We’re fixing potholes fast to keep traffic on the go THOUSANDS of potholes are set to be quick-fire filled in communities across the city following the launch of a new 48-hour repair service. Swansea Council has set up new pothole repair teams which are aiming to fix potholes within 48 hours. Under the new scheme residents who report the problems will get updated when the job is done. The council’s new pothole repair teams are part of a road and pavement repair programme that’s aiming to keep the city on the move by fixing around 10,000 defects a year. David Hopkins, Cabinet Member for Highways and Transportation, said the new high-visibility pothole repair teams are in addition to the popular PATCH teams and planned road improvements. He said: “We want people to report potholes to us as soon as they see them. Our commitment is to do all we can to fix them within 48 hours. “Potholes happen because of wear and tear on our roads caused by weight of traffic and the weather. It means they are occurring all the time and so filling them in is a never-ending job, but it’s one that our Pothole Repair Teams are determined to get a grip on. “The teams will have special vans and signs so that passing motorists can see that they are working hard to fix potholes and keep traffic moving.” Under the new system those who report the defect will have the opportunity to get an update if they share their email address with the council. Cllr Hopkins said: “Fixing potholes within 48 hours of being reported is a tough challenge and we will do our best to meet that challenge. On some occasions when there’s a lot of rain, snow or there’s a lot of ice about we may not be able to complete the work because of the road conditions, although we’ll do all we can to catch-up afterwards. Have your say on futureshape of our community

IT’S now time to haveyour say on the shape ofSwansea Swansea overthe next 10 years.

Swansea Council has kick-startedthe latest round of consultation on theLocal Development Plan (LDP) andit will run until later this month.

The Council recently approved theDeposit LDP and is now calling onresidents and other interested partiesto comment on the draft plan beforeit is presented to an independentplanning inspector for examination.

The LDP is essentially a blueprintfor the way our communities willlook over the coming years. It willinfluence planning decisions, identifyareas for development and areas

where development should not takeplace or will require careful control.

Detailed transport assessmentshave also been completed to considerwhat improvements are needed to theexisting highway infrastructure tocope with future development.

Robert Francis Davies, Cabinet

Member for Enterprise, Developmentand Regeneration, said: “We’vereached a very important stage in theproduction of our Local DevelopmentPlan and we would urge those withan interest to give us their views.

“The public has been involved atevery stage of this process and we

have been able to make amendmentsto reflect some of those comments.

“Deciding on how we shapeSwansea as a city for the next 10years is a complex process. We haveto consider the needs of communitiesand growth in population in order todevelop more housing and the localfacilities people need in newcommunities.

"Also important is the need toidentify land that can help boost thecity's economic prosperity andencourage businesses to set up in thecity."

Following the inspector’sassessment the LDP comes back tothe council for the final agreement ofcouncillors.

Judges have a tough fewweeks ahead sifting throughnominations for individualsand groups of youngsters whohave worked hard to achieve intheir own lives or the lives ofothers.

Ysgol Gynradd GymraegLlwynderw has been awarded aLevel 1 Rights RespectingSchool Award by Unicef UKfor embedding the principles ofthe UN Convention on theRights of the Child (UNCRC)into its ethos and curriculum.

Teaching about children’srights and embedding them intoeverything the school does hasboosted pupil’s self-esteem andincreased classroom andplayground harmony.

Singingsong ofsuccess

RESIDENTS inspired by Team GB’s exploits at theRio Olympics this month have the chance to take theplunge at Wales National Pool Swansea.

Olympians like Jazz Carlin and Paralympians likeEllie Simmonds learned their trade at the Swansea-based pool and both will be in action over the nextfew weeks.

To celebrate their achievements and those of theWelsh swimming contingent who are taking theirnation’s hopes to Brazil, the pool is cutting the costof swimming to new members.

Until the end of August new members are beingoffered five weeks’ membership at an Olympic priceof £20.16, compared to the usual monthly rate of£27.30.

And anyone who chooses to convert thatintroductory offer to a full membership will getfurther discounts.

Jeremy Cole, General Manager at Wales NationalPool Swansea, said: “At London 2012 our swimmersdid so well the pool would have come 39th out of 74 had it been competing as a Paralympic country.

“Even though that success was a one-off we’reexpecting plenty of people to be inspired to want togive swimming a go as a result of Rio, which is whywe’re making it easy for them to join what is a localcommunity pool too.”

