When I sat down to write this report, I started

thinking about what was new, what was

exciting and what had changed over the last

year at our school.

I started making lists of all the positive things that had happened, some of the challenges that we were facing, our achievements, and all the plans for the future. What made the

2011-2012 year stand out?

As I was looking at the graduates at this year’s Convocation Ceremony, many of whom I have known since they were in Kindergarten, I had time to reflect and look back. It felt like only yesterday that we dropped off our five and six year olds to greet Mr. Jung for the first time. We comment to each other how time flies and hardly ever reflect on how much work it was, how much time we spent taking them to school, sporting events, practices, extramural activities, helping them with homework, loving them, gently pushing them and sometimes getting mad at them. During all of this we celebrated their achievements and supported them when life did not seem fair, but also busied ourselves with everyday routines.

I came to the conclusion that it is not just the changes that are important, but rather the fact that the school continues to grow in leaps and bounds, just like our children. Although there are high points and achievements, it is the ongoing process of advancement that happens in the background that shapes us as a school.

Like our children, Meadowridge started small in size. We started off as a "country school" in portables 25 years ago. The founders of our school had vision, hope, dreams and energy to establish our school in the same way that we have aspirations for our children. Our school has quietly come of age as a result of the unwavering support, dedication and ongoing work that has been done by the Meadowridge community. Our school, like our children, is now ready to enter the next phase.

Although our children graduate, they will continue to need our support, leadership, advice, and feedback to help them thrive. Our current students have to be shown positive role models that emulate all the traits associated with a positive institution.

We have embraced the International Baccalaureate Learner Profiles for our school and for our Board of Governors. We work to create an institution with strengths that foster better communities, responsibility, civility, work ethic, leadership, teamwork, purpose and tolerance. With the implementation of the IB Diploma Programme, we are now one of only four schools in British Columbia and one of eight in Canada that offer the continuum of all three IB programmes at a single school.

The 2011-2012 Board of Governors started its work in November 2011, with the first meeting reviewing the Key Decisions that arose from the document “A Vision for Meadowridge: 2035”. This document had been the outcome of a year-long process, mandated by the previous Board of Governors. Committees were directed to review their mandates and parents were invited to numerous feedback and planning sessions, followed by a survey about all facets of our school.

A Draft Vision Report was forwarded to the previous Board of Governors for comment and suggestions, which were then considered in the final draft. This was presented to the 2011-2012 Board of Governors by Hugh Burke and Susan Waugh. At this time Mr. Burke also outlined some key issues facing the school and their implications. The Board of Governors subsequently had to make some Key Decisions - most notably regarding the size of the school, land acquisition and starting a school foundation to develop endowments. The option to maintain the status quo was presented, as some parents expressed that they were happy with the current state of the school, and they did not see any need for significant change.

The entire Board of Governors held a meeting in December of 2011. At this meeting, we were asked to reconsider some Key Decisions on the future of the school, and what type of

institution it is to be. We already had a clear plan of where we wanted to go but the plan had never been properly funded, and could not be executed without this funding. It was recognized that it is the Board of Governors responsibility to ensure adequate financial resources to allow Administration to implement the Strategic Plan as instructed.

The Board decided that the school should stay the course, and become an IB continuum university preparatory school, providing quality programmes at a reasonable cost, compared to similar schools.

We determined that the value of our programmes, culture and nature of our school continue to be excellent. By all measures the school produces much better than average results at comparatively lower than average costs. It was recognized that Meadowridge needs to be the most effective school for our teachers to function in. High quality teaching is central to the outcomes of our students, and we need to ensure that teacher development is outstanding, and that teacher retention remains high. To support this we need to fully develop our facilities for curriculum excellence.

Armed with the set of new Key Decisions, a strategic planning session was held in January of 2012. An updated Strategic Plan was developed by the Board of Governors in order to carry out the intents of the Vision that had been developed the previous year.

