1. Introduction

1.1 Objective The objective of this deliverable is to document the agreed work programme and different contributions by the partners.

The purpose of this deliverable is to outline the agreed steps in form of meeting minutes.

1.3 Scope of the Deliverable The deliverable contains

Decisions concerning WP 10000 (Management) and WP 20000 (Design of Results) and WP 30000 (Dissemination and Valorisation) of the EU-Cert project

1.4 Target Audience The target audience of this deliverable is the project partnership, all partners and organisations who joined EU Certificates and were members of EQN or other related Leonardo projects, and the project officer from LLP EU agency.

2. Project Background

2.1 Continuation of: EQN – European Quality Network http://www.eu-certificates.org The following 3 results have been produced in this project: 1. Quality Criteria At the beginning of the project the partnership agreed to develop a set of criteria to be applied when accepting new professions, new training bodies, new trainers for the European knowledge and certification pool. - Quality criteria to be applied for the certification of new professions (skills sets) - Quality criteria to be applied for the certification of training bodies - Quality criteria to be applied for the certification of trainers - A selection of professions / skills sets to be supported in the pool - A set of search criteria related to the selected professions to be supported by three European knowledge communities (SPIRAL – French community, EuroSPI – European initiative since 1994, and GNOSIS – a knowledge library of the Scandinavian community) have been agreed. 2. Service and Valorisation Pool 2.1 Knowledge Services - Three European knowledge portals (SPIRAL – French community, EuroSPI – European initiative since 1994, and GNOSIS – a knowledge library of the Scandinavian community) have been configured to support the information services. At the moment approx. 500 experience reports from industry and academia can be accessed via this. Also for about 300 European experience reports summaries are available in German, French, Spanish, and English. - For all professions (11) the skills browsing, self assessment, and exam portals have been set up. They are accessible and used by industry. - For 7 professions online training systems have been set up and linked and training of trainers have been held online. The online training platform can be further used as an online campus. 2.2 Examination Services and System We have set up exam services which allow for each profession that across Europe the same quality criteria and test question pool is being enforced. For all 11 professions we have set up a test questions pools, exam procedures, and computer automated exams. The computer automated exams have been used by about 3000 students in total. 2.3 Training Services We have set up training courses online. For 7 professions materials were prepared in multimedia style and training courses have been configured and held online. Portals were set up in three different locations. A trainer network of 105 certified trainers has been set up. 3. Innovation and Partnership Strategy







3.1 European Certificates Association Foundation The concept, processes and contractual framework of an EU Certificates Association has been developed. This is described in chapter 2 of the EQN guide. This includes defined rules for organisational structure, roles and responsibilities, activity flows, business flows, legal framework for the association, including contract templates. This became part of the EQN guide, see the elaborated EQN guide. 3.2 EQN Conference Series Also two European dissemination events have been organised to start the EQN / EU Certificates Association. - Dissemination conference and founding event, 4.-5.12.2006, Krems, Austria, founding signatures by training bodies from 18 countries - Dissemination conference and founding event, 16.10.2006, Budapest, Hungary, first general assembly - The 2008 conference takes place as an associated event of EuroSPI 2008 3.3 Web Site eu-certificates.org This web site publishes recognised professions, certified trainers, and gives access to libraries, learning portals, and exam portals.

2.2 Integration of : PLATO – Online Training and Testing / Certification Systems

We have set up a partnership of experienced partners in 18 European countries to create a pool of knowledge for specific professions. This pool can be extended to further professions.

If there is a need a person can attend a course for a specific job role online through an advanced learning infrastructure. See Figure 3.

You start with a self assessment against the skills. Then you can sign into an online course. Here you are guided by a tutor and do a homework which is being corrected by the tutor. Finally the homework and real work done in your project is sufficient to demonstrate the skills.

