Hear from two states that embarked on a path to collaboration through the Shared Youth Vision project. Learn how New Hampshire and Rhode Island have embraced a journey to effect change to provide an array of services to youth and young adults. In New Hampshire, the process has created one state team, a pilot project team, and twelve local teams focused on collaboration, partnering and resolving gaps in serving multiple state agencies’ neediest young people. In Rhode Island,the partnership has expanded services through the 16 Youth Centers in the state, where partner agencies are collaborating to avail young people opportunities through multiple pathways to education and employment. State Team representatives will share their experiences for bringing together partners to make this partnership a true
collaborative and systematic approach for a cross delivery system for young people.

Shared Youth Vision (SYV)NH’s Organizational Structure

After first Summit in 2004, attended by WIA Youth DJJS, and DCYF representatives, brought other parties to the table to:

Develop an interagency MOU.

Develop a state team and local teams in each of the 12 NH Works areas in the state.

Memorandum of UnderstandingShare directory of programs, services and information of each agency.Cross training of agency personnel regarding services and resources available.Ongoing communications relative to the youth within the programs.Referrals:

Partners have sufficient information to appropriately make referrals to respective agencies Partners’ case managers will collaborate to ensure that the needs of the involved youth will be met through ongoing communications.Assessments (academic and career assessments) will be shared as appropriate

Partners will assist each other in meeting program goals and outcomes.Community Awareness:

Partners will seek, provide and/or offer trainings to each other.Provide advocacy for constituency.

Logistics

Each agency has a designated representative at state and local teams.

Monthly meetings at state level; 6 meetings minimum required for local teams.

Co-Chairs selected by team.

State team member serves as a liaison to local team for support, communication, and when gap funding or other issues arise.

Create a team comprised of partners and other youth-related agencies and 2) to identify gaps for teams to respond to in their community. Identified gaps identified and responded to include:

Lack of business and service information available. Job fairs for neediest youth developed in multiple communities. Linkages between Juvenile Justice and NH Works through court ordered participation in NH Works workshops.Hearing the voice of youth through listening sessions, surveys, youth summits, and membership on some local teams.Promotion of NH Works system to youth and youth providers.Student recognition events for neediest youth.Need to make resource information available (posters, brochures, pens, etc.).

Challenges

Staff turnover at all levels- due to upward mobility, life, retirement, reduced funding.

Rebuilding teams – explaining purpose, value, priority at all levels.Economy – heavy workloads with lots of belt tightening.Ongoing promotion of value to administration.

Evaluation – Despite annual work plans, accomplishment reports and poster youth for success, defining our success with limited data, and varying program outcomes.

Summary

The NH Shared Youth Vision team has done a lot of work in the area of coordination and communication, but frankly it’s just a beginning for what can be achieved in serving the neediest youth through:

– Committed members.– Honest communication.– Stay focused on goals and serving the neediest youth.