The most notable result stemming from the January meeting was that the Board of Governors made a firm decision that we would move towards adequate funding of the Strategic Plan. It was realized that we could no longer continue to direct our Headmaster and his staff to implement the Strategic Plan without sufficient funding. The only three available streams for increased funding were identified as tuition, donations and increased enrollment.

Our long-term Strategic Plan now calls for expansion and a Campus Master Plan to support the growth of enrollment to 800 students. In addition tuition levels were increased, which was subsequently announced in a letter to the parent body. A number of families contacted the Board of Governors with questions and concerns about, not only the tuition increase, but also about the fact that this announcement was made very close to the midline for re-registration. A parent meeting was held to answer concerns on January 18, 2012 and was well attended. It was clear that the sudden increase in tuition fees was a significant cause of hardship for some parents. Many suggestions on alternative revenue streams were discussed.

The Board of Governors acknowledged that this information had been poorly communicated and also at a very late date.

It was decided to develop and maintain a rolling five-year financial forecast budget that would include tuition, and to establish a Board Communications Committee. These measures were implemented to ensure that our parents are well informed and are provided with adequate information for financial planning. Mr. Burke also met with a group of parents to consider alternate fundraising plans for the school.

The Board of Governors met with members of the Administration for a strategic development workshop in April of 2012. This reaffirmed our goal to be stable, effective, and mission-driven. There was consensus that we are still driven by our Vision, and this has underlined the guiding principles of the 2012 Strategic Plan. The Board of Governors is confident that the 2012 Strategic Plan will preserve the character and sustainability of our school.

Meadowridge is doing very well on all fronts. We have been able to maintain our student numbers with a record low attrition of 9%, and a projected student count of 540 for next year. In addition, participation in our Annual Giving Campaign is now at 54%.

The 2011-2012 Board of Governors term was the first year of Meadowridge’s second quarter century. It has been an exciting year and an honour to chair the Board of Governors.

This year the Board of Governors welcomed three new members, Jessie Hill, Bob Gill and Roy Choi. All three have already made a significant contribution with their unique perspectives, talents, enthusiasm and energy. We are very grateful to have them on board.

I would personally like to thank Susan Waugh, Secretary of the Board, for all the work that she has done over the last term. In spite of there being times when the workload must have exceeded her day job, she always managed to keep correspondence timely and thoughtful. I specifically would like to thank Gareth Mason (Vice Chair), John Becker (Past Chair) and Hugh Burke for their support and mentorship during my first term and especially during my unexpected absence earlier in this year. I would also like to thank my fellow Board members for the significant time and effort they put in over the last year, often spending evenings and Saturdays in meetings.

On behalf of the Board of Governors, and also as a Meadowridge parent, I would like to sincerely thank Hugh Burke and his administrative team for providing our children with the best opportunity to thrive in life.

Message from the

HeADmAsteR of the sCHoolIn this report, I would like to consider three things:

1. The educational programme of our school

2. School finances

3. Enrolment and expansion in our future 1. The Educational ProgrammeAs of the 2012-2013 school year, Meadowridge is now an International Baccalaureate school with a full continuum from Junior Kindergarten through to Diploma (grade 12+). We are one of about 180 schools in the world that offer this continuum. There are many schools that offer one of the three programmes – PYP, MYP, or Diploma – as an option within a regular system, often as a form of enrichment. The advantage to continuum schools such as Meadowridge is that the entire school is oriented toward the IB, and so students are fully prepared for each of the three programmes. The curriculum is continually enriched, and great attention is paid to the Learner Profile as the children grow as well-rounded people, international in their view, and fully prepared for whatever may come in the future. In order to offer these three programmes within one school, our teachers constantly attend professional development which is world-class. Remarkably, we now have a number of teachers who are authorized to offer these workshops, and even some who are on authorization teams which inspect other schools. Smaller classes in our school ensure that close attention is paid to each child. Specialist teachers have proven to provide a strong background for every child in a number of areas. Our school is continuously monitored by the International Baccalaureate organization to make sure that each area of our school is excellent. Our grading systems are monitored in Geneva, so that we can assure parents that the marks here are based on world standards. All of our students in grade twelve go on to university, and our alumni are succeeding in many careers. We also continuously monitor our programmes to ensure that every child can succeed. We use our own testing, classroom work, and standardized testing as a basis for programme