Plunge into the Olympic spirit

MORE areas of Swanseawill be benefitting from aprogramme which supportscommunities to be placeswhere people feel strong,safe, and connected.

Local Area Co-ordination originatedin Australia but is now helpingdevelop skills and ideas withincommunities here to find practicalsolutions to everyday problems andavoid crises.

Following success of the scheme inthree areas - Sketty, St Thomas andBonymaen, and Gorseinon andLoughor – it’s now being expandedinto three more areas.

Local people have been workingalongside council staff to appoint the

new co-ordinators, making sure eachcandidate is right for the area they willbe working in and they have a flyingstart with ready-made links in thecommunity.

All three co-ordinators will get toknow individuals, families, businessesand communities well so they can then

help anyone in the community withinformation, advice or connections tolocal resources.

Building on the knowledge andrelationships that already exist in thosecommunities, they will facilitateconnections between people so theycan contribute to community life,

sharing what they have to offer.Mark Child, Cabinet Member for

Wellbeing and Healthy City, said: “Iam delighted at the quality of theapplicants. They have lots to offertheir communities.

“It follows the success of ourexisting Local Area Coordinators whohelped get this scheme – which is thefirst of its kind in Wales – off to agreat start.

Caswell prom allset for summerREPAIRS to damaged sectionsof Caswell Bay promenade onGower have now beencompleted.

WORLD-FAMOUS Welsh whisky could soon bemade in Swansea.

Swansea Council has now started work on a newplan that could see Penderyn Distillery expand theirbusiness into the city at the former Hafod MorfaCopperworks site.

The council, working closely alongside SwanseaUniversity, has been given a first-round pass by theHeritage Lottery Fund for a grant of £3.75m.

A £189,600 HLF development grant has alsobeen awarded to progress plans that would build on

extensive preservation and interpretation workalready taking place there.

Cllr Robert Francis-Davies, Cabinet Member forEnterprise, Development and Regeneration, said:“This exciting plan could bring an iconic Welshbrand to Swansea, open up new jobs and helpfurther conserve an historic site.

“Thanks to the award of the HLF developmentgrant, work has already started on a more detailedbid in future as we look to secure the funding andkick-start a broader vision of ours to breathe new

life into the Tawe corridor, placing the river at theheart of Swansea life once again.”

Copper-based equipment would be used duringwhisky-making processes to celebrate the site’sformer status as the world’s copper industry capital.

A new visitor centre could also be constructedbetween the site’s powerhouse and rolling millbuildings, giving access to different levels. Theoriginal Morfa Works gate could also be restoredand reinstated as the primary gateway and visitorentrance to the site.

MULTI-MILLON poundplans to regenerateSwansea city centre arequickly taking shape.

Progress since the start of the yearincludes the appointment ofdevelopment managers to lead theregeneration of the St David’s andCivic Centre sites, the granting ofplanning approval for a major newdevelopment on Mariner Street andthe purchase of a number ofproperties on Kingsway to help withits transformation into a businessdistrict.

Rivington Land, the companySwansea Council has appointed tomanage the regeneration of the StDavid’s development site, is alreadyholding preliminary discussions withshops, restaurants, cinemas andindoor arena operators who could

Trebor Developments, who aremanaging the regeneration of theCivic Centre site, are also makingprogress on a masterplan that willinform timescales for developmentthere.

A marketing brief has now beenput together that sets out thecouncil’s requirements in terms ofgreenery, links and quality of theenvironment, as well as thecontinued provision of public access.

WORK will start later this year on the Icon 21 studentaccommodation development on the current Mariner Street car parksite. The scheme, opposite the railway station and standing 72metres high, will be Swansea’s second tallest building and amongthe tallest in Wales.

Communities make mostof home improvementsLIVING standards forthousands of Swanseafamilies are being given amajor boost.

Swansea Council is continuing withits work to install new kitchens andbathrooms at many homes as the driveto reach the Welsh Housing QualityStandard gathers pace.

Over 1,650 council homes havealready benefitted in areas likeWaunarlwydd and Penlan. By the endof March 2017, a further 1,800 homeswill have benefitted in areas includingGendros, Bonymaen, St Thomas andPort Tennant.

New kitchen and bathroominstallation works will have takenplace in close to 11,000 council homesby 2021.

Cllr Andrea Lewis, Cabinet Memberfor Next Generation Services, said thework is being funded from tenants’rental incomes, not the council tax.

She said: “Modern kitchens andbathrooms are critical to maintain highstandards of living, so we’redetermined to ensure many thousandsof people benefit.

