The 71st meeting of Operation & Coordination Committee of MP was held on 20th September 2019 at
11:00 AM at Conference Hall, SLDC, MPPTCL, Nayagaon, Jabalpur. The list of participants is enclosed at
Annexure -1.0.
Shri K.K.Parbhakar, C.E.(SLDC) & Chairman OCC welcomed all the guests & participants to 71st
OCCM of MP. Chairman OCC stated that 50% of maximum demand of the state is being met by RE and Hydel
as Hydel is about 2800-2900 MW, hence thermal units are under backing down. During the last months the
Grid operations and system was smooth but the upcoming months might be crucial as there may be shortfall
of about 600-700MW for the demand forecasted by Discoms, even after purchasing from all the availability
sources. During peak hours, SLDC & MPPMCL is planning to manage the shortfall and met the demand by
power purchase from open access & other sources.
Another challenge is the shortage of coal in thermal units of MPPGCL, seeing to their coal
shortage/supply pattern of last months and it is an area of concern as during peak period it will not be feasible
to stop the unit due to coal shortage. Hence MPPGCL is requested to kindly resolve the coal shortage problem
and ensure the required coal supply and maintain adequate coal stocks during the peak season and
approximately 3800MW power will be required to mitigate the forecasted Demand from the month of
November 2019 onwards. Representative from MPPGCL informed the committee that the coal companies
have restricted the coal supply due to pending bill. Further Chairman OCC stated that MPPGCL shall take up
the matter with Govt. and ensure to maintain the adequate coal stock.
Chairman OCC informed the committee that SLDC has to submit a Detailed Operating Procedure for
backing down of SSGS units in line with CERC guidelines after discussing/providing copy of the procedure to
all the entities. Where in Discom have to pay compensation to generating companies if the generators are
taken ON BAR below normative PLF. It will be implemented after the approval by the commission. Thereafter
he requested Shri. R.A.Sharma, Addl. CE, SLDC & Member Secretary OCCM to take up the agenda points.
ShriR.A.Sharma, Addl. CE, SLDC stated that Chairman OCCM has discussed the complete gist in his
opening remarks, especially regarding the demand and supply management in MP Grid. He shown his
concern about the voltage management in the ensuing Rabi season. He also mentioned his concern to identify
the pockets in advance where load management will be required as load diversion will also be required from
Discom sides for the critical pockets during rabi season. The load diversion shall also be planned in advance
to maintain uninterrupted 24X7 supply. Thereafter he requested the guests & participants for introduction.

ITEM NO. 1 : CONFIRMATION OF MINUTES : Minutes of 70th meeting of Operation & Coordination Committee of MP held on 09th July 2019 at Conference Hall, SLDC, MPPTCL, Nayagaon, Jabalpur were forwarded to the committee members vide No. 07-05/SG-9B-II/2432 Jabalpur dated 12.09.2019. ITEM NO.2: REVIEW OF SYSTEM OPERATION DURING THE MONTHS JUNE 2019 TO JULY 2019. 2.1. Frequency Particulars: The committee was apprised that during JUNE 2019 the system frequency was below 49.90 Hz for 9.87% of time against 7.09% of time during JULY 2019. The system frequency was above 50.05 Hz for 19.79% of time during JUNE 2019 against 24.64 % of time during JULY 2019. The system frequency was within the IEGC range of 49.90-50.05 Hz for 70.34 % of the time during JUNE 2019 against 68.27 % of time during JULY 2019. The average monthly frequency was 50.00 Hz during month of JUNE 2019 and 50.00 Hz during month of JULY 2019.
The detailed frequency particulars for the month of JUNE 2019 and JULY 2019 are enclosed at
Annexure-2.1. The brief detail of frequency profile is given here under:-
2.2.1 Operational Discipline: The committee was apprised that system operated in terms of frequency
profile for the months JUNE 2019 & JULY 2019 is as given below for discussion by the committee:

2.2.2 Voltage Profile: The committee was apprised that during the months JUNE 2019 & JULY 2019 the maximum and minimum voltage as recorded at following important 400 KV s/s in MP Grid: -

Committee was informed that the voltage at 400 KV S/s Kirnapur is continuously on higher side and the loading on transformers is also on higher side since the commissioning and charging of substation. Further Chairman OCC stated that P&D, MPPTCL shall explore possibility and propose a plan for installing suitable capacity reactor for maintaining voltage at 400KV S/s Kirnapur. 2.2.3 Status of Capacitor Banks in sub-transmission system: The committee was apprised about the updated information of the status of capacitor banks in sub-transmission system as on 31th JULY 2019 as submitted by DISCOMs is detailed below:-
. East & Central Discoms were requested to kindly ensure to provide the desired information within stipulated time. Further the coordination with East Discom Control room is not proper in all respects, hence East Discom shall ensure to provide the required data. Member Secretary OCC stated that during ensuing rabi there will be low voltage problem in some pockets, hence Discoms shall ensure the healthiness and availability of capacitor banks. 2.2.4 Status of Shunt Capacitor Banks installed at various EHV Transmission Substation: The committee was apprised about the updated information of the status of installed capacitor banks (in MVAR) in EHV transmission system as on 31.07.2019 as submitted by MPPTCL is given below:-

2.2.5 Status of completion of ongoing Transmission Schemes being executed by MPPTCL: The committee was apprised about the various ongoing Transmission Schemes completed during the financial year 2019-2020 (up to JULY 2019) and plan for completion of various ongoing Transmission Schemes for the Year 2019-2020 is enclosed as Annexure 2.2.5(i) and 2.2.5(ii) respectively.

2.2.6 U/F and df/dt Relay Operation (i) U/F and df/dt Relay Operation: The committee was apprised that frequency did not touch 49.20 Hz
during JUNE 2019 and JULY 2019. There was no df/dt operation during the same period. MPPTCL informed that under Frequency Plan for all the stages have been implemented and in operation.
(ii) Defective u/f, df/dt relays: The committee was apprised that MPPTCL has informed that all the df/dt and U/F relays are in operation, where the U/F relays are not available, the numerical relays programmed for under frequency operation. All U/F stages are in good/ healthy & working condition. 2.3 Power Cuts / Load restrictions/Differential Load Shedding by DISCOMS & group allocation to
33 KV feeders: (i) The committee was apprised that the details of DISCOM wise Power supply given to various domestic
categories during the period JUNE 2019 and JULY 2019 is enclosed at Annexure 2.3(i).
(ii) Group Allocation to Newly Commissioned existing EHV substations:- The committee was apprised
about the region wise list of 33 KV feeders emanating from various newly commissioned/existing EHV
substations for which groups have not been allocated is given in Annexure 2.3 (ii). The DISCOM wise details
of pending group allocation to 33 KV feeders is given below:-

Discoms are requested to furnish the details as per list enclosed at Annexure-2.3(ii) in the meeting. In view of the above it is requested that the order copy for which group have been allocated may
please be submitted to P&D, MPPTCL under intimation to SLDC. The matter has been discussed.
ITEM NO. 3 : OPERATIONAL PLANNNING: 3.1 Generating Units under planned outage and proposed maintenance programme: The annual maintenance /outages of thermal generating units of MPPGCL for FY 2019-2020 as intimated by ED(O&M:Gen.) is NIL for the month OCT-19 to DEC-19. Representative from MPPGCL informed that the maintenance of all the Units has been completed and hence there no outage is required on the Units.
3.2 Proposed shutdown programme of Transmission lines / Transformers: The committee was apprised about the proposed shutdown of transmission elements for the period 01.09.2019 to 31.12.2019 as submitted by T&C, MPPTCL, enclosed as Annexure-3.2.
The matter has been discussed.
3.3 Long Outages of transmission elements and protections: The status submitted by MPPGCL /MPPTCL are given below:-

Representative from MPPTCL informed the committee that new 50 MVA X’mer is also being commissioned against augmentation of existing transformer.

Transformer tripped on differential trip indication with 33KV Multhan Discom feeder. MPPTCL informed the committee that the transformer has been charged on 27.08.2019.