assessment. For example, we constantly do well on FSA testing. Although this is very controversial in public schools, we find it a valuable resource to check the progress of our kids. This past year, we did very well again, except that four children in grade seven seemed to have difficulty in Math problem solving in the Foundation Skills Assessment (the only area that was close to an issue amongst all areas tested in grades four and seven). As a result, we have examined our Math programme closely from grades five through seven, and intend to ensure that every child succeeds. Last year may just have been an unusual testing time, or random error, but we constantly work to ensure that every piece of data is considered and acted upon. I was pleased to note that our aggregate scores on secondary school exams were the fourth strongest in the province. We will continue to aggressively monitor our programmes to ensure an excellent education. About 90% of our students are on the Honour Roll, even though we maintain high standards. As well, we also provide many options for co-curricular participation, leadership, and service. The Gryphon Pin is awarded when a child finds balanced success in these areas. We continue to build on success in the Duke of Edinburgh programme as well, and have doubled the number of students who get a Duke of Edinburgh pin in the last few years…and this will continue. However, to really build the best programmes possible, we will need to expand our student base, so that smaller programmes can have enough students in them to be affordable. What all of this adds up to is the determination to provide our children with the best education possible. To do that, we welcome the ongoing collaboration with parents to help us reflect on our practices, and continuously improve. 2. School FinancesThis year was challenging for our school, as we engaged in a large tuition increase. The school had forecast a deficit budget for this year, and cost pressures meant that we had to either increase the tuition, lose money, cut programmes, or significantly increase class size. The choice made was to maintain the programmes, but increase tuition in order that the school could remain stable and provide appropriate resources. One thing that was determined was to forecast

tuition for a five-year period on a rolling basis, so that families are not surprised, and so that everyone understands the pressures on the school. The Board has undertaken to mitigate future tuition increases while maintaining programme quality, and the only way to do that is to increase the school size. It is notable that our benchmarking puts our new tuition still significantly below the cost of comparable schools, but we would like to continue to offer very good value, and continue to provide outstanding programmes at reasonable costs, regardless of what other schools may do, or how high their tuitions may become. Some good news from this year was that we did not actually run the projected deficit, due to higher than forecast enrolment and substantial contributions to the school through Annual Giving and the Golf Tournament. We always control our costs very tightly, and so our budget was stronger due mostly to increased revenue, although we also managed some savings in other areas. As well, we had a lower attrition this year than our average, so more students than ever came back, and our new registration has been very strong. We look forward to next year on that basis. We will have waiting lists at a number of grades, but we do not have room to add any more classes. As well, within the PYP, the classroom space itself limits our class size to the current levels. Nonetheless, in order to keep tuition stable and predictable in future, we will need to increase our student population. As costs are spread over more students, the cost-per-pupil goes down. For example, had we not built a school expansion when we did, the tuition would have been higher at this time, since we would have been limited to about 460-470 students, and the same programme would have then cost more. Our increased revenue from the new building worked to keep our tuition lower than it would otherwise have been, even after capital costs are factored in. We intend to work hard to keep tuition reasonable, but that will mean more expansion so that we can take more students. The level that we have established at which we can get the best economies, and offer even better programmes, is about 800 students from junior kindergarten to grade twelve (Diploma Programme).

3. Enrolment and ExpansionThere are two reasons for expanding the student population. The first is so that we can offer more programmes, and boost our current programmes such as music, art, drama, athletics, and multiple course offerings. The second is to ensure that these programmes are offered at a reasonable tuition. As noted, the only reason that we did not run a deficit this year was because of growth, and that growth has also allowed us to offer more courses than we could have previously. The combination of more choice at contained costs means that we can offer greater value to families. If we do not grow, then tuition will grow more quickly than if we do grow. Expansion lowers tuition costs, as it has in the past.

