The 58th meeting of Operation & Coordination Committee of MP
was held on 14th July 2017 at 11:00 AM at hotel Kalchuri, Jabalpur
under the Chairmanship of Shri K.K.Prabhakar C.E.(SLDC) &
Chairman OCC. The list of participants is enclosed at Annexure
-1.0.
Shri Amit Sarkari, Addl. Chief Engineer (O&E), JP Bina on
behalf of JP Bina welcomed Shri
K.K.Prabhakar, C.E.(SLDC) & Chairman OCC and Shri
R.A.Sharma, SE(Opn.), SLDC & Member Secretary OCC with bouquet
of flower. He also welcomed all the guest and participants.
Thereafter he requested Shri. R.S.Sharma, Sr. President JP Bina to
address the meeting.
Shri R.S.Sharma, Sr.President, JP Bina on behalf of JP Bina
& SLDC welcomed Shri K.K.Prabhakar,
C.E.(SLDC) & Chairman OCC and Shri R.A.Sharma, SE(Opn.),
SLDC & Member Secretary OCC, all the participants & guests
and thanked the committee for giving them the opportunity to host
the 58th OCC meeting after a gap of 4 years, mentioning that
previously JP Bina hosted one of the OCC meetings in 2013.
Thereafter he requested the committee that whenever the power of JP
Bina is being rescheduled or revised, the duration of rescheduled
power shall be kept constant for at least 04 Hrs. as the frequent
increase or decrease in generation schedule of a thermal power
plant results in degrading the Unit and its efficiency in long
term. Further he also assured that JP Bina will support the grid as
per the system requirement.
Thereafter Chairman OCC thanked Shri R.S.Sharma, Sr.President,
JP Bina hosting the 58th OCCM of
MP and making such good arrangement. He informed the committee
that in OCC meeting operational issues are discussed and resolved
and it is of great pleasure to inform that all the operational
issues that were brought in the forum (i.e., MP OCCM) have been
amicably resolved & implemented with the
concurrence/endorsement & co-operation of the concerned
entities. He stated that in future also the operational issues will
be resolved with co-operation of all the entities, if brought in
this forum.
Further he stated that the issues included in the MP OCCM are
submitted by SLDC itself as per their
observations and no operational issues/agenda points are being
submitted by any other entity, which leads to the conclusion that
the entities are not having any operational problems/issues. He
also stated that JP Bina might have some commercial issues that
shall be discussed with MPPMCL separately. Thereafter he requested
all the entities to submit the agenda point if they are having any
operational issues, so that the grid operation can be made more
safe & secure with our combined efforts. He also requested all
the generating stations to absorb MVAR from the grid in case of
high voltage and MPPTCL shall do the switching operation of
reactor. Also MPPTCL with coordination of Discom shall operate the
capacitor banks as per system requirement to support the grid.
Thereafter Chairman, OCC requested the Member Secretary to take
up the agenda points. Member
Secretary, Shri R.A. Sharma expressed his thanks to JP Bina for
conducting the 58th OCCM and all participants on the occasion for
participating. He stated that the operational issues as mentioned
by Chairman OCC is of great importance for operating the grid in
safe & secure manner, however the commercial issues cannot be
neglected but those issues can be addressed and discussed. He also
stated that the incidences of blackout like the one in 2012 has not
yet been resolved and SLDC’s & other concerned entities are
being penalized. Hence to avoid such black outs in future and the
safe & secure operation of the grid can only be maintained by
proper co-ordination & co-operation of the grid entities.
Further he requested for a formal introduction of all the
participants.
Thereafter Member Secretary, OCC took up the agenda points.

ITEM NO. 1 : CONFIRMATION OF MINUTES : Member Secretary, OCC
informed the committee that the Minutes of 57th meeting of
Operation & Coordination Committee of MP held on 5TH May 2017
at SLDC, MPPTCL, Jabalpur were forwarded to the committee members
vide No. 07-05/SG-9B-II/1090 Jabalpur dated 08.06.2017.
ITEM NO. 2 : REVIEW OF SYSTEM OPERATION DURING THE MONTHS APRIL
2017 TO MAY 2017. 2.1. Frequency Particulars: Member Secretary, OCC
informed the committee that during April 2017 the system frequency
was below 49.9 Hz for 9.05% of time against 9.09 % of time during
May 2017. The system frequency was above 50.05 Hz for 16.46% of
time during April 2017 against 19.46% of time during May 2017. The
system frequency was within the IEGC range of 49.9-50.05 Hz for
74.49% of the time during April 2017 against 71.45% of time during
May 2017. The average monthly frequency was 49.99 Hz during month
of April 2017 and 49.99 Hz during month of May 2017. The system
frequency did not touch 49.20 Hz during the above period.

Member Secretary OCC stated that the instantaneous Minimum
Frequency for the month of April-2017 was 49.66 Hz & for the
month of May-2017 was 49.64 Hz which is a matter of concern as the
frequency below 49.7 Hz is not secure for system operation and also
has commercial implications. Hence the frequency shall be
maintained within permissible range. 2.2 Operational Matters
2.2.1 Operational Discipline : Member Secretary, OCC informed
the committee that the System operated
in terms of frequency profile for the months April 2017 and May
2017 is as given below for discussion by the

2.2.2 Voltage Profile: Member Secretary, OCC informed the
committee that during the months April 2017 and May 2017 the
maximum and minimum voltage as recorded at following important 400

Secretary OCC stated that as per IEGC the safe operating voltages
for 400 KV system is 380-420 KV and in the monsoon months due to
low demand, the transmission lines are lightly loaded resulting in
higher system voltage as mentioned above. Hence during such high
system voltage conditions it is the primary responsibility of
generators to absorb MVAR from the system as per their capability
curve & also the OLTC setting of the GT should be such that it
helps in maintain their bus voltages and contribute in maintaining
the grid voltage within safe operating range. Representative from
MPPGCL requested that the voltage for SSTPS shall also be included
in the above list. Thereafter Member Secretary OCC confirmed the
same.
2.2.3 Status of Capacitor Banks in sub-transmission system:
Member Secretary, OCC informed the committee that the updated
information of the status of capacitor banks in sub-transmission
system as on 31st May 2017 as submitted by DISCOMs is detailed
below:

