1. Introduction

SAC intend to procure a 2-axis CNC scanner system with a linear scan capability of 5.6 m equipped with a rotary stage (polarization positioner) providing a roll capability of ±180o (Refer figure 1). This scanner system shall be installed on the AUT positioner of ATR at a height of approx. 5.5 m (Refer figure 2). AUT Positioner roll axis provides an additional polar axis to the proposed Scanner enabling data acquisition along all phi cuts encompassing a circular area of 5.6 m (Refer figure 3). A probe antenna, mounted on the polarization positioner on the carriage assembly, moves linearly on the rail and acquires data over the travel length of 5.6 m (Refer figure 3).

The foresaid system is used to map field variations caused by extraneous signals arriving at the test zone (QZ) of existing ATR.

2. System descriptionThis system comprises of a 5.6 m linear rail and a carriage assembly with a rotary stage (polarization positioner) carrying a probe antenna. Front face of linear rail shall be covered with 8 inch pyramidal RF absorber. Linear rail is aligned horizontal, vertical or in any other orientation by the ATR AUT Roll positioner and then Probe antenna moves linearly on the rail and acquire the RF field data.

Linear and Rotary motions are controlled by a programmable motion controller and readout positions are recorded in the computer. As the RF probe antenna moving along with the carriage assembly reaches to the commanded position on the rail, a TTL trigger signal (negative edge 24V TTL to be stepped down to 5V for input to the PNA) is generated and given to the RF receiver. RF receiver then acquires the data at that position and waits for another trigger pulse (refer figure 4) for different commanded positions. This sequence is repeated until one linear scan is completed. Probe antenna is then rotated using the rotary stage and linear scan is repeated to acquire data for another polarization. Figure 5 shows the block diagram of the typical test set up.

Linear Rail Construction: Travel table should move on LM guides mounted on both side walls of structure. Movement to travel table should be given by Rack and Pinion mechanism on side walls as per the sketch. Both mounting surface should be parallel to each other and has to be machined in a single setup.

Motors and Drives: Digital AC servo/Stepper motors with brakes and drives for both axes to achieve specified positioning accuracies and repeatability mentioned under specification table (section 5).

Controller: PC based programmable controller with controller software having dedicated features like home/ limit/ emergency stop/ feed rate: continuous and jog mode/position input / work offset/ save data / auto mode etc.

Special consideration: 250 mm U TYPE gap shall be maintained to accommodate absorber above linear guides.

Scanner Weight: Total Scanner weight should not exceed 0.75 ton.

Data Acquisition Software: Vendor has to design software for mapping the field variation over defined 5.6m (dia) test zone. The Acquisition module should support multi frequency CW, List and sweep frequency mode measurement. It must display the acquired Amplitude and phase raw data on the screen in real time to indicate the degree of completion and save the data in the prescribed format. Capable of operating/controlling the subsystems of the receiver individually. Also it should include provision of Data Import/Export options in different formats (jpeg, bmp, png etc).

3. Scope of Work 3.1 Vendor has to design and develop 2-Axis computer controlled linear scanner including

structural analysis, generation of 3-D models and fabrication drawings in CAD software.3.2 Vendor has to submit detailed design along with CAD model and analysis report to SAC for

approval. SAC shall approve/comment on the design which vendor should implement. At this stage, design discussion will be required between vendor design team and SAC team.

3.3 Vendor shall also submit the design along with CAD model of the transportation container to SAC for approval.

3.4 After clearance of design from SAC, vendor can proceed for procurement of standard item for Fabrication and Assembly.

3.5 Vendor has to ensure the compatibility of developed software with RF instruments available at SAC.

3.6 Vendor should submit the beta version of the developed software to SAC for comment and finalization.

3.7 Vendor has to demonstrate Testing and calibration related to motion mechanism of linear scanner in presence of SAC team at Vendor’s end as per ATP.

3.8 After getting clearance from SAC, Vendor has to deliver the scanner along with controller and software at SAC.

3.9 Vendor has to install the above scanner system at Antenna Test Range at SAC for Performance verification of specifications as per ATP specified in section 9.

3.10 Vendor is required to furnish the test report detailing all the achieved specifications against the requirement.

3.11 Vendor has to demonstrate full functionality of developed software with positioner controller and RF test setup as per ATP.

6 Vendor Qualification Criteria

1) Vendor has to mandatorily give point-to-point compliance statement of every point of the full

RFP and with the values/description as per Section-5. Wherever the specifications are not met,

vender should give the minimum specifications (values) met with justifications for the same.

2) Compliance statement without any justification and supporting technical document as proof

shall lead to rejection of the offer.

3) Vendor has to treat this offer as a TURNKEY solution. The vendor who will quote for all the

items and gets technically qualify will be considered as a valid offer.

4) Those parties who have backed off earlier after declaring L1 should be barred from the

tendering.

7 L1 Selection Criteria:

1) The lowest offer shall be computed based on sum of prices of all the items and their quantities

including taxes.

8 General Technical Terms and Conditions

8.1 At the time of quotation submission8.1.1 Conceptual sketch is attached herewith only for understanding of the requirements; Vendor has

to come out with their own feasible options. For more than one feasible options, vendor has to quote separately and specifically for each with merits and demerits.

8.1.2 Vendor has to mention that in which softwares they will carry out all CAD Modeling, Structural Analysis, Drawings, and any other documentation.

8.1.3 Vendor has to provide detailed schedule of time required for all activities along with quotation.8.1.4 Vendor should give the price break-up as per the following details:

8.1.5 Vendor has to specify validity of the quotation which should be valid for minimum 120 days from the last date of submission of quotation.

8.1.6 Vendor has to provide the details of similar machines and equipment’s supplied in the past with full details and addresses of the parties to whom he has supplied. Relevant purchase orders and photographs may be attached.