Chairman OCC stated that seeing to the loading of Mahalgaon the 50MVA X’mer shall be run separately. Hence MPPTCL shall inform SLDC about the operation of X’mer i.e., it will run in parallel or not.
6 160MVA BHEL X’mer – 2 at 220KV S/s Satna.
14.08.2019
B-Phase bushing & OLTC selector switch failed due to heavy
lightening.
MPPTCL informed the committee that the transformer is on the way and is expected to reach site by 15.10.2019. MPPTCL informed the committee that the X’mer will be commissioned after Diwali.
7 500 MVA, 400/220 KV X’mer at STPS. 19.04.2018
X’mer tripped at 21:55 Hrs. due to LA Burst. Emergency shutdown taken for 15 days from
21.04.18 to 05.05.18 for CPRI oil filtering and
RLA testing work.
In 70th OCCM it was apprised to the committee that as decided, MPPGCL will purchase &provide 315MVA, 400/220KV ICT by Dec-19 against an order of MPPTCL, existing 3 no. feeders will be integrated through GIS& MPPTCL will reroute remaining 3 no. feeders. Thereafter STPS Ubit#6&7 will phase out. MPPGCL informed that extension order for 1 no. 400/200KV, 315 MVA ICT has been placed by CE Procurement MPPTCL, vide order No. 04-01/TR-68/2018/04725-7-Extn./SI/4512 dtd-07/08/2019 to M/s BHEL. The delivery at site is expected upto June 2020. MPPGCL informed the committee that the X’mer will be commissioned as soon as the X’mer is delivered. MPPTCL informed the committee that the X’mer will be delivered by Dec-19.

8 50 MVAR (Make GE) Line Reactor at 400KV Sarni-Asta Ckt-I.

MPPGCL informed that NIT has been uploaded on dtd-20.08.2018 & enquiry has been opened on 19.09.2018 and certain queries on techno commercial issues have been sought from M/s GE(T&D) India(OEM). Price bid opened on 05.12.2018 & order was placed on 01.03.2019. it is expected to bring back the reactor in service after rainy season. MPPGCL informed the committee that the it is expected to commissioned by OCT-19.

ITEM NO. 5 : SYSTEM DISTURBANCE IN MP DURING OF JUNE 2019 AND JULY 2019: The committee was apprised about the Grid Disturbances and Grid Incidents in MP during these months are given in Annexure 5. The members has noted.
ITEM NO. 6.0 : IMPORTANT OPERATIONAL ISSUES:- 6.1 STATUS OF COMPLETION OF ONGOING SCHEMES FOR COMMISSIONING OF REACTORS / TRANSMISSION ELEMENTS:- The committee was apprised about the present status
regarding schedule and commissioning of reactors / transmission elements is as below:-

In 66th OCC MPPGCL informed that the price bid has to be opened and the reactor will be commissioned by June 2019. MPPGCL informed the committee that the reactor is expected to be installed by June-2020.
2. Bus Reactor at SSTPS 125 MVAR MPPGCL
Work will be carried out under PSDF as intimated by MPPGCL in 62nd OCC in 66th OCC MPPGCL informed the committee that the drawing has been approved and reactor is expected to be commissioned by March 2019. In 68th OCC, MPPGCL informed the committee that reactor will be commissioned by October 2019. MPPGCL was apprised that considering commissioning of unit 3 and 4 at SSTPS stage II, early commissioning of 125 MVA reactor is required to ensure secure operation of grid. MPPGCL informed the committee that the reactor is on foundation, the remaining work is in progress.
6.2 FREQUENT TRIPPING OF 220 KV SATNA (PG)-KOTAR LINE IN FIRST TIME CHARGING:- The committee was apprised that 220 KV Satna (PG)- Kotar line was first time charged at
00:00 hrs on 23.08.2019 after FTC approval of WRLDC, consequent upon bunching of 220 KV Satna-Satna
(PG)-IV Circuit with 220 KV Satna-Kotar Circuit-II. However, line did not hold and declared faulty. The work
permit has been issued to AE (TLM) with instructions to perform patrolling. This line was again charged three
times as detailed below after receiving clearance on basis of patrolling done by EHT(Maint) team, but line did
not hold: 1. 15:43 hrs 23.08.2019
2. 18:40 hrs 24.08.2019 (As reported at location No.104 & 122 top phase conductor found flagged over).
3. 17:18 hrs 25.08.2019 (As reported at location No. 67 & 64 disc insulators were found flagged over).
Thereafter the line was charged multiple times but did not hold.

The frequent failure of charging the line is not desirable for system safety point of view, as Satna is an
important node. The frequent charging of faulty line may lead to system disturbance. The WRLDC has also
viewed seriously regarding repeated tripping of line. The line was finally charged on dtd-09.09.2019 at hrs
after multiple trial charging.
Representative from EHT-M informed the committee the after each tripping inspection of line was
done as per the distance indicated in the relay indication and as no discrepancy/fault was detected on visual
inspection then only the trial charging of the line was taken. Later after 4th tripping the complete inspection was
done and the string between Loc No. 141,142 & 143 was replaced and thereafter the line was successfully
charged.
The matter was discussed in the meeting.
6.3 DELAY IN SUBMISSION OF OPERATIONAL DATA BY DCC, JABALPUR AND NON-FUNCTIONING ROUND THE CLOCK:- The committee was apprised that in the subject matter, it is
mentioned that during recent past difficulties are being faced to get forecasted demand of East Discom from
DCC Control Room which creates operational difficulties. In case of non-availability of accurate forecast
demand, it is very difficult for SLDC to manage the grid in real time and it is also difficult to plan the schedule
of availabilities. It is observed that the accurate data from Discom are not being furnished timely. It has also
been pointed out that supply hours of East Discom should have provided regularly within stipulated time so
that same may be incorporated in consolidated DPR. However, in spite of regular reminders no action has
been taken so far. The representative of East Discom was requested that DCC Control Room may be advised suitably to
provide desired operational data timely without fail for smooth operation of grid.
6.4 TRIPPING REPORT OF INCIDENCE TOOK PLACE ON DTD 26.06.2019 AND 27.06.2019 AT 400 KV SUB STATION ASTHA:- The committee was apprised that on dtd 26.06.2019 at 13:16 hrs.
315 MVA transformer No.II tripped without any indication at 400 KV substation Astha and the same was taken
into service at 17:22 hrs on 26.06.2019. However, at 17:46 hrs on dtd 26.06.2019, 315 MVA transformer No I
& II again tripped. The transformer No II & I was normalized at 18:14 hrs and 18:42 hrs respectively on the
same day. On dtd 27.06.2019 at 17:24 Hrs., 315 MVA transformer No I & II tripped from 220 KV side without
any indication. The transformers were normalized subsequently on the same day. The frequent tripping of 315
MVA ICT No. I & II is dangerous to system security and healthy system operation, which requires thorough
investigations to rectify the cause. The T&C department may kindly comment on the matter so that the same
may be discussed.
MPPTCL informed the committee that the tripping occurred due to DC leakage and the DC leakage
has been attended.

