The county agency has been charged by the Board of Supervisors to make recom- mendations regarding potential zoning and ordinance changes regarding transient rentals, commonly called vacation rentals. Transient rentals are defined as any dwelling unit, including either a single- family detached or multi-family attached unit, owned, leased or rented on a less than 30 day basis. Whatever the definition, the Kern River Valley and surrounding areas have numerous vacation homes that will be affected by the recommendations and ulti- mate decision of the supervisors. There are currently three options being considered for R-1 and R-2 districts – not allow; require a Conditional Use Permit; or require an Administrative Permit. There are numerous standards and conditions that could also be applied to options two and three. Dills posted the following on the Courier’s Facebook Wall: “The Senior Center will continue passing out the $20 Senior Nutrition checks each weekday until they are gone. They will do this 12 noon to 12:30 in the dining hall. “These checks are for purchasing fresh locally grown vegetables at the Lakeshore Farmers Market in Wofford Heights. “You must be 60 or older, and you don't need to bring proof, just answer their questions. They can be visited at 2575 Haley Street, Bakersfield from 9 am to 4 pm. Their phone number is 1-661-873- 2140. On the website, you can apply for benefits, apply for help with prescription drugs, and most other Social Security business. Health Insurance Counseling and Advocacy Program (HICAP) coun- selors are available Monday through Friday at 1-800-434-0222 or 1-661-868- 1000 to assist with any and all Medicare related questions or other medical billing questions by Medicare recipients. A Kern County Planning Departmentworkshop was held Monday at the SeniorCenter in Lake Isabella to hear concerns,pro and con, regarding short-term vacationrentals in residential areas.

The county agency has been charged bythe Board of Supervisors to make recom-mendations regarding potential zoning andordinance changes regarding transientrentals, commonly called vacation rentals.

Transient rentals are defined as anydwelling unit, including either a single-family detached or multi-family attachedunit, owned, leased or rented on a less than30 day basis. Whatever the definition, the

Bodfish Bob's Shrimp Gumbo

1/2 pound andouille or Cajunsausage, coarsely chopped1 medium onion, chopped1 green sweet pepper, diced1 14-1/2-ounce can whole tomatoesin juice, chopped1-1/4 cups water1/2 cup long-grain rice1-1/2 teaspoons minced garlic1 teaspoon Cajun seasoning1 pound medium shelled anddeveined shrimp

Heat a Dutch oven over highheat. Add sausage, onion andpepper; cook 5 minutes, untilonion begins to brown. Addtomatoes, water, rice, garlic andCajun seasoning; stir until com-bined. Bring to a boil; reduce heatand simmer, covered, 15 minutes,until rice is tender. Stir in shrimp.Return to a boil; reduce heat andsimmer, covered, 2 to 3 minutes

more, until shrimp turn opaque.Makes 4 servings.

Bodfish Bob's Salmon Cakes

Two 7- to 8-ounce cans pink salmon Salt 2 tablespoons mayonnaise 2 teaspoons whole-grain mustard Pinch of ground mace 1/4 cup panko (Japanese-style breadcrumbs) or fine dried bread crumbs 1 tablespoon chopped fresh dill 2 tablespoons butter Lemon wedges

Preheat the oven to 400degrees. Drain the salmon. Flakethe fish into a bowl, being carefulto remove any small bones orskin that may be mixed in. Seasonwith salt and add the mayon-naise, mustard, mace, breadcrumbs, and dill. Mix gently withyour fingers until it is well com-bined. Form into four even pat-ties about 1 inch thick and allowto sit for about 5 minutes to allowthe bread crumbs to absorb theflavor. In a large sauté pan overmedium-high heat, heat the but-ter until foaming. Add the salmoncakes and cook until they begin toturn golden on the edges, about 5minutes. Don't touch them whilethey're browning. Once the edgeshave browned, transfer the panto the oven and bake for 5 min-utes to heat through. Flip thecakes onto plates and serve withlemon wedges.

This is one of those weeks Ishoulda stayedin bed.

I wish Icould give youa better handleon what isgoing on in thefishing worldhere at IsabellaLake, but mytruck has avirus of somesort and without a code on thecomputer to give me a clue,I’m guessing and that getsexpensive.