8.1.7 Vendor has to provide the full details regarding available machines/qualified manpower and infrastructure to carry out this job at their own work place. If there is any need for any job,

which requires off loading or sub-contracting to other parties, please provide full details of available facilities at sub contractor’s work place.

8.1.8 Vendor has to quote for the storage/transportation container as an option.

8.2 After receiving Purchase Order8.2.1 Scanner has to be designed for use in Laboratory, which is clean room, so it should not be

having any oil leakage or expel any type of contamination. If lubricant is used, then it should be properly sealed. Solid or Dry lubricant may be preferred.

8.2.2 Vendor has to submit the Design Report with detailed Design Calculations, CAD Models, Fabrication and Assembly drawings, Finite Element Analysis reports, Technical specifications with supporting documents/brochures for standard/bought out components/parts etc for the design discussion to be held at SAC, Ahmedabad and the Vendor has to incorporate the suggestions made by the review committee formed by SAC.

8.2.3 Vendor has to consider and design the scanner for the life of 10 years for satisfactory operation.8.2.4 Vendor has to submit progress report on regular basis and whenever asked by SAC.8.2.5 Vendor has to demonstrate and prove the performance as per the specifications (given in

Section-5) including accuracy, through mock-up assembly at vendor’s site after fabrication of the scanner. All necessary calibration tools, measuring instruments including Laser Tracker System should be arranged by party for performance evaluation at his own cost.

8.2.6 Vendor also has to work out installation requirements at location (i.e. SAC - Ahmedabad) according to available resources and facility. For any other requirements (like Men, Machines, equipments, instruments, tools, logistics etc.), vendor has to arrange their own resources. No extra charges will be paid for any of this arrangement.

8.2.7 Vendor has to deliver the scanner in its specially designed metallic container to prevent any type of handling and environmental damage during transportation.

8.2.8 The Scanner has to be delivered to SAC by the Vendor, which will be followed by the installation and commissioning. After installation and commissioning of the scanner at SAC, Vendor has to demonstrate performance as per the specifications given in Section-5.

8.2.9 Vendor has to submit all technical details of Scanner as well as bought out components with its Final Design, Assembly, operation, maintenance and Electrical/Electronic circuit diagram manuals. Vendor also has to submit final drawings/documents duly approved in all respects in soft as well as Hardcopy (2-Nos.) to SAC.

8.2.10 Schedule: Vendor has to complete total work within 6-Months from the date of the acceptance of purchase order. This total work has to be divided in the following activities:

i. Design and Analysis submission ii. Structural and Mechanical Design discussion will be required with SAC team

after submission of design drawings and CAD model of the scanner by the vendor.

iii. Final Design and Fabrication drawings submission iv. Fabrication, assembly and performance demonstration at Vendor’s placev. Packing and Forwarding, installation and performance demonstration at SAC

8.2.11 Warranty Terms: Vendor has to give assurance and warranty certificate/s for trouble free operation for the minimum period of 2-Year after the certificate of satisfactory installation at SAC (from SAC authority) for any defects in parts/components and/or workmanship. Vendor has to solve the problem by Replacement and/or Repairing. For any of the bought out items, vendor will be totally responsible for satisfactory operations for the warranty period and he has to arrange for any replacement/repairs. No extra payment will be made for any of these activities.

8.2.12 Vendor has to quote separately for Extended Comprehensive Warranty for another 1-Year (after the completion period of basic warranty) covering all the aspect of service at installation site (i.e. SAC) including all parts /components/service for designed performance of the Scanner.

8.2.13 During the period of warranty and extended warranty, one preventive maintenance per year should be provided by vendor.

8.2.14 Vendor has to consider the incorporation of the requirement of minor changes (<5% of the total cost) in specification, if any, during the execution of contract, free of cost.

8.2.15 The frequent discussions at SAC as well as at vendor’s end will be required during the realization of the scanner. Vendor has to arrange for visit at SAC for any such activities, as and when needed. Vendor has to arrange for such visits on their own.

9 Development Plan

There will be a regular review of the complete activities of vendor by SAC from time to time as per the detail given in Table.

11 Acceptance Test Procedure1. Acceptance test will be carried out in two stages. All alignment related measurements in all

stages will be carried out using precision Laser Tracker measuring instrument. In Stage-1 tests will be carried out during mock-up assembly at vendors’ site (Pre dispatch clearance) and in Stage-2 tests will be carried out after Installation at SAC.

2. Ensuring the measurement parameters such as planarity, axis orthogonality, repeatability, overshoot, undershoot etc. are planned using LASER tracker system. The measurement of carriage position (polarization positioner) will be carried out at predetermined discrete carriage locations and the same should be processed to provide measurement parameters. AUT positioner adapter planarity should also be measured using Laser Tracker System.

3. Ensure the safety load test & movement of all axis.

4. Mechanical Design requirements from the RFP document and respective design values should follow as specified in table-1. Any deviation observed may be accepted by SAC after RF impact analysis.

5. Acceptance Test Procedure (ATP) documents should be provided by the vendor and finalised with mutual agreement between SAC and Vendor.

6. Full functionality demonstration with available positioner controller should be carried out by the Vendor.

11.1 Acceptance Test plan for Linear Stage

The error at any coordinate point must be within specified positional accuracy. 3 such measurement set will be taken to ensure the accuracy of the linear scanner.

II. Repeatability In Stage-1 total 6 Number of coordinate points will be measured in the X-Y Plane. Points will be chosen randomly. Each coordinate point is measured 6 times. The measurement is through digital read out values. The mean of the 6 measurements taken at a single random coordinate point is taken as

repeatability value of that coordinate point.

11.2 Acceptance Test plan for Rotary Stage
