    Medford School District Proposed Security ProjectsApril 15, 2013

    School site security is a priority with the Medford School District to protect students,staff and the community. Several security upgrades were implemented during the

    bond upgrades including: Building access restrictions, security system upgrades,installation of site security cameras, door hardware upgrades, window coverings,and the addition of site gates and fencing.

    Security audits were recently conducted with the site Administrators, Directors,Facilities Manager, NTS Manager and Custodial Supervisors. Independent sitesecurity audits were also conducted by the Medford Police Department. Theinformation from these audits was used to compile this report. School securitystandards reviewed included:

    1. Maintain a 6 foot fence completely around the school fields. Parking lot

    access will remain open.

    2. All perimeter fencing gates are to remain locked during school hours.

    3. All perimeter landscaping should not exceed 18 tall; trees should be trimmedto 8 feet.

    4. Each site should have a primary entry point that can be supervised by theSchools Office. All other access points should be locked during schoolhours.

    5. Schools office staff should have clear visibility to the front parking lot.

    6. Classrooms should not enter into public access areas.

    7. All classrooms should have door hardware that can be locked from inside theclassroom.

    8. All classroom and gathering area windows should have window coverings ormeans to obsure visual view from the exterior.

    9. An effective announcing and reporting systems and procedures to notifiy staffand response agencies should be in place.

    10. Cameras at all major building access points and parking lots should be inplace.

    11. Adequate security lighting for interior and exterior of school campus.

    12. All visitors must check in and wear District issued identification.

    The following recommendations primarlily address the physical facilities. Districtsecurity policies and procedures will be addressed separately.

    Security upgrades and systems to be considered district wide:

    1. Installation of emergency notification buttons.

    2. Provide exterior labels for classrooms. Number all exterior doors withnumbers on both the interior and exterior sides.

    3. Install mirrors to increase visibility at entrances and hallways.

    4. Increase directional signage where needed.

    5. Have all interior fire doors shut during a lockdown.

    6. Install cameras on school buses.

    7. Provide each site an emergency kit.

    8. Community/staff awareness training.

    9. Review of site monitors needed for security (before and after school)

    10. Increased training for both police and fire personnel at school sites.

    Because of funding and scheduling limitations, security projects have beenprioritized and scheduled into three main phases.

    PHASE I:Total for Phase I projects is $1,157,000.

    District Wide:Emergency notification buttons.Estimated cost: $167,000.

    Howard Elementary:Fire and security system upgradeEstimated cost: $98,000.

    North High School :

    Install front fence/barrier structure to restrict access to front office door.Estimated cost: $140,000.

    McLoughlin Middle School :Renovate entry and lobby area.Estimated cost: $65,000.

    Griffin Creek Elementary School:Renovate building to secure student areas and restrict public access.Estimated cost: $245,000.

    Hoover Elementary School:Renovate access areas to create a secured central campus.Estimated cost: $245,000.

    Kennedy Elementary School:Renovate office area to create single access point.Estimated cost: $99,000.

    Fencing Upgrades:Hedrick Middle School: Increase fencing at gym area.Howard Elementary School: Add front fencing to secure classrooms 1, 2 and 6.Jackson Elementary School: Replace rod Iron fence between gym and main buildingwith 6 foot fence.Jacksonville Elementary School: Add front fence off from cafeteria to main buildingto provide secure passage for students.Jefferson Elementary School: Add 6 foot fence with street improvement.Lone Pine Elementary School: Add front fencing at main entry. Replace 4 foot fencewith 6 foot at soccer field.

    Ruch School: Add fencing around school and grounds to improve security.Washington Elementary School: Add fencing and a gate north of the media center.Estimated cost for fencing projects: $98,000.

    PHASE II:Total for Phase II projects is $651,000.

    District Wide:Camera system upgrades.Estimate cost: $200,000.

    Central High School:

    Install window to main corridor to provide more visibility at entry.Estimated cost: $20,000.

    Hedrick Middle School:Move office reception counter to hall.Estimated cost: $28,000.

    Access Point: Central High: Single access point at front entry. All otheraccess doors are locked.

    Modifications: Adjust office reception counter to have direct hall access.

    This will require window and work surface modifications.Estimated cost: $20,000.

    Recommend having students travel from the cafeteria tothe back of gym to avoid open public areas whenaccessing gym.

    NTS Projects:

    Security Alarms: Security Alarm system is adequate.

    Security Cameras: Security Cameras to be added at entry with large

    monitor. Estimated cost $7,000.

    Access Control: Add access control to main entry points.Estimated cost $22,000.

    Notification: Emergency notification system.Estimated cost $15,000.

    School Perimeter: The perimeter of school structures are secured duringschool hours except for the front entry and areas near theChild Development Center.

    Access Point: Front entry point is at the administration building. Entryalso exists from the back parking lot between the gymand cafeteria buildings. This entry is gated but studentshave kept the gates open allowing access.

    Modifications: Install a front fence/ barrier structure to restrict access tofront office door. Reviewing design options that willenhance the look of the front entry. Add fencing at CDCbuilding. Estimated cost: $140,000.

    NTS Projects:

    Security Alarms: Security Alarm system is adequate.

    Security Cameras: Add large monitor at entry $4,000.

    Access Control: Add access control to weight room and east doors.

    Estimated cost $6,000.

    Access Point: Access points exist at the front entry and from the backparking lot. The fence structure between the back parkinglot and main campus is left open during the day.

    Modifications: It is not practical to close rod iron gates to back parkinglot due to the amount of student traffic. Recommendadding a campus monitor at the back gate location.

    NTS Projects:
