Sixty Years and More of a Grand Idea:The League of Women Voters of Teaneck

1952-2015

I t was April 1952  in Teaneck. A small group of women, determined to “make a difference in government,”

formed the League of Women Voters in Teaneck. We are now celebrating our sixty-third anniversary as a

nonpartisan organization. The mission is to encourage the informed and active participation of citizens ingovernment. Members, men and women, look back to sixty years and more of active involvement and advoca-

cy in Teaneck.

Many things have changed since these early days, when few of us worked outside the home. Today, most

members combine jobs, family, and volunteer work. As the organization has grown and adapted to the

changing role of women in our society, we have continued to work to “make a difference in government’

through its involvement in public policy issues.

The LWV of Teaneck Minutes from 1952 and 1953 show a beginning League struggling with its identity. At rst

it was a provisional League, advised by the Montclair League. The Teaneck group worked with State facilitators

to ease into a regular status. The By-Law Committee was headed by Mrs. C.V. Foerster (President, 1952-53);

the rst Annual Meeting of the League of Voters of Teaneck was held in May 1953, and the By-Laws were

formed.

We know that the League is best known for public service work, which includes setting up voter registration

stations outside supermarkets and in schools. Voters depend upon the League to provide unbiased informatio

in print and now, on our web sites (www.lwv.org, www.lwvnj.org .)

Prominent due to press coverage are the Candidates’ Forums, led by League-trained moderators. The

forums are held before Board of Education and Town Council elections. The forums are accompanied by a

League produced Voter’s Guide (each candidate answers questions developed by League members.)

in the past, our local publications Know Your Town and Know Your School were disseminated throughout

the community. The League sponsored discussion groups to further good inter-group relations. League mem-

bers have consistently served as observers at Board of Education and Town Council meetings, as well as host-

ing forums to inform the public on education issues, such as school reorganization and the impact of the state’s

“thorough and efcient education” law.

Less well known are the discussion groups and informational meetings we hold on policy ideas, involving

consensus on issues. Members of the League of Women Voters of Teaneck, like League members throughout

the country, are participating members of the League of Women Voters of the United States, as well as the

New Jersey and Bergen County leagues. “It is easier to say what consensus is not, than what it is. Consensus

is not a vote; rather, consensus is mutual agreement of League members arrived at through discussion. During

discussion, everyone has an opportunity to express their viewpoints, and the issue is examined from all sides.”

The purpose of consensus is to use the results to lobby to enact or oppose relevant legislation. On the national

level, we have participated in a study of individual liberties during the McCarthy era, a study leading to support

of China’s entry into the United Nations, and studies on disarmament, the statehood of Washington, DC, issuesaffecting the environment, civil rights, human needs, and health care nancing and delivery systems. In Te-

aneck, we have long been involved in education, zoning, community relations, township budget and recreation

issues.The League has occasionally gone to court in the public interest.

The League publishes a monthly update on its positions, lobbying efforts, and in-depth analyses of issues in

LWV US Positions and studies. We joined our colleagues on studies of the administration of justice, including

support of a family court, transportation, land use, scal policy, education, and immigration. Recent national

studies include Federal Role in Public Education (2012) and Privatization of Government Services (2012). In

2014, national studies on Federal Agriculture Policies and Human Trafcking   were undertaken by the LWVUS;

we joined with other local leagues to study and come to consensus. In New Jersey (2014) a Charter School

Update Study  was undertaken; the position is now on the League of Women Voters of NJ website.

Currently, the League supports the community through voter’s forums, organization of new citizen swearing-in

ceremonies, sponsorship of lms by and about women, (Teaneck International Film Festival’s Wadjda , Margar-

ita, With a Straw ), Women’s History discussions, and informational meetings on consensus topics.

We continue to support good planning and zoning; we have studied the Township’s Master Plan and made

recommendations for the Planning Board and Council. We have encouraged development that balances the

need for housing and revenue with the preservation of open space and parks. We strongly support affordable

housing for senior citizens and families.

