Parish Council ReportMeeting 5 April 2016Colsterworth Bowling Club – grant requestLetter received from the Chairman Barrie Grosse applying for grant funding for replacement of the fence on the eastern perimeter of the club; three supplier quotes were provided (c. £2k); Club accounts year ended 31 December 2015. The club had earmarked £250 from their funds. Councillors pledged to match fund the £250 and add £150 from the Big Society Fund = £400 subject to the club fund raising the balance required. Clerk's ReportNature Trail - The volunteers have made excellent progress in coppicing the areas north and south at the eastern end of the trail. The bulbs planted last year are making a good show. A further £500 was agreed for the purchase of wild seed and bulbs…. in particular English Blue Bells. Councillors thanked Maurice and Jackie Taylor and their band of volunteers for their commitment and time in developing the nature trail. Concern over misuse of the nature trail by off road motor bikes was expressed. Clerk to investigate costs of kissing/bridle gates. LCC Highways. Delay in pothole repairs - LCC Highway's Manager has confirmed that all the potholes reported have been scheduled for repair. LCC Grants to the parish council withdrawn due to budget restraints - amenity grass cutting grant £1200 this will be cease from the 2017/18 financial year. Parish Paths P3 scheme maintenance grant £1100. This will cease with immediate effect. Councillors will need to consider this when setting the parish precept for 2017/18. Subsided trench on High Street nr. Co-Op - Western Power contractors have now rectified the problem. Women's Institute - The W.I. would like to celebrate by planting a cheery tree and/or a display of spring bulbs depicting 100 years of the W.I. Site for the cherry tree to be agreed. The War Memorial grassed area would be a good area for the bulbs. Colster Way Recreational Park - Three quotes are being obtained for recreational and exercise equipment: Wicksteed Leisure; Sovereign Play: Hags/SMP. Proposed plans of equipment will be shown at the Annual Parish meeting and the Primary School for consultation and comment. War Memorial - Skillington Workshop Ltd completed restoration work as per their quotation dated 14 July 2015: This includes free replacement of the 3 stones that had failed. In addition were further stone replacements and mortar repairs/pointing to prevent pooling and also “spinning” down the upper surface of the stones to address the problem of water run-off

The appendices section is to be finalised in the next month.5. Work has commenced on preparing for the Pre Submission stage. The timescale for the Pre Submission consultation period is anticipated to be 1 June to 22 July. This allows time for a summary leaflet

to be prepared and printed and for the consultation processes to be developed. It is intended to issue the summary leaflet to every household in the Parish.6. The Steering Group would like to thank Luke Skerritt for preparing and submitting the Landscape Character Assessment. The recommendations contained in the assessment are still under consideration. These will be discussed in more detail with Luke.7. Bob Keith has further assisted and guided the Work Group and has helped with the editing process. He will present his invoice for 3 days of support during March, which will need to be signed off by the Steering Group and passed to the Parish Council for final approval and payment. This support is covered under the Locality (Planning Aid England) grant allocation. 8. The Locality (Planning Aid England) grant has now expired (end of March). Under the terms of the grant, a small unused amount is to be returned to Locality (Planning Aid England). Liz Kunen is to submit the end of term grant report in early April.9. Future consultancy needs are being reviewed. It is likely we shall need to apply for further grant monies. The Steering Group anticipate requiring support from the end of the Pre Submission consultation process to take us through to full Submission to the Local Authority and Independent Examination.10. To achieve the consultation dates proposed, the draft Plan needs to be agreed with the Parish Council during April. The Parish Council will be given the latest unedited version of the draft Plan ahead of the April Parish Council meeting. The Steering Group need to have significant comments and observations from the Parish Council by mid-April, with the aim of agreeing the final edited version by the end of April.11. This is my last In Touch as Editor. I have done it, off

and on, for over twenty years, although I’m sad in some

ways, I’m glad that my poor old eyes don’t have to strain on

the computer screen.

