WHY I’M OFFERING MYSELF FOR RE-ELECTION…

I’m 56 years old and married to Karen, nee Tostevin. I was born and raised in Guernsey and have three children, two of whom are now adults, and a six-year-old. We also have a great little dog called Rocky.

In seeking your support for re-election to the States, I believe I offer unmatched experience, knowledge and a proven ability to act swiftly for Guernsey and its people – whatever their age or background.

During my working life I have worked in industries that continue to shape our island’s future, such as fishing, the construction sector and financial services. I am a businessman, serving on the boards of several significant international companies.

Guernsey has been good to me and in part that is why I have been driven to serve our island continuously for more than twenty years. On occasions it has been very hard work, but it has always felt a privilege.

I believe in transparency and my list of commecrial interests can be found here. My record in the States of Deliberation includes serving as Treasury & Resources Minister (2004-2008); Chief Minister (2008-2012); Vice-President Policy & Resources Committee (Deputy Chief Minister), 2016 to date.

In 2015 I was honoured to be asked to become the unpaid chairman of We Are Guernsey – (Guernsey Finance). Now in my second term, this role has en-abled me to support a sector that brings jobs and prosperity and which underpins vital public servic-es.

I also lead Guernsey’s contribution to the Common-wealth Parliamentary Association, enabling us to forge valuable global connections, which we will need more than ever after Brexit.

From a 17,000-strong membership of parliamentar-ians, I have recently been honoured to be elected as the Independent Trustee of the Commonwealth Parliamentary Association Trust Funds.

This means Commonwealth parliamentarians trust me with their money. I hope that the people of Guernsey continue to trust me with theirs too.

RECENTLY AND SPECIFICALLY, I HAVE LED THE STATES’ COVID-19 ECONOMIC SUPPORT TEAM, WHICH IS HELPING HARD-WORKING ISLAND FAMILIES AND HARD-PRESSED BUSINESSES IN THESE DIFFICULT TIMES.

While I am proud of what I’ve achieved in public office on your behalf, always working as part of a team, there is still much that remains to be done.

Education:

—Mike Read, member, Guernsey Disability Alliance social policy team

I voted to pause and review the Education, Sport and Culture Committee’s plans for our secondary schools. Thousands of people marching in opposition told the story of how our community felt but the widespread opposition of our teachers could not be – and was not – ignored.

I fought to keep selection in schools to support social mobility – but I have accepted the States’ decision, and I am now working to ensure that parents have the choice for their children that they want and need.

I am a States elected member of the board of direc-tors of Elizabeth College, a school that I was fortu-nate to attend.

The College is hoping to introduce a bursary system for students from lower income families. This will ensure that choices are not only available to those with the ability to pay and it is an initiative that I fully support.

The environment:

The next generation:

I will make your voice heard on planning – for example, by fighting against over-development, over-density and the unwelcome use of greenfield sites. We live on a beautiful island and we must ensure we keep it that way with greater ecological investment to enhance the environment, biodiversity and the appeal of Guernsey.

Many worry that there is little the island can do in the fight against climate change but, as unpaid chair of Guernsey Finance and through our Green Finance initiative, I see the millions of pounds of sustainable, ethical investment that are being channelled into exciting projects to make this world a better place for us all.

I am fortunate to have been born and raised in Guernsey so I want younger islanders to benefit from the same opportunities I had. This means we cannot afford to ignore the UN’s Sustainable Development Goals, a blueprint to achieve a better and more sustainable future for all so that future generations can prosper and thrive as we have.

One forestry fund alone has targeted removing 1.65 million tonnes of carbon from the atmosphere. I promise to help expand this drive for Green invest-ment because it is people employed here in Guern-sey who are actively helping to drive global climate change action plans and there is still so much more that we can do. Our major industry, once again, is part of the solution and not the problem.

Covid 19 will change many things – and there will be some tough challenges ahead, especially for younger islanders. I want to help ensure these next generations receive the help, support and opportu-nities that my age group had.

Open MarketGuernsey’s Open Market housing sector is an increasingly important economic enabler but it has not received the acknowledgement it deserves.

I will work to ensure the sector is enhanced and that those in it and the contribution they make are recognised, encouraged and valued.