However, our current facility can only support one more class, and even that would be challenging. We are short of gym space as well, and need more practice areas for a variety of activities. If we build, we need to build in stages so that each is economic, and pays for itself through student growth. Any expansion will also require the approval of the Agricultural Land Commission, since the school is built on agricultural land. Currently, with the land that we have, we are capped at 600 students, so any expansion will mean acquiring more land as well. The land in Maple Ridge is relatively affordable right now, but we do not think that it will stay that way. We know that 240th street will become busier and busier, and even now there are houses being built all around us, so more land will also serve to buffer the school from future community growth. Many schools are now surrounded by houses, or shopping centres, or other development, and have become very hemmed in, and so land purchase will help us to buffer the school, provide more space for the children and the means for school expansion in order to promote greater value. The Board is currently working on this land acquisition so as to secure the future of the school. Concurrently with acquiring more land, the Board has instructed the Administration to provide a plan for school expansion which is staged, and which provides strong cost triggers such that each stage of expansion has a strong return on investment, and so that a single generation of families does not bear the cost of any part of the expansion. That is, each stage of the expansion should pay for itself over time, and should mitigate tuition rather than increasing it. We are currently constructing such a plan, and aligning it with the strategic financial plan so that we can predict with some accuracy what the impact of each stage of expansion will be. In the end, we plan to expand our school, both in land and in facility, so as to offer better programmes at reasonable cost, both for now and for the future. ConclusionWe have grown into a school which offers the best international programme available, with small classes and experienced teachers providing a closely monitored and excellent education. We need to move forward so as to continue to offer very good value for these programmes, and that will mean that we grow our population of students. This expansion means that we need to purchase land, and build in such a way that costs are both contained and distributed across generations of students. In this way, we can provide our students with the best education possible at a reasonable cost, both now and in the future.

Report from the

ADvAnCement Committee

The dedicated and hard working committee members are Susan Waugh (Committee Chair),

Christine Bickle, Roy Choi, David Riddell and Lyn Tyler.

As always it is the school community and our generous families and staff, with their dedication to our children and our school, that is the real motivator and whose efforts move us forward. So please take a moment to celebrate with me, a few of our community’s many accomplishments:

1. Our Diploma programme has been successfully accredited, making us a full IB Continuum World School, only one of 8 such schools in Canada. This milestone has meant stronger than ever interest in our school, from families locally, nationally and internationally.

2. enrollment and re-enrollment are very strong. Our attrition rate this year was a record low 9%, and we project opening the 2012-2013 school year with a record high head count of 540.

3. The desire to build Meadowridge into an outstanding school has also been reflected in participation rates in our critical Annual Giving Campaign. Overall participation is at 54%, and a very strong 60% in the PYP. It is gratifying to see how many of our newly enrolled families, whose children will not start at the school until next year, are participating already in Annual Giving.

4. Contributing to our fundraising success was a sellout Golf tournament, which reached its $65,000 target. Thank you to all our donors, your strong engagement with our school and

community will allow us to continue to offer our children the best programmes we can.

Some of our most important work this year has been to build on the results of last year’s Visioning Committee, and begin to shape the dreams and wishes we heard then, into concrete plans for future school development. As I write this at the end of June, our many Board Committees are giving our draft Strategic Plan a final review. Over the summer, Administration staff and Board members will work to develop the accompanying strategic financial plan, tactical plans, and key performance indicators. This is an exciting time to be part of the Meadowridge community and it will be thrilling to see the vision of a strong and expanded Meadowridge begin to take shape.

It always bears repeating that the successful Advancement at our school would not happen without the commitment and generosity of our families. You give graciously of your time, talent and treasure. We are truly more than just a school, we are a community whose members understand that to be successful, and help our children, we must continue to expand our culture of giving. Thank you.

