1. ASSUMPTIONS AND METHODOLOGY FOR TRAFFIC ANALYSIS OF ETOBICOKE-FINCH WEST LRT CORRIDOR
Existing traffic conditions in the corridor have been analyzed using the Synchro 7 software program and its Sim-Traffic microsimulation component to model traffic behaviour on the streets and intersections of the study area. Due to the significance of the operations of the corridor at the interface with Highway 400, a separate detailed microsimulation was carried out in the vicinity of Highway 400 using the AIMSUN program. Results of this separate study are reported in Appendix E.
1.1 General configuration of traffic facilities in the corridor
Existing lane configurations will be maintained by widening the curb-to-curb roadway to establish the new LRT trackway in the median. At some intersections, bus bays will be replaced by the relocated through lanes because bus service will be replaced by the LRT service. These bus bays also function as short right-turn lanes when buses are not present, but right-turn lanes will not be provided in the future in order to: limit road widening impacts upon properties; protect opportunities for enhanced sidewalk, landscape and streetscape amenities, and to keep pedestrian crossing distances at intersections to the minimum width possible.
1.2 Traffic measurement
The traffic capacity and level of service for traffic on an arterial road is typically measured at major signalized intersections during normal morning and evening weekday peak hours where the traffic signal timing (which controls conflicting movements of pedestrians, streetcars, bikes and other vehicles) represents a constraint to traffic flow. When calculating the impacts of the LRT project on traffic capacity along the Finch Avenue West corridor, numerous assumptions have been made, which represent a “worst case scenario” for traffic operations: This method allows the disclosure of a theoretical maximum impact for EA purposes. Actual impacts may be less after mitigation and design interventions. Assumptions for the EFW LRT project and other TTC Transit City lines are as follows:
i) The volume of existing traffic will be unchanged in the future, minus Finch West buses; ii) Additional traffic generated by new, large, approved developments (at the time of the analysis) has been
added; iii) Traffic previously executing left-turn movements into or out of driveways and unsignalized intersections has
been rerouted to adjacent signalized intersections as U-turn movements; iv) LRT vehicles will proceed with the through movement of general traffic on Finch Avenue; v) All left-turn and U-turn traffic manoeuvres from Finch Avenue West will only proceed with a “protected” green
arrow traffic signal phase, to ensure the movements do not conflict with LRT flow; vi) Pedestrian crossing timings have been provided in conformance with City of Toronto standards; vii) Vehicular traffic signal phases have been optimized to achieve the most efficient balance of the remaining
green time during peak hour traffic signal cycles.
The adoption of these assumptions is considered a “worst case scenario” because some portions of the existing single occupancy vehicle drivers are expected to shift to a different mode of transport, primarily the LRT itself, and others will find alternate routes for all or a portion of their previous use of Finch Avenue West. This shift in mode or route also addresses any potential traffic growth which may otherwise have occurred along this corridor in the future.
It is assumed that with the introduction of the LRT in the median, the majority of the Finch Avenue West corridor will maintain two through lanes for general traffic in each direction. The exception is the section of Finch Avenue West in proximity to Highway 400, between Jane Street and Weston Road, where three lanes in each direction have been retained (except under the CPR structure just east of Weston Road, which will narrow to two traffic lanes in each direction). [The Highway 400 portion of Finch Avenue will be discussed later in this section, and, as noted, the analysis is described in detail in Appendix E.]
The level of service for traffic at major intersections is expected to be lower (more congested) than at present with the introduction of the LRT because of the additional U-turn traffic demand in left-turn lanes; the removal of bus bays, which were de facto right-turn lanes; and the removal of “permissive” left-turn movements on Finch Avenue at signalized intersections as a safety feature for the LRT operation. The signal operations on all but the Highway 400 section of the Finch Avenue West LRT corridor have been analyzed using standard software (Synchro 7) with original traffic volumes and traffic signal timings provided by the City of Toronto. Intersection approaches are deemed to be at capacity when the analysis reveals that the average vehicle delay is equal to or exceeds 55 seconds. This condition is commonly expressed as Level of Service (LOS) E and F.
