Photo: MONIQUE BASSON Cat survives pellet gun shot MONIQUE BASSON CAT lovers of Boskloof in Humansdorp are in shock after one of their feline friends was shot and nearly killed by a pellet gun wield- ing thug. The owners of the 2-year-old Strippels, who was shot at close range near Nieshout Crescent on December 24 in the early hours of the morn- ing, are now offering a R10 000 reward for infor- mation leading to the identity and arrest of the person responsible for shooting their cat. According to Carine Whites, they first notice that something was wrong with Strippels when he started throwing up and had a high fever. He was taken to the Humansdorp Veterinary Clinic, where veterinarian dr. Annelise Barker ordered an X-ray after discovering a bullet en- try wound on Strippel’s side. “The X-ray revealed a pellet lodged in his ab- domen, causing severe damage and setting his chance on survival very low. It also revealed another pellet from an earlier shooting lodged in his tail,” said Whites. Dr. Barker said: “Due to the extend of the damage caused, it is clear that Strippels was shot at close range.” This senseless act of cruelty appears not to be an isolated incident. According to dr. Barker this is not the first case they had to deal with where a cat was shot with a pellet gun. A case of cruelty against animals has been opened by the Humansdorp Police.
dwaas nadat ‘goudgierige’ van-dale by dié skool ingebreek engroot skade aangerig het.

PARADISE Beach residents areup in arms about the possible clo-sure of the one and only bottlestore in this tranquil little town.
And those against the closureof this much-debated bottle store, which forms part of Froggo’s - theonly licensed retailer in ParadiseBeach since 2008, is adamant tooppose any attempts that will leadto its closure.
According to John Wiehahn, chairman of the Paradise BeachNeighbourhood Watch, the sup-port for the continued operationof the bottle store is virtuallyunanimous. “We therefore ques-tion the motives and agenda of theone or two disgruntled petition-ers campaigning for closure,”said John.
“Before the bottle store wasopened, opinion polls were con-ducted by the local Neighbour-hood Watch and Ratepayers Asso-ciation to determine the desirabil-ity of such a facility in our midst.
“With the majority being insupport of a bottle store, a handfulfeared that it will attract undesir-able and possible unruly ele-ments often associated with liq-uor retailers. These misgivingsproved to be totally unfounded. In
the past five years not a singlenegative incident involving thebottle store has taken place.”
Wiehahn continued that notonly has Froggo’s, including thebottle store, become an integralpart of the Paradise Beach com-munity, it has involved itself in anumber of outreach activitiesbenefiting local stakeholders.
According to municipalspokesperson Mfundo Sobele, theproperty is zoned as restrictedbusiness, which means the own-ers are not allowed to sell liquoron the property.
“They did apply for ‘ConsentUse Zoning’ which would allowthem to operate a bottle store butthis was rejected by the munici-pality, based largely on thenumber of objections by residentsin the area,” said Sobele.
“They made a second applica-tion and the outcomes were thesame as before, with objectionscoming again in the second appli-cation. The property owners havenow submitted an appeal to theDepartment of Local Governmentand Traditional Affairs. We areall awaiting the outcomes of thatprocess. Our Law EnforcementSection is busy dealing with theissue of the closure of the bottlestore and the owners will have allcommunication relating to this.”

KOUGA Municipality is onceagain seeking the views of thepublic regarding its performancein service delivery.
The municipality is running aCustomer Satisfaction Survey fora second consecutive year. After asuccessful pilot project last year, the municipality has decided tobroaden the scope of participationby writing the survey form in allthree of Kouga’s main languages.
Kouga Executive Mayor BooiKoerat said the survey was a goodplatform for residents to give anhonest opinion about the munici-pality as participants remainedanonymous.
“The survey gives an opportuni-ty to those who are unable to reachus directly and those who lack thecourage to speak to us directly, forwhatever reason, to evaluate ourperformance,” he said.
The levels of satisfaction aremeasured with scores of numbersone to five, with the lowestnumber representing a negativeopinion and the highest a positiveone.
The forms can be found at mainmunicipal buildings, councillors’offices where there are no adminunits and some of the libraries.
The forms can also be down-loaded from the municipality’swebsite www.kouga.gov.za.
Completed surveys must be re-turned to the reception, help or se-curity desks at the municipal of-fices. Alternatively, the forms canbe posted to P.O. Box 21, JeffreysBay 6330, faxed to 042 200 8606 ore-mailed to [email protected]. Enquiries can be sentto the same e-mail address.
Closing date for all surveyforms is 8 February 2013.

THE deplorable state of the road link-ing Paradise Beach and Aston Bay,and is a cause of concern to many, will be something of the past in thenear future.
This project, which will see thestructural repair of the causewayacross the Seekoei River at a cost ofR2 011 500, is funded from the disas-ter fund secured from the provincialgovernment.
According to municipal spokes-person, Mfundo Sobele, work on theroad which is in a very bad shape dueto torrential rains and floods, is esti-mated to be completed by the end ofMarch this year. “We are in the proc-ess of appointing a contractor to dorepairs on the causeway, after it wasbadly affected during the recent tor-rential rains and floods,” said Sobele.
“The work will include repairs todamaged areas on the culverts, where we would need to reseal withconcrete, as well as structural re-
pairs underneath the small bridge.“Work on the causeway should startas soon as the contractor has been ap-pointed and should be finished no lat-er than March.”
According to Sobele, it is difficultat this stage to say how traffic willbe affected once work has com-menced on the causeway.
“Once the contractor has been ap-pointed we will know specificallywhether the road will be partiallyclosed or if there will be no traffic alltogether during construction.”

KOUGA Municipality has opened anew mini library in Sewende Laan,Humansdorp.
The new structure, a container, was donated by the Department ofSports, Recreation, Arts and Culture(DSRAC) after numerous applica-tions by the municipality.
At the event, held on Friday at theWard 4 councillor’s office where thelibrary is situated, Social Servicesportfolio councillor ThandekaMaseti said having the mini libraryin Sewende Laan was not only anachievement for the municipalitybut for the community at large.
“Libraries are centres of informa-tion and we all know the old adagethat ‘knowledge is power’. In modernsociety, everything valuable is con-tained somewhere in a book and it isone’s duty to find it,” she said.
Maseti encouraged the childrenand parents in attendance to make useof the facility as usage statistics willinform possible future development.
Her words were echoed byDSRAC’s Manager for Library andInformation Services, LubabaloDzedze. “You must not only use thislibrary, but you must look after it.There are other competing interests
in government programmes andthere are many other places that needsuch facilities. Therefore, we need toprotect what we have,” he said.
He said it cost about R9 million tobuild a fully-fledged library. “Thiskind of intervention by governmentis an attempt to mediate the long waitfor a proper structure,” he said.
Dzedze added that Kouga got thenod for the sponsorship because itsofficials were very determined. Hesaid Kouga was also one of the firstmunicipalities to get their subsidythis year because they complied withthe department’s regulations.

DEMOLITION STARTED IN ST FRANCIS BAY
Demolition on half of the 75 properties that were destroyed by a raging fire inSt Francis Bay on November 11, last year, has commenced earlier this week.According to municipal spokesperson Laura-Leigh Randall some buildings needto be demolished completely and others partially. “This would depend on thestructural engineer’s report which must be included in each demolition applica-tion. We cannot predict at this stage how long it will take for the demolition tobe completed as it also depends on the property owners. We will, however, beassessing the progress within three months’ time.” Photo: RICHARD ARDERNE