So motivating around thelake hasn’t been possible forme lately. Ihave talked tomy crappiefishing buddy,and he saidthe fishing atthe docks atFrench GulchMarina hasbeen veryslow andmostly not atall.

My neighbor, Pastor James,even with his direct line to“the Big Guy,” hasn’t landed abass in two weeks.

Although the Upper andLower Kern have been stockedregularly for several monthsthe fishing has been slow.Lloyd Meadow in the highcountry has some creeksstocked but some are still notaccessible due to the abun-dance of precipitation we havebeen having so far this year.Most of the creeks in TulareCounty including the TuleRiver have also been stocked.

Although my truck is notwell, and the wind has beenblowing like someone hasmade it mad (here it is the endof May and it’s been feelinglike March), we are very luckto have what we have. Myheart and prayers go to those

who live in ourHeartland whohave lost every-thing.

All the hassle about the KernvilleBike Park and whether to go withthe ABA or the NBL is about to bebecome a thing of the past, becausethe news is out that the two BMXorganizations are going to merge.

BMXNews.com conducted aWebinar recently. During theWebinar, NBL CEO Gary Aragonannounced that the NBL board ofdirectors has approved a letter ofintent on a proposal made by theABA for the two organizations to“merge operations.”

Both “league brands” will remainin place (meaning there will still bean ABA and an NBL, racing theirown style of BMX, but under theproposal, a new, umbrella organiza-tion, USA BMX, will be created tomanage the operations of bothleague brands and handle supportservices to tracks, fulfill member-ships, etc.

Details are being finalized, andthe agreement, while approved bythe NBL board, is not yet final. The

parties are hoping for an effectivedate of June 1, 2011 for the proposalto become BMX reality. As Aragonput it on the evening Webinar, “thisis a living, breathing document, sothere may be subtle changes fromthis point.”

Here are some highlights:• USA BMX Membership cards

will carry both ABA and NBL logos,and all members can race at anytrack in North America.

• Under the proposal, the NBL’s“All You Can Race” membership for-mat would be discontinued, and alltracks would return to a “pay as yougo” format, as in years past.

• A formula will be applied to allof NBL’s “all-you-can-race” mem-berships to arrive at a “value real-ized” / “value credit” number.

. I had a call from a client who

asked why am I away from myoffice so often.Last time Ireturned his callfrom my hotelroom inWashington, D.C.This week, the callwas returned fromSacramento.

I don’t just sellhealth insuranceand act as a liaison between thecustomer and the insurance compa-nies.

About 25% of my time is spent ineducation. I spend a lot of timekeeping abreast of the news in anindustry that is constantly chang-ing, along with new legislationaffecting it.

A good part of my educationtime is spent in teaching otheragents. I instruct other agents inthe Medicare regulations and workto keep them compliant and keeptheir customers safe.

Another area of education is inkeeping our political leadersinformed. It is amazing how muchinformation a legislator needs toabsorb when making decisions offuture laws that come before theHouse and Senate in Washington,D.C. and in the Assembly and StateSenate in Sacramento. It is healthinsurance specialists, such asmyself, who meet with these legisla-tors to educate them.

I also look to the "unintendedconsequences" that some regula-tions create. When the MedicareAdvantage regulations were creat-ed six years ago, the AnnualEnrollment Period to sign up for orchange a plan was November 15 toDecember 31. The unintended con-sequence was no holiday for theadvisors, no Christmas with family,and clients on January 1 not havingan ID card, as they enrolled at theend of the enrollment period.Through several trips toWashington, DC, many phone callswith legislators and regulators, pro-fessional association alliances withother stakeholders, the regulationswere changed. This year, seniorscan change their MedicareAdvantage HMO or PPO plans orMedicare Part D prescription drugplans October 15 to December 7.They will have an extra week toenroll, and the insurance companieswill have three weeks to get the IDcards into the seniors’ hands.

The remainder of my work day isspent doing bookkeeping and occa-sionally selling health insurance topeople who need this financial pro-tection from future medical prob-lems.