League of Women Voters of Teaneck Wins Communications Award 

eaneck, NJ: Te League o Women Voters o eaneck (LWV-eaneck) was honored by the LWV o NJ at itsannual statewide convention on May 2, 2015. Te Local Leagues Communication Award was conerred on theeaneck chapter or its coordinated work with its newsletter (League Lines) and blog (LWVeaneck). PatriciaO’Brien Libutti, Editor o League Lines/LWVeaneck blog, is a member o the LWV-eaneck Board o Directors.She noted that the award is a reflection o the important work being done by LWV-eaneck. “Our chapter has atalented and diverse membership and we work hard to educate the voters o eaneck about important legislativeissues. I am gratified that the state League has recognized our commitment with this award.”

Libutti went on to say that the award is also a testament to the dedication o past editors o Leagues Lines, whichstarted as a mimeographed work, and has been in circulation or more than 35 years. Doris Long Turber and

Janet Austin acted as Editor or 4 and 18 years, respectively.

Recent activities eatured in League Lines include the LWV-eaneck’s participation in the statewide consensusupdate on charter schools, as well as activities in support o Women’s History Month, sponsorship o a film high-lighting global women’s rights issues in the eaneck International Film Festival, and on-going voter registrationat a wide variety o community events, including Back-to-School nights at the eaneck Public Schools.

Te League o Women Voters-US was ounded in 1919 as a partner to the National American Woman SuffrageAssociation (NAWSA) and designed to be a non-partisan organization. Te League replaced NAWSA afer Au-gust 26, 1920, when the Nineteenth Amendment was passed, which prohibited gender based discrimination in voting by ederal and state agencies.

League of Women Voters of Teaneck Concludes Study of Charter Schools

eaneck, NJ. Te League o Women Voters (LWV) may be best known or its work registering voters and spon-soring candidate debates, but its actual mission is much broader, extending to educating and inorming voters ona wide range o timely—and ofen controversial—topics. LWV issues range rom climate change and gun saetyto campaign finance reorm and global democracy. Like other state leagues, the League o Women Voters o NewJersey (LWVNJ) plays an active role advocating or state legislation afer careul study and consensus o its mem-bers.

In that spirit, the eaneck LWV chapter elected to participate in a state-wide consensus study to update theLWVNJ’s current position on charter schools. Te original LWVNJ position statement, adopted in 2000, sup-ports the intent o the 1995 legislation that established charter schools as a means to encourage innovation with-in local public schools. However, that support came with qualifications; urthermore, the educational landscape

has changed substantially over the past 15 years.

Afer extensive background study and discussion, members o the eaneck LWV convened on October 15th todevelop consensus regarding several critical areas o charter school operations. Tese concerns spanned 5 broadcategories: 1) accountability, including school governance, student achievement, and communication o inno- vative practices and curricula to the district public schools; 2) the role o district residents in charter approval;3) what organizations should be allowed to authorize charter schools; 4) ull-time virtual charter schools; and 5)oversight o educational management organizations in the operation o charter schools.Te group’s conclusions have been submitted to LWVNJ, which will be considering input rom leagues all overNew Jersey in updating its position statement.   BYLAWS

  LEAGUE OF WOMEN VOTERS OF TEANECKDraft initially prepared July 2010

ARTICLE I

Sec. 1. The name of this organization shall be the League of Women Voters of Teaneck (LWV- Teaneck.) This local League is an integral part of the League of Women Voters of the UnitedStates and the League of Women Voters of New Jersey.

  ARTICLE II  Purpose and Policy

Sec.1. Purposes. The purposes of the LWV-Teaneck are to promote political responsibility throughinformed and active participation in government and to act on selected governmental issues.

Sec 2. Policy. The LWV-Teaneck may take action on local governmental measures and policies in thpublic interest in conformity with the principles of the League of Women Voters of the United

States. It shall not support or oppose any political party or candidates.

  ARTICLE III  Membership

Sec. 1. Eligibility. Any person who subscribes to the purpose and policy of the League shall beligible for membership.

Sec. 2. How Composed. The membership of the LWV-Teaneck shall be composed of votingmembers and associate members.

Sec.3. Types of Membership.

(a) Voting members: Citizens at least 18 years of age who join the League of LWV-Teaneckshall be voting members of that League. Members of the LWV-Teaneck do not need tolive in Teaneck. Those who have been members of the League of Women Voters for 50

 years or more and who have joined the LWV-Teaneck shall be honorary life membersexcused from the payment of dues.

(b) Associate members: All others who join the LWV-Teaneck shall be associate members.

