registration fee increase.Police were forced to fire rubber
bullets after students threw stonesat them and members of RiskManagement Services.
In the process, one student wasarrested and three others wereinjured and rushed to hospital,according to StudentsRepresentative Council (SRC)president Lungani Nhlenyama.
He insists management toldthemthattheannualregistrationfee
will rise over 100%, but theinstitution rubbished those claimslast week.
Academic programmes were setto resume on Tuesday after beingsuspended for two days followingviolent protests on Thursday.
Angry students threw stones at apassing car and forced the driver toreverse away. They carried sticksand placards with statements suchas; “F**k management, down withR9 000. This means war”.
The crowd, consisting ofhundreds of students, continuedtipping over rubbish bins beforeproceeding to the library lawnwhere they started burning tyres.
A fierce fight broke out when astudent drenched the burning tyreswith a fire extinguisher.
That fuelled the situationand thegroup turned on him, but he kept
them at bay by spraying them withthe extinguisher.
The crowd then ran to the policechanting, “gun free country”.
Theyalsothreatenedtostormthepolice station, demanding that thearrested student be released.
Environmental science studentMicaela Keddie said their lecturewas disrupted and students in classwere forced to get out.
“They came in banging the doorand shoutingat us.Our lecturerhadto rescue us through the back door.I support the strike but it’s notproperly done. It’s unfair to force usout of the class,” said Keddie.
Provincial police spokespersonThulani Zwane disputed the SRC’sreport that a student was arrested.He said no incidents had beenreported.
Meanwhile, the Higher
EducationDepartmentcalledonthemanagement and student leader-ship to find a solution.
“The ministry condemns in thestrongest terms the criminal acts ofdamaging the university property,”said department spokespersonKhaye Nkwanyana.
“Noamountofangerandfrustra-tion can justify vandalising publicproperty that belongs to the futuregenerations of students.”
According to a PHD student,things had gone back to normal byyesterday morning.
UKZN spokesperson ConvyBaloyi issued a statement sayingthat the strike had ended followingintense discussions between theSRC and management on issuesraisedbystudents.Thisincludedtheissueof theregistrationfee.Theout-comewouldbecommunicated later.

EXECUTIVE Committee (Exco) memberswere shocked to learn that there areabout 3000 Msunduzi owned land
parcels which cannot be accounted for.This information was revealed during a
presentation of the Msunduzi land audit byMsunduzi town planner Mthobisi Khumalo.
“What have you done about the propertiesthat you couldn’t find because there might bedozens of those?” asked Exco member BillLambert.
Exco member Thulani Xulu said that themunicipality needs to find out what happenedto these properties because there are peoplewho are in dire need of decent houses.
Excomember,EuniceMajola,proposedthatthe Msunduzi planning team consult formereconomic development employees as theymight have more information on how to solvethe mystery of the unaccounted land parcels.
A report compiled by Siyazama Consultingshows that there are 8598 Msunduzi ownedmunicipalities. Of the 8598 properties, 2759properties were not in the 2011 asset register.
Deputy municipal manager for economicdevelopment, Dr Ray Ngcobo, said that thereare different reasons for the unaccountedproperty.
“The first is that there is a list of propertieswhich have been counted twice. We areclearing those ones so that we can have onepropertydescription.Thereareproperties thatare missing because previously, there wasgoing to be a housing development where ageneral layout plan was produced but thedevelopment never happened.
“Thediagramhasalreadybeencaptured.Sonowwe have to go to court, in some instances,to nullify those general layout plans so that wecan revert back to the original plans. Lastly,we
have a number of state owned properties,especiallyinEdendale,whichwehaveacquiredas the municipality through proactive landacquisition, which have to be moved from theprivateowners to thestate,”explainedNgcobo.
Ngcobo said that with the planning teamcleaning the system by validating properties,the number of unaccounted land parcels isreducing.
Khumalo said that the aim of the land auditis to create a municipality developmentinvestment portfolio so that they can create aland release programme to determine whichland needs to be released, considering thedemands for the city.
“Someconcernswerethatsomeevaluationswere not complete. Some comments weremissingwhile someweredelayed fromvariousdepartments. The delayed and insufficientinformation caused not only disappointment,butafrustrationtousaswewerecompilingthisreport. It is important thatanoffice forstrategicland release programme and investmentdevelopment portfolio be established topromptly update, compile and archive allstrategic land release related information in ahard copy and in a shelved file, so that we canhave power over the city,” said Khumalo.
“Land requires a specialised managementprograme. We want to have a programmewithineconomicdevelopmentwherewewouldbeable to tell an investoron thespot thatwhichland would be required in future for theprovision of services in terms of Section 14 of
the Municipal Finance Management Act (MF-MA), or tell them thatwewill be able to disposeof the land.
“Land therefore becomes an instrument tosecure private investors whilst balancingmunicipal service delivery,” said Ngcobo.
“The land issue is very sensitive. When wedo the investigations,wemustmaintain a highdegree of transparency,” saidMsunduzimayorChris Ndlela.
Khumalo said that there is stakeholderengagement where Siyazama Consulting hascompiled a report regarding the unaccountedfor land parcels.
“When we come back, we will release thatreport. Once we get the full comprehensiveaudit report, we will be able to see all the linksand gaps,” said Khumalo.