6.5 COLLAPSE / DAMAGE OF TOWERS AND RESTORATION THEREOF:- The committee was
apprised that the 400 KV Pithampur- SSTPS Ckt No. I & II tripped at 15:26 hrs on 02.06.2019. It is reported that
24 nos towers are found collapsed / damaged at different locations. It is desired that 400 KV Pithampur – SSTPS

Ckt – I & II may be restored before ensuing rabi season positively. Similarly, one tower of 220 KV Narsinghpur-
Jabalpur Ckt No. I & II damaged at 19:17 hrs on dtd 13.06.2019. It is requested that restoration plan of tower collapsed/ damaged may please be provided so that the
same may be apprised to WRLDC.
In the above context, it is also indicated that due to outage of 220 KV Narsinghpur Ckt - I&II, long outages in
Narsinghpur-Pipariya Corridor is not being permitted. Therefore a few work of tower shifting work is held up.
Therefore, it is also requested that damaged tower of 220 KV Narsinghpur-Jabalpur Ckt No I & II may be
restored on top priority basis.
Representative from EHT-M informed that 7 no. tower is under submerged condition hence tower
erection is interrupted. Further the line on those 7 locations is being diverted and line is being shifted on ERS.
The tower erection work for 220 KV Narsinghpur – Jabalpur Ckt – 1 & 2 is completed and line stringing
work is under progress and the work is slowed down due to crossing of National Highway and also crossing of
33KV & 11KV Discom feeders which requires Discom consent for S/D.
The matter was discussed in the meeting.
6.6 PROTECTION AUDIT IN MP :- The committee was apprised that as per the recommendations of
Enquiry committee on Grid Disturbance of 30.06.2012, Protection Audit of all the substations is required to be
carried out once in 5 year and the Protection Audit of newly commissioned substations be carried out within
one year of its commissioning.
In 38th meeting of WRPC held on 28.06.2019, it was decided that Second Phase of Third Party Protection
Audit has become due for the substations of Western Grid and requested all the constituents to carry out the
Protection Audit of substations at the earliest in compliance to CERC directives. In the meeting MP-SLDC has
been entrusted with the responsibility of carrying out Protection Audit in the state of Madhya Pradesh. Thus,
the MP-SLDC has planned to carry out Protection Audit of 220 KV Substations and Generating Stations by
constituting the teams from various entities of the state grid in a phase manner.
Thus, in order to comply with the directives of CERC, MP-SLDC has constituted 5 no. teams for carrying
out Protection Audit of some of the 220 KV Substations/Generating Stations. Each team has been assigned 3
nos. of substations. The name of the substation and date on which Protection Audit is proposed to be carried
out along with the team member details is enclosed as Annexure – 6.6. Further the format for protection audit
has been e-mailed to the site offices of MPPTCL & MPPGCL where the protection is proposed to be
conducted. Hence the concerned officials are requested to kindly ensure the availability of the data in the
prescribed format to the protection audit team, so that the same may be verified and data may be
authenticated during the protection audit.

6.7 FREQUENT TRIPPING OF 132 KV VSTPS – WAIDHAN CKT – I AND 132 KV VSTPS – WAIDHAN – MORWA CKT – II:- The committee was apprised that 132 KV VSTPS –
Waidhan Ckt – I & 132 KV VSTPS – Waidhan – Morwa Ckt – II is tripping frequently as detailed below:-
It is to intimate that the above mentioned circuits are inter-state circuits and frequent tripping of these
circuits causes interruption Waidhan, Morwa & Rajmilan substations. MPPTCL is requested to kindly
investigate the reason for frequent tripping of these circuits and address the issue so that the tripping of these
circuits is not repeated in future.
EHT-M was requested to investigate and inspect the lines so that the above tripping can be avoided.
Further P&D, MPPTCL was requested to explore the possibility for commissioning of 220 KV S/s in Morwa or
Waidhan area so that the interruption in these areas can be avoided. The matter was discussed in the
meeting.

6.8 FREQUENT VARIATION IN SCHEDULING OF SSTPP UNIT BY MPPMCL:- The
committee was apprised that ED(O&M) generation, MPPGCL, Jabalpur has intimated vide letter no: 1500 dtd-
26.08.2019 that it has been seen that there is frequent backing down/up of scheduling is being given to
SSTPS Units without giving reasonable time to stabilize the unit on particular load. There is cases where after
ramp down upto TMM in a particular block the unit again schedule for ramped up in next block and vice-versa.
The MPPGCL has mentioned that thermal units are not designed to vary load such frequently as the thermal
units take time to stabilize the machine and to maintain the desired differential expansion and overall
expansion with other parameter of unit after ramp-up and ramp-down for safe operation. The MPPGCL has
requested to give 4 time block to run the machine on the same load.
The matter was discussed in the meeting along with the presentation of MPPGCL, enclosed as
Annexure-6.8.
MPPGCL stated that the generators are designed for base load and not for cyclic load. Hence it is
requested to kindly provide adequate time for Ramp Up/Down to avoid wear & tear of the machine and to
avoid Unit outage.
MPPMCL informed that frequent load variations are being done on the machines which are up on the
MOD list and not on all the machines.
Member Secretary OCC stated that MPPMCL provides the schedule following the Grid Code and
MPPGCL shall abide to it. Further he also stated that seeing to the IEGC clause quoted by MPPGCL the any
relaxation in operation of machine shall be entertained/discussed only if MPPGCL provides a letter from the

competent authority that the Machine is not designed for frequent load variations and is not safe & feasible for
such frequent operation which will be safe for the Machine & for grid operation.

6.9 REVIEW AND UPDATING LOAD DROPPING SCHEME/ SYSTEM PROTECTION SCHEMS (SPS) AT SUBSTATIONS IN M.P TO HANDLE EMERGENCY CONDITION: - The committee was apprised that considering the integration of new transmission elements in the grid it is to
bring to the notice that the existing load drop scheme shall also be reviewed and updated timely as per the
updated network. It is also to bring to the notice that at 132 KV S/s Chambal on dtd- 28.05.2019 at 13:04 Hrs.
132 KV Chambal – North Zone Ckt – I & II tripped as Y-Phase conductor of ckt – II snapped resulting in
overloading & tripping of 132 KV Indore SZ – Satsai Ckt & 132 Kv Indore SZ – E.Complex ckt even after
operation of load drop scheme. Hence it can be gathered that after up gradation of 132 KV North Zone S/s to
220 KV S/s North Zone the load drop scheme has not been revise accordingly. It is also to intimate that the
load drop scheme shall also be reviewed according to the increasing 33 KV load. MPPTCL is requested to review the existing load drop scheme (SPS) and to implement new load drop
scheme as per requirement as per undated network and submit to SLDC. In view of the above it is requested that the complete details of all SPS commissioned in MP by
MPPTCL along with load shed quantum, may be submitted to SLDC so that the copy of the same could be
placed in Control room of SLDC and concerned substation / power station for reference & record and the
same can also be submitted to WRLDC. It was informed to the committee that the details have been received from Khandwa Circle only and
MPPTCL was requested to submit the load dropping details of remaining circles.

6.10 WRLDC TRIPPING PORTAL:- The committee was apprised that as intimated by WRLDC in
529th WR-OCCM, that WRLDC has started a tripping portal from 01.06.2019 for uploading FIR, DR/EL and
other details related to the tripping of all 400KV elements, important grid elements, inter-state/inter-regional
links and lines connected to PGCIL. Further details major Grid Disturbance resulting in significant load
loss/generation loss is also required to be uploaded on the WR-Portal and as per IEGC 54.2(r), utilities need
to submit the data within 24 hours of the event. The link
(https://portal.wrldc.in/Trippingnew/Account/Login.aspx) , common user ID & password for the entities of MP
has been shared with all the entities vide this office letter No.07-05/RPC-51/ 18.06.2019.
As advised in 529th WR-OCCM, all Utilities are requested to use and submit the data through the
WRLDC tripping portal. Therefore, entities are requested to use and upload the FIR, DR/EL and other details
related to the tripping of elements mentioned above, in the Tripping Monitoring System of WRLDC within
6.11 PROTECTION COORDINATION DURING INTEGRATION OF NEW INTRA-STATE ELEMENTS:- The committee was apprised that in compliance to the IEGC & WRLDC operating procedure
the protection coordination of the existing elements & adjacent substations shall be prior to integration of new
intra state elements. All the concerned entities were requested to ensure/review the protection coordination of
adjacent substations/elements and confirm the same along with the first time charging documents for intra
state elements also.