The older generation:Some talk about the island’s demographic challenge as if older folk are a problem. They are not. They built the prosperity we enjoy today. We owe them – not the other way around.

I will continue to fight to ensure our parents and grandparents – our pensioners – get a fair income, good health and social care and the right help and support.

Public spending and the economy:

Fiscal action – leading politically on the States’ economic response to the Covid-19 pandemic, which has seen us provide essential aid to over 3,000 businesses and sole traders and more than 10,000 people.

Fiscal prioritisation – driving the creation of essential government projects such as the Guernsey Investment Fund, which is helping to fund innovative local businesses, helping to diversify our economy and demonstrating through that investment our confidence in our future.

Fiscal honesty – highlighting the relentless rise in public spending pressures, despite many others remaining silent, and explaining that essential NICE drug treatments, additional long-term care funding and States pension pressures have the potential to add £50 million each and every year to the cost of providing public services.

Fiscal Guernsey – Insisting that Guernsey States spending stays in our Bailiwick and is spent with local suppliers and contractors, whenever possible.

Fiscal focus – Working to minimise the cost to you and your family wherever possible and when we modify our tax regime, ensuring that it is proportionate, competitive and fair.

Fiscal sense – balancing the books this last term, until the onset of Covid-19, and rising to the challenge of meeting the cost of the pandemic and committing to balance the books again – once it is safe for our economy.

Fiscal prudence – making Guernsey taxes go further by ensuring we do not keep throwing money away by subsidising services we don’t need, or providing them inefficiently.

Fiscal fairness – reviewing the 1948 Agreement – we have a duty to support Alderney, but not at the expense of the Guernsey taxpayer.

Fiscal borrowing – The golden rule of borrowing and one which I fully endorse in our small economy, is that we should only borrow what we can afford to service. Read my blog post on this here.

OUR GREATEST CHALLENGE

Without doubt, our major domestic challenge over the next few years will be repairing our economy and rebuilding the financial reserves used to counter the worst effects of the Coronavirus pandemic. This will not be easy and the choices – on expenditure, on taxes, on public services and those employed to deliver them – will be among the hardest this island has ever faced.

I will not shrink from that task and I will, as always, be straight with the people of Guernsey about how challenging some of the decisions will be. But with my experience and proven fiscal competence you can rely on me to do all I can to ensure our rapid economic recovery. Together we really can build back better, as I explain here.

Balanced anti-discrimination legislation – it is right that as a community we ensure we are inclusive and fair to everyone

Common sense – sensible planning and development, swift and decisive government, and remembering that the States is here to serve you

Protecting islanders’ assets – for 18 years I have opposed taking the homes off hard-working families to fund long term care and will continue to do so on your behalf.

Transformation of the public sector – helping drive better and smarter public services particularly through digital reform

Economic diversification and the promotion and support of local businesses.

Choice for parents in their children’s education – we need equality of opportunity for all youngsters

Protecting our lifeline air and sea links – Aurigny is our asset and we must use it in that way. And we must also ensure we always have a back-up plan for our lifeline sea links

An energy policy that supports the move towards decarbonisation so that we can build a sustainable as well as a resilient energy supply

SO WHAT WILL I PLEDGE TO DO FOR YOU?

I PLEDGE TO DO ALL THAT I CAN TO ENSURE GUERNSEY IS FAIR TO ALL ISLANDERS AND THAT, FROM YOUNG PEOPLE TO PENSIONERS, ALL WILL CONTINUE TO HAVE IN ME A VOICE IN GOVERNMENT THEY CAN TRUST.

I PLEDGE TO PRESERVE OUR AUTONOMY AND SELF-GOVERNMENT. WE MUST NEVER TAKE OUR FREEDOMS FOR GRANTED.

And I further undertake to improve the lives of all islanders through restoring a strong and stable economy and enhancing Guernsey’s international appeal.

A strong economy secures and creates jobs and provides the bedrock of every islander’s quality of life, underpinned by quality public services and in-frastructure which have been shown to support our community in times of need.

JOBS AND PROSPERITY – pledge to drive the States to be brave, bold and stay competitive and not allow a “paralysis of analysis”, so that we can get things done!

FINANCIAL RESPONSIBILITY – proven competence, honesty, fairness and positive action with your money.