TRAFFIC signals at various intersections will beimplemented during the 2014/ 2015 financialyear.These include thecornerofDeccanRoadandOlympia Way in ward 28, R103 (main road) andPopeEllis inward37, intersectionatBlydonRoad,
ReggieHadebeandKarelLandmaninward23andthelasttrafficsignalwillbeatthecornerofTophamand College Road in ward 27.
Traffic studies were conducted by Msunduzi’stransportationplanningunit for theanalysisof thewarranted traffic signals in 2009 and in 2012.
On 19 December, 2012, an estimated trafficsignalbacklogofnine intersectionswaspresentedto council and this amounted to R3 540 000,however only R1 million was approved for theimplementationof traffic signals in the2014/2015financial year. Only four listed intersections werepriortised and implemented.
A report from the infrastructure servicesportfolio committee states that traffic signals canonly be installed at intersections where trafficcounts have been done to determine a suitabletraffic signal control.
To provide safety for road users and pedestri-ans,themunicipalitywillalsobeinstallingcalmingmeasures in all wards at different locations.
The first priority will be at school zones andpublic amenities, the second will be at highaccident locations and the thirdwill be in residen-tial areas.
The total cost of the construction of all speedhumps in all wards for 2014/ 2015 amounts to anestimated cost of just over R1, 4 million.

SAFE City has received a cleanaudit from the Auditor-General(AG). They are also being
recognisedasamong thebestentitiesin the country.
To celebrate this milestone,Msunduzi mayor Chris Ndlelapresented the trophy to Safe City onbehalf of the AG.
Safe City was one of eight munici-pal entities in the country to receive aclean audit, and one of three in theKZNprovincetoreceivetheaccolade.
SafeCitychairpersonanddirector,Zinhle Sokhela, thanked the munici-pality and the office of the AG.
“It is good to hear that we can seethe light considering where we comefrom. We have accepted the fact thatthe amount ofwork thatwe do at thisstage ismorethanthe fundingweget.The funding we are receiving is farless thanwhatwe are expected to do.There is some money that we cangenerate to extend our CCTVfootprint.
“InSeptemberof2010,wehandedover an automatic number platerecognition system to the council sothatweareabletocatchtrafficoffend-ers and issue warrants of arrests toget the money sitting out there,” saidSokhela.
She said that from September2010 toJune2011,SafeCitywasableto generate R1,5 million from trafficoffenders. “From 2011 to 2012 wewere able to generate another R1,5million. In 2010, we were able tomake2362 arrestsand issue3032warrantsofarrest.FromJuly2011toJune 2012, we were able to generateR1,5 million with 1682 arrests and2155warrantsofarrest.Wesawade-cline from 2012 to 2013. I think thiswas due to the challenge ofmanpow-er.Wesawthemoney thatwasgener-ated sitting at only R757 000,” saidSokhela. She said that the 2014 col-lections were very poor, with onlyR169 000 generated for council.
“IhavenodoubtthatthereisaboutR11 to R12 million sitting out therethatwe should still be able to collect,”she added.
Sokhela said that there are criticalareas in Pietermaritzburg whichneed CCTV cameras. “We have sub-mitted a number of proposals to themunicipal manager’s office. Thereare critical areas we need to look at,

particularly targetedsubstations. We stillneed funding tomake sure that thereare CCTV camerasinstalled aroundsubstations. “Westill need to makesure that we getfunding to installcamerasinareaslikeEdendaleandNorth-dale. There is quite alistofareasthatneedCCTV cameras.Besides that, withinthe city there hasbeen reduced crimein areaswhere thereare cameras. How-ever, we have identi-fied hotspots inareaswhereweneedto install morecameras. All werequireismorefund-ing,” said Sokhela.
“Webelieve that ifwe work together,there is a possibilitythatwecanreachoutto all the corners ofthe city becausecrime is all over. It isnot just confined tothe CBD; howeverthe face of the city isthe CBD,” saidNdlela.

THE inaugural Duzi2Sani 4X4Expedition was recently launched atLand Rover Pietermaritzburg during

Dance 2014 at the Durban Playhouse.Phillips and Van Vuuren have been
dancing since the ages of eight and 17respectively and have been great friendsfor a number of years which made for aneasy partnership.
The couple form part of the MarkWilson Studio’s formation team perform-ing a Jive and upbeat Cha Cha and sharethe stage with dancers from variousdancing schools.

ST Charles swimming sensation Chad Idensohnhas his sights set on qualifying for the shortcourse World Championships in Russia next year.
The 18-year-old, Grade 12 pupil was born and bredin Zimbabwe and moved to board at St Charles in 2012.He recently competed in the Junior Olympics in
Nangen, China where he broke two of the Zimbabweanmale national records in the 50m and 100m freestyle.
Speaking to Maritzburg Fever, Idensohn said thathe hated the water when he was younger and did notenjoy swimming. It was only after competing with hisfather in a triathlon that he began to enjoy swimmingand slowly began to realise his potential.
He said that he has been in club swimming forabout nine years now and is currently in the Sealssquad under the guidance of Wayne Ridden.
“Competing in the Junior Olympics was thehighlight for me. It was such an amazing experience,”he said.
Although Idensohn is passionate about pursuinghis swimming, he is determined to obtain a degree inthe academic field.
“Swimming is not going to last forever so I wantto have a good degree behind me as well,” he said.
Idensohn added that he is currently in theprocess of obtaining a swimming scholarshipin America where he will be able to both swimand study.
Balancing his swimming and school workhas been something that he has had to workat.
“It’s always hard to get the right balancebecause you can’t afford to let either fall down.It’s still something I’m working on but I’mdetermined to do it,” said Idensohn.