The Kern River Ranger District(which covers areas immediately sur-rounding the Kern River Valley)reports there are several campsitesavailable on a first-come, first-servedbasis at Camp 9 Recreation Area,Hanning Flat and Stine Cove (enter byway of Kernville and head south.Sierra Way is still closed at the SouthFork bridge due to a huge washout afew months ago.)

Lakeshore camping is permitted atAuxiliary Dam, Old Isabella Road andSouth Fork Recreation Area with thepurchase of a Southern Sierra Pass.Visitors can obtain their pass atGolden State Surplus, Red’s KernValley Marina, Riverside One Stopand both Sierra Gateway Markets orat the Forest Service office in LakeIsabella (which is still open on week-ends). Cost is $10 per vehicle forovernight and day use or visitors canpurchase a $50 annual pass.

Several “undeveloped” campingareas along the Upper Kern River areavailable free of charge.

Campsites and campfire rings needto be back at least 25 feet from theriver’s edge. The setback is necessaryto protect water quality in the KernRiver. Visitors need to keep the areafree of litter and are encouraged to useexisting sanitation facilities.

On the Kern Plateau, KennedyMeadows, Fish Creek and TroyMeadow are open for the season.

These campgrounds are $17 per night.On the west side of the Plateau, HorseMeadow Campground is still closed atthis time due to snow. These camp-grounds also operate on a first-come,first-served basis.

ANGLICAN DIOCESE SELECTS BISHOPThe Rev. Dr. Eric Menees was elected new Bishop of the Anglican Diocese of San Joaquin

on May 14 by clergy and lay delegates at a special convention at St. James Cathedral in Fresno.Rev. Menees, rector of the Anglican Church of the Resurrection in San Marcos in SouthernCalifornia, will replace Bishop John-David Schofield, who retires in October.

Bishop-elect Menees is a graduate of General Theological Seminary. He received a doctor-ate of ministry from Seabury Western Theological Seminary in 2006. He was ordained in theEpiscopal Diocese of Los Angeles. He was rector of Grace Episcopal Church in San Marcosbefore founding the Anglican Church of the Resurrection in 2006.

Rev. Menees and his wife, Florence Mira-Menees, have two sons, ages 10 and 17. Rev. Menees will be consecrated at a service in the People's Church in Fresno in September andenthroned in late October, which coincides with Bishop Schofield's retirement.

Bishop Schofield was elected bishop in 1988. In 2007 he helped lead a movement for thediocese to secede from the U. S. Episcopal Church over debate about same-sex blessings, con-secration of a partnered gay priest, and how to interpret the Bible over such issues.The Anglican Diocese of San Joaquin extends from Elk Grove south to Lancaster, and fromHollister east to Henderson, NV, and is rapidly expanding into the LA basin communities.

Meet the KRV Pastors Association Michael BatelaanKern River Courier

In the Kern River Valley there aremany pastors, and the Kern RiverValley Pastors Association providesa common ground where the manypastors of various denominationscan meet in fellowship and discus-sion with one another here in ourvalley.

This was evident the evening ofMay 19th at the Kern River ValleyPastors Association open househosted by The Salvation Army LakeIsabella Extension and held at LakeIsabella First Baptist Church. Thepastors, family and communitymembers were invited together tobecome more acquainted with eachother and with the PastorsAssociation. There is hope that theopen house and dinner will be thefirst of many to be held each year.

As pastors, they share in thework of ministry to the Kern RiverValley. Each year the pastors hostseveral community religious holidayevents, a Good Friday Service,Easter Sunrise Service andThanksgiving Service, events thatare open to the public at large forthe furtherance of Christ's work inour community. The keynote speak-er for the evening was Kern Valleyresident and retired FoursquareReverend Ron Williams, a formermissionary to China. Williamsemphasized unity and not division,having a Kingdom mentality, notjust a church mentality.

This statement taken from theevening's program may bestdescribe their association: "TheKern River Valley PastorsAssociation is made up of Biblebelieving Church pastors, retiredpastors and ministers of the gospeljoining together to further the workof our Jesus Christ".

