Project Identification Forms
After the collection of infrastructure projects, the Ministry in charge will coordinate the completion of Project Identification Forms (PIFs).
PIFs will be completed by Project proponents (PUCs, PEs, …) and the Ministry in charge will instruct them to complete PIFs by a set deadline.
Upon the receipt of all completed PIFs, the Ministry in charge will enter data into ISDACON and create Broad Lists of potential strategic projects for each sector.

Project Identification Forms
PIFs should provide sufficient information for the first filtering step in the prioritization process.
Each PIF addresses the following information:
1. General information and data (lead project beneficiary, total investment, responsible person, institutional set up)
3. Strategic relevance questions to be responded on by ticking the box
4. Brief description of the project (executive summary)

Strategic Relevance Assessment Forms
Strategic Relevance Assessment Forms will be used to assess the responses on strategic relevance questions from PIF. Strategic relevance can be defined as the extent to which an individual project contributes towards achieving overall and sector policy objectives and/or meeting sector targets as given in the strategic framework. SEIO will:
check Institutional set-up (at policy owner level) and verifies eligibility for IPA and international assistance funding.
carry out preliminary strategic assessment. Results will be discussed and agreed by Sector Working Groups (SWG)
register the assessment by compiling and signing a list of qualified projects.

Step 5: Gap Assessment
Gap Assessment Questionnaires forms for energy, environment (solid waste, water/wastewater), transport and business infrastructure projects
Gap Assessment Reports forms including Project Gap Assessment Sheets for the same sectors.

Gap Assessment Questionnaire Forms
The project proponents/final beneficiaries (PUCs, PEs etc.) will be asked by the Ministry in charge to complete specific ‘Gap Assessment Questionnaires’.
The purpose of the questionnaires is to collect detailed and up-to-date information on the status of the project.
The SEIO will register the completed questionnaires with attached documents received from the Ministry in charge through ISDACON.SEIO will establish Assessment Panel (AP).
The AP members will check/summarise the completed questionnaires and will start the assessment process.

Gap Assessment Report
As the preparation of Gap Assessment Reports (GAR) will require specific technical knowledge, their preparation could be delegated to technical assessors endorsed by SEIO and the Ministry in charge.The GAR should provisionally address: Project scope, investment type; Technical maturity (spatial planning, technical documentation,
A site visit to inspect the existing conditions and a meeting with the project proponents should be organised.

AP will establish the Final List of Prioritised Projects for each sector to be proposed for IPA and international assistance.
Thus the projects will be divided into 4 groups according to their degree of maturity:a) ready for tendering;b) ready for preparation of technical documentation; c) minor gap to be addressed before preparation of technical
documentation; d) substantial gaps to be addressed before preparation.

SEIO will complete the Final Gap Assessment Sheets and produce lists with projects falling under the categories (a), (b), (c) or (d) including the conditions to be met by the Project proponents.
The results of the assessment are to be signed by all the members of the AP.
SWG will approve final list of projects.