KurlingExciting news! I won my heat in the Kurling competition .Now I know some of you out there probably think I am a poor soul and ought to get out more but considering some weeks I can barely hit the target this is good news for me. We all deserve our fifteen minutes of fame don't we?On 25th April we are celebrating St George's day with a buffet and entertainment from the singing group. Apparently it's going to be something of a Sing Along so it should be good fun. More news on that next time.Luncheon ClubJune is trying to arrange our next meal for some time in May, so watch this space for date and venue. GARDEN FETE & CAR SHOW 9TH JULYWhat a great success last year's Garden Fete was! The Fete has become a regular event in Colsterworth for many years but the added attraction of the FOCUS group Scarecrow Festival and other activities really gave it a boost. Organisers are now working on this year's event which will be held in the grounds of Millfield House on Back Lane on Saturday 9th July. The Car Show of classic and collectable cars has been part of the day for six years now and again this year will feature a cavalcade of cars arriving for the start of the fete at 2pm so watch out for the “drive in” which will pass through the residential areas before parking up at the rear of Millfield on Back Lane. As usual, there will be stalls and games for all the family and, this year, for your entertainment, our local amateur dramatic group, Newton's Players, will perform some of their sketches and songs from recent productions. Before or after the Fete, wander into St John's Church and take a look at the Art and Craft Display which will include carpentry, needlework, photographs, paintings etc produced by local residents. This is being organised by the Village Art Group but they would welcome entries from as many individuals as possible. WOMEN'S INSTITUTEMy, weren't we lucky with our guest speaker Ian Maber? Such a clever chap with his presentation of his talk of how he survived the sixties as a child. His career as a schoolboy rebel (his words) had got him into all sorts of scrapes with his dreams of being an entrepreneur. It was most entertaining with his expertise in technology on the screen. No wonder that he had been employed by Disney, Dreamworks, Sony, Apple Microsoft and the BBC to name just a few. If you are looking for a speaker, he's your man. Gillian Dexter our Vice-President is to be congratulated in securing Ian's services and also for stepping into the breach when our President, Janet Bennett was unable to join us at the meeting. We heard of our intention to join in the village celebrations for the Queen's birthday in June, and we all signed a birthday card for Her Majesty. I wonder if she will have time to see it with all the visitors she must get, family party and Obama dropping in. At least she should get a day off

from the red box, we should hope so anyway. Arrangements were made to attend the Resolutions discussions meeting, the programme planning and the Kesteven Group meetings. Two of us are to tour the Houses of Parliament with a chance to put a question to Nick Boles. National Federation have a competition for us, well two actually. One is to create a "hanging brasket", fill a bra with compost and plants, take a photo and send it in. We think that we made better use of our bras by sending them to the ladies of Zimbabwe. The other competition was to create a two minute digital story showing how the impact that the W.I. had had on our community. When the members were asked if anyone would like to enter, the only hand that went up was Ian's. Pity he isn't a member, we might have won with his expertise with technology. We are to enter a team at Allington W.I.'s quiz night and we have an invitation to join up with Great Gonerby W.I. members on their trip to Holkham Hall in Norfolk in July as well

as to attend thir open evening to hear about the restoration of St.Wulfram's spire. We also received an appeal to save the WI's Denman College, with a suggestion that £10 per member over two years be donated. Competition winner of a photograph of the sixties was won by Mary Cowley with Lynne Patte in second place. Flower of the month competition was won by Rosemarie Everitt and Helen Scorror the runner-up. Should you wish to join us at our next meeting like our visitor Kim Denney did this last month, then you will be most welcome. Our speaker will be Joyce Lucas who will tell us of the history of privies. Competition is a bar of soap and of course the flower of the month. The date? That will be the 17th of May at the Sports and Social Club, there will be tea and cake as usual at half past three. (We had superb cake this month thanks to Gillian and Mary our tea hostesses) so we hope to see you at the usual time of two o'clock. OK ? Dot Williams

COLSTERWORTH & DISTRICT GARDENERS & ALLOTMENT HOLDERS ASSOCIATIONFor our April meeting we had invited a panel of three local horticultural worthies Kevin Barker from Rutland Garden Centre, Paul Bavin a local tree surgeon and David Stewardson a vegetable grower and show judge for a “Gardeners' Question Time”. Kevin was unfortunately unable to attend; however he was represented by a box of Gromore and a bottle of RoseClear! Paul and David fielded an eclectic range of questions covering items such as how to handle a tree growing close to a building, the ins and outs of cutting back overhanging trees, the difficulties of raising Peas from seed in situ and what can best