6.12 AVAILING SHUT DOWN ON NON-ISTS ELEMENTS (ELEMENTS FOR WHICH ONLY APPROVAL OF MP-SLDC IS REQUIRED) AND OUTAGE MODULE THEREOF:- The committee was apprised that the parallel run of the ABT, OA & MIS system is in progress and the outage
module has already been initiated (link:- http://223.31.122.117:8080/EltrixPortal/login.jsp). Further it is to
inform that the User ID and Password for all the circles/generating stations/EHT-M/EHT-C along with user
manual of the outage module has already been provided vide this office e-mail dtd-14.01.2019. Also vide this
office letter no. No No.07-05/174-B/Kalki/131 dtd-15.01.2019 all the concerned entities/authorities were
requested to communicate the User ID/Password & issue necessary directives to the respective authorities to
initiate the use of web based outage module.
In view of the reliability and safe & secure grid operation entities are requested to follow the outage
procedure and submit the outage request well in advance i.e., on D-3 basis by 17:00 Hrs. only the emergency
shut down request shall be made on D-1 day or in real time.
In view of the above all the concerned entities are again requested to submit/process the outage,
tripping, generator outage, generator start/stop, new element charging request through web based outage
module in addition to the existing practice. It is also to mention that from 01.04.2019 it will be mandatory to
process the outage request through outage module only, hence all the entities shall approach for approval of
shut down through outage module. It is also to mention that WRLDC has developed a separate portal for WR-
OCCM approval of outage of ISTS elements. Further outage on ISTS elements for integration of new element
shall be availed only after completion of FTC formalities and the outage request for ISTS elements shall be
provided well in advance i.e., one month prior as it requires WRPC approval which is provided in WRPC-
OCCM.

6.13 MAPPING OF FEEDERS:- The committee was apprised that it has been requested to initiate the
process of mapping of AUFLS feeders in SCADA system, however no any progress in this regard noticed so
far. In 8th NPC, it has been decided that WRPC would submit the details / progress of feeder mapping to NPC
Secretariat on regular basis (quarterly).
The representative of MPPTCL was requested that quarterly details/ progress of mapping of feeders
may kindly be furnished so that same may be communicated to WRPC for onward communication.

6.14 INSPECTION OF RELAYS OF AUTOMATIC UNDER FREQUENCY LOAD SHEDDING AND CERTIFICATION THEREOF: - The committee was apprised that it is desired that
for safe & secure operation of integrated system, the under frequency relay should be connected in the system
in healthy condition. Accordingly, WRPC is pressing hard to provide the self-certified status of healthiness of
relays of Automatic Under Frequency Load Shedding (AUFLS) and periodic checking of the same. Vide this
office various correspondence. The CE (T&C) and also SE(T&Cs) were requested to provide status of
healthiness of relays of Automatic Under Frequency Load Shedding on priority basis to SLDC, so that same
may be communicated to WRPC. Inspite of repeated request vide various correspondence, moreover the
matter had been raised in OCC meeting of MP in time to time, however the desired information are still
awaited from utilities. It is therefore desired that the above matter may be treated as urgent and status of healthiness of
Automatic Under Frequency Relays may be provided to SLDC and also the under frequency may be tested
periodically. In this context it is also mentioned that time to time WRPC official as well as SLDC official shall
visit the sub-stations to ascertain the healthiness of under frequency relay.

6.15 PROVISION OF SYNCHRONIZATION FACILITY AT EHV SUB-STATIONS OF MPPTCL
AND AT ALL POWER HOUSE: - The committee was apprised that as per Grid Code, the synchronization
facility should be available at all the Power Stations, 400 KV Sub-stations, 220 KV Sub-stations and 132 KV
sub-stations in the path of black start. In 60TH OCC meeting MPPTCL representative informed the committee
that order for 69 no. synchronization trolleys has been placed and 1 no. synchronization trolley has been
delivered for checking and testing purpose at 220KV S/S Barwaha. In subsequent meetings this issue has
been discussed. However, no any fruitful progress has been observed so far. In the above context it is
indicated that at Manikheda HPS and Rajghat HPS synchronization facility is not available. It is felt that every
Hydel Power station should be equipped with synchronization facilities invariably for system reliability and
Crises Management. Also at Manikheda HPS & Rajghat HPS single bus system exists, hence MPPGCL is
requested to explore the possibility for commissioning of Double Main Transfer Bus system. Thus, MPPGCL is
requested to provide synchronization facility at Manikheda HPS and Rajghat HPS and MPPGCL may kindly
provide status of making synchronization facility in aforesaid HPS. The matter was discussed in the meeting.
6.16 DELAY IN SUBMISSION OF DOCUMENTS FOR FIRST TIME CHARGING OF ELEMENTS:- The committee was apprised that as per procedure laid down by NLDC for integration of new
EHV elements into the grid and issuance of certification thereof vide letter dtd-26.05.2014, wherein it is
indicated that all transmission licensees intending to commission any transmission element belonging to them
and which is a part of a interstate transmission system shall submit FTC document for approval of RLDC.
Further WRLDC vide e-mail dtd-02.01.2019 intimated the launch of FTC Software along with the user manual. In view of the above it is to inform that, after registration the separate user id & password of MPPTCL
& MPPGCL provided by WRLDC was forwarded to respective entities so that they can upload FTC documents

through this new FTC portal (link-http://ftc.wrldc.in:8080/ftc_wrldc/). Hence all the respective entities are
requested to apply for integration of any transmission element belonging to them and which is a part of a
interstate transmission system through this FTC portal within the specified time limit (i.e., 10 days prior to
anticipated date of first time charging). It is requested that licensee / utilities shall strictly adhere with time
schedule for documentation of first time charging of new transmission elements of all interstate line and all
EHV elements 400kv and above. It may also be ensured that FTC formalities should have completed before
availing outage for integration of element. The authority submitted FTC document should ensure compliance
of protection/ metering/Telemetry issue in coordination with T&C official. It is also desired that all necessary
data should have made available to all adjacent s/s for relay coordination well before targeted date. The
authority submitted FTC document should ensure all formalities have been completed otherwise it would be
difficult to obtain clearance from WRLDC. In general, non-attachment of requisite papers/ SLD/ document of
standing committee approval or approval of competent authority for intrastate elements /approval of Electrical
inspector /noncompliance of relay coordination of adjacent s/s / providing information incorrectly caused delay
in obtaining FTC approval. Therefore, it is desired that FTC document completed in all respect may be
provided in stipulated time schedule so that FTC formalities could be completed within targeted date of
charging.