ARTICLE IV  Board of Directors

Sec.1. Number, Manner of Selection and Term of Ofce.  The Board of Directors shall consist of theofcers of the League, no more than six (6) elected

directors, and not more than four (4) appointed directors. Four (4) shall be elected by the generalmembership at each annual meeting and shall serve for a term of two years. Theofcers and the elected directors shall appoint additional directors, as they deemnecessary to carry on the work of the League. The terms of all elected ofcers anddirectors shall be the scal year of the LWV-Teaneck, i.e., beginning on July 1following the annual meeting. The terms of appointed directors shall begin with theirappointment and continue through the scal year i.e., through June 30.

Sec.2. Qualications.  No person shall be elected or appointed or shall continue to serve as an

ofcer or director of this organization unless that person is a voting member of the LWV- Teaneck.

Sec.3. Vacancies. Any vacancy occurring in the Board of Directors by reason of the resignation,death, or disqualication of an ofcer or elected member shall be lled, until the next annualmeeting, by a majority vote of the remaining members of the Board of Directors. A persistentpattern of absences from board meetings of any member without a valid reason shall bedeemed a resignation.

A board member may request a leave of absence, not to exceed three (3) months, duringwhich time the board member’s position will be considered lled but the individual will beclassied as inactive. Individuals unable to fulll their duties for longer periods than three

(3) months should resign their positions. A persistent pattern of inability to attend boardmeetings and/or perform duties shall be grounds for removal at the discretion of the board.

Sec.4. Powers and Duties. The Board of Directors shall have full charge of the property andbusiness of the organization, with full power and authority to manage and conduct same,subject to the instructions of the general membership. It shall plan and direct the worknecessary to carry out the program as adopted by the national convention, the stateconvention, and the annual meeting. The Board shall create and designate such specialcommittees as it may deem necessary.

Sec.5. Meetings.  There shall be at least six (6) regular meetings of the Board of Directors annually. The President may call special meetings of the Board of Directors and shall call a special

meeting upon the written request of ve (5) members of the Board.

Sec.6. Quorum. A majority of the active members of the Board of Directors shall constitute aquorum.

  ARTICLE V

Sec.1. Enumeration and Election of Ofcers. The ofcers of the LWV-Teaneck shall be a President(or co-presidents), a rst Vice President, a second Vice President, a Secretary, and a

 Treasurer, all who shall be elected for terms of two years by the general membership at anannual meeting. The President, the rst Vice President and the Secretary shall be elected inodd-numbered years. The second Vice President and the Treasurer shall be elected in even-

numbered years.

Sec.2. The President (or Co-Presidents): shall preside at all meetings of the organization and of theBoard of Directors; may, in the absence or disability of the Treasurer, sign or endorse checksdrafts and notes; shall be, ex ofcio, a member of all committees except the NominatingCommittee; and shall have such usual powers of supervision and management as maypertain to the ofce of the President and perform such other duties as may be designated bythe Board.

Sec.3. The Vice Presidents: in the order of their rank, shall, in the event of absence, disability, or

death of the President, possess all the powers and perform all the duties of that ofce, untilsuch time as the Board of Directors shall select one of its members to ll the vacancy, andshall perform such other duties as the president and Board may designate.

Sec.4. The Secretary: shall keep minutes of all business meetings of the LWV-Teaneck and of allmeetings of the Board of Directors; shall notify all ofcers and directors of their election; andshall perform such other functions as may be incident to the ofce.

Sec.5. The Treasurer: shall collect and receive all monies due; shall be the custodian of these

monies; shall deposit these monies in a bank designated by the Board of Directors, and shalldisburse the same as provided for in the budget previously adopted, or as subsequentlyrevised by the Board of Directors; shall present statements to the Board at their regularmeetings and an annual report to the annual meeting; and shall sign, with the President, allcontracts and other instruments when so authorized by the Board.

ARTICLE VI  Financial Administration

Sec.1. Fiscal Year.  The scal year of the League of Women Voters of Teaneck shall commence onthe rst day of July each year.

Sec.2. Dues.  Annual dues shall be payable July rst. The amount, if it is to be changed, shallbe approved by the membership at the annual meeting. New members who join betweenFebruary and June will be considered as having paid through the following scal year. Newmembers joining prior to February will be counted as having paid for the current scal year.Any member who fails to pay dues within three (3) months after they become payable, or byOctober rst, may be dropped from the membership roles. Honorary life members who haveattained fty (50) years or more as League members are exempt from paying dues. When twoor more members reside at a common address in the same household, full dues shall be paidby one member, each other member paying half dues.

