Flanking the N3 at the corner of New England Road and Hesketh Drive, the development is funded by Dezzo Construction and is valued at R17 million. The project is a budget hotel and a residential complex, which should have been completed and up and running over a year ago. Residents said the project has been mired in controversy since inception. They claim that residents had not been notified about the construction project until a notice was published in a newspaper that prompted a flood of objections. Atthesite,verylittleworkhasbeen done. Only a short driveway at the entrance has been built and manholes were partially completed. The main entrance has a makeshift gate made out of wire, rubber and planks. A source at the site, who asked not to be named, said the project was a stop-start affair and work ceased around July last year. “This was supposed to have been completed already. Construction work would start and halfway through they would run out of material and the development would stop. “The workers would be sent home, the material would be bought and the constructionwouldbeginagain,”said the source. Hayfields resident Pieter Swanepoel said the development has been going on for at least five years. “We want to know what is happening there because no one is telling us anything. “For months, there has not been anything happening at the site. This was supposed to have been completed years ago and they have not built one thing,” he said. He said the developers had also planned to build a restaurant there but the idea was turned down. Swanepoel said the site was an eyesore and a danger, and was devaluing their properties. “Over the past months, there have been a spate of breaks-ins around this area and all the residents are pointing to this development because criminals go through the bush in there and disappear. “This is also a danger because people use this area as a short cut. Someone might fall into a manhole and be seriously injured or killed. The fence they put in there is not the project and would like to see a re- turn on that investment. NONTOBEKO Mjoli (5) fromthe Jika Joe informalsettlement is the latest victim

to be electrocuted by live wiresconnected illegally.

The incident happened last weekWednesday at the back of theinformal settlement near the pittoilets,whereMjoli isbelievedtohavetripped over live wires.

Mjoli’s aunt, Matsepang Dlamini,said that the deceased had spentthe day with her guardian while hermother was at work.

“Every morning, her motherwould leave her at a guardian’shouse because her day care is stillclosed. Every morning after hermother has gone to work shewould come knocking on my door toask if her relatives had woken up.

“On the day she died, she nevercame knocking. I thought shehad gone to playwith other children.I was not that worried because Iknew that someonewas lookingafterher.

“Around 1pm, someone came tomy house and told me that he sawNontobeko near the pit toilets. Iquickly put my shoes on and headedto the scene. I saw her body andcouldn’t stop crying. It was painful. I

didnotevenknowthattherewerelivewiresby thepit toilets. Shemusthavetrippedover thenakedwiresbecausethey are not easily noticeable” saidDlamini.

She said that Mjoli had left herguardian’s house to visit the toilet.She said that her shoes were foundmeters away from the scene.

Mjoli’s family is still busy withfuneral plans and she will be laid torest this Saturday.

Mjoli had been a frequent visitorof thenon-profit organization,MamaNtombi’s Community Projects(MNCP).

The organisation deals with thedevelopment of orphaned andvulnerablechildrenindisadvantagedcommunities in Pietermaritzburg.

MNCP’s programme managerSandra Pillay said, “This child hasbeen coming to our programme. Webought the family groceries andwe prayed with them. We aresaddened by what has happened,”she said.

“She was a lively person and wewillmiss her somuch,” said Dlamini.

TheMaritzburgFever reporter vi-sited the Jika Joe informalsettlement with the MNCPrepresentatives.

Due to prominent illegalconnectionsatalmosteverycornerofevery shack, one had to treadcarefully when walking between theshacks.

Jika Joe community leaderThembinkosiMagagula said that it issad to note that last year, anotherchild was electrocuted at the samespot where Mjoli’s body was found.He said that proper housing is theonly answer to solving illegalconnections.

“We do not know when illegalconnections will end. A lot of peoplehave lost their lives in theprocessandit is even sadder when it is youngchildren that die. However, olderpeople are also victims. This appliesmostly to those who are visitors andwho are not informed about illegalconnections at Jika Joe.”

Last week a Copesville man,Mthobisi Mokoena (27), was alsoelectrocuted after mistaking livewires for a washing line. Thishappened at the Swapo informal set-tlement. Ithasbeenreportedthatoneman was also electrocuted in Swapoon Monday.

THE deputy national police commis-sioner, Lieutenant General NobubeleMbekela, advised prospectiveapplicants for the police trainee

positions that there are no spaces forthose who have criminal records andthat the police department is not aget-rich-quick organisation.

She said this while addressingprospective applicants who had cometo attend the police recruitment

programme at the City Hall.“Policing is a calling and a career. It

is not just a job. When leaving yourhome in the morning, you stand backand look at your home because youmay not come back to it. You may comeback in a coffin. You come to the policeservice with your heart and not youmind.