Member Secretary OCC stated that the Capacitor banks installed
and its healthiness & availability shall be ensured by Discoms
during the Rabi season to maintain voltages within safe limits.
2.2.4 Status of Shunt Capacitor Banks installed at various EHV
Transmission Substation: Member Secretary, OCC informed the
committee that the updated information of the status of installed
capacitor banks (in MVAR) in EHV transmission system as on
31.05.2017 as submitted by MPPTCL is given below:-
Chairman OCC stated that instances have been observed in real
time where the capacitor banks are not in working condition,
whereas its availability was ensured by MPPTCL in previously as per
above mentioned data. Representative from MPPTCL informed that the
non-availability of capacitor banks at a particular instance was
due to some temporary/minor problems and ensured that the proper
availability report will be submitted in future. 2.2.5 Status of
completion of ongoing Transmission Schemes being executed by
MPPTCL: Member Secretary, OCC informed committee that the various
ongoing Transmission Schemes completed during the previous
financial year 2017-2018 (up to May 2017) and plan for completion
of various ongoing Transmission Schemes for the Year 2017-2018 is
enclosed as Annexure 2.2.5(i) and 2.2.5(ii) respectively.
2.2.6 U/F and df/dt Relay Operation (i) U/F and df/dt Relay
Operation: Member Secretary, OCC informed committee that the
frequency did not
touch 49.20 Hz during April 2017 and May 2017. There was no
df/dt operation during the same period. (ii) Defective u/f, df/dt
relays: Member Secretary, OCC informed committee that MPPTCL has
informed that
all the df/dt relays are in good/healthy working condition and
where the U/F relays are not available, the numerical relays
programmed for under frequency operation.
2.3 Power Cuts / Load restrictions/Differential Load Shedding by
DISCOMS & group allocation to 33
KV feeders : (i) Member Secretary, OCC informed committee that
the details of DISCOM wise Power supply given to
various domestic categories during the period April 2017 and May
2017 is enclosed at Annexure 2.3(i).
(iii) Group Allocation to Newly Commissioned existing EHV
substations:- Member Secretary, OCC informed committee that the
region wise list of 33 KV feeders emanating from various newly

the committee that all the feeders of Jabalpur, Sagar &
Rewa regions the groups have been allocated for above mentioned
feeders.. Representative from West Discom informed the committee
that 08 no. of feeders group have been
allocated and remaining 10 no. 33 KV feeders, group allocation
shall be done at the earliest. Representative from Central Discom
informed the committee that 02 no. of feeders group have been
allocated and remaining 4 no. 33 KV feeders, group allocation
shall be done at the earliest. Representative from P&D, MPPTCL
requested that confirm status of feeders to be group allocated
shall be submitted well in advance by Discoms. Further Member
Secretary OCC stated that it shall be done by proper coordination
& cooperation between the concerned entities and requested
Discoms to submit the details as soon as possible. ITEM NO. 3 :
OPERATIONAL PLANNNING: 3.1 Generating Units under planned outage
and proposed maintenance programme : Member Secretary, OCC informed
committee that the annual maintenance /outages of thermal
generating units of MPPGCL during July 2017 to Aug 2017 is enclosed
as below.

3.2 Proposed shutdown programme of Transmission lines /
Transformers: Member Secretary, OCC informed committee that the
proposed shutdown of transmission elements for the period
01.07.2017 to 31.08.2017 submitted by MPPTCL is enclosed as
Annexure-3.2.
3.3 Long Outages of transmission elements and protections:
Member Secretary, OCC informed committee that the status submitted
by MPPGCL /MPPTCL are given below:-

Y-phase CT burst/ BKR Problem
400 KV Rajgarh II is charged from 400 KV Main Bus-I, for
ensuring connectivity with Main Bus-II. The work is in progress
with work of providing Reactor on ISP Bay 400 KV Rajgarh-I is
shifted in diameter of 315 MVA ICT-IV, which has facility to
connect on Main Bus-I and Main Bus-II. This will impact when outage
of Bus-II occurs in outage of Nagda- Rajgarh–II circuit.
Representative from MPPTCL informed the committee that the Main CB
has
-
been taken in service on 23.05.2017. Member Secretary OCC stated
that the information/intimation of taking the Main CB into service
shall be sent to SLDC.
3. 315 MVA, 400/220 KV X’mer II (TELK make) Main Breaker at 400
KV S/s Katni
03.11.2015
X’mer commissioned through bus coupler breaker since
commissioning.
It has come to notice that the transformer-II has been connected
through bus coupler breaker both side (400 KV & 220 KV) and
there is no main breaker for this 315 MVA X’mer-II. In 54th , 55th,
56th and 57th OCCM MPPTCL informed the committee work of 220 KV Ckt
breaker has been completed and 400 KV Ckt. Bkr. work is under
progress. Representative from MPPTCL informed the committee that
220 KV side Main CB is taken in service & 400 KV side Main CB
work is in progress and CB expected to be commissioned by
September-2017.
4. 12.5 MVA, 132/66/33 KV X’mer CGL make Sr. No. 23615 at 132 KV
S/s Pichhore
19.05.2016 Transformer failed on
19.05.2016 as intimated by T&C, MPPTCL.
The load is manageable through (1x20 + 1x40) MVA X’mers in
running condition at S/s Pichhore. Hence replacement of failed
X’mer is not required as intimated by MPPTCL. In 52nd 53rd 54th
& 55th OCCM, Chairman OCC requested MPPTCL, P&D to submit
the letter for removal of transformer from Asset. In 56th and 57th
OCC Chairman OCC stated that T&C and P&D will perform load
growth / load assessment study prior to decommissioning and
intimate to SLDC. Representative from P&D informed the
committee that the concurrence for decommissioning of X’mer from
concerned Discom is required as per their load growth. Member
Secretary OCC stated that the matter shall be taken up by P&D
with Discom and thereafter it shall be discussed in this forum as
it includes policy matter also.
5. 12.5MVA, BBL Make (Sr. No.-1428/3) at 132 KV S/s Chapda.
Not intimated X’mer failed
The 12.5MVA BBL make Transformer Sl.No. 1428/3 failed and
proposed to be withdrawn from system as intimated by MPPTCL. In
56th and 57th OCC representative from T&C informed the
committee that correspondence is being done with P&D, MPPTCL
for load growth study and decommissioning of the transformer.
Member Secretary OCC stated that the matter shall be taken up by
P&D with Discom and thereafter it shall be discussed in
-
this forum as it includes policy matter also.
6. 160 MVA, 220/132 KV Sr. No. 626452037050 BHEL X’mer at 220 KV
S/s Jabalpur
30.09.2016 Tripped on Differential indication.
Transformer dismantled and sent to M/s BHEL for inspection /
repairs as intimated by MPPTCL. Representative from MPPTCL informed
the committee that the X’mer is expected to be taken in service by
end of September-2017.
7. 20 MVA, 132/33 KV GEC X’mer at 132 KV S/s Waidhan
22.02.17 Kept out due to increased key gases.
Transformer charged on 04.05.17 after checking and oil
filteration work.