2. EXISTING CONDITIONS
All signalized intersections across the corridor were analyzed, including those mid-block and driveway intersections where LRT stations will not be located. Analysis results are illustrated later in this Appendix. All of the 13 intersections that currently experience at-capacity traffic conditions on Finch Avenue West are expected to continue to do so once the LRT is operational. An additional 8 intersections are also expected to be at-capacity under the future LRT scenario, and are listed in the table below:

The most significant impacts are predicted at Bathurst Street, at Dufferin Street and the area immediately west of Dufferin Street (at Alness Street/Champagne Drive and at Chesswood Drive), and at Highway 27.
3. MITIGATION MEASURES CONSIDERED
Mitigation measures have been considered for these locations, and determined to be unfeasible at the locations noted above, with the exception of Highway 27.
a) Prohibition of left-turn/U-turn movements at major intersections This treatment was studied at four intersections along the Finch Avenue corridor, namely at Bathurst Street, Dufferin Street, Jane Street, and at Weston Road. In all cases, the potential alternate routes were anticipated and assessed. In the cases of Bathurst Street and Jane Street, it is predictable that significant volumes of traffic would infiltrate onto local residential streets in the immediate area. At Dufferin Street and at Weston Road, which border industrialized areas and thus are both serving a mixture of traffic including numerous large trucks, the number of alternate routes are limited. Any potential detour would take this traffic to intersections which are already predicted to be at capacity.
b) Provision of new “Downstream” U-turn traffic signals combined with the prohibition of left/U-turn prohibitions The concept is to create new signalized U-turn opportunities for traffic wishing to turn left beyond the major intersection where the left turns are prohibited. In all cases, the creation of such new signals was deemed unfeasible because of the need to accommodate the movement of large tractor trailers which have very broad turning radii, and because of the large number of driveways, other turning movements, and congested traffic conditions in close proximity downstream from the subject intersections.
c) Introduction of double left/U-turn lanes for heavy movements on Finch Avenue The impact of building relatively short double left-turn/U-turn lanes compared to long single left-turn/U-turn lanes was assessed at four major intersections for the following critical approaches: eastbound at Bathurst Street; westbound at Dufferin Street; eastbound at Alness Street; and westbound at Chesswood Drive. In each case, the resultant double turn lane design requires more property takings than the single lane design, and additional road construction costs are also anticipated. The double turn lane design also results in longer crossing distances for pedestrians, and thus a less pedestrian-friendly environment in locations where pedestrian crossing activity is encouraged, and where pedestrian access to LRT platforms is required. Double left turns were considered as a means of keeping the cycle length relatively low due to a relatively shorter left turn phase requirement, and the lower cycle length can be better for both pedestrians and transit. However, double left turns were rejected for the earlier mentioned negative affects
d) Additional traffic lanes at the Highway 27 at Finch Avenue intersection In order to accommodate the irregular alignment of the median LRT trackway, between the east leg of Finch Avenue and the south leg of Highway 27, and the resultant traffic signal phasing to protect the LRT movement and left-turn movements, combined with the additional future development-related traffic in the immediate area, conversion of right-turn lanes to through lanes on Highway 27 is recommended. Also, an additional westbound lane is recommended on Finch Avenue spanning Highway 27, from Westmore Drive to Halesia Drive, The impact of these undertakings at the Highway 27 intersection will be minimal because the limits of the highway property are already set back a significant distance in anticipation of such a future widening, and the rural cross section of Highway 27 will be reconstructed to an urban road profile in conjunction with the construction of the LRT.
4. FINCH AVENUE WEST AT HIGHWAY 400 (JANE TO WESTON)
Additional evaluation and analysis of the section of Finch Avenue West which spans Highway 400 was undertaken to determine the potential impacts of the LRT on the Highway 400 off-ramps, and the current six lane vehicular cross-

section of the Finch Avenue roadway. Detailed results of this evaluation are presented in Appendix E: Microsimulation Traffic Modeling Report.