“If you want to be rich, go to thecorporate world,” she said.

The applications for the entry-positionswereopentoallSouthAfricanyouth of all races between the ages of18 and 30 years of age.

“South Africa belongs to all of us.We have not come here to recruit anyparticular race group - everyone iseligible to apply. We have come torecruit South Africans,” said Mbekela.

In total there are 5000 vacantentry-level posts in the police servicewhich have to be filled by 31 March 2015.Mbekela added, “Out of this 5000,3800 are police act members and 1200are clerks. This province has beenallocated 613 entry-level police actposts and 221 public service act posts.

She further stated that there is nospace for those who have criminalrecords and that police should strive forintegrity and loyalty at all times.

Wewant men and womenof integrity. We do notwant friends of thecriminals in the policeforce,” said Ndlela.

Man in court for spraypaint attack>> The hunt is on for a second man involved in the attack

A PIETERMARITZBURG man accused ofbeating up a Northdale mechanic’sassistant and then spray painting his

entire body with white enamel car paintappeared in court on Friday.

Avikar Lutchman (27),who faces charges ofassault, assault with intent to cause grievousbodily harmand attemptedmurder, cut a calmfigure when he appeared in thePietermaritzburg Magistrate’s Court.

Lutchman was remanded in custody withthematterpostponed toJanuary 22 for furtherinvestigation.

State prosecutorMxolisi Hodi said the stateintends opposing bail.

Lutchman’s attorney, Kameel Jagernath,said: “My client has intentions of pleading notguilty. Hewill co-operatewith the state andweknow there is one suspect that still needs to bearrested.”

The hunt is on for a secondman involved inthe attack that left Malawian national Bilaz

Asan hospitalised last Wednesday afternoon.Two men are alleged to have beaten Asan

withaxes,toolsandarake,beforestrippinghimnaked at the mechanic’s premises on VioletRoad in Northdale.

Themenare thought to be irked customers.After beating him, Asan’s attackers

allegedly laid him down and spray-painted hisnaked bodywith white enamel car paint usingan air compressor.

Another mechanic, Pilandran Chetty, wasalso attacked.

Asan was rushed to Northdale Hospitalwhere nurses tried to remove the paint, whichhad hardened on his body and even glued hislips together.

He was discharged last Friday after nursesmanaged to remove paint from “sensitiveareas” on his face.

BrigadierFrancisBanthamsaida task teamled by seasoned detective Captain PipesHafejee had been set up to bring the suspectsto book.

“We are appealing to members of the

community to come forward with anyinformation that may assist us in getting asuccessful conviction.

“We condemn this behaviour and thosealleged perpetrators must be held responsiblefor this inhumane crime they committed,” shesaid.

THE Clarendon Community Association, and thegeneral Townhill precinct, have achieved greatsuccess in curbing crime in the area through massivecommunityinvolvementandsupportoftheSAPS,thedog unit in particular.

The Clarendon Community Association hasspearheaded a K9 fund to replace police dogs lost inthe line of duty and of natural causes.

“Crime is the harsh reality of a number ofdeteriorating socioeconomic factors, a questionablejustice system and a police force that are understaffedand often ill-equipped. The reality is that we as acommunity have to play an ever increasing role in thesecurityofourneighbourhoodsbysupportingourmenin blue, who risk their lives every day and against allodds,” said the Clarendon Community Association’sRowan White.

He said that this community initiative wasmotivated by the shooting and killing of police K9 Skyin the line of duty in the Town Bush area on 7November 2014.

“The dog unit have been incredible, both inresponse to and support of the community and wefeel that it is time that we repaid that commitmentby these policemen, both human and K9 alike.

“Initially we wanted to replace the one dog buthave discovered that four handlers were without K9’s.Our objective subsequently changed to raise enoughmoney to replace all four dogs. Each dog costsbetween R10 000 and R12 000 and to date, we haveraised enough to replace the first two dogs, which isabsolutely amazing.

“A huge thank you to everyone who has donatedso far. It really is humbling to see communities andbusinesses pulling together like this,” said White.

He said that a fundraising challenge has been sentto various business people, appealing to them todonate a minimum of R500 or more, and to challengeother associates or friends to match or better theirdonation.

“However, any donations, no matter how small,help. If 480 households donate R100 each we willhave all four dogs.

Any additional monies will be used to fund foodfor the K9’s,” said White.

WITH Januarymarking the start of theregistration period at most SouthAfrican colleges and tertiary institu-

tions for the current academic year, theDepartment ofHigherEducation andTraininghas made an urgent appeal to potentialstudentstobeonahighalert forboguscolleges.