Sec.3. Budget. A budget for the ensuing year shall be submitted by the Treasurer at the annualmeeting for adoption. The budget shall include support for the work of the League as a

whole.

Sec.4. Distribution of Funds on Dissolution. If the LWV-Teaneck dissolves for any cause, allmonies, securities, and all other property which may at the time be owned by or under theabsolute control of the LWV-Teaneck shall be paid to the League of Women Voters of New

 Jersey.

  ARTICLES VII  Meetings

Sec. 1. Membership Meetings. There shall be at least two meetings of the membership each

 year. The time and place shall be determined by the Board of Directors.

Sec. 2. Annual Meeting. An annual meeting shall be held on or before June 30, the exact dateto be determined by the Board of Directors. The annual meeting shall:

  (a) adopt a local program for the ensuing year;

  (b) elect ofcers, directors and members of the Nominating Committee,

(c) adopt an adequate budget; and

  (d) transact such other business as may properly come before it.

Sec. 3. Quorum. A simple majority of voting members who are present shall constitute aquorum at all general membership meetings of the LWV-Teaneck.

  ARTICLE VIII  Nominations and Elections

Sec. 1. Nominating Committee. The Nominating Committee shall consist of three (3)members, two (2) of whom shall be members of the Board of Directors.

Sec. 2. Report of Nominating Committee and Nominations from the Floor. The report of theNominating Committee shall be presented at the annual meeting. Immediately following thepresentation of this report, nominations may be made from the oor by any voting memberprovided the consent of the nominee shall have been secured.

Sec. 3. Elections. The election shall be by voice vote, except when there is only one nomineefor each ofce. The secretary may be instructed to cast the ballot for every nominee. Amajority vote of those qualied to vote and voting at the Annual Meeting shall constitute anelection. Absentee or proxy voting shall not be permitted.

  ARTICLE IX  Principles and Programs

Sec. 1. Authorization. The governmental principles adopted by the national convention, andsupported by the League as a whole, constitute the authorization for the adoption of theprogram.

Sec. 2. Program. The program of the LWV-Teaneck shall consist of the following:

  (a) action to implement the principles of the League of Women Voters,

  (b) those local governmental issues chosen for concerted study and action, and

  (c) the program chosen by national and state conventions.

It may include issues concerning the government of Teaneck and municipal issuesconcerning any municipality which shall be represented by a minimum of twenty (20)members and for which a Know Your Town has been completed as required by theLeague of Women Voters of New Jersey.

Sec. 3. The annual meeting shall act upon municipal program following these procedures:

  (a) The Board of Directors shall consider the recommendations sent in by voting membersresident in the municipality concerned two (2) months or less prior to the annualmeeting and shall formulate a proposed program.

  (b) The proposed program shall be sent to all members one (1) month before the annualmeeting.

  (c) A majority of voting members resident in the municipality concerned present andvoting at the annual meeting, followed by a majority vote of concurrence by votingmembers residing outside the municipality concerned and present and voting shall berequired for adoption of subjects in the proposed program as presented to the annualmeeting by the board of directors.

  (d) Recommendations for program submitted by voting members resident in the

municipality concerned two (2) months prior to the annual meeting but notrecommended by the Board of Directors may be considered at the annual meetingprovided that:

  (1) The annual meeting shall order consideration by a majority vote of votingmembers resident in the municipality concerned and present and voting; and

 (2) The annual meeting shall adopt the item by a majority vote of the voting

members resident in the municipality concerned and present and voting.

  (e) Changes in the program, in the case of altered conditions, may be madeprovided that:

  (1) information concerning the proposed changes has been sent to allmembers at least two (2) weeks prior to a general membership meeting atwhich the change is to be discussed; and

  (2) nal action by the membership resident in the municipality concernedis taken at a succeeding meeting, with concurrence by the membershipresiding outside the municipality concerned.

Sec. 5. Member Action. Members may act in the name of the League of Women Voters of Teaneck only when authorized to do so by the proper Board of Directors.