Moodle – This is a web based learning management system which is public domain available. (www.moodle.com)

Capability Adviser – This is a web based assessment portal system with a defined interface database to connect the systems. (http://www.eu-certificates.org – European Exam Portals)

NQA – Network Quality Assurance – This is a web based team working tool which was developed in the EU IST 2000 28162 project. [5]

So far the following professions have been configured – Software Process Improvement Manager Software Architect Software Project Manager IT Consultant EU Project manager Innovation manager Security Manager Configuration Manager Internal Financial Control Assessor Etc.

We also installed similar platforms and strategies in multinational organisations so that their process related training programs can be delivered in this advanced form of human skills acquisition management (either at central sites or learning centres).

2.3 The new EU Cert Project The EU Cert projects builds upon the results from EQN and PLATO and sets up more skills sets and training courses in the online environment, extends the exam portals and pushes the Europe wide certification procedures. See the Figure 2 . • WP 20000 : ICT Based Training Center This work package starts with the set up of an innovative learning platform to which the partnership has access. In a kick off meeting the structure and content of the knowledge exchange will be decided and the platform will be adapted and configured. Different learning communities in innovation will share a pool of professions which is taught online. Collaborating with the EQN (European Quality Network) EU Certificates will be issued for those course participants who passed a computer based test. • WP 30000 : Dissemination and Valorisation This work package will include the dissemination and valorisation of the project and the announced trainings at various events and conferences. We expect at least 15 professions offered, and a pool of







100 trainers in Europe educated. In this project we train the trainers who then can act as accredited trainers (certified by EU Certificates) on the market.

3. IT Management of the Project

3.1 E-Working Environment As a management environment we use the EU project management best practice working platform TEAMWORK/NQA. This was developed in a former IST-2000-28162 project, 2001-2003. http://nqa.eurospi.net . If you have been involved in previous projects please be aware that there are different servers : Projects like EQN, ManagEUr, etc. run on portal http://www.iscn.com:10000 , the new initiative EU Cert runs on portal http://nqa.eurospi.net . Probably you must adapt the settings on your client computer to be able to connect:







1. Switch free port 10000: The server for the former projects in Austria runs under an extra port

10000, and if organisations do not switch free this port in their Internet router, they cannot access the server.

2. The nqa.eurospi.net server does not require any extra port setting. 3. Allow Pop Ups for www.iscn.com : many PCs now have so called Pop Up blockers

installed. The system uses pop ups to open different services. So in the PC in your pop up blocker software you need to allow pop ups for the web site www.iscn.com .

4. Adjust the browser to reload the page with every access: Many browsers use Cache and many times access old content as the browser is set that one looks at the same old page. This is not working for database applications on the web where content is dynamically generated. Settings have to be as follows: Tools - Internet Options – General –Settings – Load pages new with each access to the page (a radio button ).

3.4.1 Publication Each scenario enforces a set of different document types. One of the document types is called „Sub-Deliverable”. Scroll down to see the user interface for this document type.

3.4.2 New versions of uploaded files The system is not just a fileserver, it contains the features of a Configuration Management System . This means that if you have 10 versions of a file, you DO NOT store 10 files in a list on a file server, BUT you store one file (with a version history including 10 versions).







To upload a new version you first must select the file you uploaded before and which needs to be updated. Follow the steps outlined in Figure 11,Figure 12,Figure 13,Figure 14. According to Figure 17 you see all uploaded sub-deliverables listed.

4. Kick Off Inputs from Partners

4.1 Contributions by partners to the EU Cert project All partners presented their own potential contributions and plans in relationship with EU Certificates. The following questions have been answered:

In which Job Role Committee will I participate? In which exam committee will I participate? Which skills set and training courses (from the listed professions) will I want to

present? Do I plan to insert a further profession in the skills / professions pool (and to be

configured on the exam portals? Do I want to be accredited and listed as a training body for a specific job role?

