AttherecentExecutiveCommittee(Exco) meeting, executive managerfor the internal audit unit, PetrusMahlaba, said that this is a problemin all areas in the Msunduzijurisdiction.
“There is a big challenge in termsof locked properties and those thathave dogs,” said Mahlaba.
Hesaidthateachmeterreaderhashis or her own dedicated area formeter reading, and this has mademeter reading a lot more effectivebecause they know where they canlocate the meters.
The issue of estimated meterreadings was previously highlightedby the Auditor-General (AG).
Thiswasanitemwhichcausedthemunicipality to obtain a qualifiedreport from the AG for the previousfinancial year. Since the AG’s reportlast year, council has made strides toachieve 100% in its readings.
As the meter readers are paid perread, the deputy municipal managerfor economic development Dr RayNgcobo said that council has revisedthe remuneration of the meterreaders, as they are trying to makesure that meter readers are paid aliving wage.

Lucas Holtzhausen, director ofSafe City, said that visiting HomeAffairs was an eye opener.
“It’s quite a shock to see howmany mothers come there toregister their babies. They arenormally alone and in manyinstances, you can see that they arefrom rural areas. This is part of theproblem. In the rural areas, every-one knows each other in a specificareaandthereisastrongtrust factoramongst the inhabitants. Whenthesemothers then come to the city,theyareunawareofthedangersthatlurk in areas such as Home Affairsand also near ATM’s,” he said.
Holtzhausen said that there are anumber of security officers on dutyat the entrance to Home Affairs andtheyneed tosensitizemothersnot tolet their babies out of their sight.
“We also find that mothers willhandtheirtoddlerstototalstrangersoutsideashopandthengoshopping.Other mothers will leave theirchildren unattended outside shopsonly to find themwanderingoff.Oneof our staff members who saw suchan incident rushed from the ControlRoom into the street to get the childto safety whilst the police wereinformed,” he said.

The coffee shop tender has beenadvertised and the matter is with theMsunduzi Municipality procurementbusiness unit.
Addressing the Executive Commit-tee (Exco), the deputy municipal
managerforeconomicdevelopmentDrRay Ngcobo said, “Our key issue was tosecure a second airline to operate fromthe Pietermaritzburg Airport. As aresult, we have had to make provisionsfor SA Express. We have advertised forexpressions of interest and that mattershould not take more than two weeksfrom now.”

THE Msunduzi Municipality isadamant that it is going to root outfraud and corruption within itsbusiness units.
The municipality is expected tolaunch the much-anticipatedanti-fraud, anti-corruption,whistle-blowing policy and corruptionstrategy by 8 August.
At the recent Executive Commit-
tee (Exco)meeting,MsunduzimayorChris Ndlela said that they havemoved the launch date to 8 Augustsubject to confirmation at their nextfull council meeting.
“All of us are for clean govern-ance. Integrity is doing somethingrightwhether somebody sees you ornot. There must always be a stick,and for us to use that stick, we mustbe able to protect the whistleblow-ers,” said Ndlela.
Executive manager for the
internal audit unit, Petrus Mahlaba,said that fraud and corruption casesof less than R100 000 will be dealtwith by the police.
“The establishment of theScorpions, now called the Hawks,was not done to deal with fraud andcorruption of less value. That is whywe have stipulated that it (fraud andcorruption) should be R100 000 ormore for it to go to the Hawks,” hesaid.

A diving teacher by day and hobbyistunderwaterexplorerbynight,Voormaspendsas much free time as he can looking forwrecked ships.He said that the averagedepthfor recreational divers is up to 30 metres.Voorma is a technical diver whose depthranges from 40 to 150 metres.
He said that according to his records thereare141shipswrecked in theDurbanHarbour.
The first ship wreck that Voormadiscovered was the Namaqua Wreck inOctober 2012. The ship was commanded bythe SouthAfrican government and housed SirWinston Churchill for a certain period.
During a Calypso Dive at Uskaha, Voormaand his team discovered the HM SubmarineOtus on 20 March last year. That was the firsttime anyone had seen the submarine since itwent down in 1946.

HYUNDAI Automotive South Africa has launchedthe enhanced 2014 Elantra, incorporating arefreshed design and improved product features.
A host of new features have been added, whilethe vehicle’s renowned quality, space and safetyhave been maintained.
“The Elantra has qualities and standardfeatures which make it a worthy competitor in itssegment. Its driving pleasure, the ergonomics of itsdesign and the roominess make it a perfectcompact family sedan,” said Stanley Anderson,marketing director of Hyundai Automotive SouthAfrica.
The newly designed front bumper, radiator grilleand fog lamps, as well as the adoption of an LEDlight guide and projection headlamps add adynamic, hi-tech feel to the Elantra. A newtwo-tone rear bumper and LED rear combinationlamps have also been added.
Interior design elements were modified with theaim of improving usability. The centre air vent hasbeen repositioned higher on the dash, while thefront centre armrest position was also raised.
Interior enhancements in the 2014 Elantrainclude a new audio system with integrated Blue-tooth, a redesigned climate control interface,an automatic transmission selector and electricfolding side mirrors. In addition to this, variousfeatures have been introduced to minimise noise,vibration and harshness. Among other features,these include new duct absorption material, high
density carpets and anti-vibration material in thedash panel.
The 2014 Elantra’s lightweight 1.6-litre GammaMPI four-cylinder engine offers a power output of96kW at 6 300rpm while delivering class-leadingfuel economy. Peak torque delivery is 157Nm at4 850rpm. Fuel consumption of 6.4 litres/100kmhas been measured officially for the manualtransmission derivative, while the automaticversion recorded 6.9 litres/100km in a combinedcycle. The vehicle offers a six-speed automatictransmission with shiftronic manual control or astandard six-speed manual transmission.
Acceleration from 0 to 100km/h takes 10.1seconds in the manual version, while the automaticderivative accelerates to 100km/h in 11.6 seconds.Top speeds are 200 and 195 km/h respectively.
Standard safety features include safety escortheadlamps that remain turned on for 30 secondsafter the driver leaves the car, and rear park-assist-ance sensors. Airbags are present for the driver andfront passenger, and ultra-high tensile steel is usedto reinforce areas of the car’s body structure whichare critical to safety in the event of an accident.Seatbelt pretensioners compliment the passivesafety features of the Elantra, while Isofix child seatanchors are also standard safety features.

The race had different categories,whichmeant that you could takepartas an individual, a team of boys orgirls,mixed teams and school teams.
Participants, all dressed inJonsson workwear overalls, took on21 obstacles, but sharing mud wasthe main order of the day. The firstindividual to complete the race in themen’s category was Matt Kretzman,closely followed by Owen Bengo.
Maya Oppermann held onto herfirst place in the ladies race.
Epworth School team took firstplace in the schools race, walkingaway with Makro vouchers to thevalue of R5 000 and the first overallteam went to the Karkloof Rangers.
