• Adverts for a new solution in June 04 • 67%+ recovery – recycling, energy, compost• Not site or technology specific• 7 bidders submitted proposals Aug 04 • Shortlist of 4 using different technologies• MBT, MBT and AD, EfW, Gasification• Dec 05 - WRG as Preferred Bidder (EfW) and

SRM as Reserve Bidder (MBT+AD)

Where We Are Now

• Jul 06 - revoke WRG’s Preferred Bidder status due to land issues

• Jul 06 - re-open negotiations with SRM

• Updated bids received 30 November 06

• Evaluation process complete 24 Jan 07

• Project Board recommends SRM as Preferred Bidder WRG as Reserve

• Landfill allowance for biodegradable municipal waste (BMW):

75% of 1995 quantities - 2010

50% of 1995 quantities - 2013

35% of 1995 quantities - 2020

• Allowances in intermediate years under the Landfill Allowance Trading Scheme