Report from the

FACilities CommitteeThe Facilities Committee of the Board was reappointed by the Board of Governors to work with Administration on a number of matters. These included the ongoing strategic mandate to acquire additional land when and where appropriate, committee oversight of the facilities component of the long term Vision Plan, and review of the evolving Campus Master Plan.

On the operational side there were some significant facilities achievements during the past year, including; replacement of all the atrium skylights in the original facility, the completion of Gym C and the bouldering wall, classroom renovations to remove offices and increase useable space, renovations to the staff room and art gallery, and the development of a special purpose room for student interviews.

The Strategic Plan has been recently reworked through a Board of Governor’s workshop and the facilities component delivers on the requirements for fiscal responsibility through economies of scale while at the same time ensuring we have the facilities to sustain and enhance programmes of international high quality.

The Campus Master Plan was recently approved by the Board of Governors with a formal community presentation planned for early Fall 2012. Dialogue with the school community will

be ongoing. The Campus Master Plan components anticipate a phased schedule allowing quick positive responses to opportunities for grants or directed capital fundraising. New facilities are designed for maximum use and, where appropriate, extracurricular use. Meadowridge School continues to look at partnerships with other institutions, government agencies and organizations not only to share costs of facility improvements but to enrich the learning environment through these additional inputs.

As we move into the school term 2012-2013 the Strategic Financial Plan and the Campus Master Plan will come together. A business case will be made for each of the additional facilities and a very conservative capital budgeting plan will be prepared and introduced to the school community.

Committee thanks go as well to the administrative and education teams who work together with the Board of Governors on design and programme enhancement and “best bang for the buck” principles on all of our facility initiatives.

FinAnCe CommitteeThe Committee was strengthened this fiscal year with the addition of Ron Batty, Craig Gunning, and Lance Leger. We regretfully said goodbye to Bruce Johnston and Jenny Meyer and would like to thank them for their service to the Committee. These members have been approved by the Board of Governors via the Nominating Committee.

purposeThe role of the Finance Committee is to provide professional expertise and oversight of the Annual Budget and Strategic Financial Plan, prepared by the Administration for the Treasurer and the Board of Governors. The Committee is focused on the long-term benefit to the school, in all financial matters, including property acquisition. They are also responsible for drafting financial policies for Board consideration and approval. The Finance Committee reviews insurance coverage to ensure the assets of the Society are adequately protected.

Accomplishments In collaboration with the Administration and the Board of Governors, the Committee has participated in the following:

• The Finance Committee and Administration has continued to monitor the school’s cash reserves. A segregated bank account is maintained to hold these reserves to provide specifically for future facility maintenance, Meadowridge Education Investment Deposit, debt reduction, and expansion projects or property acquisition.

• Our financial comparatives to other Independent Schools continue to be among the best in the country and are helping us to establish and maintain financial stability. During the year, the Committee and the Board reviewed comparative financial data from independent schools across Canada, provided as part of an annual survey done by CAIS, as well as comparatives with other ISA schools in BC.

• The Finance Committee reviewed and proposed improvements to the Investment Policy, in conjunction with Harris Bank, to maximize returns and minimize risks in the deposit of reserve funds.

• The Finance Committee made progress in developing a Foundation and Endowment as part of the Strategic Plan.

• The Finance Committee reviewed the

recommendations provided in the CESI review and approved implementation of many of the financial recommendations.

• Revenues were in excess of expenses again this past fiscal year. This is attributed to an increase in participation rates from Annual Giving, fundraising proceeds from the Golf Tournament, increase in actual student count from budget, coupled with an increase in tuition fees and close control of expenditures.

• The Committee made financial recommendations

to purchase land adjacent to the school property. It is anticipated two of these purchases will close in September 2012.