“These works are funded by theHousing Revenue Account, so it’stenants’ money funding theimprovements and not Swanseataxpayers as a whole.

“Good quality council homes don’tjust help improve people’s health andwellbeing – they also improve theappearance of entire communities.

She added: “As well as this work,several other schemes are also underway as we make even more progresson tackling poverty and building thefirst new council homes in Swansea fora generation.

“With high energy efficiencystandards and local employmentopportunities at their heart, these planswill help meet the need for affordablehousing, contribute to the regenerationof communities as a whole and helptackle fuel poverty.

“Only a small number of new homeswill be built initially, but this will helpinform our longer-term strategy byallowing us to explore issues likefinancial viability and affordability fortenants.”

MORE than 3,500 people have downloaded aninnovative smartphone app that aims to help themmake the most of a trip to Gower.

This month thousands of visitors will be headingfor the picturesque scenery of Britain’s first Area ofOutstanding Natural Beauty and it’s expected scoresmore will be making use of the ‘This is Gower’ app.

Fifteen guided walking trails are featured on theapp, which uses GPS smartphone technology to tracka walker’s course and triggers audio clips and imagesat key moments along the route.

The innovative app is one of a number of projectsbeing delivered by the Gower Landscape Partnership,which is supported by Swansea Council. It can be

downloaded for free from either the iTunes app storeor the Google Play android app store. Search for‘This is Gower’.

Robert Francis Davies, Cabinet Member forEnterprise, Development and Regeneration, said:“Walking is the main way of accessing many of thepeninsula’s special features. The app is packed withlots of walking trails, varying in length and grade foreveryone to explore.”

IMPROVEMENT schemes include upgrades at blocksof high-rise flats in Matthew Street, Clyne Courtand Jeffreys Court. Works include new kitchens andbathrooms as well as new roofing, windows andinsulated external cladding.

MORE than 10,000 treasured artworks from acrossthe world are being unpacked with tender lovingcare as the countdown to the Glynn Vivian ArtGallery’s re-opening gathers pace.

The bulk of the Alexandra Road attraction’sceramics, sculptures, paintings and other artworksare now back on site, where specialist conservationworkers are carefully handling and cataloguingthem in preparation for display or storage.

The gallery building will be re-opening thisautumn following a multi-million poundredevelopment and restoration project funded by theArts Council of Wales, the Welsh Government, theHeritage Lottery Fund, Cadw and Swansea Council.

The project includes a new lecture space as wellas conservation, library, exhibition, collectiondisplay, learning and community spaces. There’llalso be a new collection store for the art collection

and a fully accessible entrance that means morepeople than ever will enjoy greatly improved accessto the artworks.

A new state-of-the-art extension will link to thehistoric buildings, including the grade two listed1911 gallery, which has benefitted from completerestoration and improvements to facilities andaccess, all of which will ensure the Glynn Vivian isfit for the 21st century.

Gallery counts down days to re-opening

Offer lift to recyclingon your trip to the tipMOST residents will havemade a trip to one of thecity’s Household WasteRecycling Centres (HWRC)after having had a garageclear-out to get ridunwanted items that havebeen gathering dust.

All of what’s collected at the sitescount towards the city’s overallrecycling target and by 2020 we needto be recycling 64% of wastecollected at the kerb as well ast atHWRCs.

Each year, thousands of tonnes ofwaste pass through the sites atLlansamlet, Garngoch, Penlan, TirJohn and Clyne. While lots of what’staken there can be recycled, manyresidents often take black bags to thesites which then end up in landfill.It’s estimated that around 70% ofblack bag waste can be recycled.

And now things are changing a bit

as the city rises to the challenge ofhitting the 2020 target.

Part of the changes mean thecouncil will be converting some ofthe HWRCs into ‘recycling only’sites and the first of these changeshas already been made at Tir John.

David Hopkins, Cabinet Memberfor Environment and Transportation,said: “The review we carried out intowaste in the city really needed to

tackle the costs associated withrubbish disposal along with our long-term plans to meet WelshGovernment recycling targets.

“We spend around £4 million ayear taking waste to landfill when weknow that lots of this waste is madeup of recyclable materials.

“Limiting the number of blackbags residents can place out forcollection has assisted with this issue

and we are now focussing on the fivewaste sites in the city.”

For residents visiting Tir John itmeans they can only take recyclablematerials to the site and anyone withblack bags will be redirected toLlansamlet.