ITEM NO. 4 : OPERATIONAL STATISTICS FOR THE MONTH OF APRIL 2017
AND MAY 2017: Member Secretary, OCC informed committee that the

DISTURBANCE IN MP DURING APRIL 2017 AND MAY 2017 : Member
Secretary, OCC informed committee that there was no major grid
disturbance in MP during April 2017 and May 2017. Moreover, the
Grid Disturbances and Grid Incidents in MP during these months are
given in Annexure 5.0.
Member secretary stated that the proper indications shall be
submitted by OSP to SLDC for any tripping prior to issue of
charging code. ITEM NO. 6.0 : IMPORTANT OPERATIONAL ISSUES:- 6.1
STATUS OF COMPLETION OF ONGOING SCHEMES FOR COMMISSIONING OF
REACTORS / TRANSMISSION ELEMENTS:-, Member Secretary OCC informed
committee that the present status regarding schedule and
commissioning of reactors / transmission elements is as below:-

Representative from NHDC informed the committee that delivery of
all equipment is expected by August 2017. Thereafter erection &

50 MVAR MPPGCL
In 56th OCCM, MPPGCL informed the committee that procurement of
line reactor is under tendering stage and expected to be
commissioned by Oct-2017. Representative from MPPGCL informed the
committee that the tender has been floated and is expected by
July-2018.
3. Bus Reactor at SSTPS 125 MVAR MPPGCL
Work will be carried out under PSDF as intimated by MPPGCL. In
56th OCCM MPPGCL informed the committee that purchase tender will
be opened on 31.03.2017. Representative from MPPGCL informed the
committee that the price bid is to be opened and is expected to be
commissioned by January-2018.
6.2 Provision of synchronization facility at EHV sub-stations of
MPPTCL:- Member Secretary OCC
informed committee that as per Grid Code, the synchronization
facility should be available at all the Power
Stations, 400 KV Sub-stations and 220 KV Sub-stations and 132 KV
sub-stations in the path of black start. In
last OCC meeting MPPTCL representative informed the committee
that order for 69 no. synchronization
trolleys has been placed and 1 no. synchronization trolley has
been delivered for checking and testing purpose
at 220KV S/S Barwaha.
The status of installation and commissioning of synchronization
trolleys at different substations has not
been intimated by the MPPTCL till date. MPPTCL is requested to
submit latest status along with time line in
the meeting.
Representative from MPPTCL informed the committee that the
synchronization trollies have been
supplied at the sub stations, further its wiring/commissioning
is to be done. It is expected that the
synchronization trolley will be commissioned by at earliest.
Chairman OCC stated that the synchronization trolley shall also
be installed at 132 KV S/s on the
black start path and the problem regarding non availability of
line CVT in all three phase of lines at 132 KV S/s
shall be resolved. Thereafter representative from T&C
informed the committee that the synchronization trolley
is expected to be commissioned by end of September-2017. Further
Member Secretary OCC stated that
progress of installation of trolleys shall be intimated to SLDC
on regular basis.
6.3 Ten Daily Reservoir operation table of MPPGCL HPS:- Member
Secretary OCC informed committee that in the meeting held in
Regional Office of MPPMCL at Bhopal on 24.09.2016 to discuss
availability from
-
Sardar Sarovar Project, ISP & OPS and State Hydel Plants for
Rabi season, MPPGCL had agreed to obtain ten daily reservoir
operation table from WRD and NVDA for their operation of their
hydro generators. In last 54th, 55th,, 56th and 57th OCCM, request
has been made to MPPGCL for furnishing the same to SLDC within a
week,
MPPGCL has not submitted the ten Daily Reservoir Table of all
the power stations of MPPGCL for the
year 2017-18. It is requested that MPPGCL shall submit the Ten
Daily Reservoir Table of all hydel power stations in coordination
with NVDA and WRD for optimum utilisation of available water in the
reservoirs during real time operation.
Representative from MPPGCL informed the committee that for Bargi
& Bansagar the required Ten daily data will be submitted by end
of September-2017. Thereafter Member Secretary OCC requested MPPGCL
to submit the Ten daily details of the remaining HPS at the
earliest.
6.4 : MAPPING OF FEEDERS WIRED UNDER AUFLS TO SLDC SCADA :-
Member Secretary OCC informed committee that in the 4th, 5th &
6th NPC meetings, mapping of the Feeders / Lines covered under
AUFLS on SCADA systems of SLDC's/RLDC's was discussed. NPC have
desired that monitoring of the feeders / loads under the AUFLS
shall be done at SLDC's / RLDC's, so as to ascertain that the
desired results are ensured during the events, frequency falling
below the AUFLS frequency settings. In last OCC meetings the matter
was discussed. It is therefore requested that latest status in this
matter may please be submitted to SLDC in them meeting. Also
constraints, if any, faced in mapping AUFLS feeders in their SCADA
System may be intimated. Member Secretary OCC stated that the
status of the operation of under frequency relays and load relief
obtained due to operation of AUFLS shall be mapped. He also
informed the committee that a separate meeting should be conducted
with M/s Dongfang to discuss the process for mapping of feeders
under AUFLS to SLDC scada. 6.5 MONITORING OF SCHEMES FUNDED FROM
PSDF :- Member Secretary OCC informed committee that it was decided
in the 6th meeting of NPC held on 19th December 2016 at Bengaluru,
that all the RPCs in the monthly OCC meetings may follow up with
the utilities to expedite the completion of schemes by giving due
priority. The implementation of most of the schemes are based on
the recommendation of the enquiry committee on grid disturbance of
July 2012 headed by Chairperson, CEA. Therefore timely
implementation of these schemes would enhance the grid security and
reliability. Accordingly the details of grant sanctioned from PSDF
for the schemes of MP is enclosed at Annexure- 6.5A. The status of
implementation of above schemes (physical as well as financial
progress) may please be reviewed and the entities are requested to
expedite implementation of the schemes. The utilities were advised
to furnish the information in the format enclosed at Annexure –
6.5B by first week of every month on regular basis to Member
Convener, PSDF project monitoring group (AGM, NLDC, POSOCO) with a
copy to NPC, WRPC division and SLDC. The status of the same is
being monitored by WRPC in OCC meeting of WRPC every month. It is
observed that MPPTCL and MPPGCL are not submitting the requisite
information to SLDC in first week of every month for onward
transmission to WRPC. It is therefore requested that concerned
official may please instructed to submit the same to SLDC with time
limit.
-
The matter was discussed in the meeting & MPPTCL &
MPPGCL assured to submit the same within time. 6.6 MVAR absorption
by Generating Stations to Control High voltage: It was observed
that during the monsoon, demand in WR reduces by 4000-5000 MW. In
the past, even after taking all Switchable Shunt Reactors in
service and opening lightly loaded lines, high voltages are
observed at most of the EHV nodes during night hours. In view of
inadequate shunt reactive compensation, the generating units are
being advised to contribute in voltage regulation by operating
their units in under-excited mode (absorb Reactive Power) within
the capability curve. The issue was discussed by WRLDC and SLDC in
various OCC meeting and advised generators not to inject reactive
power into the grid even when the bus voltage is above nominal. The
MW, MVAR and Voltage of generating units was analyzed for the month
of May 2017 with the help of SCADA data available at WRLDC and SLDC
. it is observed that almost the same generators of MPPGCL are
contributing to inject MVAR in to grid even when voltage if above
nominal a. Satpura (U#10 & U#11) b. Singhaji (U#1 & U#2) It
was observed that almost the same list of generators mentioned in
494th OCCM are continuing to inject MVAR into grid even when
voltage is above nominal. SLDC is continuously requesting all the
concern generating stations in real time to control high voltage
scenario by absorbing MVAR by their generating units. It is
therefore requested all concern Generating Stations not to inject
MVAR into grid when there is over voltage for safe, secure and
reliable operation of the grid. Member Secretary OCC stated that
during Monsoons ,due to low demand EHV transmission lines are
lightly loaded , resulting in the high system voltages. Hence
generating station shall absorb the MVARs as per the capability
curve and support the grid. 6.7 REPORTING OF FLASH REPORT, DR and
EL FOR 400KV, Interstate Transmission Elements & Detailed
Tripping Report:- Member Secretary OCC informed committee that as
per the provisions of Regulation 5.2 (r) of CERC (Indian
Electricity Grid Code) Regulations 2010 and Regulation of 5(9) of
CERC (Indian Electricity Grid Code) (First Amendment) Regulations,
2012 all the Regional Entities of the Region shall furnish the
tripping details including DR & SEL output to RLDC with in 24
hrs of the event for analysis and identify the real time measures
required in future to ensure secured grid operation. The flash
report is also required to be furnished to SLDC within an hour of
tripping. It is observed that FLASH REPORT, DR & EL of station
is not made available after tripping of transmission grid element
by the State Grid Entities and the flash report is also not being
sent after repeated pursuation. All intra-state entities are
requested to submit the FIR, DR & EL of station during tripping
of transmission grid elements.
Member Secretary OCC stated that the flash report of any
occurrence/ tripping in the system shall be submitted by the
concerned entity to the SLDC in the shortest time and detailed
report further.
-
6.8 RGMO Status of Generating Stations : - As per Regulation
5.2(f) of Part 5 of IEGC (fifth amendment ) of the Principal
Regulations" “All Coal/lignite based thermal generating units of
200 MW and above, Open Cycle Gas Turbine/Combined Cycle generating
stations having gas turbines of capacity more than 50 MW each and
all hydro units of 25 MW and above shall be operated under
restricted mode of operation all the time.
MPPGCL is requested to submit the latest status of
availability/commissioning of RGMO in all eligible units. JP Bina
and NHDC is also requested to keep their governor in restricted
mode of operation and confirm the same in the meeting. The above
one time information shall be submitted by all concerned entities
in the format as below:-