SA-1 :-DETAILED OPERATING PROCEDURE FOR BACKING DOWN, PART LOAD OPERATION, AND MULTIPLE START/STOP OF UNITS-COMPENSATION THEREOF:
The committee was apprised that as per clause no. 8.8(6) of MPEGC-2019, a Detailed Operating Procedure for backing down of coal based thermal units of the State Sector Generating Stations having 100% installed capacity tied up with MP Power Management Company Ltd. (MPPMCL)/Discoms of MP, and mechanism for compensation for degradation of heat rate, aux consumption and secondary fuel oil consumption due to Part load Operation and multiple start/stop of units, has been prepared by SLDC. The DOP had been circulated to all the members of OCCM on 13/09/2019 at approx.15.30 hrs. The concerned State entities were requested to go through the procedure and offer any suggestion, modification, clarification, if any.
Shri.S.S.Patel, SE(OA & ABT), SLDC informed the committee that the DOP has been drafted by
SLDC in accordance with MPEGC in line with CERC guidelines which shall be approved by MPERC. The
committee members were appraised about the procedure through a detailed power point presentation during
the meeting. Some of the important points discussed are given here under : -
1. Regulatory requirement.
2. Methodology for revival of generating station or unit(s) from RSD.
3. Mechanism for Compensation for Degradation of Heat Rate, Aux Consumption and Secondary
Fuel Oil Consumption, due to Part Load Operation and Multiple Start/Stop of Units.
4. Compensation for degradation of Heat Rate (SHR) and Auxiliary Energy Consumption (AUX).
5. Calculation of compensation, billing & submission of data by generator.
6. Issuance of compensation statement.
7. The committee was also apprised that the Procedure shall be reviewed after one year of its
approval and implementation based on feedback received from MP Genco, Discoms, SLDC and
Further a copy of presentation given during the meeting is enclosed as Annexure-6.17. The generator
has unanimously appreciated the Draft Proposal.
Representative from MPPGCL stated that the comments will be provided to SLDC after study of the
procedure.
During the discussion on the Compensation Mechanism, representative of Jaypee Bina stated that the
effective generation mentioned for calculation of Average Unit Loading (AUL) shall be scheduled generation
i.e. total of schedule under Long Term Contracts and bilateral transactions.
The representative of SLDC clarified that as per Clause-8.8.1 of MPEGC-2019, Compensation
Mechanism for Technical Minimum schedule for operation of Thermal Generating Station is applicable for
those SSGS whose 100% installed capacity is tied up / contracted with MPPMCL / Discoms of MP through a
Long Term Power Purchase Agreement. Thus no capacity is available for generator for trading power under
bilateral transaction, therefore the suggestion of representative of Jaypee Bina is not as per guidelines
contained in MPEGC-2019.
Representative from MPPMCL advised some typographic changes in the draft DOP, SLDC agreed to
look into the same and to incorporate feasible corrections in the DOP, if any.
SA-2 :- EXPERIENCE OF SOLVER PROGRAMME AND IMPLEMENTATION OF PILOT PROJECT OF RRAS IN THE STATE OF MP:-
The MP OCC committee was also apprised that in the 4th meeting of the FOR Sub Group Standing
Technical Committee on Reserves and Ancillary Services at State level held at Maharashtra SLDC, Kalwa,
Mumbai on dated 30.08.2019, MP had given a demonstration of "Solver Programme" for determination of best
economic despatch for all the 96 blocks of a day. In the programme, ramping up and ramping down values of
power plants/units are also considered. The Committee opined to go ahead for implementation of Pilot Project
on the same. For this , sub Committee has asked MPERC to issue a Suo-Motu order for implementation of
Pilot Project with uses of Solver Programme. MP is ready to share the experiences and extend any help in the
matter for any SLDC interested in learning economic load dispatching with the help of Solver Programme of
Excel.
The members of committee were apprised that we can deduce the final schedule which should have
been given in order to make the operation most economical. Then we have deduced the difference in original
schedule and Recommended schedule by Solver. Similarly, cost benefit calculations were done after running
solver for all 96 blocks of a day, and committee was apprised the same.In this way by using solver solution
only, we can prepare a day ahead or real-time basis power schedules. Similarly, solver solution can also be
used for analyzing the present-day scheduling procedure being followed. Improvement in that can also save a
lot of money.

SA-3 :-2X50MVAR, 400KV BUS REACTOR AT 220 KV S/S PITHAMPUR:- The committee was apprised that initially 50MVAR, 400KV Bus reactor was commissioned at 400 KV
S/s Pithampur, thereafter one more 50MVAR capacity of bus reactor have been added. It is observed that

both bus reactors are being operated through one breaker. It was pointed out that why two separate breakers
have not been provided for each 50 MVAR Bus Reactor looking to its operational ease.
The MPPTCL representative has informed that there is no provision for separate breaker for both
reactors , however provisioning could be made for the same and this matter would be taken up with
authorities.
ITEM NO. 7: BLACK-START MOCK DRILL OF HYDEL POWER STATIONS : Black Start mock drill of Hydel stations of MPPGCL:- During 2019-2020 the proposed / tentative dates for
conducting black start mock drill at various Hydel power station of MP is detailed as mentioned below:-

ITEM NO. 08: AVAILABILITY BASED TARIFF (ABT) RELATED ISSUES: 8.1 TESTING & CALIBRATION OF METERS AND NON-RECEIPT OF TIMELY JMR DATA:
1. SLDC representative requested CE(T&C) office to apprise about the status of testing / calibration of
interface meters as per Regulations 10 and 18 of Central Electricity Authority (Installation and operation
of meter) Regulation 2010 to the committee. CE(T&C) office representative informed that proposal for
placing order for testing / calibration of all interface meters is under process.
2. SLDC representative informed that inspite of repeated requests made by SLDC in the previous OCCMs
for issuing instructions to all circle office for furnishing the JMR data in standard format by 7th of every
month, the JMR data was received by SLDC after 10th of September 2019. He again requested the
CE(T&C) office for issuing instructions to field offices for furnishing the JMR data by 7th of every month.
CE(T&C) office has assured that instructions will be issued to all circle offices for furnishing the JMR
data in standard format by 7th of every month at email id - [email protected].
8.2 NON RECEIPT OF ABT METER DATA OF RAILWAY TSS THROUGH AMR SYSTEM:- SLDC representative informed that ABT meter data of following TSS of Railways is not being
SLDC representative further informed that ABT meters installed at the following Wind and Solar
Generating Stations are recording the 15 minutes block wise data on sliding window principal thus block wise
data do not match with midnight data. These meters need immediate replacement.

time synchronization and replacement of ABT meters. DCCs Indore & Bhopal assured to take up the issue
with concerned officials of Discoms.
ITEM NO. 9: SCADA and E&T RELATED ISSUES:
9.1 ARRANGENEMENT OF TELEMETRY OF IMPORTANT 220KV SUB STATIONS & 132KV S/S HAVING INJECTION FROM RENEWABLES/CAPTIVE POWER PLANTS OR HAVING INTERDISCOM FEEDERS /TRACTION FEEDERS:-
It was informed during the meeting that integration of telemetry of Four Substations (132 KV
Udaipura, 132 KV Nowgaon, 132 KV Khandwa & 132 KV VFJ) with SLDC SCADA is pending.
MPPTCL informed that procurement of RTUs is under progress & telemetry integration of all
substations shall be done shortly.
SLDC informed that 220 KV Sheopurkalan S/s is scheduled to be charged shortly & telemetry of this
substation is not provided to SLDC. MPPTCL informed that the all the required hardware materials have been
received & its telemetry integration shall be done shortly.
Further, SLDC informed that telemetry of Birsingpur HPS and Zinna HPS is also not available and
same needs to be provided by MPPGCL. MPPGCL informed that order for RTU & cables have been placed &
its delivery is expected soon.
SLDC informed that MPERC regularly monitors & enquires about the reason of RTUs pending for
integration & thus SLDC requested MPPTCL & MPPGCL to take up this matter on topmost priority.
9.2 TELEMETRY OF BUS VOLTAGE IN DFE RTUS :- SLDC informed that in substations having DFE RTUs, the telemetry of Bus voltage is extended through MFM provided for transformer telemetry. This results in wrong Bus Voltage in case of outage of transformer. The matter was discussed in 69th & 70th OCC meeting in which T&C representatives agreed to arrange to provide separate telemetry of Bus voltage. The matter was also pursued by SLDC vide UO dtd.13.09.19 & 20.03.19. However no progress in the matter was observed.

MPPTCL (T&C) informed that instructions in the matter have already been issued to field offices for providing telemetry of Bus voltage.
9.3 PROVIDING TELEMETRY OF ISOLATORS OF 400 KV SUBSTATIONS:- SLDC
informed that telemetry of isolators is required for real time grid monitoring as well as for better functioning of
EMS system. NLDC & WRLDC are constantly requesting to provide the telemetry of isolators of 400 KV, 220
KV substations & Generating Stations; and reason for non-integration of telemetry of isolator status.
The matter was pursued with MPPTCL vide this office UO dtd. 11.09.19 & 20.03.19. CE(T&C) vide UO
note dtd. 15.05.19 informed that suitable arrangements for integration of telemetry of isolators is being made &
it shall be integrated to SCADA RTU through CMR. However no progress in the matter was observed.
MPPTCL informed that there is no provision of integration of telemetry of isolators in the existing Transco
SCADA project & filed offices are instructed to work out the requirement regarding additional hardware and
CMRs. On receipt of the same action for procurement and additional work order shall be issued by concern
departments.
SLDC further informed that matter regarding providing telemetry of isolators of Generating Stations
was pursued with MPPGCL vide this office UO dtd.12.09.19 & also discussed in 70th OCCM in which
MPPGCL informed that telemetry of isolator status will be extended to SLDC SCADA system. Further the
matter was also taken up by ED(O&M:Gen) with all the MPPGCL generating stations vide letter dtd.12.07.19.
However no significant progress in the matter was observed. MPPGCL informed that telemetry integration of
isolators shall be done on top most priority wherever possible and in places where RTUs are under
replacement, provision of isolators shall be made while procurement of new RTUs.
SLDC also requested ISP to provide telemetry of isolators in response to which ISP informed that
isolator signals are already available in ISP SCADA system from where telemetry to SLDC is proposed to be
provided through IEC gateway. Accordingly, while commissioning of telemetry through ISP SCADA, the
isolators status shall be provided to SLDC.
SLDC pursued the matter with JP Bina to provide the telemetry of isolators in which JP Bina informed
that their SCADA upgradation is being carried out & the telemetry of isolators will be extended to SLDC after
completion of upgradation of their SCADA.
9.4 UPGRADATION OF EXISTING RTUS & DISCREPANCY IN TELEMETRERED VALUES RECEIVED FROM DIFFERENT EHV S/S & POWER STATIONS:- SLDC informed that the telemetry discrepancies pertaining to MPPGCL generating stations is detailed below :-

