Kouga trims grass-cutting budget MONIQUE VERMEULEN PUBLIC parks, verges and sidewalks in the Kouga have fallen victim to overgrown grass and weeds as budget woes are cutting down the ability of the Parks Department to tend to this basic service delivery. In light of the cash flow problem experienced by the municipality, the budget for grass-cut- ting services has been reduced in order to help limit the level of expenditure by the municipali- ty. “The overall budget still allows us to cut the grass every six to eight weeks, depending on weather conditions and other factors such as the recent strike, during this financial year - ending June 2012 - with the next cut being this week.” Priority, however, will be given to public open spaces, picnic areas, caravan parks and all entrances to towns - leaving verges and side- walks in residential areas very low on the prio- rity list of the municipality. “The municipality hopes that, under the leadership of the new board, adequate mea- sures will implemented to bring the organisa- tion back on a sound financial base. The lawn service will then be expanded,” said municipal spokesperson Laura-Leigh Randall. Fuming Jeffreys Bay resident, Dave Fitch- burg, who lives near a public open space, said he understands the municipality is under tight budget constraints, but the upkeep of the town is deplorable. “The plan to cut back on grass cutting servi- ces will leave the picturesque town, voted among the most visited tourist destinations in South Africa, looking ‘scruffy’ and ‘unsightly’,” said Fitchburg. Another upset resident, Lorraine Smith, said: “To leave public parks, verges and side- walks untended will no doubt undo all the good work done by the town’s forebears to make it an attractive and desirable location to live and visit.”

2 NEWS/NUUS Kouga Express: Donderdag, 8 September 2011
THE proposed nuclear power station atThyspunt will be surrounded by a naturereserve of about 2 000 ha giving Kouga re-sidents and tourists access to a pristinearea once enjoyed only by a handful ofprivileged land owners.
Huge areas of fynbos, thicket, dunes andwetlands were overgrown by rooikrans andwas totally unaccessable. Now, with the dedi-cation of Eskom’s Environmental Officer,Henni de Beer, these areas are being restoredto its former glory by clearing the rooikransand other alien species. Red data species aregetting a second chance to survive, birds arecoming back to their original habitat and fu-ture plans include the possible reintroductionof other wild life such as eland, that have oc-curred in the area many years ago.
“Eskom had to buy huge pieces of land inorder to fulfil the requirements for NuclearSites as prescribed by law and the NationalNuclear Regulator. The proposed site is sur-rounded with wetlands and the unique dunesystem, which will be protected for future ge-nerations,” Henni said. “A further advantageis that the plant will, other than at Koeberg,be built further from the shore line, leavingThysbaai and a 200m to 250m corridor betweenthe high water mark and the fence as unspoiltas it was. This will form part of the protected
area and will be more accessible to visitorsthan it was till now.”
Henni’s main job since March 2009 is to re-store the bio-diversity of the area by imple-menting an alien vegetation clearing pro-gram, rehabilitate damaged areas for instancewhere erosion occurred through bad landmanagement practices as well as assisting re-searchers and consultants with their studiesand tests and to manage all contractors andtheir activities on site. This is to make surewhat they do has the minimum impact on theland. “We have drilling going on at the mo-ment, andasyoucan see, thesepeople canonlywork in the small demarcated area. Where wecan we rescue and move indigenous plants tothe resident nursery,” said Henni.
For the next year an archeologist and histeam will live on the site, exploring the pro-posed footprint area for archeological evi-dence. “The majority of the present known ar-cheological sites fall outside the planned foot-print area and will remain unharmed anduntouched and available for future interestedstudies if permitted by SAHRA.”
No other buildings than that of the nuclearplant, administration buildings, stores andsome infrastructure may be build on the ac-quired land, and most of this will be in the foot-print area apart from roads and power lines.“Ultimately the reserve will be about 2 000haand the footprint only between 200ha and 250ha.We shall utilize the existing houses on the sitefor offices and other purposes like storagespace. In other words, the extra land can not bedeveloped in another golf estate, eco-farm orseaside resort, but will be protected as is.”
The future Thyspunt Nature Reserve willconsist of a safe area with cycling routes, hi-king trails, bird viewpoints and picnic spots.Henni and Eskom are already open to organi-sations like St Francis Sport to utilise the areafor adventure events, such as the annual StFrancis Bay MTB Challenge.

Home based care training a first for KougaMONIQUE VERMEULEN
MAKING a meaningful contribu-tion to a “better life for all” by le-velling the playing field and givingthe poor and disadvantaged an op-portunity to participate effectivelyin their own upliftment and caringfor others from within, all whilecreating a spirit of self-confidence.
This is exactly what the newly esta-blished Home Based Care Training fa-cility - a first for the Kouga region - isall about. The facility is situated at theCulture Centre in Humansdorp. Overthe past years this type of training hasproved to be a huge success in PE.
In response to the increasingnumber of unemployment and highrates of poverty in the Kouga region,Cycil Pietersen -whohasanursingde-gree and are currently employed byPharmhealth - has made it his life mis-sion to plough the knowledge he hasgained over the past years back intothe community that has seen him
grow from a young boy into a success-ful young man.
And what better way is there thanto equip community members withthe necessary skills and knowledge totake care of and support those whoneed it the most - thus encouragingUbuntu.
“With the downturn of the economyand the high unemployment rate, theneed for home based care training inthe area is rife. In many instances peo-ple who are employed at hospitals andclinics to take care of the basic needsof patients, lack the necessary train-ing to go further in their chosen ca-reer. The training that we offer, willopencountlessdoors for thesepeople,”said Pietersen, who wants to make adifference in the community. “We alsodo placement students who have suc-cessfully completed the training.”
Juline Prinsloo, Kouga Local Tou-rism Chairperson, said: “Kouga Tou-rism is 100% behind this project. It isof utmost importance that the commu-nity of the Kouga are uplifted and giv-en the opportunity to compete with
cities like PE..“Tourism is one of thesectors that urgently need the servi-ces of first aid personnel to help notonly the local people, but also the tou-rists that visit the area on a regularand ongoing basis. It is the few mi-nutes waiting for an ambulance thatcan make the vital difference betweenlife and death.”
Businesses, farm workers, domes-tic workers and stay-at-home parentsare also encouraged to take part in thetraining, you never know when theknowledge of first aid will be needed.
“We would like to extend a hugethankyou toTabisaWoni andher teamat the Department of Social Develop-ment at the Kouga Municipality for alltheir assistance,” said Pietersen.
The training takes place over theduration of one month and includestheoretical and practical learningtopics such as blood pressure, sugarlevels, breathing, pulse, tempera-ture, fractures, first aid, etc. Prices, which include all the equipment ne-cessary, are also very reasonable.
