System- a leap forward
on E-Governance
Systems
Definition & Description
Virtual Governance:
“Government being more
virtual in nature than
physical in existence”.
Since law of the land is a
codified law, having
defined limits/ scope, with
rules and SOPs further
specifying the response,
hence, packets of virtual
governance (service
delivery decisions) can be
made available through
some autonomic system,
putting the control in the
8. A Virtual Time Machine (Annex-A)
was invented to do a decades’ work in
one year.
1. Establishment of world’s
largest ICT based live
database of 3.29 Million
Livestock Farmers and their
50 Million animals & rural
birds-completed in record time of 5
months, with complete traceability
of each farmer through its cell
phone numbers from across
25892 Muaza / villages with
Complete codification to eliminate
use of GIS
Record of 17,892 Lambardars ,
14,483 Imam Masjid,

hands of the public to
initiate the service
delivery process with pre-
programming of desired
response, constructed into
some composite business
solution as done by 9211
System.
It is next Generation to
that of “Open
Government” concept,
under which RTI tabs have
been inserted into the
websites of many
Departments and Public
Information Officers have
been designated and their
respective offices
displayed to that effect.
Open Government concept
is being led by countries of
9211, having received 28, 440
calls & 19787 SMS for public
enquiry in 5 months.

Pacific like Australia.
Open Government concept
is an advancement on
Citizen Feedback Model,
which was originally
implemented by City
Governments of the US in
mid 90s. The same was
implemented by Kenya
and Pakistan some years
ago with inherently limited
scope. In comparison
Virtual Governance
System has proved the
worth of its original bold
idea in few months’ time
by creating public’s direct
participatory system of
governance. The Per data
entry cost in this state of
the art system with end to
end solution, 24/ 7 system
support and DR site is just
0.6 Paisa as compared to