Chairman OCC informed that JP Bina, ISP, OSP has submitted the
RGMO/FGMO details thereafter he requested MPPGCL to submit the
details in above format at the earliest to SLDC.
6.9 Procedure for Availing Shut Down
6.9.A:- Availing of outage of Interstate and 400 KV transmission
elements and 220 KV lines radiating
from PGCIL Sub-stations:- Member Secretary OCC informed
committee that in the WRPC in 493rd OCCM
informed all the entities that the standard procedure for
availing outages on interstate and 400 KV transmission
elements / 220 lines radiating from PGCIL sub-stations has been
devised by WRPC and WRLDC in line with
guidelines of CEA and NLDC. This process is approved in OCC
meeting of WRPC and has been implemented
w.e.f. 1st March 2017. The above directives have been conveyed
vide letter No. 07-05/RPC-42/4392 dated
06.03.2017. Subsequently, vide this office letter No. 144 dated
17.04.2017 all the state entities are requested
to adhere with above directives of WRPC.
As per standard procedure of WRPC, all proposed outages of
interstate, 400 KV transmission elements and
220 KV lines radiating from PGCIL sub-stations for next month
should be got approved in the OCC meeting of
WRPC in the current month. All the constituents of WR shall
inform to WRLDC for readiness for availing
outage of transmission elements on D-3 basis i.e. 3 days before
the date of approved outage. Further in
WRPC meeting it was also decided that non-OCCM outages should be
discouraged.
During 496th OCCM of WRPC which was held on Mumbai on
13.06.2017, Member Secretary, WRPC has
informed that no any shutdown shall be entertained / approved on
D-3 basis, except emergency nature
shutdown. Therefore it becomes mandatory to get approval of all
the shutdown in OCCM. It may please be
noted that WRPC is reluctant to give consent of outage of
transmission elements for maintenance /
construction activities since long except OCCM approved
shutdown. Now, WRPC is not giving consent for
outages which are not approved in OCCM of WR.
-
In view of above, it is therefore requested that all proposed
shutdown of 400 KV elements, interstate
lines and all 220 KV line radiating from PGCIL sub –stations may
be included in proposal of outages for
consideration of OCCM of WR as per practice in vogue so that
maintenance / construction activities may not
be hampered and shutdown may be availed systematic pre-planned
manner as desired by WRPC. All the
proposed shutdown for OCCM by T&C/ EHT-Maint./ EHT-Constn.
shall be complied by O/o CE(T&C)
MPPTCL Jabalpur and a consolidated list of proposed shutdown
shall be submitted to SLDC within stipulated
time for onward submission to WRPC. Similarly all other entities
also shall follow the above outage procedure,
for getting approval of transmission elements from WRPC
OCCM.
Further, if approved shutdown has not been availed then reason
of not availing shutdown may also be
intimated to SLDC for onward communication to WRPC and
WRLDC.
6.9.B:- Procedure for availing outages on EHV elements (other
than point No. A), for which outages
shall be approved by SLDC:
Member Secretary OCC informed committee that for availing
shutdown on EHV elements which do
not covered under criteria mentioned under point A and the
approval shall be given by SLDC, such proposal
should be forwarded to CE (SLDC) in prescribed format enclosed
as per Annexure-6.9.B for availing
shutdown on EHV element. The same should also be e-mailed at
least one day ahead of date of shutdown.
Only emergency shutdown shall be entertained on same date.
Member Secretary OCC informed that all the intra state entities
shall apply for the approval of S/d in
the prescribed format as enclosed on D-1 basis.
6.10 Inspection of Automaitc Under Frequency Load Shedding : As
Per MPEGC Clause 6.1.17 “all Users shall provide automatic
under-frequency load shedding in their respective premises, to
arrest frequency
decline that could result in a collapse/disintegration of the
grid, as per the plan separately finalised by the
concerned REB forum, and shall ensure its effective application
to prevent cascade tripping of .generating
units in case of any contingency. All Users shall ensure that
the under frequency load shedding/islanding
schemes are functional.. SLDC shall carry out periodic
inspection of the under frequency relays and maintain
proper records of the inspection.
In 31st WRPC meeting and 478th OCC meeting of WRPC it is decided
that SLDCs shall collect the
data of self certification by Discoms/STUs and inspection
carried out by intra-circles of Discoms/STUs and
submit to WRPC. In the last meeting of OCC of WR, WRPC suggested
to carry out the AUFLS inspection for
at least 10-20 % by WRPC Secretariat & others shall be
self-certified by S/s in-charge.
In view of the above it is requested that suitable instruction
may please issued to the concerned
SE(Testing) to self certify the healthiness of the UFRs under
their jurisdiction and submit the same SLDC on
monthly basis, so that the same could be forwarded to WRPC.
Further as per regulatory provisions. SLDC
shall carry out periodic inspection of the under frequency
relays.
-
The matter was discussed in the meeting. Member Secretary
informed the committee that certification
of the healthiness of UFRs is not received from any T&C
Division till date. He requested MPPTCL to take up
the matter with all SE(T&C) to submit the same to SLDC at
the earliest.
6.11 COMPLIANCE TO LOW VOLTAGE RIDE THROUGH (LVRT) BY WIND
GENERATORS:- :- Member Secretary OCC informed committee that as per
CEA regulations(Technical Standards for Connectivity)-
Regulations-2013 (Part-II) provides that all Wind Electric
Generating stations commissioned on or before 15.04.2016 and
connected at a voltage level of 66 Kv and above shall remain
connected to the grid when voltage at the interconnection point on
any phases dips upto 0.15 pu. This CEA standard is applicable to
the wind generating stations &n generating stations using
invertors.
CERC on its order dtd. 05.01.2016 in petition no. 420/MP/2014
directed that LVRT should be implemented for all wind turbines
commissioned before 15.04.2014 and connected to voltage level of 66
KV and above and having a Installed capacity equal to or more than
500 KW. Further CERC direct that the solar generators whose bidding
process has not yet commenced i.e NIT has not been issued on the
date of the order shall take necessary steps to implement LVRT in
their generating Stations.;
In 494th OCC meeting of WRPC, Member Secretary WRPC, requested
all states to indicate the
present methodology of checking LVRT compliance in vogue for
giving clearance for integration and update the status of LVRT
compliance. The details may be compiled in the format given below
and submit the same to WRPC and WRLDC

