COMMITTED to the vision Council adoptedin 2012,KougaExecutiveMayor,BooiKoerat,outlined the path and commitments in fulfill-ing the aspirations of the people for the yearahead, at the opening of council on Friday.
He described the past year as eventful. “Ilook forward to sharingwith youour success-es, the challengeswe encountered and the les-sons we have learned,” said Koerat.“Before we start on this journey, I would
like to remind each of us of the new visionwe formulated, as a collective, last year:Kou-ga - a safe, equitable and harmonious home,with prosperous and sustainable livelihoodsfor all its people.”We areworking towards implementing our
vision,which iswhy I amemphasising its im-portance, said Koerat. He continued that thequality of governance affects the quality ofservice delivery. “Collectively, we have thepower to change bad governance by bringingtogether all stakeholders to start a dialogue.We need to make good governance a focus ar-ea. Once we have done this, it will lead to re-
solving pertinent issues, both politically andadministratively.”According to Koerat, one of their ongoing
challenges is the lack of a formal propertymanagement system.Municipal employees living in Council
houses are in the process of vacating thesebuildings so that these premises can be usedfor municipal operations.Earlier this year the Jeffreys Bay Skiboat
Clubalso receivednotice to vacate themunic-ipal building they have been using as a club-house.“Themunicipality has been paying exorbi-
tant rent for office space while renting outour own property for next to nothing,” saidKoerat.With regard to local economic develop-
ment, Koerat said that opportunities must becreated. In order to achieve this goal, a dedi-cated Local Economic Development (LED),Tourism and Creative Industries Directoratehas been established.“It is the mandate of the LED Unit to pro-
mote and support the identification and gen-eration of LED projects, to oversee the selec-tion of projects, to ensure the sourcing and
allocation of funds, to assist beneficiarieswith project implementation, to monitor andevaluate the impact of these projects in thecommunities and to develoop recommenda-tions for further enhancement and improve-ments,” said Koerat.Koerat continued thatTourism is one of the
main economic drivers of the region and theyhare therefore committed to doing all theycan to help grow this industry through its di-rectorate.Big plans are also in the pipeline for basic
services and infrastructure and the councilwill spend almost R28 million on capitalprojects, which include the upgrading of elec-trical lines and the building of houses.Kouga’s Fire department is centralised in
Humansdorp, with satellite stations inHankey, StFrancisBayandJeffreysBay.Themunicipality hopes to have fully-fledged sta-tions in all three towns. describes the State of Municipality Addressby Kouga Executive Mayor, Booi Koerat, atthe official opening of the municipality onFriday, March 8.According to the DA, Koerat turned a blind
eye to the disastrous financial position inwhich Kouga finds itself and did not refer toany strategies to lead Kouga out of its finan-cial doldrums.DA councillor Brenton Williams, said:
“What stunned the audience was his own ad-mission thatKouga once again did not receivean unqualified opinion from the Office of theAuditor General. His own ANC councillorseven applauded the news of a qualified report.“With reference to the adjustment budget
that was recently bulldozed through Council
he still is of the opinion that efforts must beincreased to achieve a collection rate of 95%- a ridiculous assumption.”Williams continued that it was, however,
heartening that Koerat mentioned that cor-ruption and stealingmust be eradicated com-pletely inKougaMunicipality and that perpe-trators should be jailed for suchoffences. “Wedid, however, notice that these statementswere orallymade and unfortunatelywere notpart of his documented speech.”“He highlighted some future plans for tour-
ism in Kouga, but failed to address the realproblem of the total neglect of and withhold-ing of municipal funding for the tourism of-fices in Kouga.“Koerat clearly said that all the work was
done and discussion were taken by the may-oral committee. This surely indicates that
they are responsible for all the mistakes andthe bad state of our beautiful towns in Kouga,including the bad financial situation and un-paid creditors.“It is interesting that the successes that he
mentioned are mostly achieved with outsidehelp andnot by themunicipality itself. Publicparticipation was the worst ever and onlytook place on a limited scale in certain areas.Very little notice was taken of public inputs.”Some other observations made by the DA
include road maintenance that is appallingand grass-cutting that is non-existent inmostareas.Another thorn in the flesh of the DA is the
annual statements and Auditor’s Report thatare outstanding, as well as the revising of theIntegrated Development Plan that is behindschedule.

Volgens Frans van Eeden, voorsitter vandie KBF, hoop hulle dat daar die jaar meerlede teenwoordig sal wees in vergelykingmet verlede jaar se 10 lede.
“Dit was voorwaar ’n baie swak begin,” sêVan Eeden.
“Die finansiële state vir 2011 weerspieëldieselfde prentjie met ’n verlies van meer asR15 000.” Van Eeden skryf die verlies hoof-saaklik toe aan werknemerskoste wat vanR23 835 na R44 464 toegeneem het, terwyl dieinkomse slegs van R39 700 tot R45 270 toege-neem het.

Na maande van ontwrigtende swerf vaneen beskikbare klaskamer na ’n ander, hetdie personeel van die afgebrande klaska-mers by die Hoërskool Nico Malan in Hu-mansdorp weer uiteindelik elkeen ’n splin-ternuwe klaskamer waar hulle kan skool-hou.
Drie klaskamers, twee kantore, ’n mo-torhuis, die minibus wat in die motorhuisgestaan het en ’n sleepwa omstreeks, 02.30op 5 Julie in puin gelê.
Volgens Christa Mostert van Nico Malan,
moes onderwysers wie se klasse afgebrandhet, van een oop lokaal na ’n ander “swerf”.

Die brandweer kondaarin slaag om die verwoestende brand totdié geboue te beperk, wat effens weg van diehoofgebou staan. Daar was slegs geringeskade aan die hoofgebou.
Die totale omvang van die skade beloopnagenoeg R800 000. Die oorsaak van diebrand is nog onbekend.