In the next few months the samechanges will take place at Garngochand Penlan. Further considerationwill also be given to additionalchanges at Clyne.

Improvements are also beingplanned to improve parking at thesites to make it easier for visitors.

Cllr Hopkins added: “Therecycling sites are a valued servicefor thousands of households and wewant to continue providing a serviceat all five sites. But we need to makesure the way the sites operatecontribute to the overall aims of thecouncil which is to reduce costs andboost recycling.”

Children’s giftkeeps givingYOUNGSTERS have beenwishing their much-lovedChildren’s Centre in Penlana happy birthday.

The famous landmarkwas the home to the firstFlying Start centre inSwansea a decade ago. Andnow both are enjoying theirbirthday celebrations.

Flying Start and theChildren’s Centre arededicated to helpingboosting children’s lifechances by supporting theirdevelopment and assistingparents to be the best theycan be.

Flying Start in Swanseabegan at the purpose-builtChildren’s Centre in Penlanbut now boasts 18 settingsacross the city.

Over 7,000 children havedirectly benefitted from theprogramme and JenRaynor, Swansea CouncilCabinet member forEducation, said: “Too

many children turn up totheir first day of nurseryschool totally unpreparedand ill equipped for schoollife.

“Flying Start providestargeted support to thosechildren and their familieswho need it most andschools tell us what a reallypositive difference it ishaving. That’s why we arehoping to reach even morecommunities in the future.”

Last year alone theFlying Start provided98,000 childcare sessionsto give children the skillsneeded to make the bestpossible start to school andenable their parents to seekwork or training.

The centres have alsoprovided 250 employmentopportunities on their sitesand supported many moreparents to secure work orwork experience in otherareas of the city.

THE Council also intends to expand the council’s famous CornerShop at Llansamlet. The shop has been a roaring success withvisitors either donating items that are too good to be thrown awayor have called in to pick up a bargain and decided to donatesomething themselves.

The Corner Shop sells everything from refurbished laptops andelectricals to cuddly toys and all of it at knock-down prices. Theproceeds help pay for environment education projects in the city.

Recordnumberin classATTENDANCE at Swanseaschools is set to reach a recordhigh again this year, accordingto the latest figures fromschools.

Schools are reporting over95% of primary school pupilsattended school regularly in2015 to 2016 – the best figurefor primary school attendancein Swansea since datacollection began.

Attendance at secondaryschools also reached an all-time high with more than 94%of pupils attending regularly inthe last school year.

It’s the result of apartnership of pupils, parents,schools and the local authorityto promote and enable goodattendance.

In the latest initiative thelocal authority has joinedforces with schools and localbusinesses to provide awardschemes recognising pupilswith outstanding attendanceand those dramaticallyimproving their attendance too.

Cllr Jen Raynor, SwanseaCouncil Cabinet member forEducation, said: “We celebrategood attendance because everylesson a child attends increasestheir chances of achieving theirpotential and having successfulcareers.

“Well done to all pupils withfull attendance and pupils andfamilies who worked hard thisyear to improve attendance.”

HUNDREDS of governors atscores of city schools are doinga great job giving up time tosupport their local community,a council scrutiny panel hasfound.

More than 1,300 people areactive participants in makingsure their local school isperforming to the best of itsability. And the scrutiny panelconcluded governors could doeven more to make a realdifference if they have training,information and support theyneed.

Among its other conclusionswas a call for pupils to beinvolved in governor meetings,improved links withcommunity groups andprojects, and training forgoverning bodies as a whole.

Parentstop ofform

PREPARATIONS are underway to enable hundredsof pupils across Swansea to have access to high-quality music tuition when schools return from thesummer break.

Over 80% of schools have signed up to the city’snew Swansea Music Unit – a Swansea Councilservice which has developed out of the former jointWest Glamorgan Music Service.

The unit’s experienced staff have a successfulbackground of helping children learn music andenabling those with a particular interest to succeed intheir instrument of choice.

Many staff will have taught in their schools beforeand others will be settling in to new schools to bringtheir expertise and dedication to whole new classes of

youngsters.Jen Raynor, Cabinet Member for Education, said:

“September is a new era for school music services inSwansea and I am delighted the vast majority of

schools have signed up because that will open upopportunities to so many youngsters.

“We are confident, as we make the service strongerand demonstrate its professional approach, parents,pupils and schools will be reassured they are gettingsomething better than anything other music serviceproviders can offer.”