But when thejudges “paws'd” to evalu-ate the record number ofentrants, it was aDachshund who capturedthis year's Best of Showtrophy, sponsored byKernville Animal Hospital.

Four-year-old BreezyBaby, a red piebaldDachshund with a naturalmohawk, was not only themost obedient dog at theshow, she was the one withthe most spots and theshortest legs. She is alsopossibly the most spoiled.

Elam gave Breezy to his girlfriend, Lori, as a Christmas gift. When Lori lefttown for a week, Elam began taking Breezy to work with him at AtchisonPropane.

"Now she goes everywhere with me," he said. "Including under houses, onrooftops, in trenches and even up ladders, while riding on my shoulders. Sheand I are inseparable. She was even the ring bearer in our wedding."

Proceeds from the annual dog show go to support the Elks Lodge No. 2358scholarship fund. In the United States, the Elks Lodges award more scholar-ships than any other entity except the federal government, according to co-chair Pat Terrell.

The Ladies of the Elks, according to Ashley and Terrell, are grateful to theirsponsors for helping to make this year's show the biggest and the best yet. Although the recommenda-tions and decision will apply tothe entire 8,000 square miles ofKern County due to "fairprocess," the county seemed tobe concentrating on Alta Sierracommunities. There is divisionamong those property owners,and both sides had legitimateconcerns regarding their proper-ty.

The most vocal in attendance,at this session anyway, were thefull-time residents who did notwant vacation rentals in theircommunity for a wide variety ofvalid reasons.

Many of the property ownerswho rent to visitors were unableto attend this session after theworkshop was postponed from aweek earlier.

All seem to want what's bestfor the community, but differ onthe definition of property owner-ship rights and use.

When differences cannot beresolved by parties sitting downand working out compromises,the government will usually stepin and make the decisions for us.Multiple-jurisdiction decisions

that affect our living standards,made by distant federal, stateand county agencies, have notalways been the most beneficialto local interests.

This issue and its outcome willaffect numerous other communi-ties and businesses throughoutthe Kern River Valley. Withextremely limited rooms andproperties available to visitorsand tourists for lodging, the ulti-mate decision will impact thealready fragile economy oftourism dollars the valley relieson.

Recommendations and publiccomments are scheduled for theBoard of Supervisors’ afternoonsession, June 14 at 2 p.m.Contact the county offices forany changes in the schedule.

A few years ago when weused to camp at June Lake,fishing was our main reasonfor being there.That lake is atreasure troveof big trout,both rainbowand GermanBrown. Bestfishing time is 6am to noon.Trolling at theeast end of thelake is alwaysproductive.

This day we were trolling,three of us in the boat andthree lines in the water.Because fishing was good, oneof our party was designated toput the fish on the stringers. Itwas also his job to keep trackof whose fish were on whatstringer and where thestringers were.

We had fished for about twohours, had almost three limitsand considered going home.But we met a fellow boaterwho told us that they werepulling out some big lunkersat the west end of the lake.

The word “lunkers” gave usa reason to keep fishing, andwe decided to go there. It wasabout a mile to the spot point-ed out, so we fired up our 20-horse Johnson and headed tothe other end of the lake.

We had been going fullspeed for about 10 minuteswhen one of our group yelled,"Stop the boat, stop the boat!"

So I kicked the motor intoneutral and shut it off. Insilence we all looked where hewas pointing, and there wecould see, for about a quarterof a mile behind us, a path ofdead fish. Sea gulls were hav-ing a party and the fish weredisappearing fast. We thenrealized those were our fish,which had been torn off thestringers by force of thewater.

It wasn't funny, but it was.We were chagrined realizing“someone” had forgotten toput the fish inside the boatbefore we took off.

We did fish at the west end,but didn't catch any lunkers.In fact we caught only onepuny rascal, which wereleased.

At camp, as part of the dailyritual, our wives came outsmiling, asking how we did.No one wanted to tell themwhat really happened, so wetold them about a maskedboater who robbed us at gun-point and put all our fish inhis getaway boat and disap-peared into the fog. (Not badfor an off-the-cuff explanation,right?)

One thing I have noticed.For some reason, wives don'talways believe what you tellthem.