  ARTICLE X  National Convention, State Convention and Council

Sec. 1. National Convention. The Board of Directors at a meeting before the national Leaguedeadline shall select delegates to the convention in the number allotted the LWV-Teaneckunder the provisions of the bylaws of the League of Women Voters of the United States.

Sec. 2. State Convention. The Board of Directors at a meeting before the state Leaguedeadline shall select delegates to that convention in the number allotted the LWV-Teaneck

under the provisions of the bylaws of the League of Women Voters of New Jersey.

Sec. 3. State Council. The Board of Directors at a meeting before the state League deadlineshall select delegates to that council in the number allotted the LWV-Teaneck under theprovisions of the bylaws of the League of Women Voters of New Jersey.

 

ARTICLE XI  Parliamentary Authority

Sec. 1. Parliamentary Authority. The rules contained in Robert’s Rules of Order Revised shall

govern the organization in all cases to which they are applicable and in which they are notinconsistent with these bylaws.

  ARTICLE XII  Amendments

Sec. 1. Amendments. These bylaws may be amended by a simple majority vote of votingmembers present and voting at the annual meeting, provided the amendments weresubmitted to the membership in writing at least one month in advance of the meeting.

League of Women Voters of Teaneck Nonpartisan Policy 07/06/2015Te purpose o this policy is to assure the credibility and integrity o the League o Women Voters o eaneck asa nonpartisan organization which does not support or oppose any political party or candidate. Te ability o theLWV eaneck to be an effective voice or the public interest will be achieved only i its policies and positions areseen as independent o partisan influence. Tus, those persons making such policies must also be perceived asbeing ree o all partisan influence. Only to the extent that the public and its elected officials are convinced o theLeague’s genuine nonpartisanship will the League be able to render effective voter service and gain a wide base osupport or its positions on governmental issues.

Board members must recognize that, as a result o close identification with the League, they have a special responsibility to see that their activities do not create a partisan impression.1. Elected Office: No member o the Board o Directors shall run or or hold elective office at the national, state,county or municipal level except or school board or nonpartisan commission. I a board member declares oran affected elected office, the member shall resign rom the board. Public notices released by LWV eaneckannouncing the resignation o a board member to run or political office shall be careully worded to avoid anyappearance o endorsing the member's candidacy.2. Political Party Office: No LWV eaneck board member shall run or, hold or be appointed to a political partyoffice at the national, state, county, or municipal level.3. Endorsements and Campaigns: Te president, voter service vice president (or director) and advocacy vice

president (or director) may not publicly endorse or work or any national, state, county, or municipal politicalcampaign or candidate. Any board member involved in a candidate's campaign must inorm the board. In suchcases, the name o the League o Women Voters must not be used in identiying the board member nor may it beused in any manner implying support or opposition by the LWV eaneck to a political party or candidate or anyelected office. Te board has the authority to override the permissions provided herein given the specifics o aparticular case.4. Campaign Contributions: All Board members may make personal campaign contributions within legal limits5. Nominating Petitions: All board members may sign a nominating petition, except the president, voter serviceand advocacy vice presidents (or directors). Te restriction does not apply to nominating petitions or nonparti-san school boards.6. Publicity in Social and Other Media: A Board member shall not indicate her/his political affiliations or can-

didate preerences at any level o government in the media, including on social networking sites or other public venues that also prominently identiy her/him as a member o the LWV eaneck Board.7. League programs: LWV eaneck shall not invite anyone who has declared as a candidate or any office to par-ticipate in any kind o program, whether as a speaker or member o a panel, unless it is a candidates orum. Tisban would include members o his/her staff.8. Moderators and imekeepers: A League member who runs or, or is elected to, any partisan office (includingparty committee) shall not be eligible to moderate any partisan orum. Tis prohibition shall run rom the timesuch an office is first sought until the position is relinquished or the term ends. League members who are visiblyactive in a party in other ways besides public office should also not moderate partisan orums.A member with such partisan activities or offices shall not moderate even nonpartisan orums, such as towncouncil and board o education elections. Te board can make exceptions to this restriction in special cases.imekeepers should ollow the same guidelines, although the board or the moderator coordinator can authorizeexceptions.9. Exclusion: Tese policies do not apply to the amily o a board member.10. Additional Clarification: Situations not covered by this policy will be addressed as needed by the Board oDirectors.