ISP informed that case for addition of IEC gateway in ISP SCADA/EMS shall be completed by Nov-19.

9.5 EXTENSION OF RGMO/FGMO SIGNAL TO SLDC/WRLDC :- SLDC informed that extension of RGMO/FGMO signal of following generating units is still pending:-

meetings. However MPPGCL has not taken any actions regarding this matter.

MPPGCL was thus again requested to take following measures to ensure round the clock availability of
real time data to SLDC:-
1. Arrangement of essential spares at power stations and one set of all spares at centralized location with
intimation to all power stations
2. Arrangement of training to persons looking after telemetry work.
3. Arrangement of measuring instruments like level meters wherever not available.
4. Ensuring availability of RTU configuration at all power stations.
MPPGCL agreed to look into the matter. Further, it was decided that the matter shall be discussed in the
proposed meeting with MPPGCL filed officers.
9.6(b) NON AVAILABILITY/ UNRELIABLE VOICE COMMUNICATION BETWEEN SLDC TO THERMAL/ HYDEL POWER STATIONS :- SLDC informed that despite constant pursuance
most of the PLCC voice communication of various power stations to SLDC is out since long time. The details

MPPGCL agreed to arrange for the same. Further, it was decided that the matter shall be discussed in
the proposed meeting with MPPGCL filed officers.
9.6(c) REPLACEMENT OF RTUS IN THERMAL POWER STATIONS:- SLDC informed that
large no. of discrepancies pertaining to MPPGCL Thermal Power Station are pending since long time. The
various discrepancies are due to non-availability of desired spares, non renewal of AMC contract of RTUs,
Modems, PLCC equipments. The replacement of RTUS in thermal power stations is required to be arranged
to ensure round the clock availability of telemetry. SLDC informed that it was requested earlier to arrange the
replacement of RTUs. However, no feedback in the matter is provided to SLDC. SLDC has also pursued the
matter vide UO dtd.12.09.19. MPPGCL was thus again requested to arrange for replacement of RTUs in
Thermal Power Stations. MPPGCL informed that they will look into the matter and initiate action as soon as
possible.
9.7 DUAL DATA CHANNEL CONNECTIVITY FOR POWER STATIONS:-SLDC informed
that presently most of the Power Stations to SLDC/Backup SLDC only single channel is established. Looking
the data availability of Power Stations and recently implemented CERC new DSM regulation w.e.f. 1st January,
2019 it is required that each Power Station shall have dual data channel to avoid any outage/discrepancy in
real time data of Generation Station. Therefore to reduce outage due to single data channel failure, MPPGCL
& NHDC were requested to arrange / ensure dual data channel from each Power Stations so that continuity of
real time data to SLDC/Backup SLDC SCADA all the time may be achieved. MPPGCL representative
informed that the matter shall be discussed in proposed separate meeting with MPPGCL field officers. 9.8 NON AVAILABLITY & WRONG TIME STAMPING OF SOE AT SLDC SCADA:- SLDC
informed that on some instances, it has been observed that the SOE was not received or wrong time stamping
of SOE was received in SLDC SCADA system. The matter was taken up with field for verification for proper
configuration /connections of SOE data in RTUs & after long pursuance, the matter was investigated and it
was found that the settings “inf code 2” & “inf code 4” were not correct in Dongfeng make RTUs. These

settings have now verified and changed in some of the RTUs and SOE with correct time stamping from RTUS
where settings were modified is now receipt in SLDC SCADA/EMS system.
Further SLDC informed that the SOE verification of all RTUs is being done & out of 175 RTUs, SOE
verification of 165 RTUs has been done & requested MPPTCL to expedite the SOE verification of balance
RTUs at the earliest. MPPTCL informed that they have instructed all the field offices to coordinate with SLDC
for SOE verification. List of SOE verification pending is enclosed as Annexure-9.8.
9.9. UTILIZATION OF W.B NODE AT BIRSINGHPUR TPS :- SLDC informed that despite
constant pursuance utilization of node at Birsingpur TPS is still pending since last two years due to pending
work of laying of cable form W.B node location to PLCC room, Exchange room and RTU. It was informed by
SLDC that complete scheme to extend wideband facility upto RTU was prepared by SLDC and forwarded to
SGTPS around two years back. The matter is pursued by SLDC constantly. However, required converter and
laying of fiber optic cable is still pending. MPPGCL informed that the procurement of optical cable & modem is
under tendering process & it will be completed by end of October-19. 9.10 MAINTENANCE OF OPGW NETWORK :- SLDC informed that under the MP portion of Master
Telecom project executed by PGCIL,36 No. of wideband nodes has commissioned. As per agreement
between MPPTCL and PGCIL, the subsequent maintenance of these links is to be looked after by MPPTCL.
While execution of the project, it was informed by PGCIL that the AMC of the terminal equipments is covered
under the equipments contract. However, modalities for AMC payment is to be finalised by MPPTCL with
PGCIL. Further, separate arrangement towards maintenance of OPGW cable (upto FODP) involving OPGW
restoration, OPGW LILO work, OTDR testing, OPGW shifting during line diversion etc is to be made by
MPPTCL, the details for which has already been forwarded by SLDC. SLDC further informed that as per order
of CERC, the expenditure towards maintenance under the project shall be done by MPPTCL. SLDC further informed that some of the nodes installed under agreement between MPPTCL and
PGCIL is not utilized properly. The telemetry of 132KV Pichore is shifted to PLCC in place of restoration of
problem in wideband node. Similarly, as per the permission provided by MPPTCL for Chindwara repeater
station, PGCIL to arrange shifting of equipments from Chindwara to Daloda. However, the same is not done
by PGCIL. MPPTCL agreed to take up the matter with PGCIL.
Further, MPPTCL (T&C) informed that the matter regarding maintenance issues shall be taken up in a
separate meeting with all the other departments of MPPTCL.
9.11 LONG OUTAGE OF RTUS, PROBLEM IN DATA AND VOICE CHANNELS & INTERMITTENT TELEMETRY DUE TO NOISE IN COMMUNICATION CHANNEL :- The long outage of telemetry & substations having intermittent telemetry due to heavy noise in communication channel was discussed in detail:-

SLDC informed that the telemetry of existing 38 Nos railway Traction Sub Stations & upcoming 25
new railway TSS is required to be provided by railway for monitoring of drawal by each TSS and also
monitoring of demand of railway in MP.
SLDC further informed that testing of telemetry for 1 Railway TSS has been done in SLDC SCADA,
however it is currently offline since testing. Railways informed that telemetry integration of 24 Railway TSS
shall be done within a month.
9.13 ENSURING AVAILABILITY OF AIR CONDITIONER AT WIDE BAND NODES:- SLDC informed that availability of air conditioner is essentially required in wide band communication rooms.
Accordingly, SLDC is taking up the matter continuously for ensuring proper functioning of air conditioners in
wideband communication rooms. In last two OCCM, it was also informed regarding non-availability of air
conditioner at 220 KV Betul. MPPTCL informed that air conditioner has been installed in 220 KV Bhopal &
civil work in 220 KV S/s Betul is under progress and the installation of air conditioner shall be done shortly.
MPPTCL & MPPGCL were also requested to ensure availability & running condition of Air Conditioner
at following wide band nodes already commissioned :-