In view of the above it is requested that all wind and solar
generators should comply the directives of
CERC and submit the information to SLDC for onward transmission
to WRPC and WRLDC. In future the injection permission of wind and
solar generators shall be issued by SLDC after compliance of LVRT.
MPPTCL is also requested to include the same its connectivity
agreement/permission while issuing to RE generators. The matter was
discussed in the meeting. 6.12 Formation of State Level Relay
setting group- Review and Coordination of relay setting in state
of
MP :- As decided in 128th Protection Committee meeting of WRPC
held on 06th & 07th Dec. 2016 , relay
review group for state of MP has been constituted vide this
officer letter No.07-05/RPC-14/596 Jabalpur dtd
22.05.2017. The details of nominated officers for state level
relay setting group are enclosed at Annexure-6.12. In the above
context all entities are requested to provide relay settings of all
important nodes & all other
nodes where relay settings are required to be examined
considering protection issues. As desired by WRLDC
-
important nodes like Indore PG, Bhopal etc. required to be
examined first, which have huge effect on reliability
and security of Grid.
In view of above, it is requested to provide relay settings of
all important nodes, so that the same may
be communicated to all respective entities so that they can
study the same and matter may be discussed in
meeting, and remedial action could be evolved for addressing the
protection issues. Further all entities are
also requested to furnish agenda point from their end which are
required to discussed in relay review group
meeting. The meeting of relay review group of MP state shall be
organized after capturing above data and
shared with group members. The date of proposed meeting shall be
intimated separately.
Member Secretary OCC informed stated the relay setting data
shall be submitted by the concerned
entities and thereafter a meeting will be called to discuss the
matter.
6.13 Web portal on weather information for power sector :- :-
Member Secretary OCC informed committee that as per the MoU signed
between Earth System Science Organisation-India Metrological Dept.
(ESSO-IMD), Ministry of Earth Sciences and Power System Operation
Corporation Ltd.(POSOCO), Weather Website of Western Region has
been made operational w.e.f 01.06.17. The Link is
http://amssdelhi.gov.in/WRLDC/MAIN/MAIN.html The objective of MoU
was to use the weather information provided by ESSO-IMD by Power
System Operators across India for better management of Indian Power
System and for the purpose of analysis. The data available is
useful for both real time load management (radar imagery) as well
day ahead and term ahead load/Generation planning (through
meteograms). Representative from WRLDC informed that the compiled
meteorological data/information is available at the above site,
which can be very useful to know the RE generation pattern &
also useful for the purpose of load forecasting in the State. The
matter was discussed in the meeting. ITEM NO. 7: BLACK-START MOCK
DRILL OF HYDEL POWER STATIONS : Black Start mock drill of Hydel
stations of MPPGCL:- During 2017-18 the black start mock drill
successfully carried out at Bargi and Pench Hydel power station on
dtd 23.05.2017 and 06.06.2017 respectively. The Black Start Mock
drill exercise at Gandhi Sagar Power station was also carried out
on dtd 30.05.2017 but synchronization of islanded system with
national grid was not successfully done due to problem in bus
coupler breaker at Gandhsagar Power Station. MPPGCL may apprise the
same in the meeting. The black start mock drill exercise of other
power stations shall be planned in the month of September 2017 and
October 2017. The date of the same shall be finalized by SLDC and
intimated to all the concern in due course of time. Member
Secretary OCC stated that the it is proposed to conduct the Black
Start Mock Drill at remaining HPS during the month of
September-2017 after monsoon and SLDC will intimate the Proposed
dates to concerned entities.
ITEM NO. 8: AVAILABILITY BASED TARIFF (ABT) RELATED ISSUES: 8.1
Status of AMR system installed at SLDC:
SLDC representative informed the Committee about the status of
data received through AMR system
in the month of June 2017. He informed that the complete data of
574 meters was received through AMR
-
system and data of 50 Nos meters (Monthly- 37 & Partial –
13) was not received through AMR system. He also informed that
status of data received through AMR system is invariably sent to
all concerned offices including SE(T&C) offices through email
for furnishing the missing data alongwith monthly JMR data latest
by 4th of every month. Further following points are discussed and
resolved as under:-
1. SLDC representative requested the CE(T&C) office to take
up the matter with M/s Secure Meters Ltd for
resolving the issues of the 37 Nos meters not read during the
month of June 2017. Details are shown in
enclosed Annexure-8.1.i CE(T&C) office have have assured to
take up the matter with M/s Secure Meters
Ltd. for resolving the issues related with 37 Nos. meters not
read during the month of June’2017.
2. SLDC representative informed that Integration of ABT meters
installed at the interface points of newly
commissioned substation / Xmers / HT consumers / OACs – 40 Nos
as Annexure-8.1.ii is pending. He
also informed that SLDC vide email dated 06.07.2017 has
forwarded the list of interface points to
CE(T&C) office for furnishing the details of meters, modem
and SIMs for integrating the ABT meters with
AMR system of SLDC. He requested the (T&C) office to arrange
to furnish the same on priority basis so
that integration of the ABT meters with AMR system could be done
by SLDC. CE (T&C) office have
assured to furnish the details shortly.
8.2 AMR facility for the ABT meters installed at MPPGCL :
SLDC representative informed that MPPGCL has provided AMR
facility on 107 Nos ABT meters installed at the interface points
and all the meters were successfully integrated with AMR server. He
also informed that ABT meter data of 50 Nos meters were not
received through AMR system in the month of June 2017, the status
of data received through AMR system was also emailed to GCC, MPPGCL
on 06th July 2017. He requested MPPGCL to take up the matter with
site officials and M/s Secure Meters Ltd. to resolve the problems
related with non readability of meters integrated successfully.
SLDC representative also requested to MPPGCL to instruct the
Gandhi Sagar HPS & Silpara HPS
officials for furnishing JMR data of the ABT meters integrated
with AMR system. MPPGCL have assured to take up the matter with
Gandhi Sagar and Silpara HPS.
Further, SLDC representative also requested MPPGCL to intimate
the plan for integrating the ABT
meters installed at SSTPS. MPPGCL representative informed that
secure meters with modem and SIM has been installed and integration
with AMR system will be done shorthly.. 8.3 Non receipt of
injection data (JMR) timely of Wind & Solar Power Project for
issuance of monthly State Energy Account :
SLDC representative informed that SE(O&M), Dewas, Agar,
Sehore and Ratlam are not furnishing the wind & solar data
timely i.e. by 3rd or 4th of every month for issuanace of monthly
State Energy Account. He also informed that these SE(O&M) are
furnishing the data on 6th (A.N) of every month after repeated
pursuance, however, SE(O&M) Dewas is not furnishing the
complete data by 7th of every month.

