Drainage Works and Final road reinstatement
have been completed.
COUNTYWIDE REVIEW OF SPEED LIMITS: For adoption at April meeting
2017 ROADWORKS SCHEME:
The 2017 Roadworks Scheme was adopted
at the March Council meeting.
Discussions are ongoing with TII regarding
various projects to commence in 2017 and it
is anticipated that further allocations will be
received from TII in 2017.
Procurement of contractors and materials,
and general preparation is underway to
progress the 2017 Non-National Road
Projects.
GRAND CANAL CYCLING AND WALKING
ROUTE: A 2.4 Km section of the route from
Srah Road to Lynally has been fully
completed. A further 0.75 Km section to
Lynally will be completed by the end of
April.

ENVIRONMENT / WATER SERVICES:
OFFALY WATER SUPPLY SCHEMES
Planning permission has been granted for
the upgrade of the Tullamore and Birr
Water Treatment Plants. Preparation of
designs and contract documents has
commenced. The testing and development
of potential new sources and landowner
negotiations for Tullamore water supply
scheme is ongoing.
The Watermain Rehabilitation Works in
Edenderry & Kilcormac, representing an
investment of €2.4 million in the

replacement and rehabilitation of 6.7km of
old watermains, has recommenced with
work on service connections due for
completion in May.
ANTI-LITTER INITIATIVE
OCC are deploying CCTV camera on
various locations throughout the county,
both overt and covert. Arising from this,
enforcement & prosecution actions will be
pursued as appropriate.
BURIAL GROUNDS
From 17th April 2017 grave digging by
Council workers at Clonoghill cemetery in
Birr will cease. This will bring it into line
with all other Council owned burial grounds
in the county where it is the responsibility
of the local undertakers.
LOCAL & COMMUNITY DEVELOPMENT
AND TOURISM SECTION:
LOCAL & COMMUNITY DEVELOPMENT
The Local Community Development
Committee (LCDC) last met on 9th March.
New members from DSP and the HSE have
been nominated to the LCDC.The Dept has
announced a Community Facilities Scheme
Grant scheme to be admininstered by the
LCDC, closing date of 30th June 2017.
The Local Community Development
Committee (LCDC) met on 13th April.
Agenda items included projects for Local
Development Strategy RDP funding; the
SICAP National Consultation Event, the
LCDC 2014-2016 Annual Report; the
Community Facilities Capital Scheme 2017
and Local Agenda 21.
Children & Young People’s Services
Committee – Further to a presentation
made in February to the LCDC on this
matter (as the LCDC is required to sign a
Service Level Agreement with the CYPSC)
the Laois Offaly CYPSC held its inaugural
meeting on Wed 5th April. Public Participation Network (PPN) – Elections took place to fill the Edenderry
MD vacancy on the Secretariat, and Gerry
McGrath of Ballycommon was successful.
The Election count for the LCDC vacancies
for Community Reps took place on Monday
10th April at 2.30pm. The PPN County
plenary took place on March 28th. The PPN
made a presentation at the Community
Finance Options Information Session hosted
by Bord na Mona at the Mount Lucas
training Facility on 4th April. Comhairle na nÓg – The Offaly Comhairle
na nÓg executive committee met on April
4th. The group is focusing on a project
around increasing self confidence in
teenagers to make smarter choices regarding
substance misuse. Community Watch Network – The next
Community Watch meeting will take place
on 18th April. Community CCTV remains a
priority for the groups and sourcing funding
support for Community CCTV. Tidy Towns Network - The Network met
on March 22nd with guest speakers from the
2016 National Winners (Skerries) and Mark
Mahon from OCC Environment. The next
meeting is on 26th April. Offaly Youth Start Enterprise Project - The Offaly Regional qualifier business
called ‘Nifty Dog Collars’ from the Acorn
Project Edenderry took part in the Foroige
National Young Entrepreneur Competition
in the Mansion House on 30th March.
While the business did not claim the
national title, the dog collars proved very
popular with the audience and media at the
event.