Speaking to theMaritzburg Fever, nationalDepartment ofHigherEducation andTrainingmedia liaison officer Khaye Nkwanyana saidthat it is important for potential students toverify theaccreditationof trainingcollegesandcourses which they offer.

“We strongly encourage potential studentsto opt for public institutions and universities.However, those who want to go for privatecolleges should first check with us ifsuch institutions have a proper licence tooperate and that their courses are accreditedwiththeSouthAfricanQualificationsAuthority(SAQA).

“They should verify this information tomakesurethat theydonotwastetheir timeandmoney. If the institutions and courses are not

registered or recognized, sadly, qualificationsfrom such institutions will be regarded asfraudulent and will not be recognized by anycompany when one looks for employment,”said Nkwanyana.

Through thorough investigations by theDepartmentofHigherEducationandTraining,Nkwanyana said that the department hasdiscovered that there are registered privatecolleges offering courses which are notaccredited by the SAQA. He said this is illegal.

Nkwanyana said that the department has adedicatedteamwhichtacklessuchmattersandonce culprits have been found, they arebrought to justice.

With intervention from the police,Nkwanyana said that there are culprits whichhave been arrested and brought to justice.

“Since last year we have opened about 41cases across the country. A lot of these caseswere opened in October last year and most ofthecollegeshavesinceappearedincourt,”saidNkwanyana.

He urged potential students to phone 0800872 222 to verify with the department if theinstitution they are considering joining isregistered and recognized.

LAST month, the Howick Arts Society(Harts) hosted an exhibition ofmembers’ work at Fairways on Main.

During the run, the society alsohanded out awards for members.

And for the first time, theorganisation held an in-house

WHEN I was in matric, thethought of cheating during theexams didn’t even cross my

mind.Firstly, I was too much of a nervous

wreck to cheat and I knew that should Iget caught, I would get a serious whippingfrom my mother.

I also knew that I would be subjectedto endless family meetings andcounselling.

Not only would it be recorded in theDepartmentofEducation’shistorybooks,but my mother would make sure that itwas in my obituary and on my tombstonetoo, and I definitely didn’t want that.

A friend of mine cheated in his matrictrial exam.

Even though I don’t promotecheating, I must say the modus operandiwas pretty impressive. During a technicaldrawing trial exam, my friend and a matesitting in from of him literally switchedboards the minute the invigilator turnedhis back on them.

They didn’t get caught. On top of that,they both got 80% for the exam.

Wait, I have my own cheating story toshare.

I cheated in a class test in primaryschool. I was in Grade three at RichardsBay Christian School. I know, the irony.

My best friend Kate and I were sharingnotes in an English test and my auburn-haired English teacher, Mrs Walker, walk-ed between us while I waswhispering answers to Kate. Before shecould even say anything, tears startedrolling down my cheeks; I knew it was theend - we got caught.

I can’t quite remember what thepunishment was, but I know that I neverrepeated the action because the feelingof that lump in your throat as you’reushered to the principal’s office is not agood feeling.

When the matric cheating scandalbroke last week, I thought to myself, is itreally worth it?

I didn’t do well in all of my matricsubjects, but I was satisfied with myresults because I had put in the hard work.During the late nights and the weekendsat the municipal library, we made surethat we put in extra work because thethought of not seeing your name in thenewspaper was just depressing.

When the results finally came out andI saw my name in the newspaper, I waschuffed with myself. I was proud when Ireceived my matric certificate because Iknew that I had worked hard and Ideserved the results I received.

When I heard that 39 exam centres inKwaZulu-Natal have been implicated ina cheating scandal, I thought of youngpeople’s futures gone to waste.

KZN Department of Educationspokesperson Muzi Mahlambi made itclear that the department does not takekindly to cheaters. He told the media thatpupils have been found cheating in thepast and that the sanctions were harsh.

They have included a suspension fromwriting a matric exam for a period of oneto five years.

Teachers don’t earn much, so whywould you risk putting bread on the tableto ruin a child’s future?

I ask myself how these children willcope at university, having been acceptedinto the institutions with faux marks.

Mahlambi made an interesting pointwhen he said that children will always bechildren.

He said pupils are so honest that theywill tell you that “the teacher gave themthe answers or that their parents camehome with the paper”.

I was absolutely gobsmacked aboutthe fact that parents can come homewith a matric exam answer script andmake their child memorise the answers.

As a parent, what are you teachingyour child?

That cheating is right? That they cantake short cuts to get further in life?

Having cheated and learnt my lesson,I hope these children will repent andrefrain from cheating in future. It wouldbe a sad indictment on society if some ofthese children get ahead in life throughcheating.

Perhaps the department should goback to the basics. I believe that ifteachers had equipped the pupilsadequately and made sure that theywent into the exam with confidence thatthey would do well, then there wouldn’tbe a need to cheat.