be grown in stony soil in a sunny site. David also told us how he achieves exhibition quality carrots, too complicated to relate here, using a large blue plastic drum, sand, chitted seed and a central tube for water. We were enthralled. The Question Time was followed by an open session when questions about flowers were aired. The members fully engaged with this making many very useful contributions to the general pool of knowledge. NATURAL HISTORY BULLETINThe frogs have left the ponds to feed on insects. Within the spawn they left behind black spots of eggs have become ovals, then recognisable as tadpoles which wriggled free from the protective jelly to feed on microscopic plants. They face an army of predators from beetles and flatworms to fish and newts. Toads are scarce but at the edge of one pond three were found dead, possibly killed by cats and left uneaten as the toads exude a vile smell and taste. Mammals like shrews also taste bad and have a venomous bite. The fox heard howling for a mate in the depths of winter, now has a family to feed. The badger's young, still underground in the sett, will not emerge to explore above ground until May. Hedgehogs were out of hibernation by the 10th April. Bats were seen out flying on Good Friday (end of March), but not again until the second week in April when the first swallows were reported. Butterflies which over winter as adults are always the first to be seen. On April 10th both Small Tortoiseshell and Peacock were both seen laying eggs on young stinging nettle. Brimstone butterflies have to fly over large areas in order to find the food plant on which it lays eggs - buckthorn or alder buckthorn. It does

spend time in our gardens though seeking nectar for itself The Comma lays its eggs on hops and is not such a frequent garden visitor. Next to appear are butterflies which over winter as a chrysalis. The Small White and the Green Veined White are first and the Large White next, followed by the Orange Tip. This was first seen on a beautiful sunny day on the 19th. April is a month when the observant begin to notice insects other than bees, butterflies and ladybirds. One example, sent for identification was an ichneumon, a

ART AND CRAFT DISPLAYThe village Art Group, is organising a display of Art and Craft items which have been produced by residents of Colsterworth and Woolsthorpe. The display will be open all day in St John the Baptist Church on Saturday 9th July, to coincide with the Village Fete which will be open at Millfield House on Back Lane, from 2.00-4.00pm.If you sew, knit, embroider, make cards, do woodwork or metalwork, take photographs, paint or draw, then this is your opportunity to show off your work - and give other villagers the chance to enjoy it. Space may be limited so please choose one or two items of reasonable size which will sit or stand easily and safely on a table top or on the floor. Your work will need to be taken to the church on Friday 8th of July, and can be collected late Saturday afternoon or on the Sunday morning.

There will be someone with the art and craft work all the time the church is open. We do have to plan the layout, so as soon as you have decided to show your work, please e-mail [email protected] for further details. The members paint and draw independently using all different mediums, but we discuss our work with others and can learn from their expertise. If you've never painted before, it's never too late to try something new.

They don't sting. The needle protruding from the rear of the female is for piercing the skin of caterpillars. They lay eggs and the developing larvae feed within the caterpillars. One kind attacks cabbage whites and so is a friend to the gardener.

A shield bug found on a garden shrub was identified as the green shield bug. Some shield bugs attack other invertebrates using a sucking mouthpart with which to pierce. A few suck the sap from plants. Greenfly are also bugs.To Look For in May It would be easy to write about a different insect to be found within our woods, gardens and roadside verges every month for a hundred years such is their abundance and diversity. They are not all difficult to identify, but they all have interesting stories to tell. POLICE REPORTAnti-Social Behaviour: 2 separate reports of 'knock-a-door run' on Woodlands Drive; Eggs thrown at cars on Watt Avenue, believed to relate to parking frustrations rather than a youthful 'exuberance'; Vehicle ASB, cars being driven on Woolsthorpe Road playing field. Burglary: 2 properties targeted 1 on Beech Close and second on The Ropewalk, at the end of March possibly evening of 28th. Theft: Shoplifter in Co-op, baby milk taken; Cargo taken from lorry parked in A1 lay-by. Theft/Fraud – 2 reported incidents where carers visiting a client have taken credit cards / bank cards. Vehicle offences: Tools and equipment taken from parked vans, 1 at the services and another parked on West Grove. Concern for safety: There have been 6 calls to police over the period from worried friends or family regarding the welfare / whereabouts of vulnerable people. All had positive outcome, found to be in order and safe. Suspicious Circumstances: Fish sellers going door to door, back Lane / Ramsey Court – Details taken and strongly encouraged not to revisit area; Scrap van on Back Lane looking in to bins; Stamford Road, unknown car parked in drive, left as home owner approached vehicle, red Kia Sportage; Several reports of a small group of youths, 15 – 18 years old in gardens High Street, Pasture Close, Woodlands Drive and Back Lane have occurred on different nights and times over the last 2 months. No positive descriptions or identified suspects. Transport related: 2 reports of possible drink drivers, 1 leaving the White Lion another parked at the Co-Op; Youth riding on a mobility scooter towing a friend on a skate board.Police advice and information.There have been several reports of door-to-door sales people in the Colsterworth and surrounding area. The best way to deter these people is not to buy from them and tell them that you are not interested in buying on the

