identification or rabies tag attached to it. The importance of a pet wearing their collar cannot be stressed enough. A collar is not just a fashion statement, as it is a way to get your pet home if they are lost. Collars should be comfortable and properly fitted. You should be able to attach a leash and keep the pet under control when being walked. The Flagler Humane Society offers an array of collars, harnesses, leashes, and tags that can be engraved as you wait. They recommend that all pets wear a collar. Many of the stray pets that come into the shelter are not wearing a collar. When pet owners are asked why the pet was not wearing a collar, they are told that the collar was only taken off because they just gave the dog a bath or that the dog ate it off and they never replaced it. If the pet had been wearing a collar with proper identification tags, the pet could have been returned back to its home and never brought in to the shelter. Donation Opportunities: The Flagler Humane Society Thrift Store always accepts donations. They cannot take in any computers/printers or large appliances. Call for our new store location where we collect donations. “General Donations” can be dropped off anytime at your convenience.