• The Finance Committee, in consultation with the Board and Administration, approved an 11.7% tuition increase for the school year 2012-2013, to cover the previous budget shortfall, the school’s basic operating costs, and keep pace with the increase in teaching salaries.

to fund implementation of the initiatives identified in the Strategic Financial Plan. We will work closely with the Vision Committee to assess the cost and funding for future initiatives identified, and the impact of these on future tuition increases.

• We will continue to work with the Business Manager and the Administration, to develop improved reporting, to assist the Board and Committee members in financial decisions.

• We will provide ongoing support and recommendations in conjunction with the Facilities Committee, with regard to the acquisition of neighbouring land and properties, and with planned maintenance to the facilities.

• We will consider solutions to hedge the school from rising costs and inflation through investments and additional revenue sources. An ad-hoc Committee was authorized by the Board to discuss solutions in collaboration with parents and the Administration played an active role.

• We will continue to prepare policy recommendations regarding the ongoing financial requirements, including cash reserves, signing authorizations, approvals for variance levels, etc.

goveRnAnCe CommitteeThe Governance Committee is a standing Committee of the Board, and takes a role in ensuring the correct and healthy operation of the Board according to appropriate regulations and rules. Specific responsibilities include:

• Facilitating a review of Board structure, Committee structure and mandates, including the examination of ways to include others in the work of the Board.

• Facilitating discussion on the best method of governance to achieve the Board’s goals.

• Advising the Board regarding constitutional and legal matters, using appropriate external legal resources as needed.

• Carrying out the annual Board evaluation process.

• Proposing for discussion, the policies relating to Board of Governors issues.

The policy work is performed largely in the Policy Sub-Committee, with responsibilities including:

• Assisting the Board with understanding of different policy types, and on the differentiation between Board policies and School operating policies.

• Undertaking project work to construct, or draft revisions

to the Board Policy Manual, and bringing those policies to the Board for adoption.

• Advising the Board on the process for drafting, reviewing and adopting new Policy, or changes to existing Policy; this includes advising on whether drafting can be done within the Policy Sub-Committee, or is best performed by the specialist Committee.

This year, the Governance Committee refined its mandate, and revised an annual calendar to pre-plan recurring governance activities. The Committee refreshed the overall Board Committee membership procedure, and worked on clarification of the distinct roles of the Governance, Executive and Nominations Committees in the evaluation and nomination processes.

Supporting the overall strategic Board activities, the Governance Committee contributed to the review of the draft constitution and bylaws for the proposed foundation, and also reviewed from a governance perspective, the goals crafted in the draft Strategic Plan.

CommuniCAtions CommitteeThe Communications Committee was formed in early 2012 to support the Board of Governor’s internal and external communications while maintaining the Board’s strategic focus.

The purpose and mandate of the Communications Committee is to:

• Provide information from the Board of Governors to the Meadowridge community regarding the health and well-being of the Society and School, especially in terms of planning and financial stability.

• Communicate, advance, and support the implementation of the School’s vision (plans for the future).

• Manifest the desire of the Board of Governors to communicate.

• Promote knowledge, insight, understanding, inclusion and engagement of community members with the School’s vision.

• Raise the profile of the Board of Governors as thoughtful, caring and respectful community members learning to live well, with and for others, in a just community.

In the few months that we have been working together we have created a new letterhead and appearance for Board communications, developed a preliminary communications plan, and have undertaken to develop a more extensive communications package in the coming year.

We have begun a quarterly letter to the community series and hope to highlight the roles and profile of the Board of Governors. We will be working to build awareness of the Board and the work that the Board and its committees do.

The Duke of Edinburgh is a challenging programme that

has been designed in ascending standards of achievement:

Bronze, Silver and Gold levels. The sections of which each

participant must master are: Service, Expeditions and

Explorations, Skills, Physical Recreation, and a Residential

Project (for Gold Award participants). If a student attains

Gold level status, they are given their award by Prince Phillip,

the Duke of Edinburgh founder. All students in Grade 9 are

encouraged to complete the Bronze level.

This award is given to students who demonstrate originality, exceed expectations in art appreciation, technical skill, effort and creativity.