The following definitions are part of the EQN guide. EQN / EU Certificates Specific Areas

Exam and Certification Portal o General Description: The test systems and certification portals have been developed

and continuously enhanced in a set of projects (CREDIT TElematics project 1998 – 2001, EPI E-Learning Project 2003 – 2005, EQN Project 2005 – 2007). The portals can manage tests of up to 500 students at the same time. The portals have been used by 3500 managers/students already. The portals can manage student administration, test management, and automatic generation of certificates. Tests are multiple choice based.

o Responsibilities: Provide guidance to learners how to perform tests (www.eu-certificates.org ,

menu point “European Exam Portals). Provide guidance to exam bodies / organisations about how to prepare,

perform a test and generate certificates. Maintain services by investment into security, availability, and stability. Further releases in half annual cycles, to be financed by association income

and/or related other initiatives. Test Server Administrator

o General Description: A test server administrator will be available to help examination bodies / organisations to run the tests (in case of questions). The test server admin will be available at testing times to ensure smooth running of tests.

o Responsibilities: Update and send out the exam guides to exam bodies / organisations. Update and make available the exam guides to students. Maintain the testing servers. Be available at testing times to react as a hotline in case of problems. Note: The times of tests must be reported to ISCN to ensure availability of

the test server admin. Job Role Committee

o General Description: The job role committee consists of EQN / EU Certificates members of the association who commit their work to maintain the skills card for a specific profession in annual releases. The job role committee also forms the expert







panel to evaluate the proposals of new training bodies to be certified for a specific profession.

o Responsibilities: The job role committee establishes a virtual task force (through NQA portals

or other means) to have quarter annual meetings to coordinate the work on the annual update of the skills card.

Beside the skills card related work some of the job role committee members are to be selected as reviewers of new proposals of training companies to be certified.

The rules for training body certification apply. See chapter 2. Also the job role committee members review proposals of trainers to become

certified trainers for the specific job role. The rules for trainer certification apply. See chapter 2.

The job role committee elects one representative to act as a member of the EQN / EU Certificates board.

Note: This work is to be covered by the 10 man days effort committed by each member according to the association membership.

Job Role Based Exam Committee o General Description: The job role based exam committee consists of EQN / EU

Certificates members of the association who commit their work to maintain the test questions pool or a specific profession in annual releases.

o Responsibilities: The job role based exam committee establishes a virtual task force (through

NQA portals or other means) to have quarter annual meetings to coordinate the work on the annual update of the test questions.

Note: This work is to be covered by the 10 man days effort committed by each member according to the association membership.

We highlight below the partners who have to act within the next 2 months to get the job role committees running (see tasks 1 and 2 above). They act as interim managers of the job role committees. This coordinating role shall be elected every year. 4.3 EU Cert Conference Day during EuroSPI Conference on 3.9.2008 The partners agreed to organise an EU Cert conference day on September 3rd as an associated event of EuroSPI. We will invite Brian Holmes from the EC as key note and present the different professions and why they are needed by industry and potential access to qualifications. A detailed program will be established until April 2008.

4.4 Administrative and Budget Issues The contract with the EA – Executive Agency of the DG EAC and IMC Krems as Contractor has been signed in December. The first instalment has been transferred and partners who have validated their bank details have received the first transfer of funds. Remaining transfers will be made as soon as the bank data is being delivered to Michael Reiner at IMC Krems – in case you haven’t done so proceed as described in a separate email including the bank transfer info sheet . In case you have administrative/organizational/budgetary issues, please contact Bruno Woeran at DANUBE. For financial issues concerning transfer of funds please contact Michael Reiner at IMC Krems.







A separate info on rules and regulations which have been laid out during the Projects’ Coordinators Meeting in Brussels on February 7-8, 2008 will be distributed amongst project partners. One important point on the rules is the disclaimers, logo and promotion of EC support for the project. The financial support and the logo for the programme have to be displayed on all documents and publications. For this purpose you can find templates for PR, presentation, project info etc. for your use on the nqa-platform for download. Please make sure to use those PR materials; more to be added during the project life cycle. Please use the nqa-platform for up- and download of material and information. See Agenda point 5.

4.5 Next Project Meeting The next project meeting will take place in Dublin, Ireland on September 1 – 2, .2008 before the EuroSPI conference. An agenda with exact meeting details will be distributed 2 months before the meeting.