door step. Not all of them are looking to take advantage but without doubt some are looking to make some easy money. Only answer the door to known people or those you are expecting. Please continue to report suspicious people, vehicles or circumstances the call received regarding the fish sellers on Back Lane gave me the opportunity to take their details and discourage any repeat visits to the area, the fish on this occasion appeared to be good value, but that can be a lead in for continued visits in the future or your details will be passed on to other door-to door traders. If people are willing to buy one thing at the door they are seen as likely purchasers of other things in the future. There have been repeated reports of male youths being in gardens and appearing to be taking an interest in parked vehicles mainly in the Woodlands Drive, Back Lane or High Street areas. If you do see a group of youths in these areas acting suspiciously, particularly in the late evening please consider reporting to police or taking notice of what they look like in case of any incidents being reported in coming weeks. Finally, burglary remains an uncommon event in the local area, crime reductions starts at the boundary of your property. Don't let hedges get to over grown blocking the view of the front of your home from the street, if people passing can see the front of the house they can see the person who shouldn't be there. Doors and windows should always be closed and locked, don't give thieves an easy opportunity. Easter is historically a point in the year where people are more likely to be a victim of crime, it is often the case that the better weather leads to windows being left open for the first time to give the house it's fresh air spring clean. VILLAGE OPEN GARDENS AND FLOWER DISPLAYOn SUNDAY 26TH JUNE between 11.00am and 4.00pm, ten gardens in the villages of Woolsthorpe and Colsterworth will be open for you to view and admire.Garden 'passports' costing £3 each will be for sale on the day at the refreshment marquee on Colster Way, and also on Newton Way in Woolsthorpe. Accompanied under 16's are free of charge. The passports will include a map of participating gardens and allow entry to as many gardens as you would like to visit. The passports will also be on sale at the village Post Office from June 1st onwards.The proceeds from ticket sales are for the upkeep of our village church. Sorry, no dogs but guide dogs allowed in the gardens. We have an interesting selection of gardens to see; some small, others very large, some formal, others far from it. If you enjoy walking, then follow the trail on the map, it includes a lovely walk along the River Witham, as well as a trail through parts of Colsterworth and Woolsthorpe you do not usually see. Be sure to call in at the church as well. It will be decorated with flowers. Which brings me on to my next bit...Our Open Gardens is on a National Open Gardens website, so people could come from miles around to visit the village. We would like our historic church to look its best. Please help by bringing flowers to the church on the Saturday, between the hours of 9.30am and 4.00pm, to decorate it. A simple bunch of garden flowers, or a grand display will be equally appreciated. The flowers need to be in a container with water, if it is not disposable just label it and collect it after Sunday.

Book Review by Pamela HarrisonThe book we read last month was 'Death in Summer' by Benjamin Black. In Ireland on an unusually hot summer afternoon, newspaper tycoon Richard Jewell?known to his many enemies as Diamond Dick?is discovered to have died in suspicious circumstances. Is it suicide or murder? For help with the investigation, Detective Inspector Hackett calls in his old friend, Pathologist Quirke, who has unusual access to Dublin's elite.Jewell's elegant French wife, Françoise, seems less than shocked by her husband's death. But Dannie, Jewell's high-strung sister, is devastated, and Quirke is surprised to learn that in her grief she has turned to an unexpected friend: David Sinclair, Quirke's ambitious assistant in the pathology lab. Also, Sinclair has been seeing Quirke's daughter Phoebe, and an unlikely romance is blossoming between the two. As a record heat wave envelops the city and the secret deals underpinning Diamond Dick's empire begin to be revealed, Quirke finds himself caught up in a dark web of intrigue and violence.In our monthly discussion, the consensus of opinion was that it began well and lot was happening very quickly, but the pace of narrative couldn't be maintained. In the middle of the story it lost momentum. We found some of the characters hard to warm to and therefore lost sympathy with them. The final resolution was less than satisfactory, for those of us who like a definite ending. This month we are reading 'A Delicate Truth' by John Le Carre.