SLDC representative further informed that concerned
SE(O&M)’s do not furnish the monthly injection data of
following newly commissioned Wind & Solar Power Project
connected at 33KV level, however, SLDC is incorporating the
injection data recorded in ABT meter in SEA, but, verification of
data could not be done.
i) 15MW Dhar Renewable Pvt. Ltd. connected connected at 33KV

SLDC representative requested DDC, Indore to take up the matter
with CE(Comml), MPPKVVCL for
issauance of directives to concerned SE(O&M)’s to furnish
the wind & solar generation data by 3rd or 4th of every month
including the above mentioned wind & solar projects. Chairman
OCC advise DCC to take responsibility to coordinate with Discoms
officials on monthly basis to ensure timely receipt of wind and
solar energy data to SLDC for issuance of State Energy Account.
Further, SLDC representative informed that JMR injection data of
the following wind & solar generators
connected at 132KV level and above is not furnished by the
concerned SE(O&M)’s or EE(T), MPPTCL. SLDC consider the data
received through AMR or through MRI by site official in monthy SEA,
but verification of data could not be done.

The Committee has discussed the matter and requested CE(T&C)
office to issue necessary directives to field offices for
furnishing the JMR data of the above RE Projects. Further, Chairman
OCC advised the Discoms officials to furnish the JMR data of RE
projects connected at 33KV level and T&C officials for
furnishing JMR data of RE projects connected at 132KV level and
above. ITEM NO 9: SCADA/EMS RELATED ISSUES: 9.1 ARRANGENEMENT OF
TELEMETRY OF IMPORTANT 220KV SUB STATIONS & 132KV S/S HAVING
INJECTION FROM RENEWABLES/CAPTIVE POWER PLANTS OR HAVING
INTERDISCOM FEEDERS & HAVING TRACTION FEEDERS-
SLDC informed that a list of 50 S/s were identified for
commissioning of telemetry. However, telemetry of Seventeen RTUs
(132KV Biora,132KV Arniakala,132KV Kannod, 132KV Poliakala, 132KV
Jeerapur ,132KV S/s Tarana, 132 KV Bankhedi S/s, 132 KV Khapaswami
S/s, 132 KV Chanera S/s, 132KV Banmore S/s, 132KV Morena S/s, 132KV
Datia, 132KV Mungaoli S/s, 132KV Shujalpur S/s, 132KV Meghnagar
S/s, 132 KV Semri Harchan S/s & 132 KV Amla S/s) is still
pending for integration with SLDC SCADA system.
SLDC, further informed that most of the RTUs commissioned
recently is not working properly and functioning intermittently.
The telemetry of 220 KV Rewa, 220 KV Morena, 220 KV Gwalior II, 400
KV Satpura Extension, 400 KV JP Bina TPS, 220 KV Anuppur, 220 KV
Dewas, 220 KV Indore SZ, 220 KV Barwaha, 132 KV Jaora, 132 KV
Chapda, 132KV Khilchipur, 132 KV Betul, 132 KV Chhindwara, 132 KV
Shankargrah, 132 KV Kukshi, 132Kv Umreth is commissioned but
functioning intermittently.
MPPTCL representative assured to look into it and arrange
commissioning of telemetry of balance RTUs as well as arrangement
for round the clock smooth functioning of these newly commissioned
RTUs.
9.2 UPGRADATION OF EXISTING RTUS & DISCREPANCY IN
TELEMETRERED VALUES RECEIVED FROM DIFFERENT EHV S/S & POWER
STATIONS The present status of telemetry discrepancy including
upgradation requirement is discussed in detail. The list of
following important locations where RTU upgradation is required to
accommodate renewable feeders/other feeders/transformers was
discussed in detail:-