In order to maintain the current level of service for traffic on Finch Avenue in this area, and thus minimize any negative impacts which the median LRT may have on the Highway 400 off-ramps, the following geometric improvements have been proposed, designed and analyzed in conjunction with the construction and operation of the Etobicoke-Finch West LRT.
Widening of Finch Avenue to maintain 3 lanes of general purpose traffic in each direction. In the vicinity of the Highway 400 overpass, this would be accomplished by converting the Highway 400 on-ramp and off-ramp transition lanes to general purpose through lanes;
Realignment of the northbound and southbound Highway 400 right-turn off-ramps so they align with and are controlled by the intersection traffic control signals, and widening each to two lanes; and
Providing 2 westbound left-turn lanes on Finch Avenue West at Signet/Arrow Road.
The micro-simulation analysis of the future traffic operations under this lane configuration was conducted using AIMSUM. The analysis was conducted for the morning peak hour because the volume of traffic exiting Highway 400 is higher in the AM peak, and thus represents the “worst case scenario” for potential impacts on the off-ramps. In addition, the AM peak hour traffic flow on Finch Avenue West is representative of the PM peak hour conditions because there is minimal directional split on Finch Avenue West in this area.
There were nine signalized intersections included within the microsimulation analysis, between Jayzel Drive and Driftwood Avenue. They are listed below:

The results of the microsimulation analysis revealed the following:
The geometric improvements mentioned earlier, to maintain three lanes for general traffic for the majority of this section of the corridor, are required to provide a reasonable level of access for general traffic;
The median aligned LRT will be able to provide a faster transit trip through this corridor than the existing bus service in “mixed” traffic flow;
The recommended 70 second cycle lengths for the two Highway 400 off-ramp traffic signals will allow traffic to vacate the off-ramp (on to Finch Avenue) at a sufficient rate to limit the lengths of the queues, so they will not extend so far back as to impact the mainline of Highway 400 during normal operating conditions;
The CPR bridge structure just east of Weston Road is a physical impediment to the continuation of the 3 lane cross section for Finch Avenue, and thus will be a location of increased congestion and delay for general traffic during peak periods;
The heavy peak period general traffic volume on this section of Finch Avenue, in the vicinity of Highway 400, and the use of “protected only” green arrow signal phases to accommodate left and U-turning traffic, requires the deployment of 120-140 second cycle lengths to provide a reasonable traffic flow rate. Coordination of neighbouring traffic signals will likely be ineffectual during peak periods because of the high level of congestion.
The proposed changes to the road geometry at the Highway 400 and Finch Avenue West interchange have been discussed with staff of the Ministry of Transportation of Ontario (MTO) and they concur with the proposed design. In addition, the results of the micro-simulation analysis have been reviewed by MTO staff with their concurrence that the introduction of the LRT operation on Finch Avenue West should not negatively impact the mainline traffic on Highway 400 under normal operating conditions. In order to further protect the mainline of Highway 400 from potential queuing on the off-ramps, MTO staff suggests that an additional 50 metres of storage be constructed for the right-turn exit movements.
5. FINCH WEST DEVELOPMENT TRAFFIC IMPACTS
In addition to the identification of displaced existing traffic (which includes new developments which had recently become occupied), selected significant future developments were included within the future traffic analysis. Consideration of major new developments included the following:
- Medallion mixed use development on the southeast corner of Finch Avenue West at Weston Road;
- Intensification of the retail plaza on the northeast corner of Finch Avenue West at Highway 27;
- Advent healthcare redevelopment on the south side of Finch Avenue West at Virgilwood Drive;
- Finchwood Village Shopping Centre on the northwest corner of Finch Avenue West at Highway 27; and
- 83 Finch Avenue West mixed commercial-residential development (south-east corner of Finch and Talbot).
Details respecting the development of the draft Emery Village Transportation Master Plan were reviewed in the context of the LRT alignment and operations. The master plan recommendations acknowledge the future median alignment of the Etobicoke-Finch West LRT through the study area.
