AUTHORIZING KEMPER SPORTS MANAGEMENT TO RAISE THE 2020 ANNUAL
GOLF PASS PRICES AT THE VERNON HILLS MUNICIPAL GOLF COURSE (MUNI) As part of their management duties, Kemper Sports Management is responsible for preparing and
submitting the annual budget for the Vernon Hills Municipal Golf Course. This year, included in
their submission was a request to increase the annual golf pass prices for both resident, and non-
resident golfers. The proposed increases were discussed under “New Business” at the April 3, 2020
Board Meeting and received unanimous Board consensus.
Resolution 2020-007 is recommended for approval.
D. APPROVAL OF PUBLIC IMPROVEMENTS FOR THE MELLODY FARM
COMMERCIAL DEVELOPMENT AND REDUCTION OF PERFORMANCE,
MAINTENANCE AND PAYMENT BOND #0198272
Mellody Farm LLC has completed the all improvements to the Mellody Farm Development located
at the Northeast Corner of Milwaukee Avenue (Route 21) and US Route 60 (Townline Road) in
Vernon Hills, Illinois. Staff recommends approving these improvements and placing the project in a
five year warranty period effective October 4, 2019. Performance, Maintenance and Payment Bond
#0198272 may be reduced from $1,243,275 to $971,372 The Village Engineer has reviewed this
request and recommends approval by the Board.

1. CONSIDER A MOTION TO ENGAGE THE SERVICES OF KANE, MCKENNA
AND ASSOCIATES FOR THE PURPOSE OF PREPARING A TIF ELIGIBILITY
STUDY AND TO POTENTIALLY PREPARE A TIF REDEVELOPMENT PLAN.
Last summer, representatives from Centennial Real Estate appeared before the Village Board to
discuss their plans to redevelop Hawthorn Mall into a mixed-use development. As part of the
redevelopment process, the developer was requesting the Village create a TIF District to as a way of
recapturing some of their development costs. Last fall, the Village engaged the services of Kane,
McKenna and Associates to conduct Preliminary Financial and Tax Revenue Analysis for
Centennial Real Estate – Hawthorn Mall Development Proposal, to help determine the
“reasonableness” of the developer’s request. Kane McKenna is in the process of finalizing this
review.
The next step in the process is to determine the feasibility of creating a TIF District, and whether the
site meets the legal requirements for the creation of a TIF District. Staff is requesting a motion by
the Board to engage the services of Kane, McKenna and Associates to prepare a TIF Eligibility
Study ($17k) and to potentially prepare a TIF Redevelopment Plan ($30k). Funds do exist in our
current budget to cover the cost of the TIF Eligibility Study, and funds have been budgeted in the FY
2020/21 Budget to cover the cost of the TIF Redevelopment Plan. In the event that a TIF District is
approved and created, these would be considered TIF eligible expense for which the Village could
be reimbursed.
2. APPROVAL AND PASSAGE OF RESOLUTION 2020-008 A RESOLUTION
GRANTING APPROVAL TO OPERATE AN OUTDOOR MERCHANDISE
DISPLAY AND SALES ESTABLISHMENT FOR THE HOME DEPOT LOCATED
AT 493 NORTH MILWAUKEE AVENUE
Representatives from The Home Depot will appear before the Board to present details of their
request for an Outdoor Merchandise Display and Sales Permit (OMDSP). The display area
(approximately 96’ x 239’) would be located within a portion of the parking lot adjacent to the drive
aisle in front of the garden center. It would be in the same location approved by the Village Board
last year and would be displayed from April 1, 2020 to September 1, 2019. Stop signs located to the
north and south would control vehicular traffic moving through the drive aisle adjacent to the display
area. Additionally, safety cones would be placed in the center median. Merchandise would be
limited to live goods such as flowers, trees and shrubs. A decorative white picket fence would be
placed around the perimeter
The application, location map and photograph of the picket fence are attached to your packet.
In 2010, the Village Board approved Ordinance 2010-049, amending Ordinance 2000-61 that
outlines the permitting requirements and operating standards for the outdoor display of landscape
materials in a parking lot. With such requests requiring annual approval, the Village Board has
authority to consider this application.
If the Board feels that the temporary use is appropriate, a motion approving the attached Resolution
approving the OMDSP is recommended, subject to the following conditions:

1. The Merchandise and Display area shall be in accordance with the application and site plan,
dated February 19, 2020.
2. Merchandise shall be limited to the outdoor display of seasonal landscaping such as plants,
trees, flowers, shrubs and similar live goods. Mulch, Stone, brick pavers, tools, equipment and
similar dry goods shall not be permitted.
3. Seasonal merchandise may be displayed from April 1, 2020 to September 1, 2020.
4. Tents, green houses and similar structures are prohibited.
5. The display area shall be maintained in a clean condition. Empty storage racks and similar
equipment shall not be stored within the display area.
6. White decorative picket fencing shall be placed around the perimeter of the display area in
accordance with the photograph attached to dated February 19, 2020.
7. Safety cones shall be placed in the center median of the drive aisle as shown on the site plan,
dated February 19, 2020.
8. Signs shall not be permitted.
Resolution is 2020-008 recommended for approval.
3. APPROVAL AND PASSAGE OF RESOLUTION 2020-009 A RESOLUTION
GRANTING APPROVAL TO OPERATE AN OUTDOOR MERCHANDISE
DISPLAY AND SALES ESTABLISHMENT FOR THE LOWES LOCATED AT 1660
NORTH MILWAUKEE AVENUE
Representatives from Lowes will appear before the Board to present details of their request for an
Outdoor Merchandise Display and Sales Permit (OMDSP). The display area (approximately 81’ x
60’) would be located within a portion of the parking lot adjacent to the drive aisle in front of the
garden center. This is Lowes first such request. Live goods such as flowers, trees and shrubs will be
displayed from April 1, 2020 to September 1, 2020. A decorative white picket fence would be placed
around the perimeter. Stop signs located to the north and south would control vehicular traffic
moving through the drive aisle adjacent to the display area. The application, location map and
photograph of the picket fence are attached to your packet.