SLDC informed that lot of inconvenience in grid management is
observed and hence upgradation of above mentioned RTU is to be
taken up on top most priority for which MPPTCL agreed.
9.3 PRESENT STATUS OF PROCUREMENT OF RTUs BY MPPGCL:- The matter
of procurement of RTU for Rajghat HPS and Bansgar III HPS was
discussed in detail. The Telemetry of Rajghat HPS is out since last
three years. In response MPPGCL informed that the order has already
been placed & RTU is also delivered at site. Commissioning
shall be taken up after receipt of cable.
9.4 Extension of RGMO/FGMO signal to SLDC/WRLDC :-
SLDC informed that as per IEGC 5.2(f), RGMO/FGMO is mandatory
for all thermal units above 200 MW and hydro units above 10 MW.
Further considering the high penetration of renewable to grid and
also the Government target to achieve 175 GW, it is essential to
monitor operation of RGMO/FGMO at SLDC/RLDC for ensuring grid
security and compliance of regulation. Subsequently SLDC vide
letter no. 07-05/RPC-27/3739 dated 18-01-2017, letter No.
SE/LD:E&T/693 dated 23-01-2017, letter No. SE/LD:E&T/34
dated 13-04-2017, letter No. SE/LD:E&T/143 dtd.26-05-17
requested MPPGCL/NHDC for integration of telemetry of RGMO/FGMO in
RTU installed at power station and forward the object address
configured in RTU so that same may also be configured in SLDC SCADA
and RGMO/FGMO status may be displayed in SCADA system.
Integration of telemetry of RGMO/FGMO has been completed in ISP,
ATPS, SGTPS
(Unit no.5) , Tons HPS & JP Bina TPS. & RGMO/FGMO signal
of following generating units is still to be extended to SLDC SCADA
system :-

SLDC requested to expedite the extention of telemetry of
RGMO/FGMO of above generators for which MPPGCL engineers agreed.
9.5 COMMISSIONING OF COMMUNICATION CHANNELS FOR DUAL REPORTING OF
RTUS AS PER
BACKUP SLDC REQUIREMENT:-
SLDC informed that the commissioning of SCADA/EMS system at SLDC
Jabalpur and backup SLDC Bhopal is already completed and the
additional communication channel is required to be extended to
respective control Centre’s for functioning of RTUs with new
SCADA/EMS system. SLDC requested MPPTCL & MPPGCL to provide RTU
wise progress.
-
SLDC further informed that strengthening of existing wideband
communication node is also required to be arranged so as to ensure
reliable backbone communication network. The requirement of new
wideband nodes and OPGW has already been submitted to MPPTCL and
MPPGCL & it was also requested to provide the current status of
the same. It was informed by MPPGCL that work shall be taken up
shortly. 9.6 (i) Arrangement of Air Conditioners for wideband
locations :-
The matter regarding arrangement of air conditioners for
wideband locations was discussed
in detail. SLDC informed that air conditioners at wideband
locations namely 220 KV Jabalpur, 400 KV Bina, 220 KV Satna, 220 KV
Itarsi, 220 KV Damoh & 400 KV Nagda are either faulty or not
available. SLDC requested MPPTCL to intimate the schedule of
arranging air conditioners at these locations. The MPPTCL informed
that the order for procurement of air conditioner has already been
placed and installation shall be completed shortly.
(ii) Location of Wide Band equipments at Substations/Generating
Stations:- Recently wideband equipments were delivered at EHV
substations under Master Telecom Phase II. The installation team
from M/s Valiant Communications Limited visited the site for
installation & found that the provided location for PDH
equipments is at a distance of more than 20 meters from the RTU
locations at 220 KV S/s Neemuch, 220 KV S/s Shujalpur, 220 KV S/s
Indore SZ, 220 KV S/s Pithampur, 220 KV S/s Ratlam & 220 KV
Rajgarh. Further it was informed that as per RS 232 platform, for
traveling of signal the length of cable should be within 20 meters
& after 20 meter distance converters are required to propagate
the signal. MPPTCL is thus requested to ensure that distance
between PDH equipment & RTU should be within 20 meters, else
MPPTCL should arrange for converters. MPPTCL representative
informed that they will ensure the same. 9.7 MAINTENANCE OF
OPGW
SLDC informed that the 8 No. fibers had been installed on EHV
line section between 220 KV Jabalpur to 220 KV Katni S/s under ULDC
project in 2003. Presently three number fibres out of eight number
of fibers is not serviceable/ ready to use due to problem in joint
box placed at 20 KM distance from 220 KV S/s Jabalpur towards
Katni. The SLDC vide letter No.SE/LD:E&T/707/826 dt. 06/03/2017
already requested, SE (EHT:Maint), Jabalpur to arrange for
replacement of the Joint box and ensure that all 8 fibers between
220 KV Jabalpur S/s to 220 KV Katni S/s being healthy and ready to
use. However, replacement of joint box is still pending. MPPTCL
representative informed that the arrangement for replacement of
joint box shall be done shortly. 9.8 NON AVAILABLITY OF SOE AT SLDC
SCADA SYSTEM
SLDC informed that the problem in receipt of SOE from field is
observed. Further, WRLDC vide
letters dtd. 03.05.17 & 15.05.17 intimated that SOE of grid
disturbance at 220 KV S/s Mahalgaon & 400 KV S/s Indore is not
received in Back-up LDC SCADA/Sub-LDC SCADA system respectively.
SLDC is carrying out data validation of various substations
periodically & it is observed that SOE from various substations
like 220 KV S/s Damoh, 220 KV S/s Anuppur, 220 KV S/s Malanpur, 220
KV S/s Tikamgarh, 220 KV S/s Mahalgaon, 220 KV S/s Hoshangabad, 220
KV S/s Bhopal, 220 KV Shujalpur, 220 KV S/s Ujjain, 220 KV S/s
Badod was not received at SLDC SCADA system. Subsequently SLDC vide
letter SE/LD:E&T/200 dtd. 14-06-17 requested MPPTCL to arrange
simulation testing for SOE of all RTUs.
Receiving of SOE is very essential for analysis &
investigation of major tripping in the grid. SLDC
requested MPPTCL is thus requested to arrange simulation testing
for SOE of all RTU’s in
-
coordination with SLDC SCADA/Back Up SLDC/Sub LDC SCADA system
& also issue necessary instructions to sort out the issues for
ensuring proper receipt of SOE in SLDC SCADA system for which
MPPTCL and MPPGC:L agreed 9.9 INTERMITTENT TELEMETRY DUE TO NOISE
IN COMMUNICATION CHANNEL :-
SLDC informed that the telemetry of Bargi HPS, Pench HPS, 132 KV
S/s Seoni, 220 KV
Seoni, 132 KV Chhindwara, 220 KV Chhindwara, 220 KV Pandhurna,
132 KV Balaghat, 220 KV Dewas, 220 KV Indore SZ, 220 KV Barwaha,
132 KV Jaora, 132 KV Chapda,220 KV S/s Ujjain, 220 KV S/s Shajapur
is intermittent due to heavy noise in the communication channel.
Further these noisy channels interrupt the functioning of FEP at
the SLDC/Back Up LDC/Sub LDC which leads to inconvenience in system
operation & control.
MPPTCL is thus requested to arrange for alignment of PLCC
Channel & identify/replace the outdoor equipments which injects
the noise in the channel/system for which MPPTCL representative
agreed.
9.10 LONG OUTAGE OF RTUS, PROBLEM IN DATA AND VOICE CHANNELS The
long outage of telemetry of following S/s is discussed in
detail:-