CT of 220kv Sarni-Betulckt failed due to Insulation failure at 220KV S/s Sarni ,leading to the Bus Bar protection operation, resulting into the tripping of following elements :-

System Disturbance on 13.06.2019 in 220KV S/sJabalpur: On dated 13-06-2019 M.P system was facing Bad weather, heavy thunder storm , rains &lightning and frequency of National Grid was 50.03 Hz, at around 16.00 Hrs, Due to Extreme bad weather conditions one tower of 220kv Jabalpur-Narsinghpurckt 1 & 2 collapsed of loc no 11/1 ,at 16.02hrs subsequently followingelements tripped at 220kv s/s Jabalpur :
4 no of s/s interrupted i.e 220kv Jabalpur s/s, 132kv Maneri s/s , 132kv VFJ s/s & 132kv Vinobabhave s/s affected by the trippingalthough load remain managed in remaining s/s of that region.There was a load loss 232MW and no generation loss. System Normalized by charging 160 MVA X-mer( BHEL) at 16.15 hrs and the other elements gradually. 220kv Jabalpur-Narsinghpurckt 1 & 2 are still out.
3. System Disturbance on 02.06.2019 in SSTPS-Pihampur Area: On dated 02-06-2019 at 15.20 Hrs. M.P system at Indore area was stormy and frequency of National Grid was 50.06 Hz, at 15.26 Hrs, following elements tripped :
400kv SSTPS-Pithampurckt I & II 400kv SSTPS-Pithampurckt III
During the event , 400kv SSTPS-Pithampurckt IV was under shutdown, as SSTPS generation was low at that time , no overloading happened. No any system and areas affected as load remain managed at that region by other ckts.There was no load loss and no generation loss. 24 no of towers collapsed of 400kv SSTPS-Pithampurckt I & II. 400kv SSTPS-Pithampurckt I & II are still out. 400kv SSTPS-Pithampurckt III charged at 18.35 hrs.
4. System Disturbance on 12.06.2019 in Rajgarh area: On dated 12-06-2019 at 20.00 Hrs, frequency of National Grid was 50.07 Hz, MP system was very stormy , 20.03 hrs due to extremely bad weather and stormy conditions, few towers of 400kv Rajgarh-SSP ckt I & II demaged/collapsed at different locations.
There was no load loss and no generation loss. 400kv Rajgarh-SSP ckt I& II are still out.
5. System Disturbance on 26.06.2019 in 220KV S/sBirsinghpur(pali)-On dated 26-06-2019 at 01.50 Hrs. M.P system was normal and frequency of National Grid was 49.98 Hz,

M.P system was normal with the little stormy weather at satna area and frequency of National Grid was 50.00 Hz,at 18.47 hrs, 220kv Satna(PG)-Chhatarpurckttripped with heavy fault current at Satna(PG) end,ckt didn’t hold at first charge.
On patrolling, a tower at loc no 12 found collapsed.
No any system and areas affected as load managed by other 132kv Bijawar – Chhatarpurckt. There was no load loss and no generation loss.ERS tower installed at the loc no 12 and line charged through it on 15.07.19
Presently the ckt is on ERS tower.

Agenda pt. no. 6.8:-ED(O&M) generation, MPPGCL, Jabalpur has intimated vide letter no: 1500 dtd-26.08.2019 that it has been seen that there is frequent backing down/up of scheduling is being given to SSTPS Units without giving reasonable time to stabilize the unit on particular load. There is cases where after ramp down upto TMM in a particular block the unit again schedule for ramped up in next block and vice-versa. The MPPGCL has mentioned that thermal units are not designed to vary load such frequently as the thermal units take time to stabilize the machine and to maintain the desired differential expansion and overall expansion with other parameter of unit after ramp-up and ramp-down for safe operation. the MPPGCL has requested to give 4 time block to run the machine on the same load. Matter may be discussed for remedial action.

Frequent variation in Scheduling of MPPGCL Units.
Submission of MPPGCL:- There are incidences where frequent backing down and backing up scheduling
is being given by MPPMCL to MPPGCL units without giving reasonable time to stabilize the unit in particular load( No time block for constant loading).
There is cases where after ramp down the unit upto TMM in a particular block the unit again ramped up in next block and vice versa.
Submission of MPPGCL:- It is to mention here that the thermal units of MPPGCL are not designed for
cyclic loading as the thermal unit takes time to stabilize the machine and to maintain the desired parameter of unit after ramp-down and ramp-up for safe operation. The frequent variation in load in unit may leads to thermal stress in turbine & Boiler which may results serious damage to the machine.
Looking to the technical constraints of the thermal unit, it is requested to give minimum four blocks span to run the machine in same load after reaching to
To address the issues relating to Backing Down and Reserve Shutdown(RSD)
As directed vide letter GoMP no. 3619 dt. 30/05/15 a meeting was held on 10th june 2015 chaired by Hon’ble Principal Secretary(Energy) in the presence of MD MPPMCL, MD MPPGCL and CE(SLDC). During the meeting the matter was discussed in length and concluded that:
RSD as per MOD as is applicable for minimum period of 72hours.
Backing down in a unit shall be applicable for minimum 03 hours duration to avoid thermal stresses in the unit.
During backing down the rule of implementation from 4th time
block should be strictly followed. One clear time block shall be given preference of backing down.
The above is being followed since last 4 years. MPPGCL request to
continue the above.

As per BSC-2015 clause no. 5.11 (b): - “State Load Despatch Centre shall check that Schedules are operationally reasonable particularly in terms of ramping-up/ ramping-down rates and ratio between minimum and maximum generation levels. Turbine Blade Material Loss – Turbine Internal Corrossion. Turbine Blade Root Erosion due to Wet Steam. Advanced aging of Generator insulation system due to increased
thermal stresses life-limiting deterioration from fatigue through cycling are the boiler
pressure parts and the turbine and its associated equipment. Turbine Blade Root Corrosion – Result of High Moisture Steam As per OEM BCW pumps are designed for base load for a sustained
period of time. Boiler water circulating pump in that is that there are minimal thermal cycles and hence minimal cyclic thermal stresses. Due to outage of BCW pump in SSTPP # 2 unit was run on half load for around two to three months.

CONSUMPTION AND SECONDARY FUEL OIL CONSUMPTION, DUE TO PART LOAD OPERATION

REGULATORY REQUIREMENT
• As per clause no 8.8(6) of the MP Grid Code, State Load Despatch Centre (SLDC) shall prepare a Detailed Operating Procedure in consultation with the generators and MPPMCL/Discoms at OCC forum.
• The DOP shall come into force with effect from the date of approval by the MP Electricity Regulatory Commission.

RESERVE SHUT DOWN • SLDC shall suo-moto revise the schedule of any generating station as per
clauses 8.6 and 8.7 of the MP Grid Code to operate at or above technical minimum in the ratio of under-requisitioned quantum (with respect to technical minimum) in the interest of smooth system operation under the following conditions:
• Extreme variation in Weather Conditions • High Load Forecast • To maintain reserves on State level basis • Network Congestion • Any other event which in the opinion of SLDC/RLDC shall affect the grid security.
• If the grid conditions do not demand for providing technical minimum to a generating station, under such situation, the SSGS shall have the option to go for RSD with intimation to SLDC.
• No maintenance activities on unit under RSD shall be undertaken by the generating station so that the RSD unit is always readily available for revival/synchronization. Minutes of 71st OCCM of MP 75
METHODOLOGY FOR REVIVAL OF GENERATING STATION OR UNIT(S) FROM RSD • Once a unit is taken out under RSD, the generating station shall notify the period for
which the unit will remain under RSD and the unit can be recalled any time after 8 hours. In case of system requirements, the generating unit can be revived before 8 hrs as well. The time to start a machine under different conditions such as HOT, WARM and COLD shall be as per the declaration given by the generating station in the Format AS-1 annexed herewith this procedure.
• MPPMCL as well as the generating station may decide for revival of unit(s) under RSD with commitment for technical minimum schedule with minimum run time of 8 hrs for Coal based generating stations post revival.
• SLDC may also advise the generating stations to revive unit(s) under RSD for better system operation (MPEGC 8.8.(2)). In such cases, SLDC shall ensure technical minimum schedule by increasing schedule of MPPMCL.
• In case the machine is not revived as per the revival time declared by the generating station under different types of start, the machine shall be treated under outage for the duration starting from the likely revival time and the actual revival time. SLDC shall ensure that intimation is sent to the generating station sufficiently in advance keeping in view its start-up time.