But then again, I believe there are somany cracks in our education system thatthe cheating scandal is just the tip of theiceberg.

Is it really worth it?

The dark side of the coinTHE euphoria, accompanied by

delirious jubilation, trailed bydismay and disappointment, is

now over and the dust has settled -somewhat.

A multifarious assortment of critics,coming from the least educated,academics, politicians, educationexperts, professors in education andparents. And teacher unions.

In fact all of these indulged in the“blame game”, listing a plethora ofreasons for the decline.

Add to this the disgrace of cheatingpupils and cheating teachers andsupervisors. How sad.

We, the paying public, were assailedwith the good and bad stories ofnumbers, pass rates, failure rates andother confusing numbers.

The above thoughts I submit withrespect are relevant in the context thatfollows:

The main players in the annualdrama are indisputably the pupilswriting the matric exam from publicschools, private independent schools

and subsidized independent schools.We may add to this drama of

education the teaching and learningprocess, the teachers, the parents - rich,poor,destitute - and even domestics toboot.

When we observe the encouragingdisplay of successes in the media, withthe many smiling pupils and their fistfulof ‘A’ symbols, we experience a warmglow of achievement. We are elated tosee our pupils being accorded duerecognition, accolades and admiration.

They have been included and notexcluded from glory. So let us as a nationrejoice and give thanks.

In the midst of the joy and elation,we must not lose sight of the dark sideof the coin. Many politicians,educationists,and community leadershave expressed their fears about thestate of education in our schoolsthroughout the country.

Of the many reasons offered for this,one of the most significant is the fear oftrade union teachers running downeducation.

The critics are prominent.Educationpsychologist Dr Devi Rajab

has said that “unions and politiciansmust keep out and allow experts tohandle education”.

And Prof Jonathan Jansen of theUniversity of OFS claims that SA, incomparison to the rest of the world, isthe only country where “unions runeducation”.

And let us remember,the multitudeof silent critics...the parents of ourpupils. Let us concede that nearly allchildren love extra school holidays, albe-it unofficial.

Therefore we pray and trust that thetrade union teachers will not go on strikeand stay away from schools in themiddle of school days, thus “granting”our pupils extra holidays and disruptingteaching and learning.

There are fears that we can expectstrike action by SADTU in the beginningof the school term of 2015.

AS the matric cheating scandalbecame public, the EducationDepartment repeated itsself-righteous rant about“bringing culprits to book”.

The irony of the real “culprits”and creators of the tragic state ofoureducationbeingpartof itsowntop ranks is lost on thedepartment.

Children should be taught sothey develop the competence totake the matric exams withconfidence.

But the department’s credibili-ty has been long lost.

It’s suspected of selling its soulto a union that shuns competenceand promotes self-interest.

There are widespreadconcerns that it is held in astranglehold by that union tocatapultpeopleintopostsofpowerbased solely on their “connected-ness”.

There is also the issue of thefinest transformationalprogramme in education - theInclusive Education and TrainingProgramme - being squanderedto the point of destruction.

It is difficult to challenge thehypothesis that pupils who cheatto the extent reported receivemediocre education and support.They copy in desperation, and theflip side is that they are easilymanipulated by their own“teachers” to copy dictatedanswers.

The department shows that itscores zero in self-reflection andcorrection.

The productive nation oftomorrow is in our schools today.

To save our future, we needoutside intervention. I cannotthink of a more respected bodythan the Office of the PublicProtector to do it.

Apart from a few detractors whoopenly expressed their reservationsabout the “Weekend Liftoff”, manywelcomed the Uncles into theirhomeswithimmensetrepidationandanticipation.

VikashandRayalwaysmentionedthat destructive and constructivecriticismgoeswith the territory in theentertainment business. The realityof the universe is that you cannotplease every individual.

I remember Vikash asking alistener to dedicate a song to friendsand relatives after giving the correctanswer to a quiz. The listener statedhe had no relatives and no friends.Vikash was taken aback and askedthe listeneragain, “Areyou tellingmeyou got no friends?”.

The listener answered “yes, I gotno friends because my friends areleaving me”.

This was a reference to Ray andVikash resigning from Lotus FM.

This incident, amongst manyothers, resonates with the profoundimpact that these two disc jockeyshad in the lives of their listeners.

Their intellectual anecdotesand razor sharp thinking willbe missed.

Despite legal action that wasinstitutedagainst theirPeruandBalaroadshow, they won the case anddecided to leave on their own terms.

At their farewell concert inPhoenix, they promised they aregoing to be back with a bang.

Until thenwehold our breathes toseeourfavouriteunclesonceagainonstage.

Maybe it will sooner rather thanlater.