OFFALY SPORTS PARTNERSHIP (OSP)
Education and Training
- Child protection - A Safeguarding 1
course took place on 5th
April in
Tullamore for 16 people. A
Safeguarding 2 (children’s officer)
course is arranged for 27th April in
Tullamore. 13 people currently
registered. - Community coaching - The graduation
for the Level 3 advanced cross county
(Laois / Offaly) community coaching
programme took place on the 24th
March. - Go for Life Physical Activity Leader
training - A whirling and twirling
workshop is arranged for 23rd May
2017. - Level 1 in sports leadership - Two
courses are being delivered in Gallen
Community School, four courses are
arranged for Oaklands Community
College commencing in April, and one
course is booked for RehabCare
commencing in May. Funding
- Bike Week 2017: The Department of
Transport, Tourism and Sport has
approved a budget of €5,000 for Bike
Week in Offaly. - Department of Justice: Offaly Sports
Partnership has submitted a funding
application under the communities’
integration fund of the Department of
Justice & Equality.
Programmes
- Programmes led out by staff in March
focused on migrants (athletics), older
people, people with a disability and
primary schools. - Crinkle Community Sport and Physical
Activity Hub commenced delivery of
programmes and will establish Outreach
to 16 schools in south Offaly.
- Five transition year students completed
work placement modules with the sports
partnership in recent weeks.
- Active School Week takes place from
the 24th to 28th April 2017.
LOCAL ENTERPRISE OFFICE:
The four Midlands Local Enterprise Offices
of Laois, Longford, Offaly and Westmeath
have joined forces to roll out an innovative
new programme for solo entrepreneurs
called The Midlands One to Two Training
Initiative. The programme launch took
place 29th March 2017 and the programme
will commence in late April 2017.
Most Enterprising Student Programme
2017
Primary school pupils from all around
Offaly have been rewarded for their
entrepreneurial talents by the Local
Enterprise Office Offaly as part of its "Most
Enterprising Student" initiative.
The Local Enterprise Office Offaly runs an
annual Most Enterprising Student
Programme which offers primary schools
throughout the county the opportunity to
nominate their Most Enterprising Student
(or group of students). It offers schools a
chance to give recognition to a student who
has set up and run their own business. Many
of the schools who entered the competition
now hold an “Enterprise Day” where the
students design, make and sell their
products to fellow students, parents,
neighbours and further afield. The school
then choose their winner from all the
students who participated. A decision can be
difficult to make given the wealth of
entrepreneurial talent that now exists within
the schools!

The awards were presented by Orla Martin,
Head of Enterprise and Councillor Noel
Bourke at a ceremony in the Tullamore
Court Hotel today (Tuesday 4th
April). The
children who were nominated had the
opportunity to display their products at the
awards ceremony. They were also able to
sell on the day, and business was extremely
brisk this year, with many stands selling out
within a half an hour! Some examples of the
businesses run by students include picture
frames, home baking and handmade bags
and charms.
Each school nominee was presented with a
prize pack including a €50 book token and
framed certificate.
21 schools entered the competition this year
and nominated their Most Enterprising
Student or Students.

82 net new jobs created by LEO clients in
Offaly last year
A net total of 3,679 new jobs were delivered
in 2016 by the 6,846 small businesses from
across the country that have been supported
by the Local Enterprise Offices (LEOs),
according to the results of the latest LEO
annual jobs survey published by Minister
Mary Mitchell O’Connor, T.D. The results,
compiled by Enterprise Ireland, show that
overall in 2016 a total of 7,883 new full and
part time jobs were created in gross terms
amongst LEO supported companies. A total
of 40 LEO client companies became eligible
for transfer to the Enterprise Ireland
portfolio during 2016, representing a further
positive outcome of LEO investment and
support. The total number of people
employed in LEO-supported small
businesses stood at 34,634 at the end of
2016.In Offaly, the survey also shows that
small companies supported by Local
Enterprise Office Offaly directly created
151 new jobs in gross terms and 82 new
jobs in net terms across the county. It is
important to note that these job numbers
only relate to businesses that are currently in
the LEO Offaly portfolio i.e. companies
awarded Feasibility, Priming or Business
Expansion Grants. The figures do not
include businesses that have transferred to
the Enterprise Ireland portfolio or the range
of businesses that have received other LEO
Offaly supports such as training, mentoring,
Microfinance or Training Online vouchers.
LIBRARY SERVICES
There are 2029 users registered for My
Open Library.
Spring into Story-Time is a national story-
time initiative in public libraries which is
running during the month of April in all
libraries in Offaly. It celebrates the
importance of families reading together and
sharing stories.