Average Unit Loading (AUL) in % = Effective Generation of station (in MWhr) x 100 Effective Capacity (in MWhr) X (1- Normative Auxiliary Consumption)
Three different values are to be calculated of Average Unit Loading (AUL) depending upon three sets of Effective Generation of Station, Effective Capacity and Normative Auxiliary Consumption based on Actual Generation, Declared Capacity and Scheduled Generation.
"Average Unit Loading (AUL) of the station" (in %) means loading of the station during the Calculation Period determined as follows:

COMPENSATION FOR DEGRADATION OF HEAT RATE(SHR) AND AUXILIARY ENERGY CONSUMPTION (AUX)
• The Compensation shall be worked out for a month on cumulative basis considering degradation in SHR and AUX based on Average Unit Loading, subject to reconciliation at the end of the year.
• Average Unit loading shall be used for getting increase in SHR and AUX in accordance with the Regulations Provided that no compensation for SHR degradation or increase in AUX shall be payable if the Average Unit Loading for the generating station for the computation period works out more than or equal to 85% i.e. Normative Annual Plant Availability Factor defined in Generation tariff regulation of MPERC.
• Based on the values of increased SHR and AUX arrived at step(iii), Energy Charge Rate (ECR) for Average Unit Loading i.e. ECR(SE) for the station shall be calculated using the formula specified in Tariff Regulations of the Commission. The same is reproduced below:

• For Coal based Units, Energy Charge Rate (ECR) in Rupees per kWh on ex-power plant basis shall be determined to three decimal places in accordance with the following formulae:
ECR = {(GHR – SFC x CVSF) x LPPF / CVPF+SFC x LPSFi } x 100 / (100 – AUX)
Where, • AUX =Normative auxiliary energy consumption in percentage. • CVPF=(a) Weighted Average Gross calorific value of coal as received, in kCal per kg for coal based stations (b) In case of blending of fuel from different sources, the weighted average Gross calorific value of primary fuel shall be arrived in proportion to blending ratio. • CVSF =Calorific value of secondary fuel, in kCal per ml. • ECR = Energy charge rate, in Rupees per kWh sent out. • GHR = Gross station heat rate, in kCal per kWh. • LPPF= Weighted average landed price of primary fuel, in Rupees per kg, during the month. (In case of blending of fuel from different sources, the weighted average landed price of primary fuel shall be arrived in proportion to blending ratio) • SFC = Normative Specific fuel oil consumption, in ml per kWh. • LPSFi=Weighted Average Landed Price of Secondary Fuel in Rs./ml during the month

ECR corresponding to average Declared Capacity (DC) i.e. ECR(DC) for the calculation period shall also be calculated using the formula specified in Tariff Regulations of the Commission and used as reference for calculating compensation. This is because, the effect of less declaration (with respect to normative ex-bus installed capacity), if any, on the SHR and AUX should be to the account of SSGS: • The compensation to be paid to SSGS for the calculation period ending nth month
shall be difference in the ECR(SE) and ECR(DC) for that period. ECR (Comp) for the calculation period ending nth month shall be calculated as:
ECRn(Comp) = ECR(SE) – ECRn(DC) • The compensation Compn(P) payable to SSGS for the calculation period ending nth
month shall be calculated as below:
Compn(P) = (Total Generation Schedule (Energy) to MPPMCL)* ECRn(Comp) • ECRn(A) for the calculation period shall be calculated using actual values of SHR and
AUX Consumption furnished by SSGS at the end of the calculation period and normative secondary fuel oil consumption as per MPERC Tariff Regulation for which the requisite information shall be submitted by the generating station to the SLDC.
Similarly, ECRn(N) shall be calculated using normative values of SHR and Aux Consumption and normative secondary fuel oil consumption as per MPERC Tariff Regulation furnished by SSGS.

• Total Energy Charges payable to SSGS based on actual parameters
• ECn(A) = ECRn(A) x (Total Generation Schedule (Energy) to MPPMCL during the calculation period ending nth month)
• Total Energy Charges payable to SSGS based on Normative parameters
• ECn(N) = ECRn(N) x (Total Generation Schedule (Energy) to MPPMCL during the calculation period ending nth month)
• Compensation payable for the calculation period ending nth month to SSGS would be decided based on following criteria:
• If ECn(A) is less than or equal to ECn(N):
No compensation shall be payable to SSGS • If ECn(A) is more than ECn(N):
• (b1) If Compn(P) is less than or equal to ECn(A) minus ECn(N) then final compensation amount payable to SSGS for the calculation period ending nth month:

• No compensation shall be payable by MPPMCL if it has requisitioned at least 85% of its entitlement during the calculation period. However, adjustments shall be carried out for compensation already paid for calculation period ending (n-1)th month.
• Net compensation payable/receivable by MPPMCL for the nth month
NCBn=FCBn – FCB(n-1)
• If NCBn is negative, this is amount payable by SSGS to the MPPMCL and vice versa. This way reconciliation would automatically take place at the end of the Financial Year.

Calculation for Secondary Fuel Oil consumption:
• No compensation for degradation of Secondary Fuel oil consumption is payable for the year if total number of start-ups(against RSD) is equal to or less than 7 x no. of units in the generating station (FOR RSD only) or the Actual Secondary Fuel Oil consumption is less than Normative Fuel Oil Consumption.
• Compensation (in terms of KL of Secondary Oil) shall be payable to SSGS for the year due to degradation of Secondary Fuel Oil Consumption shall be calculated by multiplying no. of start-ups exceeding 7 per unit and solely attributable to reserve shut-downs with the appropriate value of additional secondary oil consumption specified in Regulation.
• Compensation payable to SSGS shall be restricted such that Oil Consumption based on Norms plus Compensation calculated in step (ii) above does not exceed actual Secondary Fuel oil consumption for the year.
• Compensation in terms of Rupees shall be calculated by multiplying compensation in terms of KL as calculated in step (ii) and average landed price of Secondary fuel oil for the year.
• Each start-up due to reserve shutdown shall be attributed to the MPPMCL, who had requisitioned below 55% of their entitlement.
• The SSGS is to take all due care to keep a check on secondary oil use during part operations and during start-ups to the extent possible. The SLDC shall review the secondary oil consumptions of plants on quarterly basis along with SSGS to find out high consuming plants and reasons for high consumption and for suggesting measures to mitigate excess use of secondary oil to the extent possible. CALCULATION OF COMPENSATION, BILLING AND SUBMISSION OF DATA BY THE GENERATOR
• Generating station shall calculate the compensation as specified in these procedures and bill the same to MPPMCL along with its monthly bill which shall be subject to adjustment based on compensation statement issued by SLDC subsequently.
• Generating station shall submit the requisite data along with compensation calculation to SLDC as prescribed in Annexure-I for a month by 15th day of the following month. The data to be submitted is for the month and reconciled up to the month.

ISSUANCE OF COMPENSATION STATEMENT
• SLDC will issue the compensation statement for the month on 21st of next month.
• In case any anomaly or discrepancy is noticed by any Utility, the same may be brought to the notice of SLDC within 15 days of issuance of Compensation Statement.