Telemetry of either of the two sub stations i.e. 220 KV Morena
or 220 KV Gwl-2 is functioning.
MPPTCL, MPPGCL officials confirmed to look into the matter to
sort out/ rectification of above RTU/data channel. MPPGCL and
MPPTCL informed that the action regarding restoration of telemetry
of above sub stations /power stations shall be taken up on top most
priority. 9.11 Telemetry of railway TSS Sub Stations:- SLDC
informed that the telemetry of railway TSS is to be commissioned by
June 2017. However, the desired progress in the matter is not
observed. The railway representative informed that the tender for
the telemetry arrangement is yet to be floated by railway and
railway is planning to float tender for providing telemetry of 20
railway TSS and not for all 38 existing TSS. SLDC informed that in
view of the existing progress status, the arrangement of telemetry
by June 2017 is not yet possible and railway is required to
expedite the matter.
-
Further, MPPTCL representative informed that in addition to
existing 38 No. Railway TSS in MP, planning for establishment of
around 25 new TSS is also under progress. Thus railway is required
to plan for arranging telemetry of all 38 existing TSS as well as
for 25 upcoming TSS. Accordingly, SLDC requested railway to
expedite the matter and arrange telemetry of all TSS sub stations.
Railway officers informed that they will takeup the matter with
there management. Minutes of Supplementary Points SA-I Tripping of
Indore –ISP feeder at ISP on 09.07.2017 :- Member Secretary OCC
informed committee that 400 kV Indore-ISP ckt. II tripped at 19:55
Hrs on dtd. 09/07/17 from ISP end only on the
indication DT received from other end. 400 kV S/s Indore of
MPPTCL has intimated that DT send was not
recorded at their end. The line was charged by ISP at 23:18 Hrs
of 09.07.2017 with delay of 3 Hrs 23 Min.
Despite repeated pursuance from SLDC, line could not be charged
timely and ISP did not intimate SLDC
regarding details of fault at their end. Outage of this critical
element of the transmission network for such a long
time may affect the grid security. The ISP is requested to
submit detailed report regarding false DT received
and delayed synchronisation of the ckt for discussion in the
meeting.
Representative from ISP informed the committee that the above
tripping occurred due to PT fuse fail
and ensured that in future the reason for tripping &
readiness for charging of element will be provided on time.
SA-II Frequent tripping of 132 KV Datia - Railway Traction Ckt –
II on overload :- Member
Secretary OCC informed committee that it is to intimate that 132
KV Railway Traction – II emanating from 132 KV S/s Datia of MPPTCL
s/s is tripping frequently on overload in past few days. Details of
tripping of feeder are given below:-

The Current Transformer (CT) and other equipments installed at
132 KV sub-station Datia on 132 KV
Railway Traction feeder I & II, are of the ratings as per
earlier Contract Demand of Indian Railway with Discom.
Now the Indian Railways has increased drawal from 132 KV
sub-station Datia by putting some additional load
on this TSS. Continuous excess drawal of power by Railways i.e.
beyond the permissible capacity of the
equipments installed at Datia on railway bay may cause failure
of equipments at MPPTCL end.
In view of the above it is requested that additional load
connected to 132 KV Datia TSS in the recent
past may be taken off immediately and Railway should maintain
their drawal at this TSS point below 24 MVA
for safeguard of the equipments installed at MPPTCL end.

Member Secretary OCC stated that the railway shall reduce the
loading of the circuit if it is possible,
otherwise if its not possible to reduce the load, the matter
shall be takeup with T&C for capacity augmentation
of equipments required to avoid over loading at this feeder.
Accordingly T&C shall prepare a proposal as per
the loading requirement and intimated to Railway..
Representative from Railway informed the committee that railway
is ready to augment the equipment
as per the proposal submitted by MPPTCL.
SA-III MP Overdrwal on dtd. 08.07.2017 : Member Secretary OCC
informed committee that on 08th and 09th July there was heavy MP
overdrawal from the grid. WRLDC was also issuing warning notice to
SLDC for
restriction of drawal within schedule. The shift incharge SLDC
requested the shift incharge MPPMCL control
room thorugh telephonically as well through email. However no
action has been taken by MPPMCL.
Overdrawal by MP from the grid on 08.07.2017 on account of the
following factors –
• Intermediate dry spell in the region leading to rise in
temperature and consequent demand
• Reduction in generation from wind RES
• Restriction on generation from hydro stations of Indirasagar,
Omkareshwar & Sardar Sarovar
• Absence of adequate thermal capacity on bar.
Looking to the constant schedule of ISP & OSP and other
factors mentioned above, the power from other
sources would have been arranged by MPPMCL on day-ahead basis
which have not been done. WRLDC has
opened 4 lines of MP due to continuously overdrawal of MP from
grid which had deteriorated grid security. The
MPPMCL is required to always maintain the drawal within safe and
secure limits and cooperate in system
operation in order to avoid jeopardise the grid.
The Matter was discussed in the meeting. Member Secretary
informed the committee that the overdrwal of MP
on dtd 08.07.2017, WRLDC has taken seriously in the OCC meeting
of WR, He further informed that the
overdrawal was also observed on last few days but on dtd
08.07.2017 there was huge overdrwal by MP and
WRLDC has opened 4 lines of MP and further tripping of other
line may lead to grid disturbance. He also
informed that due to looking of demand which are continuously
increasing day by day, MPPMCL should plan
to take RSD units on bar for meeting the increased demand.
SA-IV Maintaining reserves to handle grid contingencies :-
Member Secretary OCC informed committee that as per the CERC
suo-motu orders, secondary reserves of 800 MW has to be maintained
at the
regional level while the States have to maintain tertiary
reserve of 330 MW in Maharashtra, 330 MW in Gujarat;
300 MW in Madhya Pradesh; 250 MW in Chhattisgarh. WRLDC has
taken this point for discussion in
forthcoming OCC of WRPC. It is mentioned in WRPC OCC Agenda that
the OCC members may like to
deliberate on the following issues: 1. Ensuring real-time
telemetry from RES in the State 2. Forecast of RES
and demand by the SLDCs 3. Keeping thermal units on bar to
maintain spinning reserve in the grid. MPPMCL
and RE generators are requested for necessary action in this
regard.

The Matter was discussed in the meeting. Member Secretary
requested MPPMCL to take necessary
action to keep the reserve as mandated by CERC in its order.

It is proposed to hold 59th Operation and Coordination Committee
meeting of MP on 29.08.2017. The host and venue of the same shall