The way the system works nationally is thatschools make their own decisions on purchasingmusic tuition provision from their budgets. They canchoose music services from a council-run serviceunder what’s called a service level agreement (SLA).

So far 59 primary schools and 12 secondaryschools are getting a music service from the SwanseaCouncil Swansea Music Unit from September.

Music service hits the right note

PUPILS will be inspired toeven greater success overthe next 12 months thanksto millions of pounds ofspending on new schoolfacilities for our children.

English and Welsh-medium schoolswill be benefiting from jointinvestment being put together bySwansea Council and the WelshGovernment to improve schoolenvironments.

The 21st Century Schools projecthas already witnessed new schoolsbuilt for Burlais and Gowertonprimaries and new classrooms createdat Newton and Glyncollen.

Work is continuing at the new YGGLôn Las Welsh-medium primary in

Llansamlet to inspire over 500 pupilsand their teachers to achieve their fullpotential. There’s also £2.7m of workunderway at Pentre’r Graig PrimarySchool and £1m of work due at Gwyr.

“These projects are designedthroughout with children and howthey best learn in mind, bringingclassrooms and other facilities right upto date so pupils reach their fullpotential.

“The Council works closely with

developers and schools to make sureinvestment on this scale brings aboutbenefits for the whole communityfrom jobs and training to play, sportsor community use facilities dependingon the particular scheme.”

The £9.8 million YGG Lôn Lasinvestment replaces a schoolenvironment which was wholly unfitfor purpose and will betteraccommodate demand for educationthrough the medium of Welsh forcoming generations.

The steel skeleton for the school isalready up on the site to the delight ofvisiting pupils who can hardly wait toexperience life in state-of-the artbuildings designed around theirlearning and well-being needs.

Wild flowers allset to bloomRESIDENTS, commuters andvisitors will soon be enjoying ablooming beautiful drive in andout of Swansea city centreevery day.

Staff from Swansea Council’sparks service have beenputting the finishing touches topreparations for a wild flowerdisplay on grassed centralreservation areas of FabianWay – one of the busiest roadsin and out of the city.

The location is one of over180 across Swansea that willbenefit from wild flowerdisplays this summer. Wildflowers at many of thelocations are expected to be infull bloom from early nextmonth until the autumn.

In total, Swansea residentsand visitors to the city willbenefit from over 41,000square metres of wild flowers– that’s 11,000 more squaremetres than last year.

Blue Flag beachesFOUR stunning Swanseabeaches have again scooped aprestigious Blue Flag Award inrecognition of their quality.

CITY-CENTRE visitors andbeach-goers are beingurged to join forces withthe council to keep thingsas pristine as possibleover the summer.

Tens of thousands of people willbe descending on some of Britain’sfinest beaches this month to soak upthe sun on Gower, take a countrystroll on the Welsh Coastal Path orenjoy a day out at many ofSwansea’s other attractions.

Now the Council is urging peopleto take their litter home with themrather than leave it in the street, in apark, on the beach or on the coastalpaths, especially if bins are full.

David Hopkins, Cabinet Memberfor Environment and Transportation,said: “All the beaches we look afterinclude litter bins and we empty

them regularly, especially in thesummer months at beaches, in ourparks and other tourism hot spots.We also hand-clean beaches twice aday because we want to play our partin keeping our fantastic beaches neatand tidy.

"If you’re coming off the beach orleaving the park with your rubbishand the bin is full then please take it

home with you. It’s the right thing todo."

To help head-off problems withdisposable barbecues being left onbeaches, special bins have been putin at Langland and Rotherslade.

As part of the Tidy Swanseacampaign, litter enforcement officersare also regularly patrolling publicareas throughout the city, including

parks. People who leave litter aroundfull litter bins are still littering andcan face a £75 fixed penalty notice.

Cllr Hopkins added: “Tourismbusinesses, tourists and residentsalike prefer clean streets, beaches,parks and footpaths and that’s whythe Council spends more than £2m ayear keeping communities tidy.

“It’s also why we have teams ofenforcement officers out and aboutboth as a deterrent to peopledumping litter and to issue fixedpenalty notices if people don’t do theright thing."

“So I’d urge people to join forceswith us and play their part in keepinga tidy Swansea this summer.”

DOG-owners are being warned to make sure theyexercise their pets only on dog-friendly beachesthis summer or they may risk a fixed penaltynotice.

More than 30 owners were issued with fixedpenalty notices in a six-week period last summerfor taking their pets on to beaches where dogswere banned.
